  • Science and technology (S&T) is one of the most important elements in a nation's competitiveness. In an effort to strengthen their national competitiveness, all countries are focusing on upgrading the level of eir S&T. With these factors in mind, Korea has increased its support of national research and development (R&D). In recent years, this added support has resulted in an increased interest in the effectiveness of R&D. We have made continuous efforts to enhance the accountability and effectiveness of R&D by strengthening performance evaluation and considering R&D evaluation results during the budget review (appropriation) process. In order to change to a performance based system, we need to develop objective and scientific indicators to measure and evaluate the quality of the research performance of R&D programs. One of the primary research outcomes is publications. The impact factor of publications is widely used to evaluate overall journal quality and the quality of the papers published therein. However, the use of impact factors has been criticised because they can vary greatly when works from different subject areas are compared. In order to overcome this limitation, we have developed three kinds of qualitative indicators, which are functions of the impact factor. Two of these qualitative indicators, Modified Rank Normalized Impact Factor and Ordinal Rank Normalized Impact Factor, are based on order statistics (rank) for all journals from a specific specialty. The third qualitative indicator, Relative Field Impact Factor, uses the average impact factor of all journals within a subject category. We also suggest a quantitative indicator, Percentage of Contribution. In this study, we suggest 4 indicators and use them to evaluate the performance of outcomes from three R&D programs supported by the Ministry of Education, Science & Technology. We also perform a simulation study to verify the effectiveness of the proposed indicators. It can be shown that the proposed Ordinal Rank Normalized Impact Factor is the most reliable and effective indicator for comparing research performance across subject categories. However, we recommend using previous indicators in combination with the proposed indicators in this study for the research evaluation of R&D programs.

  • Existing Semangeum's water balance analysis simplifies whole basin to single basin and achieved volume of effluence that produce by Kajiyama way to foundation. But Semangeum is complicated and various rice-wine strainer supply system. And there is difficulty to apply as elastic when water balance element is changed at free point. Divided to unit possession station for suitable water balance analysis model application to Semangeum in this study. And developed basin water balance model of GIS base that can do details analysis is bite about development and transfer of an appropriation in the budget of basin water resources. Achieved study including abstraction and concept design that use UML (unified modeling language) diagram for details analysis, stream network composition for rice-wine strainer supply system application, preprocessing of GIS base and postprocessing module development, model revision and verification etc. Support of this water balance analysis model is available to establish efficient water resources administration plan through outward flow process analysis of water resources. And support is considered to be possible in more convenient and, reasonable water resources administration way establishment by minimizing manual processing in systematic water resources government official to user and support diversified analysis system.

  • Of safety check regulation, 'Construction Technology Promotion Act' and 'Special Act on the Safety Control of Public Structures' contain provisions about the content of safety in construction works and the items of safety checks in the maintenance aspect and thus contribute to accident prevention in the construction industry. Of the regulations responsible for the practical safety of workers, the safety check regulation of Ministry of Employment and Labor demand for safety check from the start of construction based on an agreement with a concerned agency to the completion of construction solely based on 'Guidance Standards for the Specialized Disaster Prevention Instruction in Article 32 of Occupational Safety and Health Act' and 'Appropriation and Usage Standards of Safety and Health Management Costs in the Construction Industry'. There is, however, a huge gap, as well, in them according to client agencies. In small construction sites ordered by a private organization, checks are done formally with no detailed regulations. As a result, the costs of checks continue to drop with only the contract kept intact. This study examined the forms of safety checks practically done in the Jeju region, distinguished and compared them by the construction costs, calculated proper costs based on each construction act, and further proposed improvement measures for the detailed regulations.

  • Philosophical roots and discussion frames of neoliberalism are very heterogeneous and approaches to neoliberalism including anarchism, post-neoliberalism also take diverse stances. Even if neoliberalism is losing legitimacy and stability through the global financial crisis, 2008, spatial perspective is becoming more and more important as neoliberalism constantly evolve with creating immense variations. Especially, urban space has become strategically crucial arenas as spatio-temporal strategies and generative nodes for reproduction of neoliberalism. Urban enclosure plays a key role in the specific process of neoliberal urbanization as a kind of capitalist formal and real subsumption. Contemporary capitalism continuously has been sustaining the accumulation by dispossession based on urban enclosure through reshaping the primitive accumulation mechanism. These enclosures are embodied by the change of public use concept from public ownership to economic benefits and public-private taking for private capital. Urban enclosure promotes reification deepening the separation and alienation of workers from the means of production and survival, and interdiction from free place appropriation, transformation of urban economy to patrimonial forms. Also it is pervasive in a daily life space and everyday experience in the city, and private tangled social rules dominate public space and the publicity of space.

  • The urban housing market in Korea, especially in Seoul and the Capital region, has been revitalized with massive urban (re)developments and expanding real estate finance after the IMF crisis. This brought about a boom of housing price during the mid-2000s, which has been virtually stabilized by strong regulation policies of the previous government. But with impacts of the recent international financial crisis together with some inherent problems, the housing market of Korea faces with a worry of collapse in relation with the financial market volatility and the serious depression of real economy, and hence the current government attempts to implement strong deregulation policies on the housing market. In this paper it is argued that this kind of volatility of urban housing market seems to be caused by strategies of capital which involve continuous massive urban (re)development, residential segregation and appropriation of monopoly rent(or capital gain), and fictitious capitalization of real estates and integration of real estate market and financial market. In these reasons, the current tendency of urban housing price shows a slow downward, which seems to give the current neoliberal government a rationale for deregulation policies to prevent the downward tendency. But this paper suggests that such a slow downward of housing price shift would have positive effects on the housing market in particular and social and economic situations in general, and hence an alternative housing policy is required to realize such positive effects.

  • This paper presents development of an appropriate procedure and flow chart to analyze shale gas production data obtained from a multi-fractured horizontal well according to flow characteristics in order to calculate an estimated ultimate recovery. Also, the technical considerations were proposed when a rate transient analysis was performed with field production data occurred to only $1^{st}$ transient flow. If production data show the $1^{st}$ transient flow from log-log and square root time plot analysis, production forecasting must be performed by applying different method as before and after of the end of $1^{st}$ linear flow. It is estimated by an area of stimulated reservoir volume which can be calculated from analysis results of micro-seismic data. If there are no bottomhole pressure data or micro-seismic data, an empirical decline curve method can be used to forecast production performance. If production period is relatively short, an accuracy of production data analysis could be improved by analyzing except the early production data, if it is necessary, after evaluating appropriation with near well data. Also, because over- or under-estimation for stimulated reservoir volume could take place according to analysis method or analyzer's own mind, it is necessary to recalculate it with fracture modeling, reservoir simulation and rate transient analysis, if it is necessary, after adequacy evaluation for fracture stage, injection volume of fracture fluid and productivity of producers.

  • The Korean $taeg{\breve{u}}m$, a horizontal bamboo flute, is considered a representative wind instrument of Korean traditional music. Symbolized by its unique timbre and diverse techniques, this instrument transmits the beauty of Korea, and has become acknowledged even in international music scenes. Being a $taeg{\breve{u}}m$ player, composer, and ethnomusicology researcher, I have developed creative collaborations with musicians from Asian, electro-acoustic, jazz, and Western art music traditions developed outside my country of origin and tried to overcome musical boundaries through the 'intercultural performances' (after Turner 1988). Zooming in one collaboration, I detail the process of music creation and performance, collaborating with prominent Korean composer Kim $Taes{\breve{o}}ng$ (b.1967), who was commissioned by myself to write two compositions for the $taeg{\breve{u}}m$ and Western art music. The purpose is twofold: firstly, the modernization and appropriation of the Korean flute is briefly tracked down within the context of Western Art music. Secondly, a performance project is illustrated with the support of technical apparatuses such as DVD and CD recordings and delves further into the question of the 'cultural relativism' (Michael Tenzer, 2006: 7) through the interactive process. The performance-as-research, as a tool 'actualizing' (Richard Schechner 2003: 32) the hybridity, touches on critical domains in Ethnomusicology. The corresponding two parts discover, as Alan Merriam's(1964) 'tripartite model' suggests, the 'context' of Korean and Western cultures, the 'behaviour' of collaborating and performing and the 'sound' of improvised and composed productions in the course of music making.

  • The Milk of Sorrow (La teta asustada) (2009) is a Peruvian-Spanish film by a young, female Peruvian director, Claudia Llosa (1976 - ). By applying the theories that feminist and subaltern scholar Gayatri Chakravorty Spivak presents in "Feminism and Critical Theory", the present work questions the ironic term, "Feminism in the Third World" by considering the Latin American context. Would the term refer to the feminism of Native Indian women or white creole women? The present work raises this question via Llosa's The Milk of Sorrow, in which a white creole woman, Aída, takes advantage of a quechua woman, Fausta. Through analysis of this film, this work demonstrates that in the Latin American context, even in a single country, there should be various types of feminism, since what Native Indian women fight against is different from what white creole women fight against. Thus, it insists that feminism in the Third World should develop in a deconstructionist manner, in which each woman has the ability to interpret her own social and political stance. Furthermore, it can be said that cultural appropriation is taking place in the "real" world as well as on the screen: a white creole director, Llosa, is taking advantage of a hot-button issue in our postmodern era, the violation of the human rights of minorities, especially those of Latin American Native Indian women, since Llosa became a success and won many prizes in international film festivals for her work.
