This study analysed the influencing factors involved in deciding the policy through the analysis of procedure in the policy on the natural resources in local governments. To evaluate the political consensus of decision making in policy determination as political rationality in natural resources policy, we analyzed the degree of the satisfaction from the residents. Among the analysis factors of the satisfaction of natural resources policy, the most significant independent factors were the goal and the method of the policy, the institutional conditions and interested groups, the appropriateness of the content of decision making, supervising and controlling, cooperating relations, the effect of policy, and the consistency. From the analysis of the effect and the goal of policy, we found $70.5\%$ of residents was against the policy and only $27.8\%$ consented. Considering the appropriateness of supervising and controlling in accordance with the process of the policy decision and its execution, the influence of local governments and institutions concerned enjoying comparatively more economic benefits was strong, however, the involvement of the residents and supervising and monitoring institutions were found negligible.

The purpose of this study is to select and analyze words that represent various emotional states towards a spatial environment. Selecting appropriate words for the sensibility evaluation of a spatial environment is a process of constructing sensibility indicators, so that an accurate selection of sensibility words is very important. To collect basic words for this study, words for expressing sensation, emotional states, and sensibility regarding a spatial environment have been collected first via free association and a literature review of previous studies. In the second stage, the selected words are refined. Fifteen evaluators have participated in the first process of refining words, 140 college students participated in the second process, and than the final list of 277 refined words has been selected. During the third stage, 15 specialists were asked to evaluate the appropriateness of sensibility evaluation words, for that 7 point-scale has been applied. Then, 99 words with an average point of 4.55 or more and a standard deviation of 1.55 or lower were selected. After investigating the similarity in the meanings of the selected words, 55 pairs of contrasting words have been selected as a final list of sensibility evaluation words. During this last stage, 307 college students majoring in related fields were asked to evaluate the appropriateness of sensibility evaluation words for a spatial environment, and 7 point-scale was obtained. A factor analysis, cluster analysis, and multidimensional analysis have been conducted on the data obtained from these survey. According to the results of the factor analysis, the eight important factors are obtained from the sensibility evaluation criteria of a spatial environment(form, texture, function, value, comfort, aesthetics, atmosphere, and affinity). The factors obtained from this study can be used in the beginning stage of evaluating the sensibility factors of a spatial environment. In addition, the results of this study can be used as basic data when constructing a list of evaluation indicators to select various complex sensibility words for a space; or as general indicators when evaluating various spatial design factors.

PURPOSES : The current practice in car headlight visibility performance evaluation is based on the luminous intensity and illuminance of headlight. Such practice can be inappropriate from a visibility point of view where visibility indicates abilities to perceive an object ahead on the road. This study aimed at evaluating the appropriateness of current headlight evaluation method. METHODS : This study measured the luminance of object and road surface at unlit roadways. The variables were measured by vehicle type and by headlight lamp type. Based on the measurements, the distance where drivers can perceive an object ahead was calculated and then compared against such distance obtained by conventional visibility performance evaluation. RESULTS : The evaluation method based on illuminance of headlight is not appropriate when viewed from the visibility concept that is based on object-perceivable distance. Further, the results indicated a shorter object-perceiving distance even when road surface luminance is higher, thereby suggesting that illuminance of headlight and luminance of road surface are not the representative indices of nighttime visibility. CONCLUSIONS : Considering that this study utilized limited vehicle types and that road surface (background) luminance can vary depending on the characteristics of the given road surface, it would likely go too far to argue that this study's visibility performance evaluation results can get generalized to other conditions. Regardless, there is little doubt that the current performance evaluation criterion which is based on illuminance, is unreasonable. There should be future endeavors on the current subject which will need to explore study conditions further, under which more experiments should be conducted and effective methodologies developed for evaluating automotive headlight visibility performance. Needs are recognized particularly in the development of headlight visibility performance evaluation methodology which will take into account road surface (background) luminance and luminance contrast from various perspectives as the former indicates the driver's perception of the front road alignment and the latter being indicative of object perception performance.
This study examined the actual use and users‘ satisfaction with the university dormitories in Gwangju and Chonnam and analyse the related variables that affect on them. The purpose of this study was to evaluate the program for the control of acute respiratory infections(ARI) in children in a Korean rural area(Yonchon county). Evaluating the program, we focused on the pattern of prescription and appropriateness of antibiotics prescribed by the health personnel who had participated in the ARI Control Program. It was implemented at the primary health care setting in rural area, such as district hospital, health subcenters, and health posts. During six-months programme monitoring period, medical records were reviewed and collected data were analysed by the pediatrician, research coordinator of this study. The baseline data were collected from medical records of the same period(six months) of one year before the implementation of the ARI programme. The study results were as follow : 1. Common cold was the most prevalent disease(78.7%. 594 cases) among the all ARI cases (755 cases). The less frequent cases were bronchitis(11.9%), acute pharyngitis(5.2%), and pneumonia(1.8%). 2. Significant reduction in the use of antibiotics was observed after the programme implementation. Ninety three(15.7%) of 594 common cold cases were received antibiotics compared with 282(35.2%) of 802 in the baseline period. In the cases of bronchitis and acute pharyngitis, the reduction rates were 15.1% and 23.2% respectively compared to the baseline period. 3. Mean duration of antibiotics prescription was 1.81-1.75 days, similar to the baseline data. 4. The appropriateness rate of antibiotics prescriptions were 84.3%(common cold), 35.6% (bronchitis) and 28.2%(acute pharyngitis). In the case of pneumonia, the antibiotics prescription was compatible to the criteria developed. 5. Pediatrician prescribed antibiotics more appropriately for all cases than general practitioners in health sub-center, and nurse practitioners in health posts. 6. Antibiotics therapy was shown to be of no effect in the treatment of the all ARI cases. At the 5 and 10 days check-up of common cold cases after visits, proportion of improved patients were 58.3% in the antibiotics-used group and 51.4% in the control group. In the other cases of ARI, the patterns of response were similar to common cold. None of the differences in outcome between the antibiotics-used and control group was statistically significant. This ARI programme may have substantial a substantial impact on antibiotics use at the public health institutions(district hospital, health subcenters, health posts) which are of major domain for primary health care in Korean rural areas.

This study is conducted to provide marketing implications for the growing pet-related market by identifying the impact of attachment to pets on the purchasing attributes of pet goods and the relationship between the purchasing attributes, satisfaction, and behavioral intention. The survey was conducted on 173 respondents among the pet owners who had purchased pet products (beauty/bathing goods). The confirmatory factor analysis and path analysis were conducted using SPSS 22.0 and AMOS 21.0. This analysis results showed that attachment to a pet significantly influences the purchasing attributes of pet products: price appropriateness, quality, design, reputation and the sales environment. The relationship between the product purchasing attributes, satisfaction, and behavioral intention showed that price appropriateness, quality, and the sales environment of the product purchasing attributes had a significant impact on satisfaction, but the product's design and reputation do not. Satisfaction has a significant effect on behavioral intention. This study demonstrates that the pet product market should consider product quality, price appropriateness, use and an accessible sales environment based on the characteristics of pets rather than considering the design or reputation of the owner's preference of product.
The purpose of this study is to investigate industrial safety and health experts' opinions on the examination system of WMSDs(work related musculoskeletal disorders) risk factors. For doing this, a questionnaire study and two FGIs(focused group interview) were conducted. A questionnaire with open questions about the examination system was developed, and sent to 42 experts consented bye-mail. Of the experts, 24 experts responded, whose data were used in the analysis. The FGIs were performed for the persons in charge of industrial safety and health in industries and ergonomists. The questionnaire study revealed that most experts(91.3%) agreed with legalization of employers' duty for preventing WMSDs, necessity of the 11 tasks designated by Ministry of Labor, the examination system and ergonomics program, and pertinency for the examination system classification of periodic and occasional one. However, more than half experts disagreed with timeliness and appropriateness of the legal system. This was validated by the low approval rates for appropriateness of the 11 tasks, methods of the examination, charge person in the examination and ergonomics program. FGIs showed that it was desirable for the examination system to be legalized, and that the system was generally properly performed. It was suggested that the system be partially revised with reflecting problems disclosed during its enforcement rather than whole revision. It is expected that when revising relevant legal system, the results of this study would be used as valuable data.

Purpose : Accumulation of accurate data regarding the use and adequacy of subsidies is important to provide optimal development rehabilitation services. However, no reports have discussed the status regarding the use and adequacy of subsidies available for motor development rehabilitation as a part of development rehabilitation services in children and adolescents with cerebral palsy. In this study, we investigated the current use and subsidy adequacy of motor development rehabilitation as an essential part of development rehabilitation services in children and adolescents with cerebral palsy. Methods : The study included parents of children and adolescents with cerebral palsy, who underwent motor development rehabilitation of development rehabilitation services (n=148). The participants were administered a questionnaire to investigate the current use and subsidy adequacy of the motor development rehabilitation part of development rehabilitation services. Results : Most respondents indicated that 310,000-410,000 /month was an appropriate subsidy and agreed that the subsidy should be extended to adults with cerebral palsy. We observed a significant difference in the appropriate subsidy based on age groups (p=.029), as well as type of development rehabilitation service most needed (p=.005) and whether or not agree to extend the subsidy to adults according to gross motor function classification system level (p=.015). There were significant relations of appropriate subsidy (p<.001) and appropriateness of copay (p=.004) according to degree of transportation cost burden. Moreover, there were significant relations of appropriateness of current subsidy (p=.015) and appropriate subsidy (p<.001) according to degree of inconvenience of using transportation. Conclusion : This study highlights the need to increase subsidies for motor development rehabilitation of development rehabilitation services and that the subsidy should be determined based on the burden of transportation costs and the inconvenience of using transportation. Development rehabilitation service for adults with cerebral palsy should also be supported.
