Governments around the world invest in research and development (R&D) for different purposes : national economy, defence, environment, health, etc. as a means of national survival beyond the means of national competitiveness. These are usually programs with high social impact but low short-term economic impact or large scientific programs that are too expensive and risky for private sector investment alone. The Republic of Korea has also shown a very successful model of economic progress and social development through government R&D programs. However, there have been many corruption scandals behind it while selecting awardees for government R&D programs in Korea. So, the Republic of Korea focused on reforming appraisal system for government R&D and began preparation for "Clean Appraisal System" last year. In this study, first we analyzed the related appraisal tasks through the review of laws and administrative rules and typed appraisal tasks according to the flow of the actors and time. Thus securing the information infrastructure and finally we drew the conceptual model of the system according to an open appraisal tasks by introducing an element of the OECD on open government typed appraisal tasks.

Trust in government agencies is closely related to accountability. The key strategy to increase public accountability is to document the processes and outcomes of their key tasks and policies adequately. The purpose of this study is to suggest a redesign of the records appraisal policy to enhance the accountability of government agencies. Applying the newly introduced concept of appraisal in ISO 15489-1: 2016, the relationship between accountability and appraisal is articulated and the problems of records appraisal systems in terms of accountability are analyzed. Based on this analysis, it suggests the principles for reforming the appraisal policies well as the redesign of the current disposition authorities as a key tool for appraisal, and the introduction of records disposal freeze system.

This study explored recent discussions, experiments, and case studies related to the appraisal of digital records, which was focused on datasets and websites. Based on this, it proposed what issues should be addressed for developing appraisal policies. To this end, it categorized appraisal criteria that can be applied to digital records, examined the arguments that in the digital environment total retention is necessary in the era of big data, and that selective retention is still necessary, based on the literature review. Subsequently, after analyzing case studies conducted on datasets and websites, the study dealt with what discussions should be made in terms of targets, tools, objectives of appraisal, and roles/responsibilities which used to develop appraisal policy. This study addressed the following questions to reveal current debates and challenges; First, what appraisal criteria can be applied to digital records in general; second, is the appraisal activities still necessary in the era of digital environment and big data; third, what are the results that case studies produced for the appraisal of digital records; fourth, what changes are expected in the future regarding the appraisal. Based on these questions, it tried to reveal the main issues necessary to develop the appraisal policies that can be applied to various types of digital records created in the public domain.

Establishing greater reliability in property appraisal is critical because it promotes the public interest. Reliability is composed of competence and ethics. In particular, the ethics of property appraisal has individual and corporational aspects. This study aimed to evaluate how the ethical climate of a firm is affected by the scale of appraisal firms, thereby validating the effect of the 'Large Appraisal Firm System'. Hence, the ethical climate of appraisal firms, an indicator of inherent ethical value recognition, was investigated, divided into recognition of social responsibility and exclusion of self-interest. The study results showed that the ethical management systems of appraisal firms encourage the appraisers of such firms to be conscious of their social responsibility and to exclude self-interest in their work. The degree of such influence, however, differs according to the scale of appraisal firms. Based on these results, further research on the maintenance and operation of the ethical management systems of appraisal firms is required to enhance the reliability of property appraisal.

This article minutely examines functional appraisal process that focuses on not content but function in which the records are created. Taking everything into consideration, functional appraisal in electronic record environments constitutes consecutive process that is performed organically in pre-creation stage of records. Ultimately functional appraisal in electronic record environments is organic process selecting electronic records across phases of whole record management, which assure business context and recordness, and need to run organization and perform business.

본 연구의 목표는 rapid appraisal의 사용을 통한 지역사회의 건강과 사회적 요구들을 알아내고 이들의 우선순위를 파악하여 지역주민과 써비스 제공자들 사이에 활동계획을 만들기 위함이다. 자료 수집은 Rapid appraisal의 정보피라미드를 통한 primary care team에 의해 3개의 자원들인 지역사회내 기존자료들과 지역 내에서 많이 사용해왔던 반 구조화된 면담지, 방문과 크리닉을 통한 직접 관찰로 자료수집을 하였다. 반 구조화된 면담지는 pilot study하고 검증한 후 사용하였다. 자료수집 대상은 Northern General hospital내에 등록되어진 100가구의 도시영세민 주택에 거주하는 자로 하였다. 결과로 면담자 들과 focus groups은 지역사회 내 지역건강요구들을 만나고 알아내며 건강뿐만이 아닌 사회적인 많은 변화가 요구되는 건강관련 우선순위를 알아내는 첫단계로써 rapid appraisal의 사용이 유용하다. 결론적으로 Rapid appraisal은 지역사회 내 Primary care에서 muti-displinary approach를 촉진하여 건강에 영향하는 다양한 요인사정의 질적인 방법으로 변화를 위한 행동 계획을 세우는데 좋은 평가 방법으로 확인되었다.

Purpose: The purpose of this study was to investigate the mediating effect of perceived appraisal support between neuroticism and occupational stress in firefighters. Methods: The subjects of this study were 156 firefighters who worked at three fire stations in G province in Korea. The collected data were analyzed by t-test, ANOVA, and multiple regression analysis using Baron and Kenny's method for mediation. Results: There were significant relationships between neuroticism and perceived appraisal support (r=.30, p<.001), neuroticism and occupational stress (r=.42, p<.001), and perceived appraisal support and occupational stress (r=.36, p<.001). Perceived appraisal support showed partial mediating effects in the relationship between neuroticism and occupational stress. Conclusion: The impact of neuroticism in firefighters was mediated by perceived appraisal support for occupational stress. This suggests that strategies for enhancing perceived appraisal support in fire fighters should be considered when developing neuroticism management interventions for decreasing their occupational stress.

Appraisal in electronic record environments is performed focusing on not content but function in which the records are created. Functional appraisal is practically supported in that electronic records composed of 0 and 1 of the bit-stream is unable to be evaluated individually. But the most important reason functional appraisal is performed in electronic record environments is that functional appraisal can select electronic records which assure business context and recordness, and need to run organization and perform business. In Korea, functional appraisal has adopted in course of renovation of national record and archive management system, but methods and logics of functional appraisal have numerous problems. To do so, this article discusses current appraisal system and methods of korea which has renovated confronting with electronic record environments, and then proposes the improvement directions on appraisal system and methods of Korea in electronic record environments from the perspective of long-term views. In this respect, this article proposes the improvement directions on current appraisal system and methods of Korea as follows. First, business functional analysis of each agency in functional appraisal should greatly strengthen. Second, it is necessary to devise proper methods for selecting primary values at current stage of electronic records, and to reinforce appraisal of records as knowledges and informations. Finally, functional appraisal, which inevitably carries out for appraising electronic records, has defects in aspect of selecting archives important in a national point of views. Therefore this article suggests the necessity of archival appraisal strategies that complement functional appraisal. This appraisal system is able to establish a base of the regime of archival appraisal which will harmonize primary value at current stage with secondary value at non-current stage in a national point of views.

This study examines the relationshipsbetween the antecedents of repurchase intention, with special interest in the role of appraisal emotion and recreation motivation for arts attendance. Appraisal emotion is found to have significant influence on perceived value while recreation motivation is found to directly influence appraisal emotion and perceived value. In a addition to customer satisfaction, peripheral service quality is the only factor that directly affectsrepurchase intention. Arts managers ought to focus on improving the whole experience of performing arts.

In this study, we tried to find the factors that influenced appraisal and reward satisfaction in knowledge management, and to observe whether appraisal and reward satisfaction were related to employees' commitment to knowledge management. Analyzing valid 38 data in the organizational level, we found that only result validity and reward justness affected employee appraisal and reward satisfaction. Also, if was found that appraisal and reward satisfaction were related to employees' commitment to knowledge management. The implications of the findings and future research directions were discussed.
