The Comparison of Apartment Management System Between Korea and Japan (한국과 일본의 공동주택 관리제도 비교)

  • This research is carried out to inspect the Apartment Management System of Japan, to examine the similarities and differences between the Korean Apartment Management System and the Japanese Apartment Management System. First, as the basis law of apartment management, there exists the Building Unit Ownership Act, the Promotion Law fur Adequate Mansion Management of Japan, the Housing Law, Housing Execution Law and Rule of Korea. Second, the Association of Apartment Owners, an organization of owners of apartments in Japan and the Commission of the Representatives of the Occupants in Korea become the subject of maintenance. The Japan structure is made of the Assembly, the Director and the President. The Korean structure is made of Regular and Temporary Conferences and elected Officers(1 president, at least 2 directors and at least 1 inspector). The Commission of the Representatives of the Occupants and the Organization of Owners of Apartments make bylaws and diverse maintenance rules. Third, the foremost reason why the Korean structure of maintenance of apartments is less efficient than Japan is because of the small number of people dispatched to the living-environment maintenance team and their short terms. It is necessary to grow professionals related to this sector and to have enough public servants that specialize in this. Fourth, although it is compulsory to make long term plans for maintenance based on the Housing Law, because the reserve fund is decided by the maintenance rule(with no compulsory standards of reservation) of each apartment, it is difficult to reserve an adequate amount of reserve fund. So as in the example of the state of Hawaii in America, based on long term plans for maintenance, an execution rule of the Housing Law should be made which enforces to reserve at least 50 percent of future maintenance expenses.

A Comparative Study on the Condition of Management and Consciousness of Bogumjari Housing Complex and Private Condominium (보금자리주택 단지와 민간분양아파트 단지의 관리 실태와 관리의식 비교연구)

  • The purpose of this study is to understand the actual condition of Bogumjari Housing Complex residents' management consciousness and to provide suggestions on ways to induce residents' volunteer participation and practice of the apartment management. This study was performed on Bogumjari Housing Complex which was occupied in 2012 and the similar-sized apartment complex of the private condominium to compare and analyze their actual condition of management and consciousness of their residents. The results of the analysis could be summarized as follows: 1) In terms of management of operation, there is no distinct difference. In terms of maintenance management, Bogumjari Housing Complex has difficulty in maintenance because of lack of management manpower. Also, the apartment complex of the private condominium has higher spontaneous participation rate, which seems to be influenced by activation of various organizations. 2) In terms of the satisfaction of management process, Bogumjari Housing Complex has have higher satisfaction with promotion of the apartment Management Rules, but it has lower satisfaction with public hygiene, community facility maintenance and operation of program than that of apartment complex of the private condominium. 3) Bogumjari Housing Complex has higher maintenance and participation consciousness, drawing conclusion that Bogumjari Housing Complexs' residents have higher expectations for apartment, a keen interest and strong will.

  • The purpose of this study is to support satisfaction for reasonable management method to elevate the enhancement of management attitude and the satisfaction of management state for Multi-family Housing. This study was intended to find out variables which influence on the satifaction and attitude of resident to the management of Apartment, and to investigate variables influencing on the satisfaction and attitude of resident to the management of Apartment. In this study, survey research method is employed. The sample is taken from 336 APT. resident's living in Seoul, from 13th of Sep. to 20th of Sep, in 1993. Used statistica] method are Frequency, Percentage, 1-test, One-way Anova, Duncan-test, Multip]e Regression. The major finding were as follows: 1) The work of management of Multi-family Housing was classified into three type ; a)administration management b) maintenance management c) community-life control. 2) The management attitude of Apartment inhabitant is very high, especially .the attitude of maintenance management is the higest. But they disagree with the raise of management cost necessary to maintenance management. 3) The satisfaction of administration management, maintenance management, community-life control management is all low in the management condition of Apartment.'1'he management method of present Apartment shows a little problem.

  • This research is carried out to investigate the Condominium Management System of the states of California and Hawaii, and to examine the similarities and the differences between the Korean Apartment Management System and the American Condominium Management System. The research indicates: first, in Korea the management of apartment units is the Commission of the Representatives of the Occupants, while in America the management of condominiums is the Association of Apartment Owners, an organization of condominium owners in America. Second, it is required that apartment developers should submit such a document as the Public Report in America, which explains various matters concerning legal rights on condominium buildings and the outline of the buildings, to the authorities concerned in Korea. It can help the authorities to accumulate management techniques of the apartment complex, which could efficiently be used in practicing and planning city housing policies. Third, each apartment's management company in Korea is bound to make long term plans for maintenance based on the Housing Law. It is, however, difficult to reserve an adequate amount of money for the reserve fund, because its use is decided according to the maintenance rule which has a criterion different from each and every apartment management. Concludingly, an amendment of the Housing Law in Korea is required, in order to reserve at least 50 percent of the estimated sum of maintenance expense in future like Hawaii State in America.

  • Nowadays, diverse mass media discovers and introduces outstanding management cases of apartment complexes to induce vital competitions of constructors and active participation of residents to apartment management. This study statistically analyzed the management issues of outstanding apartment complexes that have been introduced by mass media with lexical criteria to examine the characteristics of their exemplary management. The key issues of outstanding apartment management are summarized as: efficient management of convenient facilities for residents, community activities based on residents' participation, and maintenance of pleasant living environments through transparent management. Also, the result of the relation arrangement of co-occurrence word from a Social Network Analysis included three key concepts of multi-family housing management - Maintenance Management, Operating Management, and Community Life Management - with emphasis on 'residents' and 'apartment complexes.' However, Operating Management was relatively deemphasized.

  • Given the trend of increased apartment buildings and high-rise buildings, the maintenance of apartment buildings has been set a higher value. For this reason, a total performance evaluation model of the existing buildings has recently been developed. But, it has a lack of the management work analysis. The purpose of this study, therefore, is the management work analysis for items selection of maintenance performance evaluation of apartment buildings. Candidate items of Maintenance performance evaluation was made with the existing literature and business system analysis. Easy, systemicity of performance evaluation supplemented doing question to academic experts and housing managers. Finally decided maintenance performance evaluation items are to classify 14 administrative and 15 technical items.

  • With the recent global trends in environmental preservation, the importance of sustainable construction is being highlighted in Korea. In particular, the trend is being discussed about life cycle of the apartment houses in various aspects. However the Korean construction market and housing policy have been increasingly focusing on supplier. Structures become progressively obsolete after a certain period, but their durability can be extended with proper maintenance management. Accordingly, if maintenance management on the structures is made efficiently, waste of construction energy and damage to the environment and economic loss due to early demolition and reconstruction can be effectively prevented.   • In recent years, there has been more reconstruction and redevelopment of apartments rather than efforts to consider alternative to extend the life time of the apartments. It is essential to try to develop ways to adequately maintain and to use the apartment facilities efficiently in order to preserve earth environment and the limited resource. However, tacking research on the effects obtained through remodelling and maintenance have interfered with the vitalizing of the market. The objective of this study is to propose criterions and methods with which to evaluate adequacy of maintenance management. A survey was performed to investigate important maintenance methods in order to obtain advices that can smoothly progress improve apartment maintenance management. This study applied AHP(Analytical Hierarchy Process) methods for reasonable maintenance in apartment. Through this study, the flow of apartment maintenance market is elevated to reaching the level in advanced nation.

  • The purpose of this study is to analysis for maintenance satisfaction of Apartment Building residents in Bundang. For this purpose, questionnaire survey about the level of maintenance satisfaction of Apartment building residents and condition of management. and secondary statistical analysis the important factors which influence the degree of residence maintenance satisfaction. The results of this study are as follows : the maintenance satisfaction of Apartment building residents high correlation with satisfaction of residence. and outsider entrance control level and the head of superintendent's office integrity gives high influence on maintenance of Apartment Building.
