Basic Science and Technology Policy Toward the 21st Century) (21세기 대비 기초과학정책의 방향)

  • 다가오는 21세기를 대비하여 많은 나라들이 정보와 지식을 확보함으로써 국제적 경쟁력을 갖추기 위해 노력하고 있다. 특히 지식의 공급원천인 기초과학에 대해서는 그 본질을 훼손하지 않으면서 기초과학을 국가경쟁력 강화에 어떻게 연계시키느냐에 초점을 맞추어 정책을 수립하고 있다. 21세기를 앞둔 지금 우리의 바람직한 기초과학정책의 방향은 우리의 현실을 바탕으로 한 실용적이면서, 기초과학이 지니는 특성을 충분히 감안한 것이어야 한다. 따라서 21세기 우리의 기초과학정책이 추구해야 할 목표를 다음과 같이 3가지로 설정하고자 한다. 첫째 지식의 증진, 둘째 과학기술인력의 양성, 셋째 경제성장과 삶의 질 향상에 기여이다. 이 세 가지 목표는 상호 독립적으로 존재할 수 없으며 상호 밀접하게 연계되어야 한다. 이 세 가지 목표를 달성하기 위한 추진전략은 다음과 같다. (ⅰ) 기초과학에 대한 지속적인 정부지원의 강화 : 기초과학에 대한 지원은 정부가 중추적인 역할을 담당해야 하며, 창의적 연구와 학제간 연구에 대한 지원을 강화하여야 한다. (ⅱ) 연구와 교육의 연계를 통한 과학기술인력의 양성에 기여 : 창의적이고 수준 높은 연구를 통해 훌륭한 과학기술인력이 양성되어야 한다. 지식기반경제 하에서 훌륭한 과학기술인력은 미래의 우리 나라의 성공을 좌우하는 요소가 될 것이다. (ⅲ) 국제적 연계의 강화 : 우리 나라의 SCI 점유율은 1%에 불과하다. 국제적 과학기술연계를 통하여 세계의 과학기술지식에 접근하고 협력의 이익을 얻을 수 있어야 한다. (ⅳ) 프로그램 위주의 지원방식과 분야별 지원방식의 병행 추진 : 기초과학에 사용될 수 있는 자원은 한정되어 있으므로 해당 분야의 특성과 경제 사회적 요구를 감안하여 분야별 우선 지원을 병행하여야 한다. 분야별 우선 지원을 위해서는 분야별 전망보고서가 작성되어야 한다. 그러나 분야별 우선 지원 분야의 도출 및 이의지원은 창의적 연구에 대한 보완적 개념으로 이루어져야 한다. 선진국의 경우에도 우선 지원분야에 대한 연구비 배분은 5-10%사이이다. (ⅴ) 성과관리를 통한 지원효과의 극대화 : 기초과학의 지원에 있어서 그 성과를 특정한다는 것은 쉬운 일이 아니지만 연구비 지원효과를 극대화하기 위해서는 프로그램 평가를 통해 성과관리를 하여야 한다. (ⅵ) 효율적인 혁신시스템의 구축 : 혁신시스템의 효율적인 운영이 매우 중요하다. 이를 위해서는 첫째, 연구부문과 산업부문을 연결시킬 수 있고, 새로운 분야를 담아낼 수 있는 유연한 분야분류체계를 정립하여야 하고, 둘째 연구결과의 효율적인 활용이 이루어져야 하며, 셋째 연구지원기관간 연계시스템의 구축을 구축하여야 한다.

Analysis of Risk Factors in Ex-Ante Evaluation of Large-Scale Government R&D Programs (대형 R&D사업 사전평가에서의 위험요인에 대한 인식 분석)

  • We analyze the risk factors identified for ex-ante evaluation regarding government R&D programs. In particular, we empirically examined to what extent each risk factor is perceived to be important by the stage of R&D, technology field, researcher's career and experience. The empirical results show that technology risk is perceive to be less important for basic research, while market risk more perceived to be important in the IT field. Political risk is perceived to be less important for the university faculty, while researchers with government R&D project experience gave more value to legal risk factor.

  • Septic arthritis of the elbow is a rare, but serious disorder in neonates. However, neonates often present with few systemic signs other than irritability or poor feeding. When the clinical findings are minimal or absent, joint aspiration gives us helpful information in making a diagnosis. Although many clinicians rely on its result, we experienced a case of early clotted joint effusion, which resulted negative joint aspiration in a neonate with septic elbow arthritis. Ultrasonography helped us to make an early decision to perform surgical intervention as showing different echogenicity of intracapsular portion from generally presented in septic effusion. Presenting case shows that ultrasonography can be an excellent second step examination of neonatal elbow presenting atypical clinical findings of septic arthritis.

  • The purpose of study was to develop distance education programs that combine the characteristics of the programs for the math gifted students. To this end, the first is to establish the standards for the development of distance programs for the math gifted students. The second is to develop the distance education programs for the elementary school math gifted students according to the program procedure models for distance education. The third is to apply the programs developed to actual distance education field and analyze the results to verify the validity of the programs. This program can increase high-level mathematical thinking power even though it is the distance education, not the face-to-face education. Second, this program make contributions to active mathematical communication through newsgroup or reflective journals. Third, the use of Diffy Game facilitates the selection of in-depth contents, which will in turn enable the development of intensive programs.

The Effects of Students' Mathematics Learning Achievements on Elementary School Teachers' Self-efficiency in Math (수학교과에 대한 초등교사의 자기효능감이 학생들의 수학 학업성취도에 미치는 영향)

  • The purpose of this study is to evaluate the efficacy of teaching methods among elementary school math teachers in terms of student achievement in examinations. Results are based upon data from two elementary schools. The evaluation criteria of fifteen items was modified from Ryang's original MTEBI sixteen items to measure elementary school teachers' math teaching efficacy. The result of this study could be summarized as follows. The students were divided into two groups according to teaching efficiency: higher teaching efficiency and lower teaching efficiency. A comparison of math tests taken by students from these groups demonstrates a significant statistical difference. Students with teachers in the lower efficiency group are likely to under-perform. In consequence, teachers' self-efficiency in math is considered to affect students' learning achievement in mathematics.

  • In this study, it is analyzed that a change in the shape of small propane containers made of STS304 when increasing of internal pressure. When internal pressure of a small propane container increased, bottom of end plate is convexly changed. This test is applied to a water bath pressure test to analyze the characteristics of the container. Water bath is able to analyze relationship between internal pressure and volume. In result, shape change section is confirmed because bottom of end plate is convexly changed. In addition, this section tend to decrease internal pressure because a volume increment increase out of proportion to pressure. The results of this study are expected to contribute to improving the safety of the pressure vessel, as well as various small propane container.

Medicine-Bottle Classification Algorithm Based on SIFT (SIFT 기반의 약통 분류 시스템)

  • Medicine-bottle classification algorithm to avoid medicine accidents must be robust to a geometric change such as rotation, size variation, location movement of the medicine bottles. In this paper, we propose an algorithm to classify the medicine bottles exactly in real-time by using SIFT(Scale Invariant Feature Transform) which is robust to the geometric change. In first, we classify medicine bottles by size using minimum boundary rectangle(MBR) of medicine bottles as a striking feature in order to classify the medicine bottles. We extract label region in the MBR and the region of interest(ROI) considering rotation. Then, we classify medicine bottles using SIFT for the extracted ROI. We also simplify the number of octave of SIFT in order to improve a process speed of SIFT. We confirm to classify all the medicine bottles exactly as a result of performance evaluation of the proposed algorithm about images of 250 medicine bottles. We also confirm to improve the process time more than twice the processing time by simplifying the number of octave of SIFT.

  • With the Development of Wireless Network Technology and Wireless Link Technology, Wireless Mesh Network (WMN) is Attracting Attention as a Key Technology to Construct the Wireless Transit Network. The WMN has been Studied for a Long Time in Various Fields, however there are still many Problems that have not been solved yet. One of them is the Routing Problem to find an Optimal path in a Multi-hop Network Composed of Wireless Links. In the Hybrid-WMN, which is one of the Three Types of WMN, Optimal Path Selection Requires Research on Path Search Protocols that Effectively use the Infrastructure Mesh as a Transit Network, Together with Research for a Routing Metric with Excellent Performance. Therefore, this Paper Proposes a Dual Mode-AODV(Ad hoc On-demand Distance Vector) for Hybrid-WMN. Simulation result shows that the Path Selection Delay was Reduced by 52% than AODV when the Proposed Dual Mode-AODV was applied.

Material Estimation Method Using Dual-Energy X-Ray Image for Cargo Inspection System (화물 검색 시스템을 위한 듀얼 에너지 X-ray 검색기 영상을 이용한 물질 추정 방법)

  • This paper presents a material estimation method using dual-energy X-ray images generated as a result of cargo inspection system in MeV region. We use new discrimination curve using logarithmic function rather than four discrimination curves commonly used in existing estimation algorithms. We also propose an atomic number estimation using the probability distribution of the logarithmic curve rather than linear interpolation. When the probability distribution is used as a weight, we used two methods of using the weight for the two nearest reference materials and the weight for all the reference materials. Experimental results showed that the atomic number estimation of materials using the probability distribution as a weight is more accurate than the existing methods. In order to visualize the estimated atomic number, the HSI model was used for color the resulting image.

  • 에크린 한공암종은 흔하지 않으며, 전이성 에크린 한공암종은 매우 드문 암이다. 에크린 한공암종은 표피내 한관에서 기원하는 피부 부속기 악성 종양으로, 대부분 에크린 한공암종은 항암치료와 방사선치료에 효과가 없으며, 따라서 유일한 치료방법은 전이되기 전에 국소 및 광범위 절제술을 시행하여야 한다. 본 환자는 두피에 발생한 에크린 한공암종이 점점 진행하여 피부, 림프절, 폐 등으로 전이하였고, 다수의 광범위 절제술에 이어 항암치료와 방사선치료를 받았지만, 결국 폐전이가 악화되어 사망하였다. 본 저자들은 항암치료와 방사선치료에 불응한 에크린 한공암종 1예를 치료에 대한 문헌고찰과 더불어 보고하는 바이다.
