Response Methods against Acts of Terrorism That Utilize Unmanned Aircraft (무인항공기 테러의 대응방안)

  • Al-Qaeda follower who planned to attacks the Pentagon and the Assembly by unmanned aircraft equipped with explosives was caught in the dictionary in September 2011. In addition, high-performance unmanned aerial vehicles in the United States 'sentinel' of the technology being leaked to Iran in late 2011 was an accident. Terrorist attacks on the forces used unmanned aircraft will be the day the not too distant. The purpose of this research is to provide response plans against acts of terrorism utilizing unmanned aircrafts to prevent large losses of lives such as the terrorist attacks of September 11. Discussing in detail, this research suggests revising and newly implementing the definition and categorization of unmanned aircrafts as well as relevant punishment in current aeronautics regulations as an initial response against acts of terrorism utilizing unmanned aircrafts. This is in order to newly implement and revise current relevant regulations that inadequately address the rapidly developing and changing unmanned aircrafts which will lead to increased sense of alarm for the potential terrorists, and also to introduce a systematic tool to punish those who commit such acts by clearly establishing the grounds for punishment. Also, under the binary operating system over airspace currently implemented globally, it is impossible to identify and control the infiltration of airspace by unmanned aircrafts. Recognizing such limitations, this research suggests a combined operation of airspace for unmanned and manned aircrafts as a second way of response for acts of terrorism utilizing unmanned aircrafts. A systematic integrated operation of airspace will appropriately control unmanned/ manned aircrafts that were not previously reported or otherwise have deviated from navigation routes, and will be able to prevent terrorism attempts utilizing aircrafts beforehand.

  • Though it's expected that the demand for commercial UAVs will surpass that for military UAVs in the near future, the lack of regulations and infrastructures prevents commercial UAVs from being operated in the airspace where manned aircraft are operated. In this study, international research trends to prepare for it and the requirements brought up as a result of those research are described.

  • The purpose of RVSM is to reduce vertical separation minima for aircrafts which operate between FL290- FL410 inclusive in regional airspace, and to increase airspace capacity by providing additional flight levels. In order to introduce RVSM, it is necessary to estimate quantitatively airborne collision risk due to the reduction in vertical separation minimum. In this study, the basic concept of RVSM safety assessment and Reich collision risk model are introduced and mid-air collision risk in Incheon FIR is estimated based on ICAO RVSM safety assessment technique and Reich Model.

  • Airborne separation assurance is a key requirement for Free Flight. This paper is to propose autonomous flight algorithm, such as extended authority of delegation, efficiency of airspace issue to deal with the empirical solution for free flight, and to measure flight efficiency and conflict detection and resolution (CD&R) by utilizing flight performance data under the two circumstances of scenario with the modeling of proposed algorithm and potential field algorithm. The results show that the autonomous flight algorithm is superior to the potential field algorithm under the circumstances of free flight airspace in terms of algorithm performance, CD&R, and flight efficiency.

  • Many of research on noise reduction techniques have been progressed for the improvement of noise environment in subway train. There are many way to noise reduction techniques in the tunnel, but it has been reported as an alternative to attach sound absorption material on tunnel wall. For this reason sound absorption material has been studied for application of tunnel. The objective of this study is to investigate design parameters on a Helmholtz resonator with built-in sound absorption panel for the reduction of the tunnel noise in the subway. Sound absorption panel composed of the perforated panel with sub-millimeter holes and the airspace backed a rigid wall or between panels. The experiment is performed through the change of number of perforated panel, cross sectional area and the depth of airspace of the sound absorption panel under the normal incidence sound.

  • The territorial air that our sovereignty is being applied to is divided into several zones and areas. In order to use and manage them effectively, these zones and areas have laws, regulations and rules. The number of airspaces (MOA : Military Operation Area) and Ranges that are used in the military are limited and many airbases are being used for training. Currently the central department manages some, and the rest are independent airbases. Therefore, efficient allocation is not performed and the result occurs where airspaces and ranges are allocated unnecessarily. This is increasing the workload of staff leading to unnecessary re-work. To slove problem, this study proposed models for allocating airspaces and ranges using goal programming with multi-objective functions of minimizing the deviations of the target values.

  • In this study, changes depending on the Airparks for LSA(Light Sport Aircraft) and Ultralight vehicle flight restricted areas, the flight route for LSA in Korea was redesigned.   • According to the ICAO's Global Air Navigation Plan for CNS/ATM - Communications, Navigation, and Surveillance - systems, employing digital technologies, including satellite systems together with various levels of automation, are to be applied in support of a seamless global air traffic management system. For the future navigation, the focus of future implementation efforts can be placed entirely on an expected gradual migration toward GNSS-based navigation, Korea has been considered various options for airspace GNSS augmentation system: GBAS, SBAS and GRAS. This paper discusses current status and future trend of GNSS airspace navigation systems, and presents the results of possible augmentation options and scenarios to analyze system availabilities which could lead to the conclusion of the best program for Korea. The results showed that Korea could have sufficient availabilities from en-route to CAT-I approach with ABAS and GBAS. The study was in cooperated with MITRE, an American research company.
