In this study, damages due to the aircraft noise were examined in more than 190 elementary, middle and high schools near the airports in Korea, and the persecutory idea forecast model was established using the quantification theory type II. Via the survey of 1,012 teachers in the schools, a class interference forecast model was established, and the noise characteristics of five areas, four military/civil common-use airports and one shooting range, were examined. The following conclusions were made from the study. WECPNL values in the five military/civil common-use airports showed that all of them were Class 1 or 2 affected areas, which indicated that they had serious aircraft noise problems to be addressed. The most influential factor in the aircraft noise persecutory idea model was the distance between the airport and the school. It showed a positive relationship at a distance of less than 5 km, and a negative relationship at a distance of 10 km or more. The number and time of aircraft noise exposure as well as the types of airports and window structures had strong influences. The forecast model had a correlation ratio of 0.56, which indicates that it is highly appropriate. In the class interference factor analysis, the time and number of aircraft noise exposure were strong influential factors, and the results varied according to the service duration and sex of teachers. This model had a correlation ratio of 0.61, which indicates it is highly appropriate.

This study is a part of ???A study of the community noise:new guideline and policy' which have three main topics and ten sub-topics. Accordingly this part deals with a transpotation noise specifying road traffic ,railroad and aircraft noise, respectively. At first, the ,roadside traffic noise of whole country in 2004 ,22 major cities of total 29 was exceeded the envionmetal noise standards, 55dB(A) at night time ,therefore 24 milion people ,52.4% of korean, who reside at roadside estimates to be exposured the basic problems of this serious noise polluation comes from:: i)It's very limited noise mitigation measures against to continuously increase the number of automobile yearly. ii) and at beginning of road design, It has been neglect to introduce the anti-noise design and layout of road structural scheme as gadient,cutting and viaduct,embankment and zonning of roadside land-buffer area and also re-designation of noise sensitive areas,etc. Secondly ,concerned with the railroad trafffic noise, a inhabitants who are over the envionmetal noise limits,70dB(A), 65 dB(A) in day and night for 34 locations of mayor cities was exposured of 167,000 and 329,000 respectively. With the development of noise mitigation schemes in line with this study it is likely that noise monitoring system needs new installation as well as common use of noise assessment index with $L_{MAX}\;and\;L_{EQ}$. Lastly,noise complaints of millitary aircraft has been rapidly increasing ,so 2.9%(1.4 minion) person demands a compansation of \2,133 billion complying with their requirements we suggest to minimise the airport noise that is to develop of noise abatement procedure ,to make new noise index, to increase budget for house insulations and also to more increase of those the noise monitoring system and to unify the management etc.

This research helps you understand the road traffic noise levels by using a noise map. We have observed the change of the road traffic noise levels around $07:00{\sim}08:30\;and\;22:00{\sim}23:00$ using the noise map in the city. The road traffic noise level is very high both at noon and at night around a beltway and an interchange that is linked with a highway. It seems that the main route of so many vehicles, which are at neighboring cities such as N city and D and H districts and which avoid traffic jams in the city, is the beltway and interchange. The road traffic noise level of a nearby express bus terminal, railroad station, and airport is more than 75 dB at noon and 65 dB at night. The road traffic noise level of G city at night is observed to be more than 55 dB. The noise levels of a residence area and a university are higher than a road with high noise levels when the commuters drive to work. The end of the day exceeds 11 o'clock because of a culture level of development that arouses spare time, eating out, adults' drinking culture, nightlife of the youth, etc. Therefore, the road traffic noise level is high during late night hours, and it exceeds regulatory guidelines(55 dB(A)). It also damages the residence area that is located near the road.
This study was concentrated on the development of the effective noise environmental education program(NEEP) for elementary student. And through this program, the student who is remaining as a spector or has not active attitude for noise problems will be encouraged to solve the troubles spontaneously. The object of this study was the two classes in H elementary school where is near to the Daegu international airport. One class that is a group for experiment has five NEEP lessons during five weeks in the time for the creative discretional activities. The other class, which was compared with the experimental group was given no lessons. NEEP was made on the bases that are the contents related with noise in 7th elementary education policy and the data developed by previous researchers. This program is containing basic concepts for noise and the effects of noise problems on human body or studying in class. And after using NEEP, students became more sensitive for noise environments than previous. And also students showed the positive attitude for solving noise troubles. It was meaningful in the level of p<.001 that the result of noise knowledge and awareness in the pre-post test within experiment group. However, all of the results in comparison group didn't represent statistically meaningful difference. And there were meaningful differences between experiment and comparison group after carrying out NEEP. In the area of noise knowledge and awareness, there were clearly meaningful results in the level of p<.001. Although the difference in noise attitude was a little, it was analyzed to have not a meaningful result. What suggested for researches in future are as follows. First, because until now the concrete research for the elementary student who exposed to noise and experienced a difficulty in hearing is deficient, many studies are needed. Second, NEEP with more lessons is required because the change of effective attitude needs long term. Third, due to the student who exposed to noise generally has low ability for concentration, NEEP compensated with activities is needed.
Background: Noise has been linked to an increased risk of various health issues, including stress, anxiety, insomnia, and cardiovascular disorders. However, research on the relationship between residential traffic noise and mental health in South Korea is limited. Objectives: This study aims to examine the correlation between regional traffic noise levels and mental health using an ecological study design. Methods: In this ecological study, all data were collected from the Korean Statistical Information Service. Traffic noise data in residential areas and the prevalence of mental health indices in 44 cities with noise monitoring stations were obtained. Pearson correlation coefficients were calculated to assess the relationship between regional traffic noise levels and mental health indices. Results: Daytime traffic noise levels were found to have a positive correlation with stress perception (r=0.428, p=0.004) and showed a borderline positive correlation with depressive symptom prevalence (r=0.273, p=0.073). In cities with airports, significant correlations was observed between 24-hour average noise levels and depressive symptoms (r=0.604, p=0.010), whereas this relationship was not observed in cities without airports (r=0.048, p=0.813). Multiple regression analysis, which adjusted for factors such as age, gender ratio, smoking, obesity, unemployment, urban size, and the presence of an airport, confirmed the relationship between 24-hour average noise levels and stress perception (beta=0.287, p=0.024). Conclusions: This study identified correlations between regional traffic noise levels and depressive symptoms or stress perception in adults, with a more pronounced effect in areas with airports. These findings suggest a potential impact of residential traffic noise on mental health, highlighting the importance of preventive measures like noise management in urban planning to promote mental well-being.

For the purpose of finding how aircraft noise annoyance response is affected by variables when noise survey is performed, the questionnaire survey is conducted around the Gimpo International Airport in Seoul, Republic of Korea. This residential area is exposed to the aircraft noise and road traffic noise, simultaneously. Research areas are classified according to three different aircraft noise exposure levels expressed in WECPNL, under 75, between 75 and 80, and above 80 WECPNL, on aircraft noise map. The 7-step numerical magnitude with verbal category scales is used to measure the annoyance level. This survey suggests that aircraft noise annoyance is not affected to an important extent by other noise sources(road traffic noise, community noise) and demographic variables(sex, age, education, occupation, dwelling type, length of residence).
Recently, the Korean Supreme Court released two important decisions concerning damages for the pain and suffering from Aircraft noise. The local people who are living near the Air Force practice site at Maehyang-ri and the Kimpo International Airport brought lawsuits against the Korean government requesting damages for their financial loss from the severe noise and the damages for their pain and suffering. Plaintiffs alleged that they suffered physical malfunctions, extreme disturbances and the reduction of property values from the extreme noises which were daily repeated. District Court of Seoul Province did not allow plaintiffs all but the damages for pain and suffering. Plaintiffs could not prove the causation between their financial loss and the noise. The Supreme Court confirmed the lower court's decision. Article V of the National Compensation Act (analogous to the Federal Tort Claims Act of the USA) reads, "the government shall be liable for any loss caused by the defect on establishment or maintenance of public facilities." In the two cases, the major issue was whether the government's establishment or maintenance of Air Force practice site and the airport was defective because they caused serious noise to surrounding neighbors. Previously, the Supreme Court interpreted the clause "defect on establishment or maintenance of public facilities" as failure of duty to provide safety measures to the degree generally required to ordinary manager. However the Court at this time interpreted differently that the defect could be found if the facility caused to any person loss to the degree intolerable. In the two cases the Court confirmed the lower court's finding that noise level at the site was severe enough to be intolerable. This standard is based on the severity of the loss rather than the failure of duty. It became easier for plaintiffs to prove the cause of action under this interpretation. The consequence of the ruling of these two cases is 'rush to the courtroom' by the local people at similar situations. The ruling of these two cases was not appropriate both in theory and in consequence. The Korean tort system is basically based on the theory of negligence. Strict liability is exceptional only when there is special legislation. The Court created strict liability rule by interpreting the Art. V of the National Compensation Act. This is against the proper role of the court. The result of the cases is also dismal. The government was already sued by a number of local people for damages. Especially the Department of Defense which is operating many airports nationwide has financial hardship, which will cause downsizing military practice by the Air Force in the long run, This is no good to anyone. Tens of millions of dollars which might be used for compensation might be better used to prevent further noise problem surrounding airports.
Since continuous descent operations (CDO) is one of several tools available to aircraft operators and air navigation service providers (ANSPs) to increase safety, flight predictability, and airspace capacity while reducing noise, controller-pilot communications, fuel burn and emissions, widespread implementation of CDO would result in significant reductions in the environmental impact and aircraft operation costs in south korea as well. After analyzing each procedure from standard terminal arrival routes used for the Incheon international airport, it can be noticed that one of the procedures has a relatively high altitude constraint at initial approach fix than others, which lead the pilots to use unnecessary drag device in certain situations. Therefore we came to a conclusion that some arrival procedures need to be revised, so unnecessary procedure required during approach can be minimized, thereby reducing fuel consumption, noise and emissions compared to current approach procedures. And it is going to increase the safety margin significantly during approach phase due to reduced workload.

The purpose of this research is to look for the best description of calculating the reasonable Landing Fee. Landing Fee is consisted one of major revenues for maintaining an airport. Traditional Landing Fee Rate has been charged based on the weight factor; Maximum take-off weight, Maximum landing weight, or Maximum authorized weight. To achieve a better reliable value of Landing Fee Rate, The elements of Noise and Peak-Time have to be considered as well as the aircraft weight. This research designs the algorithms for calculating Landing Fee Rate and also Landing Fee, based on the aircraft weight. The Network is also applied to above. That is, CGI(Common Gate Interface) is constructed to interface the terminal of calculating Landing Fee Rate, and the terminal of collecting and transmitting the data such as the Weight. The computer language on the CGI was made by C++ and PERL. The main point of this research is to integrate the airport and Information System and to construct the database which is based on the different perspective of calculating Landing Fee Rate. However, the result of the most efficient and reliable will be computed based on above. This research will broaden the range of application up to the each case of airports.
