  • Pay Per Drive System can be a new solution for improving the traffic congestion and air pollution by not only taxing on the driving distance but also taxing different proportion with driver' s location and time. Thus it gives us new concept of the area and time of traffic jam, as a result, we can find a natural and efficient transportation mechanism and reduced air pollution. Also this system can trace the driver' s location by GPS, it can provide Black Box function on every car on the road. We propose the method of advanced transportation service by Pay Per Drive System.

  • UTM is an air traffic management ecosystem under development for autonomously controlled operations of UAS by the FAA, NASA, other federal partner agencies, and industry. They are collaboratively exploring concepts of operation, data exchange requirements, and a supporting framework to enable multiple UAS operations beyond visual line-of-sight at altitudes under AGL 500ft in airspace where air traffic services are not provided. Minimum Safe Altitude is a generic expression, used in various cases to denote an altitude below which it is unsafe to fly owing to presence of terrain or obstacles. The European drone regulation mentions that the UAS is maintained within 120 metres from the closest point of the surface of the earth during flight, except when overflying an obstacle. This study attempted to develop a minimum flight altitude database system. Based on domestic and international rules and regulations on setting the minimum flight altitude it is expected that it can be applied to the operation of aircraft and unmanned aerial system in UTM environments for specific area in Korea.

  • As around the world, ground and underground transportation capacity is reaching its limit, centering on urban areas. As urban traffic becomes congested, time and cost are astronomical, and environmental destruction caused by urban pollution is becoming increasingly serious. As a way to solve this problem, the means of flying over the air are in the spotlight as the next generation of future transportation, and the concept of urban air mobility (UAM, Urban Air Mobility) is defined as systematic planning. The development of an electric-powered vertical take-off (eVTOL) aircraft that obtains electric power through a battery using a personal aerial vehicle (PAV) as a means of transportation has accelerated. As the aircraft development of new technology aircraft in the evtol method is actively carried out, the need to prepare systems such as aircraft certification standards, pilot qualification systems, and qualification management is emerging. The Federal Aviation Administration (FAA) and the European Union Aviation Safety Agency (EASA), which lead international standards, announced new special technical conditions and temporary regulations SCVTOL-01, respectively. However, the pilot qualification system for operating the uam aircraft has not yet been clearly announced. Therefore, this paper analyzes the recently announced FAA regulations and EASA regulations to identify differences and directions in perspectives on UAMs and study the existing vertical take-off and landing aircraft (VTOL) pilot qualification system to present directions for qualification classification.

  • Blockchain is an enabling technology for managing data with high trust and transparency among connected computers. Blockchain emerged with the advent of the Bitcoin cryptocurrency, and then, evolved as general-purpose platforms such as Ethereum, EOS, R3 Corda, and IBM Hyperledger Fabric. The application of blockchain covers a broad range of areas such as fintech, decentralized identity, distribution, real estate trading, games, and drone air traffic management. Smart contracts are indispensable for constructing blockchain services. This survey classifies smart contract languages by their features and shows their differences from existing general-purpose programming languages.

  • This study intended to identify the problems of the railroad which are raised as one of the 21C next-generation but to define the direction for the absence of the national policy and examine the competitiveness of railway transportation which is a Green Network with low environmental destruction and high energy efficiency as the continuable means of transportation for the 21st century with superiority to energy crisis caused by high oil price, conclusion of the Kyoto Protocol for worsened air pollution, and reduced cost of traffic jam.

A Review of Emissions Studies for Transportation Engineering (교통환경분야의 국내외 연구동향 및 시사점 (차량배출량 관련 연구를 중심으로))

  • There are few studies on air pollution due to vehicle emissions in spite of the importance of this field. Therefore, this study describes trends and suggests implications through analysis relating to existing emissions research. This study has been divided into three areas. The first part is about estimating vehicle emissions. In this part, the authors analyze limits in ways of calculating emissions in the existing macroscopic view and then suggest the development of a model for calculating emissions considering velocity and acceleration. These variables are a function of traffic and individual driving behavior in the microscopic view. The second part is about management techniques for reducing vehicle emissions. The traffic management techniques for reducing vehicle emissions should conform to regional characteristics. The final part is about traffic operation for reducing vehicle emissions. The authors suggest the development of a micro-simulator and then the development of strategies for traffic operation. It is necessary to design better models estimating emissions and then, using real time data, to make a monitoring system simulating emission rates. This study serves as a literature review to make a foundation for further research about emissions research for transportation engineering.

  • Various social problems such as traffic congestion, car accidents and environmental problems(air pollution, noises etc.) have been happening in the Seoul metropolitan area that has the car oriented traffic system providing cars continuously. Along with this, the financial burden caused by current oil price anxiety made paradigm shift from caroriented to public transportation-oriented. Its typical example is an arterial branch bus system changing(bus lane through the center of main road) started in Seoul in July, 2004. But study on safety analysis of bus lane and characteristic of accidents are not sufficient enough to now. The bus lanes are expanded to provide roads for better traffic operation and accidents between buses and pedestrians or ordinary vehicles are considered main problems. This study divided each bus route of median bus lane(bus-only lane through the center of main roads) and bus lane at roadside by intersection and collected and analysed data about influence variables of bus accidents chosen in each section. We constructed a logistic model using collected data. As a result, bus lane at roadside are used by both buses and other kinds of vehicles differently from median bus lane and showed such characteristic in accident influence. Therefore access management to factors causing conflict and improvement of operation management are required. In case of median bus lane, the more buses moving general vehicle lane and traffic volume of section were, the more accidents happened. In case that stop line of center lane is not backward, view blocking of vehicles turning left caused accidents.

  • In order to deal with the increase of container cargo traffic volume more effectively, the ministry of maritime affairs & fisheries has a long-term plan to develop Gaduk Island. According to the plan, the New Port will handle 4,600,00TEUs annually. The completion of the project will enable the port of Busan to perform as a hub port in the Asia Pacific era of the year 2000 with sufficient port facilities, and this will lead to a new era of oceanic Korea. With the advent of the Pacific Rim Era of the year 2000, Busan metropolis has set a strategic development plan to establish the area as the center of logistics in the noreast Asian region as well as to become the stronghold of economic activity in Korea's southeast region. To this end, industries that will open the doors to a marine era and a new industrial complex focused on logistics are planned in the West Busan area where Gimhae International Airport and the Busan New Port meet. This paper aims to find out the functional relation and complement between the Busan New Port Distri-Park handing container cargo traffic volume and the West Busan Logistics Pa가 handling an air cargo and railroad goods. Especially, paper aims to suggest the West Busan Logistics Park as the efficient management of the container cargo traffic volume due to the Development Plan of the Busan New Port.

Case Study on the Time Zero (T0) of Event Data Recorder (사고기록장치의 기록 시점에 대한 사례연구)

  • On December 19, 2015, as Article 29-3 (Installation of Accident Recording Devices and Provision of Information) of Motor Vehicle Management Act came into force, In Korea, the EDR (Event Data Recorder) reports are often used for the analysis of various traffic accident cases such as multiple collisions, traffic insurance crimes, and sudden unintended acceleration (SUA), and the others. So many investigators have analyzed the driver's behavior and vehicle situation by comparing the time zero in the EDR report to the actual crash time in dash-cam (or CCTV). Time zero (T0) is defined as the reference time for the record interval or time interval when recording an accident in Article 56-2, Enforcement rule of Performance and Standard for Automobile and Automotive parts. Also in the EDR report, time zero (T0) is defined as whichever of the following occurs first; 1. "wake-up" by an air-bag control system, 2. Continuously running algorithms (by monitoring of longitudinal or lateral delta-V), 3. Deployment of a non-reversible deployment restraint. We have already proposed the "Flowchart & Checklist" to adopt the EDR report for traffic accident investigation and the necessity of specialized institutions or courses to systematically educate or analyze the EDR data. Therefore, in this paper, we report to traffic accident investigators notable points and analysis methods based on some real-world traffic accidents that can be misjudged in specifying time zero (T0).

Evaluation Method of Urban Development Location by APEI (Air Pollution Exposure Index) (대기오염 노출지표에 의한 도시개발 입지의 평가에 관한 연구)

  • In this study, relationship between the air pollution of Siheung city and the relative contribution of automobiles to the city's pollution was evaluated for the first time. Then, new air pollution exposure index was developed through simulation. Using the newly developed index, two different urban development scenarios were compared to present a sustainable urban development plan to reduce air pollution from the land utilization point of view. According to the result of this simulation, air quality of the city was found to be affected significantly by human activities. More populated area showed worse level of air quality. Any development in the city resulted in more automobile activity and deterioration of air quality. This simulation result thus explains that a rapid increase of automobiles accompanied by the land development near local roadsides in the city is the major cause of air pollution in Siheung city. In this study, if urban activities are vigorous in an area with high air pollution, people are more likely to be exposed to air pollutant under the bad environmental conditions. On the other hand, if urban activities are less vigorous in an area with high pollution or if urban activities are vigorous in an area with less pollution, the environmental condition was positive. The APEI (Air Pollution Exposure Index) was developed based on these considerations. Scenarios 1 and 2 were compared and analyzed using APEI. In result, scenario 1 is the case in which land is developed and used in an environmentally favorable manner. From this study, it was proved that the impact of air pollution on human health can be minimized with proper land use. The result form the current study can be used as the basic information to solve problems from improper land utilization and air pollution (by road traffic). It also can be utilized to evaluate air pollution level according to land use and road characteristics and to help to choose the best location of land use to comply with the road function and status.
