Cost Reduction Measure for River Water Quality Management by Cooperation between Local Governments:a Case of the Youngsan River (지자체간 협조를 통한 하천수질관리 비용절감 방안: 영산강을 대상으로)

  • Current TMDL based on the 'Polluter Pays Principle' in Republic of Korea is individually operated by each local government for the designed allocated pollution load of unit watershed and unit district. However, unlike the motion of the air contaminants, the polluted contaminants in a river move from upstream to downstream, and a river can affect to districts more than two. In addition, a decision making on the construction of a sewage treatment facilities follows the concept of 'economy of scale'. These reasons support the collaboration among local governments in order to reduce the costs in improving water quality. This study suggested a method to reduce water quality management cost by redistributing reduction load considering cost-effectiveness for an entire watershed. The assessment on the suggested method is conducted in Youngsan river watershed. Without variation in total load, reduction load assigned for unit watershed and unit district is retributed in the region where pollutant source is concentrated, and then water quality and cost reduction improved from the redistribution of reduction load is analyzed. The results show that the cost saved by the suggested method is KRW 124 billion for scenario-1 and 172 billion for scenario-2 considering total cost of KRW 788 billion for the existing plan. We expect that the suggested method is a good example to reduce water quality management cost in local governments for TMDL.

  • The surveillance radar for naval ships is an essential equipment of a battle system that executes the detection and tracking of targets, and the shooting support function; it calculates the three-dimensional track of the target range, azimuth, and altitude to carry out its duty. The surveillance radar consists of an antenna, a transceiver, a processing unit, and an air dryer section. The radar radiates the transmission signal on the antenna section, receives the reflected signal from the target, and amplifies the signals on the transceiver section. The signal received from the antenna is used to provide the operator with target information in various ways. This study identified the display problems when the information about the target is displayed through the radar. The causes of the problems were analyzed and improved. The tracking disappearance phenomenon caused by the altered-course of the ship was improved on the TWS tracking algorithm. The validity of the improved TWS tracking algorithm was confirmed by the normal condition of the target status on the B-scope.

  • Purpose - The purpose of this study is to subdivide trade transaction-centered structure in a logistics/distribution industry system to apply blockchain, to establish and resolve with which types of technology, and to provide policy direction of government institution and technology to apply blockchain in this kind of industry. Research design, data, and methodology - This study was conducted with previous researches centered on cases applied in various industry sectors on the basis of blockchain technology. Results - General fields of blockchain application include digital contents distribution, IoT platform, e-Commerce, real-estate transaction, decentralized app. development(storage), certification service, smart contract, P2P network infrastructure, publication/storage of public documents, smart voting, money exchange, payment/settlement, banking security platform, actual asset storage, stock transaction and crowd funding. Blockchain is being applied in various fields home and abroad and its application cases can be explained in the banking industry, public sector, e-Commerce, medical industry, distribution and supply chain management, copyright protection. As examined in the blockchain application cases, it is expected to establish blockchain that can secure safety through distributed ledger in trade transaction because blockchain is established and applied in various sectors of industries home and abroad. Parties concerned of trade transaction can secure visibility even in interrupted specific section when they provide it as a base for distributed ledger application in trade and establish trade transaction model by applying blockchain. In case of interrupted specific section by using distributed ledger, blockchain model of trade transaction needs to be formed to make it possible for parties concerned involved in trade transaction to secure visibility and real-time tracking. Additionally, management should be possible from the time of contract until payment, freight transfer to buyers through land, air and maritime transportation. Conclusions - In order to boost blockchain-based logistics/distribution industry, the government, institutionally, needs to back up adding legal plan of shipping, logistics and distribution, reviewing standardization of electronic switching system and coming up with blockchain-based industrial road maps. In addition, the government, technologically, has to support R&D for integration with other high technology, standardization of distribution industry's blockchain technology and manpower training to expand technology development.

  • The purpose of this study is to investigate present situation of recovery and treatment of waste home appliances, and to supply basic data for active reuse and recycling of waste home appliances. Among waste home appliances, refrigerator comprise 30.7%, television 37.8%, washing machine 22.9% and air conditioner 0.3%. Local government collected 46.2% of waste home appliances, producer and agent collected 49.7%, recycling center 4.1%. Seventeen percentage of waste home appliances are reused, 65% are recycled, and 18% are landfilled or incinerated. To improve the recycling activity of waste of home appliances, it is important to establish private reuse and recycling organization. It is also necessary to improve waste deposit and refund system for efficient recycling by decent financial support. Extension of a term of usage is another method to minimize waste home appliances. Finally, intensive education for consumer is necessary for waste minimization. Some portion of recycling and treatment cost can be allocated to the local government and large private business can shred and recycle waste home appliances.

A study on entertainment TV show ratings and the number of episodes prediction (국내 예능 시청률과 회차 예측 및 영향요인 분석)

  • The number of TV entertainment shows is increasing. Competition among programs in the entertainment market is intensifying since cable channels air many entertainment TV shows. There is now a need for research on program ratings and the number of episodes. This study presents predictive models for entertainment TV show ratings and number of episodes. We use various data mining techniques such as linear regression, logistic regression, LASSO, random forests, gradient boosting, and support vector machine. The analysis results show that the average program ratings before the first broadcast is affected by broadcasting company, average ratings of the previous season, starting year and number of articles. The average program ratings after the first broadcast is influenced by the rating of the first broadcast, broadcasting company and program type. We also found that the predicted average ratings, starting year, type and broadcasting company are important variables in predicting of the number of episodes.

  • The purpose of this study was to present the quantitative data which riders can utilize teaching field by comparison analysis of kinematics according to skill level of rider during 2 strides rising trot with the JeJu's-Horse. Participated subjects was consisted of total 10 riders(unskilled: n=5, skilled: n=5). The method of experiment & analysis was based on 3D cinematography. Variables were consisted of temporal, linear & angular kinematics by each event & phase. The skilled assigned more ratio of elapsed time in air than support phase, had the less range of motion in up-down direction and more consistent velocity in lateral & forward direction and performed periodic up-down movement with alignment in vertical direction according to elapsing of phases. The skilled more flexed at elbow and extended backwardly according to elapsing of phases, while more flexed forwardly at hip & knee and plantarflexion at ankle. The skilled postured backward extension but the unskilled do forward flexion. That is, It was considered that the unskilled continued more unstable posture than the skilled during 2 strides in rising trot.

A numerical study on the dispersion of the Yangtze River water in the Yellow and East China Seas

  • A three-dimensional numerical model using POM (the Princeton Ocean Model) is established in order to understand the dispersion processes of the Yangtze River water in the Yellow and East China Seas. The circulation experiments for the seas are conducted first, and then on the bases of the results the dispersion experiments for the river water are executed. For the experiments, we focus on the tide effects and wind effects on the processes. Four cases of systematic experiments are conducted. They comprise the followings: a reference case with no tide and no wind, of tide only, of wind only, and of both tide and wind. Throughout this study, monthly mean values are used for the Kuroshio Current input in the southern boundary of the model domain, for the transport through the Korea Strait, for the river discharge, for the sea surface wind, and for the heat exchange rate across the air-sea interface. From the experiments, we obtained the following results. The circulation of the seas in winter is dependent on the very strong monsoon wind as several previous studies reported. The wintertime dispersion of the Yangtze River water follows the circulation pattern flowing southward along the east coast of China due to the strong monsoon wind. Some observed salinity distributions support these calculation results. In summertime, generally, low-salinity water from the river tends to spread southward and eastward as a result of energetic vertical mixing processes due to the strong tidal current, and to spread more eastward due to the southerly wind. The tide effect for the circulation and dispersion of the river water near the river mouth is a dominant factor, but the southerly wind is still also a considerable factor. Due to both effects, two major flow directions appear near the river mouth. One of them is a northern branch flow in the northeast area of the river mouth moving eastward mainly due to the weakened southerly wind. The other is a southern branch flow directed toward the southeastern area off the river mouth mostly caused by tide and wind effects. In this case, however, the tide effect is more dominant than the wind effect. The distribution of the low salinity water follows the circulation pattern fairly well.

Accordingly confirm lead into circulation process boiled whale meat's rancidity examination and microorganism examination boiled whale meat's stability whether or not. The result obtained were summarized as follows: 1. Proximate percentage of boiled whale meat(pectoral, pelvic, fin, flank) of moisture and crude lipid and crude protein from samples shown to be : moisture was pectoral 16.4%, pelvic 36.2%, fin 46.2%, flank 19.2%, crude lipid was pectoral 54.1%, pelvic 42.8%, fin 15.8%, flank 40.6%,crude protein was pectoral 29.4%, pelvic 20.5%, fin 29.5%, flank 28.6%. 2. The fatty acid composition of total lipid were composed of pectoral 27.2%, pelvic 28.9%, fin 33.3%, flank 23.4% of oleic acid and pectoral 12.7%, pelvic 11.1%, fin 11.3%, flank 14.0% of palmitic acid pectoral 10.8%, pelvic 7.9%, fin 7.6%, flank 2.1% of docosahexaenoic acid, pectoral 14.2%, pelvic 7.5%, fin 1.9%, flank 7.2% of eicosenoic acid, pectoral 5.1%, pelvic 5.7%, fin 4.4%, flank 5.7% of myristic acid, 16: 0 11∼14 % of high saturated fatty acid. generally most of 18: 1ω9 of boiled whale meat's each portion, 22:6 7∼12%, 20:5 1∼14% of polyenoic fatty acid. 18:3 showen to be 1% make an expection of pectoral and fin portion the total lipid were most of netural lipid's about 90%, monoenic fatty acid were most of 19∼22% of saturated fatty acid, 77∼80% of monoenic fatty acid level of 47∼56% of 18:1 16:1 was markelly high to those of total lipid. 3. The storage number days variation of oxidation were shown to be by stages process favorably the past days of boiled whale meat's acid value for 5days. pectoral the day 0.1, five days 1.3, pelvic the day 0.1, five days 1.6, fin the day 0.3, five days 0.7, flank the day 0.2, five days 0.4. 4.   • How to compare the environmental damage caused by vehicles with different foe]s and drive trains\ulcorner This paper describes a methodology to assess the environmental impact of vehicles, using different approaches, and evaluating their benefits and limitations. Rating systems are analysed as tools to compare the environmental impact of vehicles, allowing decision makers to dedicate their financial and non-financial policies and support measures in function of the ecological damage. The paper is based on the "Clean Vehicles" research project, commissioned by the Brussels Capital Region via the BIM-IBGE (Brussels Institute for the Conservation of the Environment) (Van Mierlo et at., 2001). The VriJe Universiteit Brussel (ETEC) and the universite Libre do Bruxelles (CEESE) have jointly carried out the workprogramme. The most important results of this project are illustrated in this paper. First an overview of environmental, economical and technical characteristics of the different alternative fuels and drive trains is given. Afterward the basic principles to identify the environmental impact of cars are described. An outline of the considered emissions and their environmental impact leads to the definition of the calculation method, named Ecoscore. A rather simple and pragmatic approach would be stating that all alternative fuelled vehicles (LPG, CNG, EV, HEV, etc.) can be considered as ′clean′. Another basic approach is considering as ′clean′ all vehicles satisfying a stringent omission regulation like EURO IV or EEV. Such approaches however don′t tell anything about the real environmental damage of the vehicles. In the paper we describe "how should the environmental impact of vehicles be defined\ulcorner", including parameters affecting the emissions of vehicles and their influence on human beings and on the environment and "how could it be defined \ulcorner", taking into account the availability of accurate and reliable data. We take into account different damages (acid rain, photochemical air pollution, global warming. noise, etc.) and their impacts on several receptors like human beings (e.g., cancer, respiratory diseases, etc), ecosystems, or buildings. The presented methodology is based on a kind of Life Cycle Assessment (LCA) in which the contribution of all emissions to a certain damage are considered (e.g. using Exposure-Response damage function). The emissions will include oil extraction, transportation refinery, electricity production, distribution, (Well-to-Wheel approach), as well as the emission due to the production, use and dismantling of the vehicle (Cradle-to-Grave approach). The different damages will be normalized to be able to make a comparison. Hence a reference value (determined by the reference vehicle chosen) will be defined as a target value (the normalized value will thus measure a kind of Distance to Target). The contribution of the different normalized damages to a single value "Ecoscore" will be based on a panel weighting method. Some examples of the calculation of the Ecoscore for different alternative fuels and drive trains will be calculated as an illustration of the methodology.

A Hierarchical Bitmap-based Spatial Index for Efficient Spatial Query Processing on Air (무선환경에서 효과적인 공간질의 처리를 위한 계층적 비트맵 기반 공간 색인)

  • The recent development of the technology for wireless mobile computing and applied technology for location-based services has made it possible to support query processing faster than that in the past. However, some technological limitations on hardware and software still exist. The most critical aspects of query processing are accuracy and speed. For improving the accuracy, it is required that detailed information on the data involved in query processing be saved. In this case, the amount of information on the data increases, which decreases the speed. On the other hand, for increasing the speed, it is necessary to reduce the broadcast cycle, which enables rapid data acquisition as desired. In this case, because of insufficient index information, the listen time for the client increases, which may cause unnecessary energy consumption. Therefore, a trade-off occurs between the accuracy and speed. This paper proposes a hierarchical bitmap-based spatial index (HBI) as a solution for the aforementioned problems. HBI describes an object with 0 and 1 on the Hilbert curve map. It reduces the broadcast cycle by decreasing the index size on the basis of bit information and tree structure. Therefore, it is able to shorten the listen time and query processing time. In addition, HBI enables the detection of the locations of all the objects so that it is possible selectively listen to a broadcast. A performance evaluation of the proposed technique demonstrates that it is excellent.
