A Study on Weighing the Critical Factors of Building a New Deep Seaport System: the Case of Lach Huyen, Vietnam

  • The aim of this study is to determine the critical factors and construction requirements for a new deep-water seaport system in the Lach Huyen area in northern Vietnam. In this study, the Analytic Hierarchical Process (AHP ) method was used to evaluate the importance of the criteria and subcriteria. The results were as follows: the principal criterion "geographical location (0.151)" ranked as the most important criterion for building a new deep-water port system, which is affected by the subcriteria "direct sea route with mega-vessel" and "good liner connectivity index". The principal criterion "port competency (0.145)" ranked second; thus, it can be concluded that good competitiveness of a port' will provide many benefits to the port and the region. Regarding the implication, the established evaluation framework can be used for port construction to make a more reasonable judgment. In a future study, the scope of evaluation factors should be widened, involving participation of broader stakeholders, such as shipping companies, forwarders, and logistics companies.

  • Climate technology applied to address climate change requires a comprehensive review such as environmental and social acceptability in addition to economic feasibility. Not only mitigation and adaptation technologies, but also integration of climate technologies into a business model with other relevant technologies including ICT, finance, and policy instruments could enhance technical, economic, and environmental performances to respond to climate changes. However, many climate projects (and business models) are currently not designed to consider adequately complex climate?related issues. In addition, there is a lack of research on assessment systems that can comprehensively evaluate business feasibility of such models. In this study, we developed a system consisting of nine major indicators in four fields to assess climate technology-based business models. Each indicator was weighed using the analytic hierarchy process (AHP) for systematic assessment of business models. The process can be utilized as a tool to guide improvement of climate technology business models.

The Improvement of Wetland Conservation Plan for Upo Wetland Protected Area (우포늪 습지보호지역 보전계획 개선방안)

  • The Wetland Conservation Plan is used as a tool to set the management direction of wetland protected areas, and which is establishing a plan for the conservation, wise-use, and management based on wetland's condition. This study was conducted to establish a conservation plan considering the functions and management conditions of Upo wetland protected area. To this end, there are analyzed the current issues, plans and implementation status of Upo Wetland Conservation Plans in the past. The management elements to be considered in establishing the Wetland Conservation Plan were selected through prior research analysis and the priority of those elements was identified through the AHP. As a result, it was found that lack of considering the changes and performance evaluation of the existing plans in wetlands, conducting short-term projects related to maintenance original function of wetland, different management methods for wetland protected areas and other adjacent areas, lack of understanding and cooperation by stakeholders, inconsistencies in timing of the Conservation Plan and survey of wetland protected areas. In order to improve the problem, it needs to include the performance evaluation stage of establishing the conservation plan, strengthen cooperation of stakeholders and expertise, continuing of projects for wetlands' maintenance, priority of the project considering the management side, and to adjust the timing of plans to improve data availability.

  • We need to measure the quality of each module to assess software quality. Especially, in industry, it is important to measure quality of modules quantitatively in order to improve bad modules and reuse good modules. In this paper, we define moduleness as characteristic that modules should be possessed and propose a method to measure software moduleness quantitatively. A case study conducted in this paper shows the usefulness of the method by measuring and evaluating moduleness of modules based on open source software developed by C, C++ and Java languages.

A Study on Identification and Relative Importance Analysis of Vocational High School Teachers' Teaching Competency for Microprocessor Course on NCS-based Curriculum (NCS 기반 고교 직업교육과정 '전자'교과의 마이크로프로세서 교수역량 규명과 상대적 중요도 분석)

  • The purpose of this study was to identify the teachers' competency for the NCS-based microprocessor course in the 'electronic,' and analyzed the relative importance among vocational teachers' competencies. Findings were (1) the teaching competencies for the microprocessor course consists of 8 major factors and 22 sub-factors, and (2) the AHP gained the result of the relative importance of the teaching competencies. In conclusion, the programming was identified as the most critical competency, suggested a guidelines for Microprocessor course to use in vocational schools.

  • Evaluating the stability of the excavation face of the cross-river shield tunnel with good accuracy is considered as a nonlinear and multivariable complex issue. Understanding the stability evaluation method of the shield tunnel excavation face is vital to operate and control the shield machine during shield tunneling. Considering the instability mechanism of the excavation face of the cross-river shield and the characteristics of this engineering, seven evaluation indexes of the stability of the excavation face were selected, i.e., the over-span ratio, buried depth of the tunnel, groundwater condition, soil permeability, internal friction angle, soil cohesion and advancing speed. The weight of each evaluation index was obtained by using the analytic hierarchy process and the entropy weight method. The evaluation model of the cross-river shield construction excavation face stability is established based on the idea point method. The feasibility of the evaluation model was verified by the engineering application in a cross-river shield tunnel project in China. Results obtained via the evaluation model are in good agreement with the actual construction situation. The proposed evaluation method is demonstrated as a promising and innovative method for the stability evaluation and safety construction of the cross-river shield tunnel engineerings.

Tall Buildings as Urban Habitats: A Quantitative Approach for Measuring Positive Social Impacts of Tall Buildings' Lower Public Space

  • After decades of high-speed development, designing tall buildings as critical components of urban habitat, rather than simply standing aloof from their environments, has become an important concern in many Asian cities. Nevertheless, the lack of quantitative understanding cannot support efficient architectural design or urban renewal that targets better place-making. This study attempts to fill the gap by providing a typological approach for measuring the social impact of tall buildings' ground conditions: that is, public space, podiums, and interfaces. The central business districts (CBD) of three Asian cities, Shanghai, Hong Kong, and Singapore, were selected as cases. Typical patterns and categories of lower-level public spaces among the three CBDs were abstracted via typological analyses and field study. The following evaluation is achieved through the analytic hierarchy process (AHP). This quantified approach helps to provide a visualization of high or low positive social impacts of tall buildings' lower-level public spaces among the three cases. This study also helps to suggest a design code for tall buildings aimed at a more human-oriented urban habitat.

Multi-criteria Comparative Evaluation of Nuclear Energy Deployment Scenarios With Thermal and Fast Reactors

  • The paper presents the results of a multi-criteria comparative evaluation of 12 feasible Russian nuclear energy deployment scenarios with thermal and fast reactors in a closed nuclear fuel cycle. The comparative evaluation was performed based on 6 performance indicators and 5 different MCDA methods (Simple Scoring Model, MAVT / MAUT, AHP, TOPSIS, PROMETHEE) in accordance with the recommendations elaborated by the IAEA/INPRO section. It is shown that the use of different MCDA methods to compare the nuclear energy deployment scenarios, despite some differences in the rankings, leads to well-coordinated and similar results. Taking into account the uncertainties in the weights within a multi-attribute model, it was possible to rank the scenarios in the absence of information regarding the relative importance of performance indicators and determine the preference probability for a certain nuclear energy deployment scenario. Based on the results of the uncertainty/sensitivity analysis and additional analysis of alternatives as well as the whole set of graphical and attribute data, it was possible to identify the most promising nuclear energy deployment scenario under the assumptions made.

대학중심의 지역기업, 지방정부 및 연구기관 연계를 통한 창업혁신활동 성과지표 개발에 관한 탐색적 연구

  • 대학의 지역 공헌활동에 대한 역할 증대, 학령인구의 지속적 감소와 이에 따른 재정문제에 대비한 대학의 수익원 창출 노력 등, 대학을 중심으로 재정, 지역연계 역할, 정부 및 연구기관과의 활동 등 대학과 지역의 상호발전을 위한 현실적 과제가 증가됨에 따라 대학 스스로 내부자원을 활용한 발전계획을 기획하고 시행할 필요가 있다. 뿐만 아니라 중앙 또는 지방정부의 대학재정 지원 시, 이러한 활동의 표준을 정해보고 활동에 대한 측정 등을 할 수 있는 지표 설정이 필요하다. 기존 대학의 지역연계 활동과 성과지표 선정 등에 대한 다양한 보고서와 논문 등을 선행연구로 하고 대학 중심의 창업지원과제 등을 중심으로 대학을 중심으로 한 다양한 창업혁신활동 주체를 도출, 이들과의 협력관계에 대한 내용을 선별하고 이를 투입, 활동, 실적, 성과 등으로 구분하여 보았다. 활동 및 주체의 타당성 확보를 위해 학계, 창투사, 연구기관의 창업관련 다양한 전문가를 대상으로 측정변수에 대한 타당성 측정 및 AHP 분석을 통한 변수의 적합도를 분석하여 창업활동 주체 및 평가지표 등을 도출 하였다. 본 논문을 통하여 대학은 지역의 기업, 정부/공공기관, 연구기관, 투자기관 등과 협업 연계할 수 있는 주체간의 연관가능 활동과 해당 기관의 자원을 연계하여 지역발전에 기여할 수 있는 모델 및 이를 측정할 수 있는 지표 및 주요 내용을 도출 할 수 있었다.

A Study on the Policy Priorities for the Enhancement of the Trans-shipment Competitiveness of the Port of Busan

  • This paper intends to evaluate the policies which are considered necessary to enhance the T/S competitiveness of Busan's port, and thereby present suggestions to the government which would best implement the results of this research. This research first raises the claim that the majority of the following four conditions: location of the port, port productivity/service level, status of network with overseas ports, and cost competitiveness, should be satisfied in order to maintain a competitive T/S port. Based on these four conditions, seven policies, which are individually pertinent to the four conditions, have been drawn up for proposal, and they are also analyzed in the survey, where all the eligible samples participate to ensure if they are effective in enhancing the T/S competitiveness of Busan. Proposed important policies are a) Terminal operator integration, b) port infrastructure expansion, c) global carriers owned terminal operation, d) enhancement of national carrier's competitiveness, e) feeder carriers' owned terminal operation in new port, f) institutional support for effective and convenient environments for handling T/S cargo, and g) volume incentive expansion. From the analysis by which all the relevant parties (Carriers, Terminal Operators, Port Authority) are answered, it was found that all the seven policies have relevance in strengthening the transshipment competitiveness of Busan's port. Whereas in the analysis that uses AHP methodology to compare the significance among the different policies, it was found that terminal operator integration has the highest priority in terms of increasing transshipment competitiveness.
