A Study on the Reasons of Development Gap in Rural Community Development : The Application of Neo-Endogenous Development (농촌마을 발전 격차의 원인에 대한 연구: 신내생적 발전론의 적용)

  • The paper is to compare two villages in Songak-myeon, Asan, Cnungnam Province in Korea. It tries to show how the joint village project, which began with the support of the same external organization, produces different results depending on the internal conditions and circumstances of the village. From the end of the 1990s, Pyeongchon-ri and Sugok-ri started developing villages under the influence of the environmentally friendly farming movement. And subsequent supports were provided by local organizations for the development of the village. However, the village project in Sugok-ri, which focused on economic performance, later turned out to be a failure, and the residents changed to pursue activities for their own economic interests individually. On the other hand, In Pyeongchon-ri, the cooperation among villagers was strengthened in implementing support projects by similar external agencies. In addition, community ties and identity have been strengthened as problems have been solved through cooperation among residents in the process of promoting the village project. Nevertheless, projects undertaken in Pyeongchon-ri for the purpose of increasing economic performance was all failed. Through these findings, the paper asserts that the neo-endogenous development approach utilizing external support on the basis of internal cooperative network among villagers must be a very useful method for rural development in contemporary societies.

Economic Prospects and Policies for Sustainable Agriculture in Korea (친환경농업의 경제성과 육성방안)

  • Sustainable agriculture in Korea will gain important momentum by implementing The Direct Payment Scheme for Environmentally Friendly Agriculture in 1999. The farmers who want to participate in the program will be paid 530,000won/ha directly by the Government in return for engaging sustainable agriculture. The policy scheme which is a pilot program will be restricted to environmentally regulated areas to apply such as water supply protection zone, environmental protection districts and national parks. As a consequence of the policy, the supply of transitional organic agricultural products is expected to increase significantly. However the increased supply of low input agricultural products may have difficulties to find an appropriate marketing channel which is differentiated from the general agricultural product market. Development of an open market system for mass transaction of the low imput agricultural products is necessary. Also various government programs and projects which are designed for clean environment and regional community development must be integrated into the sustainable agriculture program to have synergy effects.

  • Information Technology(IT) in agriculture will contribute to the agricultural productivities and cultures in farm areas. On the basis of the information and knowledge infra structure, If projects and applications in agriculture have grown up rapidly in past few years, but still being requested more endeavors for each sections of agriculture. Resident-Driven Rural Village Plan Based on Ecological Rural Amenity: Focused on Busu Area, Boeun-gun, South Korea (생태적 농촌어메니티 기반 주민주도형 농촌마을종합계획 -보은군 회인면 부수권역 '하얀민들레 생태마을'을 중심으로-)

  • This study has intended to devise a comprehensive rural planning, driven by residents based on ecological rural amenity paradigm for Busu area, Boeun-gun, South Korea. To reach the goal, this study has performed the following processes. First, we have analyzed the elements of threat, opportunity, weakness, and strength in both inside and outside village through 'SWOT analysis. Second, through strategic analysis and consultation, we have proposed developmental directions of Busu area. Third, based on an ecological rural amenity planning system composed of ecological economy system, ecological environment system, ecological history-culture system, ecological image system, and ecological society system, we have suggested research projects of each system Fourth, we selected projects through a general meeting with all stakeholders. Fifth, the selected projects were applied to Busu area by village residents and experts. Finally, the projects, which were appraised and revised by experts, residents, and governmental officers, were composed of ecological scenic agriculture center, resident's site for city dweller, energy independent village, eco-road, eco-pond, ecological park and parking lot, restoration of traditional culture, zone of ecological scenic agriculture, eco-tunnel, eco-fence, landmark, corporate identity, community center, forum and seminar, and education for residents' empowerment.

Policy Issues for Integrated Approach to Rural Regional Development (농어촌지역개발의 종합적 접근을 위한 정책 과제)

  • The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.

The Improvement Scheme of Rural Villages by Spatial Characteristics (농촌마을정비시 농촌공간특성별 정비유형 분석)

  • This study aimed to systematically adjust rural area development projects that have been carried out by a variety of government departments for activation of rural areas and overcome inefficient problems caused by the policies and projects promoted separately. As its alternative, this study aimed to explore efficient improvement scheme of rural villages associated with various projects. Major agriculture/rural policies and projects that have been promoted were classified by the target space of the policies and projects as Environment space, living space, and production space. Each space was categorized into five sub-items without duplication. By assessment results of rural area improvement level and preference by Analytic Hierarchy Process(AHP) method, maintenance of rural areas was classified into four types. And outer space structure was analyzed by using Space Syntax Method(SSM). Based on the analysis result above, facilities for improvement of rural villages were placed around representative facilities. Facility allocation was based on selection and concentration in terms of facility maintenance and on type attributes in terms of spatial aspects. And finally, alternatives schemes for setting up the basic direction of improvement of rural villages are local area characteristics and environmentally conscious business plan.

Valuation of Public Data Using Stated Preference Method: The Case of Agriculture Soil Database (진술선호방법을 이용한 공공 데이터의 가치 평가: 농업토양정보 데이터베이스 사례)

  • Purpose As Korean economy has been sluggish in recent years, firms' interest in publicly financed projects has increased due to the relatively increasing proportion in the economy. Since 1999, publicly financed projects in Korea need to undergo preliminary feasibility study to evaluate economic efficiency and policy quality if they are larger than a certain scale. The benefits of public projects are one of the most important factors in the preliminary feasibility study but are difficult to estimate due to their nature. Design/methodology/approach This study estimates the benefits of the agricultural soil information database, a public database in Korea. The method used in the study is the stated preference method which is formally used in Korea's preliminary feasibility study. Data are collected through surveys and a logit model is constructed to be estimated by the maximum likelihood estimation method. Findings As the first study evaluating a public database, this study can be used as a baseline in all public database projects developed in the future. In addition, this study can contribute to improving the understanding of both private companies and public organizations who are interested in the cost-benefit analysis and estimation procedure for the publicly financed projects.

Strategies for Sustainability of the Project for Developing Large-Scale Environment-Friendly Agricultural Districts (광역친환경농업단지 조성사업에 따른 변화실태 및 지속가능기반 확충방안)

  • The Purpose of this paper is to suggest sustainable strategies of the project for developing large-scale environment-friendly agricultural districts (LSEAD). This study used assessment 3 indicators, efficiency, impact and sustainability of environment-friendly agricultural certification area and farmers, management situations of crop-livestock circulation center, educations for environment-friendly farming, changes of farmer's income and so on. This project has contributed to develop environment- friendly agriculture and model of LSEAD. And for sustainable development of LSEAD, it is necessary to renovate crop-livestock circulation centers, promote organic farming of resource-circulation type, converse to non-pesticide or organic farming of low pesticide one, do active marketing activities, establish a governance system of business projects and so forth.

The Impact of Regional Agricultural Extension Policy - Case of Herbal and Horticultural Farm Income - (도 단위 농촌지도정책이 농가 소득에 미치는 영향 - 원예·특작 농가지도사업을 중심으로 -)

  • There are two main types of agricultural extension projects in Korea, the impacts and routes of each type on farm income are different. This paper empirically studies the impact of agricultural extension to farms' income, using Multi-level production function considering time lag. It is found that direct type of extension has positive effect to farms' income. Also indirect type on income is significant only when the level of education is high. Due to the characteristics of Korean agricultural structure, the technical level of farm is greatly influenced by the government's R&D investment and technology guidance. The result implies that indirect type of extension that take into account the educational level of farms should be emphasized for long-term technological advances.

Ten Year Plan for Kyungbuk Agricultural Technology Innovation in the 21st century (21 세기 경북농업기술혁신 10 개년 계획;기술혁신 추진전략을 중심으로)

  • In the 21th century, many people predict the change of agricultural conditions in our country because of the arrival of knowledge- information age. Now it is supposed that agricultural technology comes to $45%{\sim}50%$ level compare to advanced countries. So the development of new technology in agriculture are demanded all the more. Agriculture in the 21th century will be grown based on the connection of environment, knowledge and taffeta. The agricultural conditions in Kyongbuk has more profitablity and potentiality, because there are wide lands, distinguished 4 seasons, various main production crops and cultural inheritance etc. For the innovation of agricultural technology in Kyungbuk, province this plan presented 7 visions; such as foods-life, knowledge-brain, precisious environment, resouces-saving, export-market, traditional- specialization and development-participation agriculture and 7 basic strategies; such as environment-stabilization, speciality-discrimination, standard-modeliztion, demand-market, field-practicality, management-information, specialization-cooperation strategy. The major contents of this plan were presented to achieve strengthen -ment and advancement of competitive power on the agriculture of Kyongbuk; 21 superme technologies get to develop the highest technique, 21 major conventional projects will be mown continuously, 21 main clops snakes to intensify competitive power. Wheras, we will be propulsed 21 special projects for increasing a phase of Kyongbuk R D. A. and we inculuded 74 items of Si-Gym region for balanced development of area This plan consisted of 1,730 items in 84 fields and about 260 billion won will be invest every year. When it is finished successfully in 10 years, agricultural technical level of Kyungbuk will be not only promote to $80{\sim}90%$ level to advanced country, but also clanged to competitive industry, and farming villiages might be changed to a space of comfortable life.
