Media Sentiment Towards Chinese Investments in Malaysia: An Examination of the Forest City Project

  • We collected national newspaper articles on the largest Chinese investment project in Malaysia, Forest City, and examined media sentiment polarity using alternative automated sentiment analysis tools. We further checked the robustness of these results using content analysis, and consistently found that sentiment polarity for mainstream news is more volatile than independent online journalism. We also found that the sentiment polarity of Malaysian mainstream media towards Chinese investments is aligned with government interactions between the two countries. This suggests that the sentiment of Malaysian mainstream media towards Chinese investments complies with local government attitudes, while independent online media are less constrained by government control. In light of this, foreign investors looking to more effectively estimate risks should monitor both independent and mainstream media to calculate the sentiment of the host country towards their foreign direct investment projects.

  • 그동안 커뮤니케이션 효과에 관한 많은 연구들이 진행되어 왔다. 특히 의제설정 관련 이론들은 맥콤과 쇼(McCombs & Shaw, 1972)[1]에 의해 최초의 연구가 발표된 이후, 수백 편 이상의 관련 연구들이 축적되어 왔다. 이러한 연구들을 통해서 미디어가 중요하게 보도한 의제는 수용자 의제에 많은 영향을 미친다는 사실을 누구도 부정하기 어렵다. 그러나 이러한 연구들은 주로 언어텍스트를 중심으로 이루어져왔다. 그러나 신문이나 인터넷 미디어와는 달리, TV 미디어에서 수용자들은 언어텍스트에 의해서만 정보를 얻는다고 보기는 어렵다. 본 연구는 텔레비전 뉴스 보도에서 영상과 자막이 수용자의 의제설정 효과에 어떤 영향을 미치는지 실험을 통해 검증해보고자 한다.

Gender Equality Film Policy with the Perspective of Gender Mainstreaming Strategy (성 주류화 전략의 관점에서 바라본 성평등 영화정책)

  • The gender mainstreaming strategy was formulated at the 4th UN World Conference on Women in Beijing in 1995 and quickly spread globally. In the Korean film industry, the gender ratio of the key creative roles - directors, writers, and producers is very unbalanced. The staffs are divided into woman and man departments and there is a gap in wages between woman and man workers. Gender equality in the Korean film industry require the adoption of a gender mainstreaming strategy that involves independent agenda setting and key performance indicators.

  • Drawing on a case of the construction of high-tech medical complexes, this study demonstrates the process of policy formuation. Beause the construction of high-tech medical complexes involves various analytic elements, and changes of political, economic and social environment, Kingdon's Policy Stream Framework is employed for analysis. The analysis ranges from the embarkment of the Presidential Committee on Healthcare Industry Innovation (PCHII) in August, 2005, to the enactment of High-tech Medical Complex Special Act in March, 2008. The analysis illuminates that policy formulation from agenda setting to enactment in the area of biomedical industry involves multiple factors and policy streams. An enactment of policy agenda particularly depends on the roles of multiple stakeholders as welll as policy leaders.

  • The Fixed book price policy, a portion of publication and printing promotion act applied from February 2003 in the South Korea, is a system of fixed book prices that administered by a government body. The publishing industries had been attempted to lower the discount rate and to extend the application scope. The amendment for the attempts was passed in April 2014, and implemented from November 2014. From the library point of view, this amendment caused a reduction of buying library materials. For this reason, the agenda about expansion of material budget in libraries has been recognized as the alternative. The purpose of this study is to analyze the stance and role of libraries as actors in the policy process. Based on this, this study also attempt to identify usefulness and improvement point of Policy Network Model. For this purpose, this study identifies actor's internal characteristics as an improvement point that previous studies did not identified.

A revisit to policy agenda concerned with the distortion of functional differentiation among health care providers (의료전달체계에 관한 정책의제의 재조명)

  • Much policy attention has been directed to the concentration of patients in large hospitals, especially in tertiary care hospitals. In order to address the problem, the government has enforced referral requirement for accessing care in tertiary care hospitals by denying insurance benefits to the patients who do not observe the requirement. This approach somehow has failed to produce expected effects although it still exists in theory. The concentration of patients in a certain type of providers results in the distortion of functional differentiation among various types of providers and vice versa. Thus the approaches for the alleviation of the problem should be directed to both patients and providers. However, policy approaches has so far focused on ways of directly affecting patients' choice of a provider neglecting the effects of providers. Based upon the observation, this paper has reviewed selected issues that should be considered in agenda setting for policies concerned with the concentration of patients in large hospitals or the distortion of functional differentiation among health care providers. A brief discussion of each of the issues suggests three general guidelines for the formulation and implementation of policies intended to address the problem. First, attention should be directed to both patients and providers. Secondly, it is necessary to employ diverse measures including regulation, incentives and administrative supports. Thirdly, some of the approaches should be planned from a long range perspective, for it often takes a long time to change some aspects of health care utilization and provision.

  • Animation is a popular art in the form of enlightenment that intimately approaches people of various ages and makes them reconsider the social problems they have ignored. Therefore, this paper analyzes how the character setting and formative symbolism in "The Willoughbys" raise awareness of social agendas. The previous studies found that the modern society needs to be aware of child abuse and various types of family, and examined that color and formativeness of animation induce psychological and behavior change from the audience. The work shows emotional abuse and neglect as characters, and presents the subdivided form of the family. The rainbow symbolizes diverse family members. The agents with visual characteristics express the modern principle-based secondary perpetrator along with apathetic neighbors to urge a change in audience perception. This paper insists the value of animation when it is essential to raise public awareness prior to the construction of a welfare society and support system.

  • As the global energy and climate crisis has complicated interests of each country, the agenda that requires a global response has recently been revived. In particular, Korea is highly dependent on energy imports and continues to have high energy consumption, low efficiency of energy consumption, and high greenhouse gas emissions, so innovative and effective energy policies are urgently needed to achieve energy efficiency and carbon neutrality. In this study, among the changes in distributed district energy policy after the integrated energy method was introduced in Korea in the mid-1980's, the case of the "National Heat Map Project" policy implementation is analyzed with a modified multi-flow model. The 10 years of the Lee Myung-bak and Park Geun-hye administrations, the period of study, was a period in which the main paradigm of energy policy shifted to a "distributed energy platform" and policy transitions such as policy agenda setting, policy drift, and policy revision were made. A study on the process would be meaningful.

A Study on Culture Studies for the Circuit of Culture of Policy Discourse: Focus on Cultural Representations and Signifying Practices (정책담론의 문화흐름에 대한 문화연구: 문화적 표상과 의미의 실체를 중심으로)

  • This study is the text discourse of agenda setting through media policy on the three communities. The materials of subjects are the 71 text discourses that appeared in the columns, the special manuscripts, and the comments on the contemporary topics in 33 media. The subjects focuses on the metaphor, metonymy, and binary transposition. This kind of connotation tends to be imploded into people through media, so that it produces hyperreality. This process produces the regulation and strengthens the reality through the circuit of culture. Thus this research tries to develop the theoretical foundation for analysing the text discourse produced by the media. Also it focuses on widening the research scope to study the effects that the circuit of culture provides on the politics, society, and economics. Therefore The first, the objective meanings(denotation)which the referents of the community as T'PALACE, I'PARK, and STARCITY are 'larger scale', 'high and skyscraper', 'the rich people and the plutocrats who have very high academic career' and ' the residence place for the famous stars and successful CEOs', etc. and the subjective meanings, connotations which the referents of the community are 'The first street' transposes '1%' 'their own space' into the characteristics of the wealth of Gangnam district or Korean wealth', the additional significations which the metaphors such as 'the noble community', 'the sample for the high -level residential space', and 'the greed of 1%'. Conclusion, The significations of the symbols became imploded into the population and circulated along with the cultural streams through the media. The referents are recreated and consumed among the other communities such as the named 'PALACE', 'I'PARK', 'STARCITY' in the other areas. This kind of ideology tends to create the myths such as 'the 1% rich people of Gangnam', 'the first street of Korean wealth', and create the regulation such as 'the compound taxes for the real-estates', 'the policy of reducing the taxes for the rich', 'the policy of reducing the taxes for the 1% of the rich'. Also these regulations make the politicians operate new policies and are being utilized as 'slogan' for the politicians.

Characteristics and Problems of First Edition Newspaper in Korea (한국 일간지 가판의 성격과 문제)

  • There is a original routine on dealing the first edition newspaper in Korea. Korean national morning newspapers print about 0.5% of total circulation as the first edition and sale those only in Seoul where the newspapers is published. The dead line of first edition is even about 5 pm. According to this routine which couldn't be found in the advanced western nations, like UK, USA etc., there can be some original characteristics and problems on the contents of Korean national morning newspapers. The present study investigated what the characteristics and problems means on the quality of newspaper and the free flow of diverse informations and opinions. Content analysis comparing the first edition to the last edition of 8 national morning newspapers is used to reveal the original characteristics and problems. Major findings in the result of the content analysis are three. First, the quality of the newspapers is damaged by the early dead line. Second, Inter-media agenda setting, which minor papers follow major papers on not only contents but also tone & manner, is manifest. Third, the early time publishing of the first edition allow the reported group including government and business sorter to take time to do make some negotiations on the articles about them, in which procedure even about 40% of total observed articles are changed(eg. removed, replaced, modified).
