Study on the relationship between trust and organizational performance in local administrative organization- Focused on the local administrative organizations in Gangwondo-

  • This study is to explore the relationship between trust in local administrative organization and organizational performance. Local administrative organizations provide the citizens with administrative services. Heightening the organizational performance contributes the citizens' happiness and the stream of times through organizations' change. To provide high quality of administrative service to citizens, trust in organizations is more important than any other capital. The improvement of organizational performance needs through this social capital. Factors about trust variables and organizational performance variables are extracted through the theoretical discussions. To do the research, public servants in 7 local administrative organizations of Gangwondo were asked to do the survey about how trust in organizations affects organizationa performances. The results explain that trust variables are related to organizational performance, and the local administrative organization which is high in trust is high in organizational performance. Trust in local administrative organizations improves the organizational performance internally and the organization will obtain trust from the citizens externally.

노인 행정복지서비스 사각지대의 유형 구분에 관한 연구 (A Study on the Classification of Blind Spots in Administrative Welfare Service for the Elderly)

  • 노인인구가 지속적으로 증가함에 따라 향후 노인 행정복지서비스 사각지대가 더 증가할 것으로 전망된다. 본 연구는 노인인구가 증가하는 부산광역시 기장군을 대상으로 노인 행정복지서비스 사각지대 유형을 구분하고 유형별 정책방향을 제시하고자 하였다. GIS의 네트워크분석을 사용하여 읍·면 행정복지서비스 도달거리와 노인 이동가능거리를 분석하였다. 두 거리 간 비교를 통해 세 가지의 행정복지서비스 사각지대 유형(서비스공급사각지대, 이동불가사각지대, 이중사각지대)을 도출하였다. 기장군의 경우 노인 행정복지서비스 사각지대가 34.2%로 나타났다. 구체적으로 이동불가사각지대 21.5%로 가장 높았으며, 이중사각지대 9.5%, 서비스공급사각지대는 3.2%로 분석되었다. 분석 결과를 바탕으로 노인 행정복지서비스 사각지대 유형별 정책방향을 제시하였다.

행정정보 데이터세트 종합관리시스템의 서비스 방안 연구 (A Study on the Service of the Integrated Administrative Information Dataset Management System)

  • 2020년 「공공기록물에 관한 법률 시행령」 개정에 따라 행정정보 데이터세트 기록관리 방안이 법제화되며, 국가기록원은 행정정보 데이터세트 기록관리 업무를 지원하기 위해 행정정보 데이터세트 종합관리시스템을 구축할 계획을 밝혔다. 하지만 데이터세트와 관리 기준표의 특성을 고려한 구체적인 서비스 방안은 부재한 작금이다. 이에 본 논문은 국내·외 공공데이터 포털 및 기록관 웹사이트 14곳을 대상으로 데이터세트 서비스 현황을 비교 분석하고 시사점을 도출하여 행정정보 데이터세트 종합관리시스템에 적용 가능한 서비스 방안 6가지를 제안했다. 본 연구의 결과가 행정정보 데이터세트 활용 및 서비스 활성화로 이어지기를 기대한다.

  • The work patterns in the organizations performing research and development projects consist of both administrative business with defined processes and knowledge-oriented research and development business with undefined or semidefined processes. This paper describes an enterprise portal model and its services aligned to research and development organization's work patterns. The proposed portal model is focused on constructing personalized workplaces providing knowledge-based services for research and development business, as well as business process management based services for administrative business. The further research will provide more concrete portal model and its applicability to research and development organization's business.

행정서비스 활용을 위한 디지털 트윈 정책 연구 (Research on the Digital Twin Policy for the Utilization of Administrative Services)

  • 본 연구의 목적은 행정서비스 활용을 위한 디지털 트윈 정책 연구이다. 본 연구는 1,000명의 대상을 기반으로한 모바일 설문조사를 통해 진행되었으며 그 연구 결과는 다음과 같다. 첫쨰, 디지털 트윈을 활용하기 위해 경기도 측면에서 적용할 수 있는 적절한 서비스 발굴이 선행되어야 한다. 경기도의 현장 업무에 적절한 디지털 트윈 서비스 발굴 시도가 우선적으로 선행되고 이를 통한 업무의 효율성 증진이 필요하다. 둘쨰, 경기도 디지털 트윈 행정서비스는 중앙정부 사업과의 중복성은 방지하고 연계 활용 가능한 모델을 구축해야 하며, 도와 시군의 현안 연관성이 높고 수요자 즉 도민이 원하는 행정서비스를 중심으로 추진되어야 한다. 셋쨰, 행정서비스 운영방식은 경기도의 디지털 트윈 행정서비스 개발을위해서 시범사업 참여를 통한 표준모델 구축 방안을 검토해야 한다. 사업 추진 방식으로 경기도가 주관기관이 되어, 협약사업 방식으로 추진하고, 경기도 디지털 트윈 자문위원단을 통해 사업 추진 전반에 대한 지원 체계를 마련하라는 것을 제언하고자 한다. 넷째, 전담부서와 행정서비스 구축, 운영, 관리 등을 위한 관련 제도 마련이 되어야 한다. 경기도에서 디지털 트윈 실현을 위해서는 사업 추진 및 운영과 법·제도적 개선을 위한 다양한 역할을 수행 할 수 있는 전담 조직이 필요하며, 전담 조직 지정을 위해서 기존 부서의 확대 개편 방안과 신설 부서 운영에 대한 검토가 필요하다. 본 연구의 한계 요인은 경기도 중심의 참여자들에 대한 조사로서 향후에는 전국을 기반으로 연구하는 것을 제언한다. 본 연구의 기대효과는 디지털 트윈 서비스를 공적인 업무를 적용시 활용할 수 있는 기초 자료로 이용할 수 있다.

Establishing Required LOD and Positioning Accuracy for Indoor Spatial Information Applications in Public Administrative Works

  • Due to the large size and high complexity of modern buildings, the interest and the studies about indoor spatial information are increasing. Previous studies related to indoor spatial information were mostly about relevant technologies, and the application of indoor spatial information has been less studied. In the present study, the public administrative work areas where indoor spatial information may be applied were identified by using a modified delphi technique. And the indoor LOD (Level of Detail) and indoor positioning accuracy for indoor spatial information applications considering user requirements was established as standards for efficiently establishing and providing services. The required LOD and positioning accuracy for services was established by reestablishing indoor LOD and positioning accuracy and classifying services with reference to those. The indoor LOD was reestablished from LOD 0 to 4 by focusing on service utilization and general recognition, and the positioning accuracy was reestablished in three levels by considering the accuracy of the present positioning technology and service utilization status.

도시주변 행정구역통합대상 농촌지역의 쟁점과 주민의사에 관한 연구 (A Study on the Problematic Issues and Residents Preference of Administrative Boundary Integration for Rurban Development : A Case Study on the WanJu County)

  • This studys concerns with a critical issues of urban and rural integration for rurban development. Todays, many of urban-rural integrated cities are confronted with the negative effects of administrative boundary integration. The first problem is induced from the developmental gaps and different residential demands between the core-city and peripheral-county. The second problem is social-economic and administrative unification costs neglected. The third problem is the environmental pollutions and degradations in peripheral-county by rapid urbanization. The forth problem is the inequality of the public services and regional investments in the urban-rural Integrated cities. The fifth problem is the administrative relation and financial distribution between core-city and residual province when the urban-rural integrated core-city becomes large urban city. The results of the questionnaire analysis as follows. The first point, the preference of administrative boundary integration is different in intra-areas of urban-rural integrated county by it's location. The second point, the diversity of preference of residents depends on theirs job, age, resdential period, education and income level. So, administrative boundary integration must consider the many important factors which affect the socio-economic situations between the core-city and peripheral-county. In conclusion, residents' preference for the admistrative boundary integration depends on their situation without rational approach for macro regional development. In this contexts, comprehensive approach for the urban-rural administrative boundary integration is needed in consistent with rapid change of local government's functions.

범부처 공공보건의료인력 관리조직의 필요성과 과제 (Creation of a central public healthcare human resources management department to coordinate existing agencies)

  • Purpose : The aim of this study is to review the current status of healthcare provision and its human resources administrative management and propose a coordinated human resource management plan for the more efficient operations of healthcare organizations. Methods : We reviewed the literature and held discussions with officials from the United States Department of Health and Human Services to survey United States Public Health Service Commissioned Corps operations. In addition, we surveyed the literature to analyze the current structure and responsibilities of governing bodies involved in public healthcare in Korea. Results : In Korea, there are several administrative offices involved in public health: the Ministry of Health and Welfare, the Ministry of Defense, the Environment Ministry and others. Since these diverse agencies don't integrate their operations, it is difficult to grasp their management of both public healthcare services and their personnel. A potential model is the United States Public Health Service Commissioned Corps, a sub-group of the Department of Health and Human Services and an elite team of highly qualified, public health professionals, which coordinates and manages the overall work and personnel of diverse healthcare organizations. Conclusion : We suggest the establishment of a federal level, public health administrative department of human resource management to centralize and coordinate the existing, disparate healthcare administrative agencies.

행정형 ADR의 현황과 개선방안 (Existing Situation and Improvements of Administrative ADR)

  • Administrative ADR to solve new problems has the characteristics of a new project, hence ADR is established and operated with a lack of human and material resources in the process of introducing administrative ADR. Therefore, it is preferred to resolve conflicts by less costly counseling and mutual agreement before mediation. When we try to settle the disputes through administrative ADR at the stage before mediation, it causes problems for the neutrality and impartiality of the dispute settlement procedures. In this case administrative ADR systems should introduce devices that ensure the impartiality of the process. In some issues becoming social problems, relevant administrative agencies are inclined to establish ADR systems. If ADR systems become available, a person who may use ADR services may have some trouble grasping ADR institutions because he/she can hardly distinguish their business affairs. By subdividing administrative affairs, when the disputes have the issues that touch on various fields of the affairs, parties in the disputes have to take ADR procedures one by one in all ADR-related institutions. This may lead to too heavy a burden on the disputing parties, furthermore forcing them to give up the remedies of their rights. For more efficient ADR operations, it is necessary that the institutions which set up and operate ADR systems should actively exchange and cooperate with one another. They need to forge and strengthen the solidarity between administrations and courts. The administrative agencies which run ADR themselves have to build up the devices for preparing human resources and material facilities for administrative ADR.
