The Study on People's Satisfaction towards Public Services of Viet Nam: Evidence of Tra Vinh Provincial Center of Public Administrative Services

  • The paper aims to provide some recommendations to improve the operational capacity of the Tra Vinh Provincial Center of Public Administrative Services and to improve the effectiveness and efficiency of management in the State administrative agencies. The study on people's satisfaction towards public services of Tra Vinh Provincial Center of Public Administrative Services was conducted by collecting primary data of 300 people who used public services provided by this Center from September 2018 to November 2018. By using the multivariate regression method, the author found that there were a number of factors affecting people's satisfaction towards public services at the Center, including procedures, service fee, and attitudes of the staff, empathy, staff capacity, and trust. These factors had an impact on people's satisfaction towards public administrative services performed by staff officers from Tra Vinh Provincial Center of Public Administrative Services. Since then, the study has proposed policy implications to improve people's satisfaction on service quality at the Center such as: Develop a flexible charge mechanism of public services; Enhance the sense of responsibility of staff officers; Pay attention to improving administrative procedures; Establish trustworthiness to people; Pay attention to professional improvement; and Build up a friendly and respectful team of staff.

  • Reforming social relations requires changing the system of relations between state executive bodies, institutions subordinate to them and a citizen, which is characteristic for most of the country, in which the latter is a petitioner even if his indisputable rights and legitimate interests are satisfied. One of the most important areas of public administration reform is the formation and development of a system of administrative services and appropriate information support. The result of the implementation of this direction should be the creation of such a legal framework and its real implementation in administrative and legal practice, in which consumers of administrative services will have broad rights and powers and will not be passive subjects manipulated by civil servants.Thus, the main task of the study is to analyze the normative legal aspects of information support for the provision of administrative services in the field of public administration. As a result of the study, the main aspects of normative legal aspects of information support for the provision of administrative services in the field of public administration were investigated.

광역자치단체의 기계학습 행정서비스 업무유형에 관한 연구 -서울시를 중심으로- (A Study on the Work Type of Machine Learning Administrative Service in Metropolitan Government)

  • 본 연구의 배경은 최근 포스트 코로나시대의 비대면 행정서비스를 위한 주요 정책수단으로 기계학습 행정서비스가 주목을 받고 있는 가운데 기계학습 행정서비스를 시범적으로 운영하고 있는 서울특별시를 대상으로 기계학습 행정서비스 도입 시 효과가 예상되는 업무유형에 대하여 살펴보았다. 연구방법으로는 2020년 7월 한 달 동안 기계학습 기반 행정서비스를 활용하거나 수행하고 있는 서울시 행정조직을 대상으로 설문조사를 실시하여 조직단위별 도입 가능한 기계학습 행정서비스 및 응용서비스를 분석하고, 지도학습, 비지도학습, 강화학습 등 기계학습 행정서비스의 업무유형별 특성을 분석하였다. 그 결과, 지도학습 및 비지도학습 업무유형의 특성에서 유의미한 차이가 있는 것으로 나타났고, 특히 강화학습 업무유형이 기계학습 행정서비스에 가장 적합한 업무적 특성요인을 포함하고 있는 것으로 밝혀져 그에 대한 정책적 시사점을 도출하였다. 본 연구결과는 기계학습 행정서비스를 도입하고자 하는 실무자들에게는 참고자료로 제공될 수 있고, 향후 기계학습 행정서비스를 연구하고자 하는 연구자들에게는 연구의 기초자료로 활용될 수 있을 것이다.

  • 정부는 새로운 영역의 전자정부 서비스를 창출하기 위한 계획을 추진 중이다. 업무절차 개선 측면에서 dBrain과 e-사람, 전자결재 및 업무관리를 위한 온나라 등은 상당한 성과를 이루었으며, 현재는 새로이 부각된 정보기술을 도입하여 기존의 행정서비스를 개선하고 지능형 전자정부를 구현하기 위한 노력을 지속하고 있다. 본고에서는 그중 자가학습기반의 지능형 행정서비스 구축이 실제 업무를 추진하는 공무원들의 업무프로세스에 효율적인지, 지속사용하는데 영향을 미치는지를 파악하고자 하였다. 인공지능, 빅데이터, 블록체인 등의 발전된 정보기술에 대한 개인의 인식 및 태도를 바탕으로 개인 혁신성을 선행변수로 하여 UTAUT 변수들이 지속사용의도에 영향을 미치는 지에 대해 공무원 대상 설문 결과를 이용하여 지능형 정부서비스를 대상으로 검증하여 행정서비스에 대한 영향요소를 파악하였다. 정부행정서비스 사용자들은 혁신적인 행정서비스의 구축 및 도입이 국민에게 더욱 효율적으로 활용될 수 있다고 믿으며, 정보기술 발전에 따라 서비스의 활용 및 제공에 대한 기대감을 높게 가지고 있다고 파악되었다. 향후 전자정부 서비스를 활용하는 국민을 대상으로도 모형을 적용하여 연구할 예정이다.

대학보건실의 운영체계 및 건강증진 서비스 제공 실태 (Health Promotion Services and Administrative System of the University Health Clinic)

  • Objectives: This study was conducted to analyze problems and priority of university health services through analysis of health promotion programs and administrative system of university health clinics. Methods: In first telephone survey, 349 colleges and universities nationwide were surveyed to find out whether they operate health clinic or not. The administrative system and health promotion services of university health clinics were analyzed in 198 schools which had health clinic in it. Results: 160 schools were included in the final analysis. The most common name of university health clinic was 'health clinic' (35.2%), and heads of 52 university health clinics were non-medical school professors. 20.9% of the school provided details of the rules and implement guidelines of health care service. Health promotion services of university health clinic were set the non-smoking area (90.6%), health counseling (81.8%), providing health information (74.8%), health check-up (65.4%), health education (61.4%), partnership with health institutions in a community (61.4%), and immunization (48.1%) in order of that. Conclusion: It is urgent to establish the regulatory and guidelines for university health clinic. Each member of school should have interests in their health clinic and acknowledge health promotion services which they can get at the university health clinic.

행정기관의 정보보호 담당인력을 어떻게 관리할 것인가? (How Do We Manage the Information Security Workforce of the Administrative Agencies?)

  • The career development of information security workforce affiliated in administrative department is very different from workforce affiliated in private companies. Their career development attempts are made not by voluntary motivation but by involuntary job movement by the principle of internal relocation. So they are not directly linked to monetary compensation or advancement. Due to the nature of the organization, their work attitude is very passive and there is little intention to turnover. They do not need professionalism, but they must be retrained according to the law. In this paper, we investigate and analyze the roles and responsibilities of information security workforce of each administrative department. And we do questionnaire survey to find out current roles and responsibilities of them will not affect the demand for retraining. Through these research, we would like to discuss how to manage information security workforce affiliated in administrative departments.

소방공무원 행정종합배상공제 사례 및 문제점 - 구급사례 중심으로 - (Cases and problems of comprehensive administrative compensation deduction for firefighters: focused on emergency medical service case)

  • Purpose: This study aimed to examine the necessity of administrative compensation insurance and claims cases during the emergency medical service process among administrative compensation insurance cases and suggests problems and improvement measures. Methods: We compared the details of administrative compensation insurance claims of 15 cities and provinces, excluding Seoul and Kwangju, from 2017 to 2020 by requesting details disclosure of the comprehensive deduction for administrative compensation in 17 cities and provinces across the country. Results: A total of 69 cases were compensated through the administrative comprehensive compensation deductions. There were 53 cases of damage that occurred at the field stage, 14 cases at the transfer and hospital stage, and two other cases. Conclusion: The 119 paramedics, which are the perpetrators, should be active in field activities and free from the psychological pressure caused by increased workload and litigation. Active compensation administration is required for damage cases occurring in the firefighting activities context.

지방행정체계 개편에 따른 농촌지도조직의 대응방안 연구 (A Study on the Countermeasures of Agricultural Extension Service Agencies by Reorganization of Local Administrative System)

  • There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center's role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of 'rural issues.'

행정정보 공동 활용의 현황과 성과에 관한 연구 (An Analysis of Public Agencies' Sharing Administrative Information: Current Status and Future Prospects)

  • The development of IT has contributed a lot to enhancing administrative efficiency. In particular, it enabled administrative agencies to be able to upgrade the effects and efficiency of public services by saving unnecessary time, labor, and equipment that might surely occur in delivering routine services in repetition. As the concept of governance and knowledge-based administration assumes a pivotal value in the 21 century administrative innovation, sharing information among agencies is a key to building effective governance system. However, current extent of sharing information in public agencies is below the level of expectation and thus the need exists for the steps to making information shared more widely and effectively among public agencies. This paper gives a snap shot on the extant status of information sharing among public agencies and seeks ways to facilitate it from the perspective of electrical government.

기업 보안 유형에 따른 보안사고 대응역량 : 사회기술시스템 이론 관점에서 (Incident Response Competence by The Security Types of Firms:Socio-Technical System Perspective)

  • This study proceeded to examine the cause of the continuous secret information leakage in the firms. The purpose of this study is to find out what type of security among administrative, technological and physical security would have important influence on firm's security performance such as the security-incident response competence. We established the model that can empirically verify correlation between those three types of security and the security-incident response competence. In addition, We conducted another study to look at relation between developing department of security in the firms and reaction ability at the accidents. According to the study, the administrative security is more important about dealing with the security-incident response competence than the rest. Furthermore, a group with department of security has better the security-incident response competence and shows higher competence in fixing or rebuilding the damage. Therefore, this study demonstrates that investing in administrative security will be effective for the firm security.
