A Study on the Inter-Relational Interpretation of Street Plant Issues - Focus on Central Park Road in Incheon Metropolitan City - (가로수관련 문제유형의 관계론적 해석 - 인천광역시 중앙공원길을 중심으로 -)

  • Generally, trees lining the streets are the most easily accessible green areas in the city and constitute the smallest basic unit in the formation of the urban linear green axis. This study attempts to interpret issues related to city trees from a comprehensive and relational viewpoint. The site of this study is Central Park Street in front of Incheon Metropolitan City Hall. This street is representative of those in Incheon City. This study is an inter-relational interpretation of issues by measuring the vitality of these trees. The following are results of this study: First, the vitality of city trees is higher in those trees growing in natural ground than those growing in plant gratings. This observation can lead to budget savings and increased natural areas in the city. Also, if planter and multi-layering planting methods are introduced where damage to trees is predicted, variation to urban landscape can be achieved while linking to reinforced rearing foundation of street-side trees. Second, there is need for a holistic approach to caring for street-side trees regarding the damage caused by drastic pruning and strong street lights. The typical functions of these trees, like supplying freshness in summer, absorbing solar radiation, and controlling the urban micro-climate are closely related to the vitality of the trees. Accordingly, the function and ecology should be understood holistically, not separately. In this aspect, the functional and ecological use of the multi-layering planting method is effective in protecting pedestrians from vehicles as well. Third, the fallen leaves of monotonous rows of trees have different ecological and functional effects. Not only is the index of greenness in the urban setting increased, but there are also aesthetic and symbolic effects. Fourth, in spite of being the street along which Incheon Metropolitan City Hall, major administrative buildings and Central Park are located, this street does not have its own special identity to discriminate it from other streets. It fulfills only functional criteria based on uniformity. If there is no paradigm shift from today's street system based on vehicles, the role of landscape architecture will be very passive in regards to street-side trees, the minimum unit of urban green. Fifth, on this particular street, many trees were planted in December, which reflects a deficiency of short and long-term strategy, like a street-tree master plan. In this aspect, we still lack a mature culture concerning these trees as a basic unit in urban greenery. Furthermore, there needs to be cultural introspection concerning present administrative practices.

An Analysis on the Change Pattern of Spatio-Temporal Land Price in Gongju City Using the Geostatistical Methods (공간통계를 이용한 공주시의 시공간적 지가변화패턴 분석)

  • This study aims to identify spatio-temporal land price change pattern in Gongju city including the area incorporated and surrounding area depending on the Multifunctional Administrative City Construction. For this, GIS data was built by calculating the average land price each 209 Dong and Ri by the time of the year 2000, 2005 and 2010 based on. The first, the change in the land price was to identify in the 5-year intervals through a kriging interpolation as a kind of geostatistical techniques. The second, a trend analysis was conducted to know directional change pattern of the east-west axis and the north-south axis. Finally, the weighted mean center was calculated by the land price at a weight to examine moving direction on the center point of land price, point of view. The result is that the land price change pattern appeared visible higher growth on the eastern built in the Multifunctional Administrative City, moving direction on the center point of the land price appeared that the phenomenon was concentrated in the northeastern area.

  • It is certain that urbanization has transformed the ecological consequences severely, but urban ecosystem is not fully understood yet. Urban growth is not like a static form and it spreads spatially and temporally. Therefore in studying urban ecosystem, it is important to relate the spatial pattern of urbanization to ecological processes. Using gradient analysis, we attempted to quantify the urbanization's spatial impacts in Daejeon-city and Cheonan-city, Chungcheong-province, Korea. Because of Multifunctional Administrative City Planning (MACP), a lot of development projects are planned in Chungcheong-province, Korea. It's important to study about original cities' patterns and impacts. These results can be adopted to future city planning. So several measures such as fragmentation, vegetation index, surface temperature, population density, and income rate were computed along a 75km long and 3km wide transect. The results showed that Daejeon-city has a wider urban center, lower vegetation indexes, and higher surface temperature than Cheonan-city. Therefore in the perspective of urban environments and sustainable urbanism, it seems that Cheonan-city is better than Daejeon-city. The changes along the transect have important ecological implications, and quantifying the urbanization gradient is an important step in understanding urban ecology.

  • The importance of Fundamental Geographical Information Framework for Digital City (FGFDC) is analysed, it provides all city agencies and units with uniform geographic references. Six kind of data are chosen as the core data sets of a FGDC, a web-based distributed mechanism is constructed to promote data sharing among different agencies. Elementary functional requirements of FGDC are analyzed, so that it can serve as a common distributed urban GIS. A practical FGFDC is developed for Yangzhou Development Administrative Region, and an 3D visualization system is developed within this framework.

Economic Valuation of Arboretum in Multifunctional Administrative City (행정중심복합도시 내 수목원의 경제적 가치 분석)

  • The purpose of this research is to valuate the economic value of the arboretum which will be provided in Multifunctional Administrative City by estimating citizens' willingness to pay with double-bounded dichotomous choice contingent valuation method, and to provide the basic information necessary for designing and managing it for the future by identifying the types of the variables affecting the WTP. It was found that respondent's average WTP for arboretum was \23,508, and when this figures applied to all the Seoul citizens aged between 20 and 59, the economic value of it was \157,000,000,000. The variables affecting the amount of WTP were visit intention, variety seeking tendency, level of income and environmental attitude. However, environmental attitude negatively affected the amount of WTP. Average WTP for the entrance fee was \5,090, and both variety seeking tendency and visit intention were influencing factor affecting the amount of WTP. Respondents were taking charging entrance fee for granted because most of arboretums are commercial. It can be expected that much of maintenance cost will be covered from the entrance fee.

An Urban Regeneration Project for Making New CBD of Northeastern Seoul: The Case Study of the Changdong & Sanggye Project

  • Although Changdong Sanggye area has been developed during 1980s as a new city for the supply of low-income housing, currently it was degraded to a bed town located outside Seoul. However, Changdong Sanggye area is designated as the center of a metropolitan area in '2030 Seoul City Basic Plan' due to a variety of potential factors such as a traffic center for linking metropolitan areas, location of 15 universities, and neighboring natural environment like Jungnang stream and Buckhan mountain. The purpose of urban regeneration plan is to create a new CBD of Changdong Sanggye which is the center of vocational and cultural lives of 3.2 million people in the northeastern metropolitan area. To achieve the purpose, 12 unit projects and 24 sub-unit projects are set up based on the three major goals and core strategies. An enterprise project team of northeastern area was newly founded and then a dedicated organization was established by the Seoul government in 2015 in order to integrate separated urban regeneration related functions. In the Seoul government an administrative council and a project promotion council are operated for consultation and coordination between the administrative divisions and government projects for urban regeneration. Through the success in Changdong Sanggye regeneration project, they are expected to have economic effects such as job creation and increase in tax revenue and to re-vitalize the area as a new economic center in northeastern Seoul having amenities and cultural facilities and waterfront parks.

Development of GIS-based Regional Crime Prevention Index to Support Crime Prevention Activities in Urban Environments

  • In this study, we proposed GIS-based Regional Crime Prevention Index (RCPI) development method designed to support local governments with systematic crime prevention activities. The public interest in safe urban environment is increasing rapidly. The government is putting efforts into crime prevention activities to eliminate the criminal opportunities in advance. CPTED is method to prevent crimes in the city by improving environmental factors that cause crime. It is used by local governments to promote the crime prevention activities centering on the expansion of CCTVs and street lamps and the improvement of street environment. However, most policies were terminated as one-off programs and it is necessary to monitor the effect of such policies on a continuous basis. In order to alleviate issues, this study proposed RCPI as part of crime safety assessment in urban environments. The estimation of RCPI in City A of Gyeonggi-do showed relative differences in 31 districts (dong), indicating that it is also possible to evaluate the crime safety in the local community on the level of the administrative dong, the smallest administrative district in the urban environments. As a crime map, the RCPI will be used effectively as he reference to support the decision making process for local government in the future.

An Empirical Comparative Research between Rural Landscape Plan and Urban Landscape Plan with Gaerangyi Rural Landscape Plan in Soonchon City (순천시 개랭이 권역사례를 중심으로 한 농촌경관계획과 도시경관계획 사례의 실증적 비교연구)

  • This paper aims to make an empirical comparison between the rural landscape planning and the urban landscape planning. The research method is a contents analysis about Jeollannamdo-province Landscape Base Plan and Suncheon-city Urban Landscape Plans, and Gaerangyi Village Rural Landscape Plan out of total 111 cases of Rural Landscape Plans. The findings are as followings: firstly, the only 14 villages out of 45 villages had the province-unit landscape base plan, the city/gun-unit urban landscape plan, and the rural landscape plan in sequence periods. Secondly, it was found that the Gaerangyi Village Rural Landscape Plan was relatively coordinated with the Jeollanam Province's Landscape Base Plan, but the former was not relatively coordinated with the Suncheon City Urban Landscape Plan. Thirdly, three hierarchical discordance may drive from the difference of applicable acts and authorities concerned. However, in Suncheon City, a rural-urban integrating city, both an urban landscape plan excluding rural regions and a rural landscape plan excessively emphasizing a rural village's unique characteristics, while its administrative district is unclear are hard to be seen as a good plan fully containing Suncheon-city's full identity.

A Study on Job Stress and Stress Coping Strategies for Administrative Personnel working in Early Childhood Educational Institution - With a Focus on O City, Gyeonsangnam do - (유치원 행정업무담당자의 직무스트레스와 스트레스대처방안에 관한 연구 -경상남도 O시 중심으로-)

  • This study aims to figure out job stress and stress coping strategies for administrative personnel working in early childhood educational institution. The survey was conducted targeting 119 administrative personnel working in early childhood educational institution in Gyeonsangnam-do from September 10th, 2014 to December 20th, 2014. SPSS/WIN 18.0 Program for statistical processing, followed by frequency analysis, t-test, correlation analysis and multiple regression analysis. The result of socio-demographic characteristics had differences by factors ages, marriage status, religion and position. correlation. There was negative(-) correlation between lower variables of advices of experienced, change of problem recognition and lower variables of workload, job performance. Third, frequency of drinking and position at work were confirmed statistically as significant factors in regression model. This study is to be basic data to improve administrative personnel's task working in early childhood educational institution.

A Comparative Study on the Regulations for Landscape Managements of Historic Cities in Korea and Japan (한국과 일본의 역사도시 경관관리법규의 비교 -경주시와 나라시의 사례로-)

  • The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.
