Current Military Airbase Law, in an effort to promote safety of military aircraft and security of military airbase, requires an administrative agency or its empowered branch to consult with the Secretary of Defense or the commander of the airbase before they issue a certain administrative approval or decision related to the installation. Although this consultation process purports itself in simplifying what can be an protracted administrative procedure, and in unifying objectives of the military and the administrative services, such procedural requirement is vulnerable inevitability of various legal problems whenever there is a conflict of interests among civil, military, government services. Nor is there sufficient studies done by academian in the area of bureaucratic issues of administrative resolution, and certainly not in the area of the military consultation procedure. This article, with such reality in mind attempts to constructively examine 1) when a consultation application is submitted, whether the discretionary power of the commander of the affected airbase is acknowledged at the outset; 2) if the content of the consultation is deemed unlawful, whether a civilian can institute an administrative lawsuit against it; 3) problems about the subject matters of the consultation requirement within the framework of military airbase law; 4) whether the issuing administrative agency must abide by and issue approval or decision in accordance with the opinion proposed by the said commander; 5) the legal problems of the remedial measure such as an order of removal, appellate review, notion to challenge authority, and etc. in cases such as administrative agency ignoring the commanders proposal or issuing final approval or decision that is inconsistent with what was consulted and agreed upon between both parties.
It is not easy to regulate the amount of radiation used for the medical purpose as there usually is more good than harm to the patient's health and life caused by the medical exposure to the radiation. However, the rapid increase of the use of diagnostic radiation involves a high possibility of increasing the radiation hazard exposure. Therefore, it is imperative to implement effective regulations in order to secure the safety of diagnostic radiation. The one and only rule we currently have for the diagnostic radiation is "Medicine Act" with only one clause dedicated to regulate the safety management that does not include any rules for the medical radiation. A set of inclusive rules for the whole medical radiation inclusive of diagnostic radiation and therapeutic radiation need to be based on the "Medicine Act" rather than "Nuclear Safety Act" in order to protect the medical professionals, patients and the guardians of patients from the hazards of diagnostic and/or therapeutic radiation that was not used the purpose of medical treatment. If there is an administrative measure to be imposed to secure the safety of diagnostic radiation, it is considered as exertion of governmental authority of administrative agency. There must be clear and realistic legal guidelines for in-fringe on people's interests. The administrative measures for the safety management of the diagnostic radiation must be clearly and specifically based on the law and the detailed standards for the administrative measures must be dele-gated by the presidential decree or departmental ordinance. Accordingly, the restrictions imposed by the administrative measures to the "Safety Inspection Institute of Radiation along with Radiation Exposure Measuring Institutes" should have clear legal basis as well and the detailed standards for the administrative measures should be regulated by the Ministry of Health and Welfare decree instead of the notification by the Director of Korean Centers for Disease Control and Prevention. While securing the safety of radiation on one side, careful review and up-grade on our legal system for the safety management of the diagnostic radiation is required on the other side to guarantee the legality, interest balance and reliability of the administrative measures.

The purpose of this study is to examine causality closely about the mediating effect of management entity's self-checking between effects that not only mobilization for regular patrol of the relevant administrative agency, but also checking for Preventive Safety Guidance have on fire correspondence. The results of the analysis are as follows: First, not only mobilization for regular patrol of the relevant administrative agency, but also preventive safety guidance all together have been revealed to have an positive effect on management entity's self-checking. Results of these analysis have been revealed that the more not only the number of mobilization for regular patrol of the relevant administrative agency, but also the numbers of preventive safety guidance and fire fighting safety supervisor's self-checking are many, the more capability of not only management entity, but also fire fighting safety supervisor's self checking heighten. Second, not only mobilization for regular patrol of the relevant administrative agency, but also checking investigation for preventive safety guidance have been revealed to have an positive effect on fire correspondence. Results of these analysis have been revealed that the more not only the number for regular patrol of the relevant administrative agency, but also the number of fire fighting safety supervisor's checking times for preventive safety guidance are many, the more fire correspondence for the apartment house are being fulfilled much better. Finally, it has been found that both mobilization for regular patrol of the relevant administrative agency and management entity's self-checking have an effect on fire correspondence. Therefore, the effect that the relevant administrative agency's mobilization for regular patrols and preventive safety guidance, and management entity's self-checking have on fire correspondence was analyzed into what the relevant administrative agency's mobilization for regular patrols and preventive safety guidance is not only significant to do self-checking of management entity at the first stage, but also the relevant administrative agency's mobilization for regular patrols, and preventive safety guidance, and management entity's self-checking have an mediating effect in the relation between influences that have on fire correspondence.
RDBMS is a widely used database system worldwide, and the term dataset refers to the vast amount of data produced in administrative information systems using RDBMS. Unlike business systems that mainly produce administrative documents, administrative information systems generate records centered around the unique tasks of organizations. These records differ from traditional approval documents and metadata, making it challenging to seamlessly transfer them to standard record management systems. With the 2022 revision of the 'Public Records Act Enforcement Decree,' dataset was included in the types of records for which only management authority is transferred. The core aspect of this revision is the need to manage the lifecycle of records within administrative information systems. However, there has been little exploration into how to manage dataset within administrative information systems. As a result, this research aims to design a database for a record management module that needs to be integrated into administrative information systems to manage the lifecycle of records. By modifying and supplementing ISO 16175-1:2020, we are designing an "human resource management system" and identifying and evaluating personnel management dataset. Through this, we aim to provide a concrete example of record management within administrative information systems. It's worth noting that the prototype system designed in this research has limitations in terms of data volume compared to systems currently in use within organizations, and it has not yet been validated by record researchers and IT developers in the field. However, this endeavor has allowed us to understand the nature of dataset and how they should be managed within administrative information systems. It has also affirmed the need for a record management module's database within administrative information systems. In the future, once a complete record management module is developed and standards are established by the National Archives, it is expected to become a necessary module for organizations to manage dataset effectively.

In this study, factor and cluster analysis are used to classify characteristics of the administrative basic unit, "Dong", of the Incheon Metropolitan City. Travel characteristics of the classified groups are then analyzed through databases to provide directions of urban transportation planning. First, industrially developed administrative-dong show a high commuting volume by using cars. Thus the analysis indicated the need to staggering work-hour system and signal operating system policy. Second, commercially developed administrative-dong show heavy use of public transportation and long distance commute as well as high volume of shoppers. The analysis indicated the need to improve road infrastructure. Third, densely populated administrative-dong show a high rate of commute to work and school as well as long hours of commuting. Thus the analysis indicated the need to improve road transportation policies during rush hours. Fourth, administrative-dong with multiple characteristics feature heavy pedestrian traffic thus the study analyzed the need to improve pedestrian environment policies. Lastly, administrative-dong in close proximity to train stations feature extensive use of biking as well as high volume of shoppers and students commuting. Thus the study analyzed the necessity to have plans to enhance accessibility.

Background: Alzheimer's disease (AD) is one of the most prevalent neurodegenerative disorders. Enhancing hippocampal neurogenesis by promoting proliferation and differentiation of neural stem cells (NSCs) is a promising therapeutic strategy for AD. 20(S)-protopanaxadiol (PPD) and oleanolic acid (OA) are small, bioactive compounds found in ginseng that can promote NSC proliferation and neural differentiation in vitro. However, it is currently unknown whether PPD or OA can attenuate cognitive deficits by enhancing hippocampal neurogenesis in vivo in a transgenic APP/PS1 AD mouse model. Here, we administered PPD or OA to APP/PS1 mice and monitored the effects on cognition and hippocampal neurogenesis. Methods: We used the Morris water maze, Y maze, and open field tests to compare the cognitive capacities of treated and untreated APP/PS1 mice. We investigated hippocampal neurogenesis using Nissl staining and BrdU/NeuN double labeling. NSC proliferation was quantified by Sox2 labeling of the hippocampal dentate gyrus. We used western blotting to determine the effects of PPD and OA on Wnt/GSK3β/β-catenin pathway activation in the hippocampus. Results: Both PPD and OA significantly ameliorated the cognitive impairments observed in untreated APP/PS1 mice. Furthermore, PPD and OA significantly promoted hippocampal neurogenesis and NSC proliferation. At the mechanistic level, PPD and OA treatments resulted in Wnt/GSK-3β/β-catenin pathway activation in the hippocampus. Conclusion: PPD and OA ameliorate cognitive deficits in APP/PS1 mice by enhancing hippocampal neurogenesis, achieved by stimulating the Wnt/GSK-3β/β-catenin pathway. As such, PPD and OA are promising novel therapeutic agents for the treatment of AD and other neurodegenerative diseases.

Administrative information datasets are a kind of record produced based on an organization's work performance. A dataset is evidence of the act of recording and contains a lot of information that can be used for work. Datasets have been neglected in Korea's records management system. However, as the law was revised in 2020, the management of administrative information datasets was legislated. Organizations that require management of administrative information datasets have already gradually begun record management. The core of managing administrative information datasets is the preparation of the Management Reference Table for the dataset. Regardless, there is confusion with the Records Management Reference Table for Dataset in institutions that work on records management, and it is difficult to work because the Management Reference Table for Dataset has a new concept. This study looked into the problems in the records management of datasets that appeared at the beginning of work. It isuggests a method to effectively settle records management for datasets. In that way, the Management Reference Table was selected as the research subject, and the problems discussed so far were summarized. In addition, the items of the current Management Reference Table were analyzed. As a result of the study, we have proposed the simplification of items in the Management Reference Table, the reorganization of areas in the Management Reference Table, the introduction of the concept of retention periods, and the preparation process of the Management Reference Table.
In the global era, the importance of imported food safety management is increasing. Address information of overseas food companies is key information for imported food safety management, and must be verified for prompt response and follow-up management in the event of a food risk. However, because each country's address system is different, one verification system cannot verify the addresses of all countries. Also, the purpose of address verification may be different depending on the field used. In this paper, we deal with the problem of classifying a given overseas food business address into the administrative district level of the country. This is because, in the event of harm to imported food, it is necessary to find the administrative district level from the address of the relevant company, and based on this trace the food distribution route or take measures to ban imports. However, in some countries the administrative district level name is omitted from the address, and the same place name is used repeatedly in several administrative district levels, so it is not easy to accurately classify the administrative district level from the address. In this study we propose a deep learning-based administrative district level classification model suitable for this case, and verify the actual address data of overseas food companies. Specifically, a method of training using a label powerset in a multi-label classification model is used. To verify the proposed method, the accuracy was verified for the addresses of overseas manufacturing companies in Ecuador and Vietnam registered with the Ministry of Food and Drug Safety, and the accuracy was improved by 28.1% and 13%, respectively, compared to the existing classification model.

The purpose of this study was to identify korean agricultural extension workers' Perception of role ambiguity according to restructuring of Agricultural Administrative Systems. The target population of this study was selected from 21 centers out of 156 centers. The subjects for study were 728 agricultural extension officers by the cluster sampling drawn from the sampled 21 agricultural extension centers in four clusters. A survey questionnaire was utilized to measure variables of this study. It consisted of role ambiguity scale and demographic items. In this study, role ambiguity scale was translated from the existing scale. Through a pilot test and final survey, reliability and validity of these scales were examined. The data were collected by mail. A total 420 questionnaires out of 728 from 21 agricultural extension centers were returned. After data cleaning, 410 responses were used for analysis. Both descriptive and inferential statistics were applied for data analysis. Major findings of the study were as follows. There were significant differences of the degree of role ambiguity among the local extension workers divided by four clusters. Especially, the degree of role ambiguity of restructured local administrative system were more higher than other clusters, comparatively. Thus, the factors causing the role ambiguity to agricultural extension officers need to be measured it in-depth.

This study established administrative districts of Myeon based on linkage analysis for Chungwa-myeon, Oksan-myeon, Naesan-myeon and Yanghwa-myeon which have the population of less than 2,000 among 15 Myeons in Buyeo-gun, Chungcheongnam-province. As the result of the analysis, it was analyzed that Chungwa-myeon was the most highly linked with Imcheon-myeon. Oksan-myeon had high linkage with Hongsan-myeon while Naesan-myeon had high linkage with Guryong-myeon. Lastly, it was analyzed that Yanghwa-myeon had high linkage with Chunghwa-myeon and Imcheon-myeon. It can be judged that this result comparatively agrees with the local history and policy of Buyeo-gun. Since the average area of a 'Myeon' is much larger than that of 'Dong', it will be difficult to provide administrative services if they are forced to be consolidated based only on population. Thus, it is necessary to establish standards which consider the population and area simultaneously.
