This study is to explore the relationship between trust in local administrative organization and organizational performance. Local administrative organizations provide the citizens with administrative services. Heightening the organizational performance contributes the citizens' happiness and the stream of times through organizations' change. To provide high quality of administrative service to citizens, trust in organizations is more important than any other capital. The improvement of organizational performance needs through this social capital. Factors about trust variables and organizational performance variables are extracted through the theoretical discussions. To do the research, public servants in 7 local administrative organizations of Gangwondo were asked to do the survey about how trust in organizations affects organizationa performances. The results explain that trust variables are related to organizational performance, and the local administrative organization which is high in trust is high in organizational performance. Trust in local administrative organizations improves the organizational performance internally and the organization will obtain trust from the citizens externally.

This study aims to establish administrative boundaries by utilizing digitalized old topographical map. Various problems have arisen due to unclear administrative boundaries. For example, there are various problems such as conflict amongst residents to occupy a larger area, unnecessary waste of administrative power, and difficulty in collecting various data for administrative units (farm area, statistical data, spatial analysis, living ara analysis). Therefore, in this study, an experimental study was conducted to establish administrative boundaries by using an old topographical map containing information on villages before administrative reform in 1914. As a result, the boundaries of towns, towns and villages were largely consistent. In order to divide the administrative boundaries based on the legal district boundaries, the administrative boundaries were established by referring to the contents of village introduction and natural boundaries (roads, rivers, mountain ranges, etc.) provided in towns and villages. However, there was a limit in establishing a precise boundary as it was not possible to secure a high-quality digitalized old topographical map.

Government codes are created and utilized to streamline and standardize government administrative procedures. They are generally employed in government information systems. Because they are included in open datasets of public data, users must be able to understand them. However, information that can be used to comprehend administrative code is lost during the process of releasing data in the government system, making it difficult for data consumers to grasp the code and limiting the connection or convergence of different datasets that use the same code.This study proposes a way to employ the administrative code produced by the Korean government as a standard in a public data environment on a regular basis. Because consumers of public data are barred from accessing government systems, a means of universal access to administrative code is required. An ontology model is used to represent the administrative code's data structure and meaning, and the full administrative code is built as a knowledge graph. The knowledge graph thus created is used to assess the accuracy and connection of administrative codes in public data. The method proposed in this study has the potential to increase the quality of coded information in public data as well as data connectivity.
General interest in the out-of-court dispute resolution system are mounting in Korea, and the spread of ADR(alternative dispute resolution) is the worldwide trend. In addition, it was confirmed that the resolution of disputes by ADR such as the decision based on arbitration made by the Prime Ministerial Administrative Decision Committee is no longer in exclusive possession of the civil case. The activation of ADR could lead to the smooth agreement between parties by getting away from the once-for-all mode of decision such as the dismissal of the application or the cancellation of disposal and the like in relation to administrative cases for the years. In consequence, it is anticipated that the administrative litigation that applicants have filed by not responding to the administrative decision would greatly reduce in the future. But, it would be urgent to provide for the legal ground of the ADR system through the revision of related laws to take root in our society because ADR has no legal binding power relating to the administrative case due to the absence of its legal grounds. The fundamental reason for having hesitated to introduce ADR in relation to the administrative case for the years is the protective interest of the third party as well as the public interest that would follow in case the agreement on the dispute resolution between parties brings the dispute to a termination in the domain of the public law. The disputes related to the contract based on the public law and the like that take on a judicial character as the administrative act have been settled within the province of ADR by applying the current laws such as the Civil Arbitration Law, Mediation Law, but their application to the administrative act of the administrative agency that takes on a character of the public law has been hesitated. But as discussed earlier, there are laws and regulations that has the obscure distinction between public and private laws. But there is no significant advantage in relation to the distinction between public and private laws. To supplement and cure these defects it is necessary to include the institutional arrangement for protection of the rights and benefits of the third party, for example the provision of the imposition of the binding power on the result of ADR between parties, in enacting its related law. It can be said that the right reorganization of the out-of-court dispute resolution system in relation to the administrative case corresponds with the ideology of public administration for cooperaton in the Administrative Law. It is high time to discuss within what realm the out-of-court dispute resolution system, alternative dispute resolution system, can be accepted and what binding power is imposed on its result, not whether it is entirely introduced into the administrative case. It is thought that the current Civil Mediation Law or Arbitration Law provides the possibility of applying arbitration or mediation only to the civil case, thereby opening the possibility of arbitration in the field of the intellectual property right law. For instance, the act of the state is not required in establishing the rights related to the secret of business or copyrights. Nevertheless, the disputes arising from or in connection with the intellectual property rights law is seen as the administrative case, and they are excluded from the object of arbitration or mediation, which is thought to be improper. This is not an argument for unconditionally importing ADR into the resolution of administrative cases. Most of the Korean people are aware that the administrative litigation system is of paramount importance as the legal relief for administrative cases. Seeing that there is an independent administrative decision system based on the Administrative Decision Law other than administrative litigation in relation to administrative cases, the first and foremost task is the necessity for the shift in thinking of people, followed by consideration of the plan for relief of the rights through the improvement of the administrative decision system. Then, it is necessary to formulate the plan for the formal introduction and activation of ADR. In this process, energetic efforts should be devoted to introducing diverse forms of ADR procedures such as settlement conference, case evaluation, mini-trial, summary jury trial, early neutral evaluation adopted in the US as the method of dispute resolution other than compromise, conciliation, arbitration and mediation

Interest in open data is continuing to grow around the world. In particular, open government data are considered an important element in securing government transparency and creating new industrial values. The South Korean government has enacted legislation on opening public data and provided diversified policy and technical support. However, there are also limitations to effectively utilizing open data in various areas. This paper introduces an administrative district knowledge model to improve the sharing and utilization of open government data, where the data are semantically linked to generate a knowledge graph that connects various data based on administrative districts. The administrative district knowledge model semantically models the legal definition of administrative districts in South Korea, and the administrative district knowledge graph is linked to data that can serve as an administrative basis, such as addresses and postal codes, for potential use in hospitals, schools, and traffic control.

Currently, 1/5,000 Digital Topographic Map covers the whole country with administrative boundary of Gu, while some region has already been constructed with 1/1,000 digital topographic map has legal boundary of Dong. Here, Dong in 1/1,000 scale represents the legal boundary which is used in the address most of time. Therefore, there is no administrative-Dong yet although it is very useful in various fields. In this study, we suggested a method to construct the administrative boundary extending to the level of Dong empirically. In addition, the practical application of the administrative boundary in GIS is discussed. Two methods are applied to construct the administrative boundary to the level of administration-Dong; using the edited cadastral map and the digital topographic map. When the edited cadastral map is used, some problems such as boundary discordance to superordinate administrative area is appeared. On the other hand, using digital topographic map showed simple construction processes and easy connection with other framework data. Therefore, it is recommended that the digital topographic map should be used in the construction of the administrative boundary It would be useful as framework data in various industries and public operations.
This study aims to find the causal relationship between the effects of apartment inhabitants' life management and administrative management on housing satisfaction. The study results are as follows. Firstly, life management showed to have a positive effect on life satisfaction. In other words, the better the management of public order and facilities, the higher the satisfaction of housing satisfaction. Thus, the principal agent of management needs to increase inhabitants' housing satisfaction through education and training on developing life management techniques. Secondly, administrative management showed to have a positive effect on life satisfaction. Thus, the more accurate the completion documents and management transfer process necessary for administrative management, the higher the cost-cutting effects of accounting, construction, and service contracts, the more transparent the resident agreement process in accordance with management policies, the more transparent the election process of building representatives and resident representatives, and the higher the effects of energy saving, the higher the housing satisfaction of inhabitants. This revealed that the principal agent of management needs to increase housing satisfaction through education and training on developing administrative management techniques because the level of administrative management had a positive effect on housing satisfaction. As a result, in order to create reliability between inhabitants and the principal agents of management, the transparency of administrative management such as document disclosure must be ensured, thus improving the housing satisfaction of inhabitants.
Social solidarity, equity in financing, and efficiency in administration have been core issues in the development of Korean health insurance reformation since 1988. This study is to investigate the trend of administrative cost in Korean National Health Insurance from various aspects. For the analysis of administrative cost, the expenditures of each insurance society and the National Health Insurance Corporation are divided into 4 items of (1) insurance benefit, (2) administrative cost, (3) an agency provision accounts, (4) other expenses, and then they are reorganized. The analyses based on 5 types of the health insurance administrative cost showed that efficiency in administration has been improved generally. We, however, should consider qualitative aspects such as customer's satisfaction with health insurance administration, prompt service, control of unjust expenditure (unjust claims), and provision of medical service including health consultation in assessing efficiency of administration. And, in order to connect the administrative costs of health insurance with efficiency, we need to give a fundamentally new definition, which can contain elaborateness of expenditure in details including the structure and evaluation method of administrative costs. It may be necessary to develop new indicators or analyzing methods hereafter.

The purpose of this study is to examine structural relations between the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction. To attain the study goal, this researcher finally selected 368 educational administrative officials working in Gyeongsangbuk-do and conducted statistical analysis. Accordingly, this study has drawn the following detailed conclusions: First, there is statistically significant positive correlation among the subfactors of the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction. Second, it has been found that the hypothetical path model to explain the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction is appropriate. In other words, among the goodness-of-fit indexes of the final study model, ${\chi}^2=203.657$ (p<.001), RMR equals .030, RMSEA is .093, GFI equals .910, and AGFI is .900. About its relative goodness-of-fit indexes, TLI equals .930, NFI is .933, CFI equals .948, and IFI is .949; therefore, all indexes have been found to be allowable. Third, emotional leadership of educational administrative officials' superiors have had this influence directly on job satisfaction. But, the total influence of the emotional leadership of educational administrative officials' superiors on job satisfaction is smaller than that on job satisfaction with the mediation of subordinates' empowerment.

This study examines the simultaneous impact of gender and administrative post on the research motivation of university lecturers. There are 475 selected questionnaires that are qualified for data processing and the collected data are analyzed by two-way analysis of variance (ANOVA). The results show the relationship between administration involvement and scientific research of lecturers. In general, lecturers with administrative post have higher research motivation than lecturers without administrative post. More specifically, the level of administrative post has positive correlation with research motivation of female lecturers, but has negative correlation of male lecturers. It means that a female lecturer with higher administrative post also has more motivation to conduct research. Conversely, the higher administrative post a male lecturer has, the less research motivation he is. The cause of this difference is the pressure of earning money on Asian men, including Vietnamese men, who are considered to be main breadwinners of their family. When having an administration post, the more chances male lecturers have to earn money, the less time they can spend for scientific research. This suggests that the solution for managers is to perform annual assessment, fulfill promotion process, build up motivation and reward system, and establish recruitment and promotion policies.
