Local decentralization and administration innovation is the most important problem the government confronted with at the present time. So local government must be follow them. Therefore, local government need to prepare whole process on this. From now on, local government must be develop own innovation model and strategy then, forward with innovation plan classified by step. This study reviewed the significance and necessary of local administration innovation and examined the necessary of level diagnosis of local administration innovation. And We diagnosed administration innovation of C province, then analyzed the result and proposed Altitude plans of administration innovation.

The significance of intellectual property in the knowledge-based society has been increasing and as a result, the patent customer's demand for a top quality patent administration service has increased as well. Therefore, Korean Intellectual Property Office(KIPO) adopted 6 sigma as a tool for KIPO's innovation to improve the quality of patent administration and enhance customer satisfaction. KIPO's steadfast promotion of 6 sigma resulted in many successful outcomes such as improvement of policy and service process from customer's point view, streamlining the administrative procedures, increased work efficiency, capability enhancement of core personnel, and so on. Since 6 sigma has proved itself to be equipped with features suitable for innovation in public sector, it can be used as an extensible innovation tool to meet the challenges in rapidly changing administration environment and to achieve a competitive edge.

The purpose of this study is to examine the negative effects of silence climate on the innovation behavior and LMX (Leader-Member Exchange). In order to test our model, we conducted a survey based on the questionnaire. Results showed that silence climate had a negative effect on the innovation behavior and LMX. Secondly, The LMX had a positive effect on innovation behavior. Moreover, the LMX partially mediated silence climate and the innovation behavior. Finally, we drew a conclusion by discussing limitations and implications of the research, and suggested directions for further researches.

The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important . The failure of the policy for local government innovation is caused by the failure to manage the resistance Thus for government innovation to succeed, correct informal ion provision, comprehensive participation of public officials and effect ive management of resistance is necessary.

A lot of organizations have been recognized innovative activities as the required process for organizational effectiveness and efficiency in those. Especially, the perceptual scope of innovation indisputability has been extended to the central and local government, and the public organization, which ultimately have the goal of public benefits. This study is to investigate the feasibility of the assessment elements consisting of framework for making a diagnosis of the level of administration innovation of local government. The elements of framework are such seven elements as innovative leadership, innovation vision and strategies, systematic infrastructure, innovative problems, innovation management, education and learning of innovation, and the perceptual level of members. The research results can provide the implications to not only local governments but also the public policy organizations who wish to extract the innovative problems and diagnose the innovation level of themselves.

This paper reviewed the relationship among CEO's entrepreneurship/risktaking, innovation resistance and innovation performance, and the mediating effect of innovation resistance between CEO's entrepreneurship/risktaking and innovation performance. Based on the responses from 219 companies, the results of multiple regression analysis appeared as follow; 1) CEO's entrepreneurship and risktaking effect negatively on innovation resistance. 2) innovation resistance negatively on innovation performance(process innovation, organization innovation). 3) innovation resistance mediates partly between CEO's entrepreneurship/risktaking and innovation performance.

This study analyzed changes in the national research facilities & equipment (RFE) policies historically promoted by the Rho administration (2003~2007), Lee administration (2008~2012), Park administration (2013~2016), and Moon administration (2017~2019) in South Korea. By adding new variables such as policy goals and policy means to a model suggested by Hogwood and Peters (1983), policy change types and their flow could be better classified. Korean RFE policies showed various flows in the policy change types instead of a general flow, which is the order of policy innovation -> policy innovation -> policy succession -> policy succession. This finding indicates that each administration could pursue a higher-level policy change purposively. It is highly required to prepare policy development that devotes to organizing and operating a national council, reflecting in the government's comprehensive plan after evaluating policy effectiveness, improving items needed for the RFE status survey, and unifying the research equipment registration.

Purpose: The purpose of this study was to investigate the effect of the innovation performance through business innovation activities by small and medium size company as well as to test the moderating effects on the innovation techniques'understanding and conformance. Methods: The data for the empirical analysis was collected from 132 companies mainly located in Jeolla and Gyeonggi Province. Cronbach's alpha factor analysis, multiple regression analysis and hierarchical multiple regression were used for statistical methods. Results: The Statistical analysis results show that innovation performance through business innovation techniques and activities was effected by CEO leadership, company capability and training for employees. Conclusion: Through this study we tried to give some suggestions for improving innovation performance through business innovation activities for the small and medium size company.

The purpose of this paper is to analyze the performance of innovation consulting program by the Ministry of Government Administration and Home Affairs(MOGAHA) for local governments. The performance of the consulting program was measured by the difference of innovation grade improvement local governments which were included in the program achieved more grade improvement than others which were not. Especial Iy municipalities at lower grades in 2005 have reached higher stage after receiving Innovation consulting.
