Purpose - Civil affairs are increasing in various forms, but civil servants who are able to handle them want to reduce the complaints and provide keywords that will help in the future due to their lack of time. While various ideas are presented and implemented as policies in solving civil affairs, there are many cases that are not policies that people can sympathize with. Therefore, it is necessary to analyze the complaints accurately and to present correct solutions to the analyzed civil complaint data. Research design, data, and methodology - We analyzed the complaints data for the last three years and found out how to solve the problems of Yongin City and alleviate the burdens of civil servants. To do this, the Hadoop platform and Design Thinking process were reviewed, and proposed a new process to fuse it. The big data analysis stage focuses on civil complaints - Civil data extraction - Civil data analysis - Categorization of the year by keywords analyzing them and the needs of citizens were identified. In the forecast analysis for deriving insights, - The case of innovation case study - Idea derivation - Idea evaluation - Prototyping - Case analysis stage used. Results - Through this, a creative idea of providing free transportation cards to solve the major issues of construction, apartment, installation, and vehicle problems was discovered. There is a specific problem of how to provide these services to certain areas, but there is a pressing need for a policy that can contribute as much as it can to the citizens who are suffering from various problems at this moment. Conclusions - In the past, there were many cases in which free traffic cards were issued mainly to the elderly or disabled. In other countries, foreign residents of other area visit the areas for accommodation, and may give out free transportation cards as well. In this case, the local government will be able to set up a framework to present with a win-win scenario in various ways. It is necessary to reorganize the process in future studies so that the actual solution will be adopted, reduce civil complaints, help establish policies in the future, and be applied in other cities as well.

The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.

Nowadays, people start to focus on the value of 'Mindfulness' and 'Slowness', instead of the importance of 'Development' and 'Advancement' in their whole life. According to this background, we attempted to find new research opportunities on User Experience(UX) in usage context of 'Erasing'. Through a interdisciplinary literature review on related works regarding the concept of erasing, we tried to understanding the meaning of erasing within the perspective of philosophy, psychology, and human-computer interaction(HCI). We also conducted the contextual inquiry, one of the qualitative research methods to examine the actual usage context and the user's experience, with 79 users who were required to erase something in three usage contexts, including Paper-Eraser condition, Computer-Keyboard condition, and Tablet PC condition. The results indicate that it is important to provide not only effective erasing but also satisfaction for users in the usage-context of erasing. From these attempts, we expect that our findings will be helpful to understand the meaning of the erasing in academic and practical fields.
Objectives : This study was conducted to evaluate the public's awareness of the importance of hand washing and to compare perceptions on the habit of hand washing with actual hand washing behavior. Methods : Data were collected by observing 2,800 participants washing their hands after using public restrooms in seven cities nationwide and by surveying 1,000 respondents (age > 14 years) through telephone interviews using a structured questionnaire. Results : Although 94% of the survey respondents claimed to mostly or always wash their hands after using public restrooms, only 63.4% of the observed participants did wash their hands after using public restrooms. Significant factors related to increased adherence to hand washing were female gender, approximate ages of 20 to 39 years by their appearance, and the presence of other people from the observation. About 79% of the survey respondents always washed their hands after using bathrooms at home, 73% washed their hands before handling food, and 67% washed their hands upon returning to their home. However, 93.2% and 86.3% of the survey respondents did not wash their hands after coughing or sneezing and after handling money, respectively. Although most of the survey respondents (77.6%) were aware that hand washing is helpful in preventing communicable diseases, 39.6% of the survey respondents did not do so because they were 'not accustomed' to washing their hands and 30.2% thought that washing their hands is 'annoying'. Conclusions : This is the first comprehensive report on hand washing behavior and awareness of the general population in Korea. The result of this study in terms of individual behavior and awareness of hand washing are comparable with similar studies conducted in other countries. However adherence to hand washing is still low and needs to be increased. The results of this study can be used as a baseline in setting up strategies and activities to promote adherence to hand washing.

On the other hand injuries caused by traffic and industrial accidents that have shown most striking increase till now may be decreased considerably by intensive intervention. Cities will soon host two third of the population worldwide, and already today 80% of the world energy is used in the 20 largest cities. Urban areas create 80% of the greenhouse gas emission, so we should take care that urban areas are smart and sustainable as implementations have especially here the greatest impact. Smart Cities (SC) or Smart Sustainable Cities (SSC) are the actual concepts that describe methodologies how cities can handle the high density of citizens, efficiency of energy use, better quality of life indicators, high attractiveness for foreign investments, high attractiveness for people from abroad and many other critical improvements in a shifting environment. But if we talk about Entrepreneurship Ecosystem and Innovation, we do not see a lot of literature covering this topic within those SC/SSC concepts. It seems that 'Smart' implies that all is embedded, or isn't it properly covered as brick stone of SC/SSC concepts, as they are handled in another 'responsibility silo', meaning that the policy implementation of a Science and Technology Park (STP) is handled in another governing body than SC/SSC developments. If this is true, we will obviously miss a lot of synergy effects and economies of scale effects. Effects that we could have in case we stop the siloed approaches of STPs by following a more holistic concept of a Smart Sustainable City, covering also a continuous flow of innovation into the city, without necessarily always depend on large corporate SSC solutions. We try to argue that every SSC should integrate SP/STP concepts or better their features and services into their methodology. The very limited interconnectivity between these concepts within the governance models limits opportunities and performance in both systems. Redesigning the architecture of the governance models and accepting that we have to design a system-of-systems would support the possible technology flow for smart city technologies, it could support testbed functionalities and the public-private partnership approach with embedded business models. The challenge is of course in complex governance and integration, as we often face siloed approaches. But real SSC are smart as they are connecting all those unconnected siloes of stakeholders and technologies that are not yet interoperable. We should not necessarily follow anymore old greenfield approaches neither in SSCs nor in SP and STP concepts from the '80s that don't fit anymore, being replaced by holistic sustainability concepts that we have to implement in any new or revised SSC concepts. There are new demands for each SP/STP being in or close to an SC/SCC as they have a continuous demand for feeding the technology base and the application layer and should also act as testbeds. In our understanding, a big part of STP inputs and outputs are still needed, but in a revised and extended format. We know that most of the SC/STP studies claim the impact is still far from understood and often debated, therefore we must transform the concepts where SC/STPs are not own 'cities', but where they act as technology source and testbed for industry and new SSC business models, being part of the SC/STP concept and governance from the beginning.
