A huge marine accident causes a loss of valuable lives, property and the serious environmental contamination. In the IMO, active discussions about a potential occurrence possibility of marine accidents and appropriate place(place of refuge) to minimize the damage are being developed as appropriate transferring vessels which has a worry of a secondary marine environmental pollution from a previous marine accident Our country has a great potential et marine accidents due to the foreign vessel in distress because there is a huge vessel traffic amounts of the passage since which locate with in the important navigation connects the Asian region. and North America centering around north Pacific Ocean Also, we need the minimize the secondary damage from accident which occurs in domestic ports as transferring safe쇼 place when it is needed In this paper, analyzed and investigated a designated the place of refuge that analyze foreign cases, and will make a efficient and reasonable investigating plan of interior place of refuge.
Due to the cases of recent global warming and unusual weather etc., large-scale natural disasters such as typhoons, floods, snow damage occur frequently across the continents such as Southeast Asia and North America, South America etc. and risks of earthquakes and tsunami are also increasing gradually in Korea which has been regarded as a safe zone and disaster types are also being diversified such as typhoons, floods, heat waves, heavy snow and damage scale is also enlarged. In addition, due to geographical characteristics or lack of infrastructure, disasters tended to occur intensively around a specific region or city in the past but disasters occur throughout the country in recent years so preparation for disaster prevention has emerged as an urgent challenge issue. Therefore, considering that the plan of obtaining the effective feedback function of disaster Information is very important in the proactive and software aspects for disaster reduction, this paper analyzed this three aspects of contents, procedural and contextual aspects and proposed the plan. First, in the content aspect, building disaster prevention information communication Infrastructure, building urban and regional disaster prevention system, obtaining concurrency and sharing of information and second, in the procedural aspect, active utilization of ICT(Information and Communication Technology) of the prevention stage, disaster prevention information collection and analysis reinforcement of the preparation stage, improvement of decision-making structure and field command system of the response stage, recovery system related information promotion of the recovery stage were proposed as alternatives and finally, in the contextual aspect, if disaster prevention information is effectively managed through maintenance of disaster prevention information related systems, obtaining domainality by disaster prevention work, improvement of the ability to judge the situation, obtaining comprehensive and feedback function etc, it is considered to significantly contribute to reducing natural disasters.
Purpose: In hand injury, pedicle is usually damaged by avulsion injury or crushing injury. Because of postoperative pedicle obliteration, it is often hard to save the injured hand and fingers, even after successful replantation. The author introduces three cases of extensive hand injury, and successful results after applicatoin of multiple venous grafts to these patients. Methods: In all cases there was no circulation in any finger. In the first case, some vessels were extracted, so venous graft was applied to two sites of severely damaged venous sites. In the second case, venous grafts were applied to all four digital arteries of all fingers except thumb which got severely crushed, and two sites of dorsal veins. In the third case, venous graft was applied to all four digital arteries of all five fingers, and two sites of dorsal veins and palmar veins each. Results: In all cases, survival of hands and fingers was successful. In the second case, however, amputation in thumb and little finger at DIP joint level was inevitable, because of its severe damage, and the large dorsal defect on index finger was filled with DIEP free flap. Thumb was reconstructed with toe-to-thumb free flap, and additional debulking procedures and contracture release is furtherly needed. In the first case, additional surgery was done, as FDP tendon got re-ruptured, but in long term follow-up, satisfactory range of motion was attained. In the third case, FTSG on dorsal skin region was planned. as flap on dorsal area got partial necrosis. Conclusion: In hand injury, there are many structures to be repaired, but sometimes venous graft is avoided for its long operating time. Even though the length of damaged vessel is enough for anastomosis, the endothelium is often damaged (zone of injury). In extensive hand injury, successful reconstruction would be possible with active venous graft to all vessels suspicious for damage.
There has been a growing interest on the effect of volcanic eruption on the aviation safety, air travel and economy especially after the eruption of Eyjafjallajokull in Iceland. Since volcanic eruption is influential on a large geographic region, the effect usually extends to other neighboring countries. Korea also has an active volcano named Mountain Baekdu. Hence, the need to estimate in advance the quantitative impact of the potential eruption of Mt. Baekdu on South Korean air transportation system. However, previous studies with quantitative estimation were confined to the calculation of the direct economic loss from shut down of the airports, grounding of airlines, and trade deficits caused by the eruption. Therefore, this paper introduces a new approach to assess more accurate impact simultaneously considering volcanic ash dispersal and aviation routes. This approach is then applied to a virtual scenario to predict the damage to air traffic. With further development, this method can help estimate the damage in the air transportation industry in more accurate and faster ways. Prediction outcomes can also be utilized in setting up the emergency response plan for the air transportation industry and contribute to the creation of more proactive and predictive measures in the future.
Large-scale earthquakes are occurring globally, especially in the South Asian crust, which is experiencing a state of tension in the aftermath of the 2011 East Japan Earthquake. Uncertainty and fear regarding the possibility of further seismic activity in the near future have been on the rise in the region. The National Disaster Management Research Institute has previously studied and analyzed the overflow characteristics of a tsunami and the rate of flood forecasting through tsunami numerical simulations of the East Sea of South Korea. However, there is currently a significant lack of research on the Southern Coast tsunamis compared to the East Coast. On the Southern Coast, the tidal difference is between 1~4 m, and the impact of the tides is hard to ignore. Therefore, it is necessary to analyze the impact of the tide propagation characteristics on the tsunami. Occurrence regions that may cradle tsunamis that affect the southern coast region are the Ryukyu Island and Nankai Trough, which are active seafloor fault zones. The Southern Coast has not experienced direct damage from tsunamis before, but since the possibility is always present, further research is required to prepare precautionary measures in the face of a potential event. Therefore, this study numerically simulated a hypothetical tsunami scenario that could impact the southern coast of South Korea. In addition, the tidal wave propagation characteristics that emerge at the shore due to tide and tsunami interactions will be analyzed. This study will be used to prepare for tsunamis that might occur on the southern coast through tsunami hazard and risk analysis.

Melanin is a mixture of pigmented biopolymers synthesized by epidermal melanocytes that determine the skin, eye, and hair colors. Melanocytes produce two different kinds of melanin, eumelanin (dark brown/black insoluble pigments found in dark skin and dark hair and pheomelanin (lighter red/yellow). The biological role of melanin is to prevent skin damage by ultraviolet (UV) radiation. However, the overproduction or deficiency of melanin synthesis could lead to serious dermatological problems, which include melasma, melanoderma, lentigo, and vitiligo. Therefore, regulating melanin production is important to prevent the pigmentation disorders. Myanmar has a rich in natural resources. However, the chemical constituents of these natural resources in Myanmar have not been fully investigated. The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure.
