This study examined the characteristics of tropical cyclone(TC) activity over the western North Pacific(WNP) in 2009. Twenty-two TCs formed in 2009, which is slightly below normal(1979~2009 average: 25.8) and most of these occurred during the months of July to October. Most TCs in 2009 was formed over the northern Philippines and the eastern part of the WNP and they moved towards the South China Sea and the east of Japan, resulting in less TC affecting the East China Sea and Korea. The TC activity in 2009 is modulated by the large-scale circulations induced by the El $Ni{\tilde{n}}o$ and vigorous convection activity over the WNP. As the general characteristics of El $Ni{\tilde{n}}o$ year, the difference in sea surface temperature between the central Pacific and the eastern Pacific causes an anomalous westerly winds, expanding the WNP monsoon trough farther eastward. Accordingly, TC formation has relatively increased in the east part of the WNP. Active convection activities over the subtropical western Pacific excite a Rossby wave propagating from the South China Sea to mid-latitudes, resulting in an anomalous easterly steering flow in the South China, anomalous northwesterly over the East China Sea and Korea, and anomalous southwesterly over the east of Japan. Summing up, the TCs cannot enter the East China Sea and Korean region and instead they move towards the South China Sea or south-east of Japan. There were no effects of TCs in Korea in 2009. It is anticipated that this study which analyzed unusual TC activity and large-scale circulations in 2009 would help the predictability of TC effects to increase according to climate change in the East Asia.
In 2001 a large amount of labor record have been donated from Jeontaeil Labor Archive-Institute to SungKongHoe University(SKHU). Institute of Labor History in SKHU was established in the wake of the installation of the labor archive. Development of oral archive raised the awareness of the various relationships between the use and production of labor record. Interviewees of oral testimony expressed dissatisfaction and the role of the researchers was not sufficiently exhibited. Examining the main cases of Korea union movement history, we can find contradictions between the use and production of labor record clearly. Interval of interpretation and memory was too big between the parties of 'democratic' union movement in the 1970s. While among the parties who took part in Guro Alliance Strike of 1985, there is a group that remains in the "winner" in history on the one hand, but "loser" on the other without any reasonable criterion. Active intervention of the record users(researchers) is very limited. Among citizens or workers how will be resolved such "struggle of memory" in due process can not be seen. This is one of the reasons why labor archive is not rooted in the region. In this paper, I present a methodological alternatives for the production and use of records through the construction of participatory labor archive. Further, the reconstituted contents of the "documenting locality" strategy by complementing the theoretical part of the method of participation. The study of local and locality requires a "scale" dimension that will make up the identity recognition space, a memory and identity, a social relationship rather than the dimension of the physical space. Alternative "documenting locality" strategy will be able to contribute to solve the problems that occur between the production and use of the recording in labor archive.
The study was conducted surveying ultrasound room workers on hospital infection awareness in Daejeon and Choong-chunng region. The contamination of ultrasonic probes used in clinical trials was measured using ATP, and the results were verified after using 70% alcohol sterilization. It was measured on the group's general characteristics and the specific categories such as academic background, job type, having professional certificate and infection education. After the examination, the gel removal and method, disinfection status of the probe and variable correlation analysis were performed to analyze the recognition of the ultrasonic probe disinfection. After examination in ultrasound room, it was found that towels were used the most for cleaning, and the gel container was not replaced for more than three months. After 70% alcohol disinfection, ATP contamination was reduced from $1055.4{\pm}944.2$ to $133.5{\pm}93.2$ and the result was analyzed to be statistically significant.(${\rho}<0.01$) The found bacteria were CNS, Gram positive bacillus, and Micrococcus specs. In order to solve this problem, 70% alcohol sterilization was applied and the bacteria were not detected after the treatment. The research shows that regular training on infection control and efforts to prevent infection are necessary, and that 70% alcohol is effective in disinfect the bacteria. Therefore, the medical institution should provide active hospital infection control education to improve the awareness of hospital infection among workers and contribute to the prevention of patient infection. It is also understood that proper use of the results of this study will help prevent infection by means of ultrasonic probes.
The Global Ocean Data Assimilation and Prediction System (GODAPS) in operation at the KMA (Korea Meteorological Administration) is introduced. GODAPS consists of ocean model, ice model, and 3-d variational ocean data assimilation system. GODAPS assimilates conventional and satellite observations for sea surface temperature and height, observations of sea-ice concentration, as well as temperature and salinity profiles for the ocean using a 24-hour data assimilation window. It finally produces ocean analysis fields with a resolution of 0.25 ORCA (tripolar) grid and 75-layer in depth. This analysis is used for providing a boundary condition for the atmospheric model of the KMA Global Seasonal Forecasting System version 5 (GloSea5) in addition to monitoring on the global ocean and ice. For the purpose of evaluating the quality of ocean analysis produced by GODAPS, a one-year data assimilation experiment was performed. Assimilation of global observing system in GODAPS results in producing improved analysis and forecast fields with reduced error in terms of RMSE of innovation and analysis increment. In addition, comparison with an unassimilated experiment shows a mostly positive impact, especially over the region with large oceanic variability.

Based on the global smart city promotion trend, in 2018, the "Fourth Industrial Revolution Committee" selected "sustainability" and "people-centered" as keywords in relation to the direction of domestic smart city policy. Accordingly, the Living Lab program, which is an active citizen-centered innovation methodology, is applied to each stage of the domestic smart city construction project. Through the Living Lab program, and in collaboration with the public and experts, the smart city discovers local issues as it focuses on citizens, devises solutions to sustainable urban problems, and formulates a regional development plan that reflects the needs of citizens. However, compared to citizen participation in urban regeneration projects that have been operated for a relatively long time, participation in smart city projects was found to significantly differ in level and sustainability. Therefore, this study conducted a comparative analysis of the characteristics of citizen participation at each stage of an urban regeneration project and, based on Arnstein's "Participation Ladder" model, examined the level of citizen participation activities in the Living Lab program carried out in a smart city commercial area from 2018 to 2019. The results indicated that citizen participation activities in the Living Lab conducted in the smart city project had a great influence on selecting smart city services, which fit the needs of local residents, and on determining the technological level of services appropriate to the region based on a relatively high level of authority, such as selection of smart city services or composition of solutions. However, most of the citizen participation activities were halted after the project's completion due to the one-off recruitment of citizen participation groups for the smart city construction project only. On the other hand, citizens' participation activities in the field of urban regeneration were focused on local communities, and continuous operation and management measures were being drawn from the project planning stage to the operation stage after the project was completed. This study presented a plan to revitalize citizen participation for the realization of a more sustainable smart city through a comparison of the characteristics and an examination of the level of citizen participation in such urban regeneration and smart city projects.

This study started from recognizing the need to study place identity from the perspective of residents experiencing the place in daily life. The subject area of the study, Shin-Cheorwon, Galmal-eup, Cheorwon-gun, Gangwon-do area, had a low population until the division of Korea in 1945. Since then, the residents have created the milieu under Shin-Cheorwon's regional historic and cultural context. Thus, the study on this area can show the formation of the interrelationship of the region and residents. The purpose of this study is to understand the meaning and identity of the everyday places of Shin-Cheorwon. Photovoice was chosen as the method for successful Participatory Research; Participant's active intervention stage, 'Documentation (4th step)', Narration (5th step), researcher's analysis stage 'Ideation (6th step)' were specifically used. As a result, the following characteristic of the places chosen by participants could be found: the meaning and relationship with the residents, similarities, and differences in people shown based on their age, length of residence, etc. Through this, participants recollected the past places, found the meaning of the place of the present, and deduced the placeness that Shin-Cheorwon should have in the future. The study identified the place identity that holds the perspective of the residents in their daily life and provides implications on the follow-up studies of place identity. In addition, it is expected that it will apply to urban planning and spatial design in further studies of how residents perceive the space formed by urban development using photovoice methodology.
We analyzed the distribution area of debris slopes in Mudeungsan (Mt. Mudeung) National Park by comparing aerial photos of the past (1966) and the present (2017) and identified the vegetation characteristics that affect the change in the area of the debris slopes by investigating the vegetation status of the debris slopes and the surrounding areas. The area of debris slopes in Mt. Mudeung appears to have been reduced to a quarter of what it used to be. Debris slopes here have decreased at an average rate of 2.3 ha/yr over 51 years by vegetation covers. Notably, most of the small-area debris slopes in the low-inclination slopes disappeared due to active vegetation coverage. However, there are still west-facing, south-west-facing, south-facing, and large-area debris slopes remaining because the sun's radiant heat rapidly raises the surface temperature of rock blocks and dries moisture, making tree growth unfavorable. Because of these locational characteristics, the small-scale vegetation in the middle of Deoksan Stony Slope, which is the broadest area, showed distinct characteristics from the adjacent forest areas. Sunny places and tree species with excellent drying resistance were observed frequently in Deoksan Stony Slope. However, tree species with high hygropreference that grow well in valleys with good soil conditions also prevailed. In some of these places, the soil layer has been well developed due to the accumulation of fine materials and organic matter between the crevices of the rock blocks, which is likely to have provided favorable conditions for such tree species to settle and grow. At the top of Mt. Mudeung, on the other hand, the forest covered the debris slopes, where Mongolian oaks (Quercus mongolica) and royal azaleas (Rhododendron schlippenbachii), which typically grow in the highlands, prevailed. This area was considered favorable for the development of vegetation for the highlands because the density of rock blocks was lower than in Deoksan Stony Slope, and the soil was exposed. Moreover, ash trees (Fraxinus rhynchophylla) and Korean maple trees (Acer pseudosieboldianum) that commonly appear in the valley areas were dominant here. It is probably due to the increased moisture content in the soil, which resulted from creating a depressive landform with a concave shape that is easy to collect rainwater as rock blocks in some areas fell and piled up in the lower region. In conclusion, the area, density of the rock blocks, and distribution pattern of rock block slopes would have affected the vegetation development and species composition in the debris slope landform.
Agricultural high schools are undergoing a change their name from the mid-1950s to the 2000s. Although it varies slightly depending on the case, it has been changed from 'rural forests' to 'agricultural farms' or 'agricultural industries' and 'life sciences high schools' in turn. In several aricultural high schools had managed Nongak Department(class), it's guarantees the continuity of Korea's traditional folk art. Examples include entertainment and farming in Honam region of Jeonju aricultural high School in North Jeolla Province, Geumsan aricultural high School in South Chungcheong Province, Gimcheon aricultural high School in North Gyeongsang Province. Therefore, the interpretation and significance of studies should follow. This method of Nongak education in modern school institutions is a new phenomenon in the history of Nongak after modern time, the emergence of a whole new pattern of professional entertainment Nongak after paving and Female-Nongak, as well as local traditional folk music. Education here was conducted in such a way that the best performers of the time were invited as guidance teachers among traditional folk artists. Thus, various local and professional music and entertainment were able to be promoted Apart from the social relations of delay, social progress, and economy, the education of farming and music, which consists of teachers and students in public schools, has provided an environment where unlimited freedom is allowed for art forms. In other words, the conditions for a new performance style experiment and creative fusion were met, and the foundation for the development of professional musical performers who had acquired individualized talents from previous generations was laid down in the context of the phenomenon of active stage music and theater performance of outstanding in the culture of Nongak. In other words, the Department of Agriculture and aricultural high school was a very free space compared to other communities' and economic community's agricultural music in social relationships bound by traditional cultural customs. This is why they have created a new style of performance through a new experiment and a different traditional performance repertoire, and their activities have led to a more stylistic expansion from traditional farming. More importantly, the figures who came across Agricultural Nongak department became the main experts of traditional Korean folk music nowdays. Thus, Nongak Department, operated by the Agriculture and Forestry High School, was a space where would give a very important meaning in terms of Nongak history.

The Geostationary Ocean Color Imager-II (GOCI-II) is a satellite designed for ocean color observation, covering the Northeast Asian region and the entire disk of the Earth. It commenced operations in 2020, succeeding its predecessor, GOCI, which had been active for the previous decade. In this study, we aimed to enhance the atmospheric correction algorithm, a critical step in producing satellite-based ocean color data, by performing cross-calibration on the GOCI-II near-infrared (NIR) band using the GOCI NIR band. To achieve this, we conducted a cross-calibration study on the top-of-atmosphere (TOA) radiance of the NIR band and derived a vicarious calibration gain for two NIR bands (745 and 865 nm). As a result of applying this gain, the offset of two sensors decreased and the ratio approached 1. It shows that consistency of two sensors was improved. Also, the Rayleigh-corrected reflectance at 745 nm and 865 nm increased by 5.62% and 9.52%, respectively. This alteration had implications for the ratio of Rayleigh-corrected reflectance at these wavelengths, potentially impacting the atmospheric correction results across all spectral bands, particularly during the aerosol reflectance correction process within the atmospheric correction algorithm. Due to the limited overlapping operational period of GOCI and GOCI-II satellites, we only used data from March 2021. Nevertheless, we anticipate further enhancements through ongoing cross-calibration research with other satellites in the future. Additionally, it is essential to apply the vicarious calibration gain derived for the NIR band in this study to perform vicarious calibration for the visible channels and assess its impact on the accuracy of the ocean color products.
Objectives: The neighboring countries of South Korea and Japan in Northeast Asia have interacted in both positive and negative ways, at times as close partners and other times adversaries, throughout their long and thorny history of extensive dynamics. The controversial dispute over Dokdo is one of the most critical issues evoking harsh tensions and arguments asserting wholly opposite claims. Dokdo is a small island between two coastal states, but significant in terms of territorial, botanical, and marine resources, and thus ownership of the island has become a point of conflict accompanied by a troubled history. But why has Dokdo been a source of conflicts and how should the controversial Dokdo issue be addressed in a way that fosters positive influence and co-prosperity? Methods: This study provides comprehensive and critical insights from a wealth of previous research and strategic suggestions for the Korean government. It utilizes the three perspectives of historical documents and political context, international regulations and legal frames, and public diplomacy. Furthermore, it applies these resources to negotiation theories and strategies to propose reasonable solutions. Results: This study suggests that it is important for Korea and Japan to try to build mutual trust through more active communication and interaction in order to understand each other before attempting to create a formal resolution via negotiation. In addition to these efforts, Korea needs to be ready for the inevitable need to take decisive action in terms of negotiation, using analytic and efficient strategies. The study proposes three solutions: 1) Strong Action Strategy, 2) International Legal Strategy, and 3) Public Diplomacy Strategy. Conclusions: From the perspective of public diplomacy, the Dokdo issue needs to be converted from a symbol of conflicts between Korea and Japan into a symbol of peace and co-prosperity. In addition to promoting a positive relationship between the two states, it can also contribute to the security environment of the Northeast Asian region and global peace.
