In order to prepare for the enforcement of the "ransportation Services Improvement Act for the Mobility Handicapped People" which was passed in parliament in Dec. 2004, various equipments and installations need to be developed to ensure appropriate level of safety for the mobility handicapped to use maritime transport. In this paper, we investigated the current status of domestic passenger vessel usage by the mobility handicapped, to analyse the requirements for amenities necessary for the mobility handicapped and developed accessibility guidelines for amenities for the mobility handicapped persons in order to prepare for the enforcement of the "ransportation Services Improvement Act for the Mobility Handicapped People"

The purpose of this study was to evaluate the influence of accessibility to dental cervices of maxillary molars upon plaque control level of these areas. Fifthy-seven dental students with healthy gingiae participated in this study. Maxillary dental casts were fabricated for each participants. Using the casts, cervical accessibility was measured at the mid-palatal point of maxillary first and second molars. Cervical accessibility was defined as the perpendicular distance from the entrance of gingival sulcus to the imaginary line between the most protruded points of palatal gingiva and tooth surface, and classified into degree I(${\leq}0.5mm$), II($>0.5mm,\;{\leq}1.0mm$), III($>1.0mm,\;{\leq}1.5mm$), and IV(>1.5mm). Plaque score was recorded as the distance from crest of gingival margin to the most coronal extent of plaque. Measurements of plaque score were repeated 3 times at 1-week intervals. After the baseline measurements, the participants began to use unitufted brushes on randomly assigned right or left side. Two weeks later, a session of plaque score records identical to the baseline measurements was started. The maxillary second molars showed higher cervical accessibility than the first molars(p<0.01), but the plaque scores of maxillary second molars were also higher than those of first molars(p<0.01). For the maxillary first molars, correlation between accessibility and plaque score was statistically significant, but such correlation was not found for the second molars. Use of unitufted brushes decreased the plaque score(p<0.01). Correlation between accessibility and the degree of plaque score improvement was not found. These findings suggest that cervical accessibility may influence the amount of plaque, and use of adjunctive oral hygiene devices may be helpful in maintaining optimal oral hygiene level at the areas of low cervical accessib ility.

본 연구는 K-12의 구성원 및 관계자들에게 교수학습 자료를 제공하고 있는 시 도 교육청의 교수학습지원센터에 대한 웹 접근성 준수 실태 분석을 통해 웹 접근성 향상을 위한 방향을 제안하기 위한 목적이 있다. 목적 달성을 위해 9개의 교수학습지원센터를 대상으로 평가하였다. 평가는 전문가 2명에 의한 1차 전문가 수동평가와 18명의 사용자가 진행하였다. 사용자 평가는 청각장애인, 시각장애인, 뇌병변 장애인, 고령자, 다양한 브라우저 사용자, 다양한 운영체제 사용자 등으로 구성되었다. 분석 결과, 전문가와 사용자 평가에서 웹 접근성을 준수하고 있는 교수학습지원센터는 1곳도 없었다. 전문가 평가 결과, 웹 디자인 개선, HTML 소스 오류 수정, 장애인을 위한 대체 수단 제공 등에 대한 오류가 발견되었다. 본 연구는 개선한 웹 접근성 평가 방법을 통해 향후 국내 웹 접근성 평가 연구의 방향성에 대한 다양한 논의를 제공하였다는 점에 의의가 있다.

Because recently(July 14, 2011) fire occurred in the engine room of a moving taxi under Namsan Tunnel 1, 51 vehicles' driver and more than 250 passengers in the road tunnel were urgently evacuated with abandoned vehicles. Vehicle fires in Namsan Tunnel that day, Sufferers struggled to escape quickly difficult to escape the two-way by abandoned vehicles on the road and to fear many casualties by using vehicle fuel and combustible interior and the driver who is ignorant of vehicle accident continuous entered in the road tunnel had accessibility the site of fire department was more difficult. In this study, It is to investigate structure and basic materials, such as fire extinguish equipment and facilities for damage prevention and to analyze the problems and to plan improvement method of fire extinguish equipment, facilities for damage prevention and transportation facilities(Large traffic signs, Breaker, etc.) on the Namsan Tunnel that in the long-term plan is prepared to strengthen for accessibility of the site of fire department in case of Vehicle's fire.

[Purpose] This study aims to classify of healthcare decline and analyze the corresponding health outcomes among cities in Korea. In pursuing the above, this paper gives the particular attention to draw policy implications. [Methodology/Approach] Public healthcare data of 81 cities between 2014 and 2015 was obtained from the National Medical Center of Korea. A matrix analysis, t-test, ANOVA and multivariate regression were applied. [Findings] The study results indicated that declining cities tend to have the most healthcare resources, compared to growing or maintaining cities. However, accessibility to healthcare appeared to be lower in declining cities. Based on the classification of cities on healthcare decline, 42 out of 81 cities were categorized as a maintain/improvement group, while 39 cities were characterized as decline/depression. The group with a decline/depression type has significantly more healthcare facilities than maintain/improvement type. In contrast, maintain/improvement cities indicated lower incidence of morbidity and mortality than decline/depression cities. Lastly, according to the multivariate regression analysis for the healthcare outcomes by the type of healthcare decline, incidence of morbidity and mortality tended to decrease as the number of healthcare workers, the proportion of people who have healthcare accessibility, and the Timely Relevance Index increased regardless of the number of medical facilities including hospital beds and special beds. [Practical Implications] In conclusion, focusing on the improvement of healthcare accessibility as well as staffing, rather than expanding facilities is essential to set the healthcare policies.

2008년 장애인 차별금지 및 권리구제 등에 관한 법률의 시행으로 웹 접근성이 법적으로 의무화한 결과, 중앙행정기관이나 지방자치단체 등 공공부문을 대상으로 웹 접근성 준수 수준에 대해 실태 조사한 결과 매년 향상되고 있는 것으로 조사되었다. 하지만 이러한 법적 제도 장치는 장애인에 대한 편의성 증진에 초점이 맞춰져 있어, 모든 사용자를 만족하게 한다는 유니버설 디자인 개념에는 맞지 않는다. 이에 본 연구는 유니버설 디자인 개념을 도입한 웹 접근성 지침(UD-WCAG)을 통해 국내 17개 시도 교육청 홈페이지의 웹 접근성 실태를 조사하였다. 실태조사는 한국정보문화진흥원의 자가진단 도구를 통한 검증, 유니버설 디자인 개념을 도입한 웹 접근성 지침(UD-WCAG)을 통한 검증, 스크린리더를 사용한 검증 등 총 3단계로 진행되었으며, 자가진단 도구를 통한 검증에 비해 UD-WCAG을 통한 조사결과가 전반적으로 준수율이 낮은 것으로 조사되었다.

최근 개방된 공공 데이터를 기반으로 안전, 노령화, 재난재해, 복지, 주택, 경제, 도시환경, 교통 등 삶의 질 향상 및 생활지원을 위한 공공서비스 개발이 활발히 진행되고 있으며, 네트워크 확산과 일상생활의 필수품인 스마트폰은 공공서비스를 제공하는 플랫폼 역할을 하고 있다. 과학의 발달로 인해 인간의 수명은 늘어나고 여러 사회적 여건 변화와 저출산 고령화 문제로 고령계층이 비대해지는 사회구조로 변화되고 있다. 그러나 정보접근이 쉽지 않은 노약자는 모바일폰을 통해 제공되는 공공서비스의 접근성과 활용도가 매우 낮고 휴대기기를 다루는데 미숙하다. 따라서 본 연구는 선행연구에서 제시된 고령층의 상태조건을 재분류하고 고령자를 위해 제공되는 사례분석을 통해 문제점을 파악한다. 또한 기존 인터페이스 설계의 핵심항목 위계를 정리하여 노인 정보접근성 향상을 위한 공공서비스 설계의 개선지표를 도출하고 모바일 기기를 통해 제공되는 서비스 활용도를 높이기 위한 방안을 제안하고자 한다.

본 연구는 국내 온라인 학술지를 검색하고 원문을 확인할 수 있는 웹사이트의 접근성과 학술논문 형식 웹콘텐츠의 접근성 개선방안을 제시하는 데 목적이 있다. 국내 온라인 학술지를 발행하기 위해서는 논문투고관리시스템을 활용하고 있으며, 공공 또는 민간 학술DB사를 통해 서비스하고 있다. 온라인 학술지 출판 및 편집단계에서 접근성 관련 내용은 존재하지 않았으며, 국외의 경우 웹사이트, 웹콘텐츠의 접근성 제고를 위해 WCAG 2.1의 Level AA 준수를 목표로 설정하고, VPAT를 통해 학술지의 접근성 수준을 안내하고 있다. 국내 온라인 학술지의 웹콘텐츠 접근성 개선을 위해 학회의 편집·출판 규정에 접근성 사항을 추가하고, 학술지 편집자를 대상으로 접근성 교육과 온라인 학술지 접근성 체크리스트 개발, 연구자의 자가검증 제도화가 필요하다. 온라인 학술지의 웹사이트 접근성 개선을 위해서는 동등한 이용보장을 위해 웹사이트 사용 시 다양한 편의 기능 제공과 논문투고관리시스템에 접근성 기능을 안내하고, 학회 및 학술DB사마다 한국형 VPAT 제출을 의무화해야 한다.

The ratio of the mobility handicapped person is about 25.8% of the total population in Korea(MCT, 2006). In order to prepare for the enforcement of the "Transportation Services Improvement Act for the Mobility Handicapped People"(MCT, 2006), various equipments and installations should be developed to ensure appropriate safety level for the mobility handicapped persons in maritime transportation. While approximately 10 million people are using domestic passenger vessels annually, preferences for maritime transport is very low, especially for the mobility handicapped. This study reviewed a current status of the mobility handicapped person in domestic passenger ship and analysed the improvement plan for them. To investigate the current status of domestic passenger vessel usage by the mobility handicapped, to analysis the requirements for amenities necessary for the mobility handicapped and select the ones to be developed based on the investigated results and to do feasibility study of barrier-free ship.

정보와 환경의 급속한 발전에도 불구하고 고령자, 장애인 등은 웹 서비스를 포함한 보편적 서비스를 받지 못하고 소외되고 있다. 본 연구는 최근 활발하게 이루어지고 있는 공공 및 사설 교육 사이트의 E-Learning이 웹 접근성 표준 평가 항목인 '한국형 웹 콘텐츠 접근성 지침'(Korea Web Contents Accessibility Guide 1.0)을 준수 여부를 웹 접근성 평가도구를 사용하여 측정 및 분석하고, 정보격차의 해소를 위한 방향을 제시하였다.
