Asymmetric Regulation of Mobile Access Charges and Consumer Welfare with Price Regulation

  • Asymmetric regulation as applied to mobile termination rates refers to regulatory arrangements in which different mobile operators charge different termination rates, even though the services provided are essentially identical. The asymmetric regulation has been frequently used as a regulatory tool to support new entrants to a mobile market. This paper examines the economic effects of asymmetric regulation of mobile termination rates using a theoretical model and its simulation. The result shows that when there is no noticeable difference in brand loyalty between mobile operators with the high degree of substitutability between services provided by mobile operators, and the costs of new entrants are low, a reduction in the asymmetry of mobile access prices results in an enhancement of consumer welfare. These findings provide positive evidence for the argument that in certain situations asymmetric pricing of mobile access services may be counterproductive for consumer welfare.

  • This paper considers an incentive regulation in the telecommunications industry with respect to the sale of retail and access services. This regulation scheme induces the monopoly carrier who owns bottleneck facilities to adopt socially optimal outcomes when providing access and retail services. It is well known that upstream carriers can realize an integrated level of profit, without integration, by means of a two-part tariff. First, this paper introduces a framework for regulating an access and retail price combined with budget balancing. Second, this paper introduces two-part tariff (price discrimination) scheme for both access (upstream) and retail (downstream) services and discusses the resulting implications for incentive regulation when the regulator has incomplete information about cost functions. By imposing a self-selection mechanism, the regulator can induce firms to adopt socially optimal prices in both access and retail markets.

  • Internet service providers regulate the maximum data transmission rate of each user as a means to provide a tiered Internet access service or to avoid the monopoly of a few greedy users. In this paper, we aim to analyze the impact of this access rate regulation on the revenue of Internet service provider and the pricing strategy. We first propose a service quality model taking into account the access rate regulation, and analyze how the regulation affects the service subscription decision of users. In addition, we derive a sufficient condition that guarantees the stability of the revenue, and formulate an optimization problem that finds the optimal price to maximize the revenue.

  • Owing to increase of the large-scaled, high-raised and complexed building construction, the escape design of the building became very important issue to insure the safety of occupant. Specially, it is demanded to have building escape regulation considering for inconvenient movers such as disables elders pregnant women. However, building regulations for inconvenient movers are divided into "Regulation of Escape and Fire-prevention of Building" and "Act on the Promotion and Guarantee of Access for the Disabled, the Aged and Pregnant Women to Facilities and Information". But, for the escape security of inconvenient movers, the connection of each regulation are necessary. So this study suggested the improvement direction of the building escape regulation considering inconvenient movers through the compared analysis on the "Regulation of Escape and Fire-prevention of Building" and "Act on the Promotion and Guarantee of Access for the Disabled, the Aged and Pregnant Women to Facilities and Information".

  • In Korea, no institutional tool or regulation exists by which a retail business in charge of gathering and maintaining subscribers can be guaranteed independence from the wholesale business division of a fixed incumbent provider of essential facilities such as ducts, poles and copper or fiber cables, which may also be offering the same products to its rivals. For that reason, a wholesale division may have an incentive to intentionally disrupt the sharing of facilities requested by competitive operators in cooperation with the retail division. Ultimately, the facility sharing process will remain inactive when there is a lack of equivalent access to the fixed access network. Therefore, this paper analyzes recent cases of access network separation and suggests long-term measures for the successful implementation of the sharing of facilities.

  • Advanced digital environment, ease of life would bring significant benefits, but rather indiscriminate access to information have occurred new social problems. Especially the youth and children using the Internet to increase in population resulting from harmful information on the Internet, concerns about the negative impact increases establish policies for the protection of youth and children emphasizes the importance of various activities international community. Despite major countries aim to self-regulation minimize the direct regulation through collaboration with the private sector cultivation and campaign, continuing education, Korea was analyzed that implement direct and coercive enforcement regulations such as 'internet game shut down' and insufficient social infrastructure to create activities. Therefore, in order to create a positive internet environment, self-regulation is essential with private experts and organizations based on cooperation and indirect regulation.

  • This study analyzes the characteristics of broadcasting law and telecommunication law and suggested the key legitimate of regulation where convergence law would go for in the convergence circumstances by drawing the common and differential characteristics of two laws. Moreover, in the value of inherent pursuit of broadcasting law and telecommunication law, this paper examined whether these values continued to be reflected in the convergence law, and indicated the direction how these values should adopt in the convergence law. The result of this study shows that strong entry regulation has applied to both broadcasting and telecommunications industry. Also, both industries have been required to be universal service to realize the value. Meanwhile, the pursuit of original value of broadcasting law and telecommunication law can be summarized as secure of access and diversity, respectively. In the convergence law, it is necessary to compensate and modify the meaning of access and diversity based on traditional regulation.

  • Nowadays, the demand of civil application of an UAV has been being increased all over the world. And many projects are going on to develop a new regulatory system for an UAV to access a national airspace. Especially, to fly UAV over the non-restricted airspace as a standard airworthiness standard, many authority funded research institutes and associations are studying regulatory environment. For the UAV to access civil airspace, the certification system of the aviation regulation have to allow this. FAA of US, CASA of Australia and European authorities are now issuing an experimental airworthiness certificate to a civil UAV. This is the first step of issuing a standard airworthiness certificate. And many people believe that civil UAV can fly over a NAS if some technical issues are resolved. In this study, I would like to present an international trends of a civil UAV regulation system, reliability trend of unmanned aerial system and would like to bring up a our regulatory environment and suggest an UAV regulatory policy.

  • The purpose of this study was to explore the direction in applying platform business model to the site to facilitate the growth of a private security guard service according to the development phase of economy, The directions of platform business application to be suggested through the study method are as follows. First, ensuring publicness. It should be able to integrate the government's and private sector's ability to collect and impart information. Second, securing self-regulation. Self-regulation should be guaranteed in the limit not to abuse or misuse others' information in re-producing and using information on private safe management and public order. Third, ensuring access. Past safety management has been controlled by public order power such as nation, military and police power, but access should be made to be convenient between suppliers and demanders. Fourth, securing profitability. In conclusion, those supplying and consuming private security guard service should be able to get their wanted value and share economic profits.
