  • The adoption of the YAR 2016 brings to an end the 12 years of uncertainty for shipowners and Marine insurers which followed the adoption of the YAR 2004, which did not have the support of shipowners, and which were very rarely used in preference to the well-established and well understood YAR 1994. The development and finalisation of the YAR 2016 is the product of an extensive review undertaken by the IWG with input from the International Group, international average adjusting community, National Maritime Law Associations, the International Chamber of Shipping, BIMCO and IUMI amongst others. The Group clubs welcome and support the adoption of the YAR 2016 and recommend its incorporation in members' future shipping contracts. The Club will be taking steps to adopt logical changes to the 2017 Rules. In the meantime, this circular serves as confirmation Club cover extends to all shipping contracts incorporating YAR 2016. This study analyse the adjustment practice of general average according to the application of YAR 2016.

A Study on the Conditions for Salvage to be allowed as General Average under the YAR 2016 (2016년 요크앤트워프규칙상 구조비의 공동해손 인정요건에 관한 연구)

  • Salvage has been allowed as general average since 1974. However, the adoption of YAR 2004 which had reflects cargo interest's position has made salvage unallowable in general average. The YAR do not have the force of a convention and only apply by mutual agreement between the parties to the contract of carriage. Thus, it is important that any changes to the Rules have the consent of major stakeholder. However, shipowners generally refuged to accept the incorporation of the 2004 Rules. The revised 2016 Rules is the result of compromise between the ship and cargo interests. YAR 2016 Rule VI has the premise that salvage is allowable as general average. However, with regard to the types of salvage that are payable independently by ship and cargo such as under Lloyd's Open Form it does not allow these type of salvages as general average and reapportion them, unless causes significantly inequitable result and meets five conditions. In addition, it makes the adjuster's task much easier as it avoids the deduction in respect of salvage payment can readily be calculated by total amount paid to the salvor. The salvage issue to be dealt with in YAR 2016 reduces the complexity, cost and delay in adjusting general average.

Effects of Gas-surface Interaction Models on Spacecraft Aerodynamics

  • The influence of boundary condition of the bodies with gas flows is one of the most important problems in high-altitude aerodynamics. In this paper presents the results of the calculation of aerodynamic characteristics of aerospace vehicle using Monte-Carlo method based on three different gas-surface interaction models - Maxwell model, Cercignani-Lampis-Lord (CLL) model and Lennard-Jones (LJ) potential. These models are very sensitive for force and moment coefficients of aerospace vehicle in the hypersonic free molecular flow. The models, method and results can be used for new generation aerospace vehicle design.

Design and Realization of a Novel Header Compression Scheme for Ad Hoc Networks

  • IP header compression schemes offer a valuable measure for bandwidth preservation. Such schemes have been practically implemented in infrastructure-based IP networks for point-to-point links. However, minimal research and practical implementation efforts have been conducted in the direction of an IP header compression strategy that can meet the peculiar requirements of multi-hop ad hoc wireless networks. In this paper, we present a practically implemented multi-hop IP header compression scheme using the Robust Header Compression (ROHC) protocol suite. The scheme runs on a novel identifier (ID) based networking architecture, known as an ID-based ad hoc network (IDHOCNET). IDHOCNET additionally solves a number of bottlenecks of pure IP-based ad hoc networks that have emerged owing to IP address auto-configuration service, distributed naming and name resolution, and the role of an IP address as an identifier at the application layer. The proposed scheme was tested on a multi-hop test bed. The results show that the implemented scheme has better gain and requires only O (1) ROHC contexts.

Prevalence of Intestinal Protozoans among Schoolchildren in Suburban Areas near Yangon, Myanmar

  • Although intestinal protozoans are common etiologies of diarrhea, few studies have been conducted in Myanmar. This study planned to investigate the prevalence of Giardia lamblia, Entamoeba coli, Entamoeba histolytica, and Endolimax nana among schoolchildren and their guardians in suburban areas near Yangon, Myanmar. We performed a cross-sectional survey among schoolchildren and their guardians from 7 primary schools in South Dagon and Hlaing Thar Yar districts, Yangon, Myanmar. Stool samples were observed with a microscope after concentration technique and iodine staining. Total 821 stool samples, including 556 from schoolchildren and 265 from guardians, were examined. The median age was 6 years old for schoolchildren and 36 years old for guardians. A 53.1% of the school children and 14.6 % of the guardians were males. The overall prevalence of each intestinal protozoan species was as follows: 3.4% (28/821) for G. lamblia; 3.5% (29/821) for E. coli; 1.2% (10/821) for E. histoytica, and 3.0% for E. nana. This study showed that intestinal protozoans are common in primary schoolchildren and their guardians in suburban areas near Yangon, Myanmar. Health interventions, such as hand washing education, improvement of sanitation, and establishment of water purification systems are urgently needed in this area.
