The 21st century society has entered the fourth industrial society of machine to machine from the information society of human to machine. Accordingly, countries around the world are always operating efficient crisis management systems that can quickly respond to disasters or crises. As cyber attacks such as cyber warfare are actually progressing, countries around the world are conducting defense training in response to cyber attacks, and reflecting the results of simulation attacks in improving or building security systems. In this paper, we would like to consider the future cyber training development guide by comparing and analyzing the trends of cyber training in domestic and foreign countries.

Existing studies on the UAV (Unmanned Aerial Vehicle)-based CPS (Cyber Physical System) environment lack forest fire monitoring and forest fire reconnaissance using real-world UAVs. So, it is necessary to monitor forest fires early through CPS based on real-world UAVs with high reliability and resource management efficiency. In this paper presents an MFG (Misstion File Generater) that automatically generates a flight path of an UAV for forest fire monitoring in a CPS environment. MFG generates flight paths based on a hiking trail with a high fire probability due to a true story of an entrant. We have confirmed that the flight path generated by MFG can be applied to the UAV. Also, we have verified that the UAV flies according to the flight path generated by MFG in simulation, with a negligible error rate.
Tall buildings which began from about 40 m tall office towers in the late $19^{th}$ century have evolved into mixed-use megatall towers over 800 m. It is expected that even mile-high towers will soon no longer be a dream. Structural systems have always been one of the most fundamental technologies for the dramatic developments of tall buildings. This paper presents structural systems employed for the world's tallest buildings of different periods since the emergence of supertall buildings in the early 1930s. Further, structural systems used for today's extremely tall buildings over 500 m, such as core-outrigger, braced mega-tube, mixed, and buttressed core systems, are reviewed and their performances are studied. Finally, this paper investigates the potential of superframed conjoined towers as a viable structural and architectural solution for mile-high and even taller towers in the future.
With the recent advances in technology, automatic speech recognition (ASR) has been widely used in real-world applications. The efficiency of converting large amounts of speech into text accurately with limited resources has become more vital than ever. In this study, we propose a method to rapidly recognize a large speech database via a transformer-based end-to-end model. Transformers have improved the state-of-the-art performance in many fields. However, they are not easy to use for long sequences. In this study, various techniques to accelerate the recognition of real-world speeches are proposed and tested, including decoding via multiple-utterance-batched beam search, detecting end of speech based on a connectionist temporal classification (CTC), restricting the CTC-prefix score, and splitting long speeches into short segments. Experiments are conducted with the Librispeech dataset and the real-world Korean ASR tasks to verify the proposed methods. From the experiments, the proposed system can convert 8 h of speeches spoken at real-world meetings into text in less than 3 min with a 10.73% character error rate, which is 27.1% relatively lower than that of conventional systems.

In today's digital non-linear global business environment, innovation initiatives are influenced by inter-organizational, political, economic, environmental, technological systems, as well as by decisions made individually by key actors in these systems. Network-based structures emerge from social linkages and collaborations among various actors, creating innovation ecosystems, complex adaptive systems in which entities co-create value. A shared vision of value co-creation allows people operating individually to arrive together at the same future. Yet, relationships are difficult to see, continually changing and challenging to manage. The Innovation Ecosystem Transformation Framework construct includes three core components to make innovation relationships visible and articulate networks of relational capital for the wellbeing, sustainability and business success of innovation ecosystems: data-driven visualizations, storytelling and shared vision. Access to data facilitates building evidence-based visualizations using relational data. This has dramatically altered the way leaders can use data-driven analysis to develop insights and provide ongoing feedback needed to orchestrate relational capital and build shared vision for high quality decisions about innovation. Enabled by a shared vision, relational capital can guide decisions that catalyze, support and sustain an ecosystemic milieu conducive to innovation for business growth.

Manufacturing industry is one of the core sectors providing national competitiveness and economical impact Today's manufacturing industry is required to fulfill so called Sustainable Factory paradigm from the perspectives of environmental and social development. To cope with the requirements, researches for achieving sustainability in manufacturing system are actively carried out in the world from various perspectives. In this paper, we analyzed systemic characteristics of sustainable manufacturing system, and developed verification & validation strategy based on traceability between system requirement and functionality. The developed methods were applied to a European Project called the Foundation for the Sustainable Factory of the Future (FoFdation). Specifically, we analyzed and verified the deliverables of FoFdation by deriving systems architecture in terms of Component, Function, and Items. The results indicated that the FoFdation is pretty much compliant with the concept of Ubiquitous Factory, and can be used as an International Reference Model for the Smart Factoy, a world wide hot topic under the paradigm of IOT (Internet-Of-Things), if information processing part is supplemented.
XML is recommended by W3C(World Wide Web) and widely accepted as a standard markup language for expression and sharing data. Recently, increasing the use and the amount of XML documents, there is required that easy methods for accessing XML documents at anytime and anywhere, therefore, the distributed XML repository systems is developed. For this, distributed XML repository systems is necessary to research catalog management schemes. In this paper, we design distributed XML database model considering CPU costs, I/O costs, concurrency control, two-phase commits a protocol, queuing delay and so on. And we implement a simulator in order to execute performance evaluation centralized catalog method, fully replicated catalog method, and partitioned catalog method using reasonably setting up environments.
Background: The objectives of the study are to find out the effect of the implementing reform in three Central Asian countries, identify its impact on health status and health care delivery systems. This study address to identify strong and weak points of the health systems and provide a recommendation for further health care organization. Methods: A comparative analysis was conducted to evaluate the effects of implemented policy on health care system efficiency and equity. Secondary data were collected on selected health indicators using information from the World Health Organization Global Health Expenditure Database, European Health Information Platform, and World Bank Open Data. Results: In terms of population status, countries achieved relatively good results. Infant mortality and under-5 mortality rate decreased in all countries; also, life expectancy increased, and it was more than 70 years. Regulations of the health systems are still highly centralized, and the Ministry of Health is the main organ responsible for national health policy developing and implementation. Among the three countries, only Kyrgyzstan was successful in introducing a national health system. Distribution of health expenditure between public expenditure and out-of-pocket payments was decreased, and out-of-pocket payments were less the 50% of total health expenditure in all countries, in 2014. Conclusion: After independent, all three countries implemented a certain number of the policy reform, mostly it was directed to move away from the old the Soviet system. Subsequent reform should be focused on evidence-based decision making and strengthening of primary health care in terms of new public health concepts.

The Oxford area is one of the major innovative regions of the world. The innovative characteristics of the area, however, have not been well exposed to the academic communities of the world and Korea. In fact, the area was a base of breading the Cambridge area and has also been playing important roles in creating the major British high-technology region, called "Golden Triangle," composed of Oxford, Cambridge and London. This paper investigates the process of growing innovativeness of the Oxford area and sheds more lights on the birth, growth and key actors of the area's Regional Innovation Systems(RISs). For this research, the author reviewed the literature related to the RISs, and gathered data based on the Internet, statistical data sources, interviews with local scholars and practitioners.
The elements that determine the success of development projects on goats and the prerequisites for ensuring this are discussed in the context of the bewildering diversity of goat genetic resources, production systems, multifunctionality, and opportunities for responding to constraints for productivity enhancement. Key determinants for the success of pro-poor projects are the imperatives of realistic project design, resolution of priorities and positive impacts to increase investments and spur agricultural growth, and appropriate policy. Throughout the developing world, there exist 97% of the total world population of 921 million goats across all agroecological zones (AEZs), including 570 breeds and 64% share of the breeds. They occupy a very important biological and socioeconomic niche in farming systems making significant multifunctional contributions especially to food, nutrition and financial security, stability of farm households, and survival of the poor in the rural areas. Definitions are given of successful and failed projects. The analyses highlighted in successful projects the value of strong participatory efforts with farmers and climate change. Climate change effects on goats are inevitable and are mediated through heat stress, type of AEZ, water availability, quantity and quality of the available feed resources and type of production system. Within the prevailing production systems, improved integrated tree crops - ruminant systems are underestimated and are an important pathway to enhance C sequestration. Key development strategies and opportunities for research and development (R and D) are enormous, and include inter alia defining a policy framework, resolution of priority constraints using systems perspectives and community-based participatory activities, application of yield-enhancing technologies, intensification, scaling up, and impacts. The priority for development concerns the rainfed areas with large concentrations of ruminants in which goats, with a capacity to cope with heat tolerance, can be the entry point for development. Networks and networking are very important for the diffusion of information and can add value to R and D. Well formulated projects with clear priority setting and participatory R and D ensure success and the realisation of food security, improved livelihoods and self-reliance in the future.
