An analysis of the operational efficiency of the major airports worldwide using DEA and Malmquist productivity indices (세계 주요 공항 운영 효율성 분석: DEA와 Malmquist 생산성 지수 분석을 중심으로)

  • Purpose - We live in a world of constant change and competition. Many airports have specific competitiveness goals and strategies for achieving and maintaining them. The global economic recession, financial crises, and rising oil prices have resulted in an increasingly important role for facility investment and renewal and the implementation of appropriate policies in ensuring the competitive advantage for airports. It is thus important to analyze the factors that enhance efficiency and productivity for an airport. This study aims to determine the efficiency levels of 20 major airports in East Asia, Europe, and North America. Further, this study also suggests suitable policies and strategies for their development. Research design, data, and methodology - This paper employs the DEA-CCR, DEA-BCC, and DEA-Malmquist production index analysis models to determine airport efficiency. The study uses data on the efficiency and productivity of the world's leading airports between 2006 and 2010. The input variables include the airport size, the number of runways, the size of passenger terminals, and the size of cargo terminals. The output variables include the annual number of passengers and the annual cargo volume. The study uses basic data from the 2010 World Airport Traffic Report (ACI). The world's top 20 airports (as rated by the ACI report) are investigated. The study uses the expanded DEA Model and the Super Efficiency Model to identify the most effective airports among the top 20. The Malmquist productivity index analysis is used to measure airport effectiveness. Results - This study analyzes longitudinal and cross-sectional data on the world's top 20 airports covering 2006 to 2010. A CCR analysis shows that the most efficient airports in 2010 were Gatwick Airport (LGW), Zurich Airport (ZRH), Vienna Airport (VIE), Leonardo da Vinci Fiumicino Airport (FCO), Los Angeles International Airport (LAX), Seattle-Tacoma Airport (SEA), San Francisco Airport (SFO), HongKong Airport (HKG), Beijing Capital International Airport (PEK), and Shanghai Pudong Airport (PVG). We find that changes in airport productivity are affected more by technical factors than by airport efficiency. Conclusions - Based on the study results, we offer four airport development proposals. First, a benchmark airport needs to be identified. Second, inefficiency must be reduced and high-cost factors need to be managed. Third, airport operations should be enhanced through technical innovation. Finally, scientific demand forecasting and facility preparation must become the focus of attention. This paper has some limitations. Because the Malmquist productivity index is based on the hypothesis of the, the identified production change could be over- or under-estimated. Further, as DEA estimates the relative efficiency. It also cannot generalize to include all airport conditions because the variables are limited. To measure airport productivity more accurately, other input variables and environmental variables such as financial and policy factors should be included.

  • The globalized modern society has facilitated the borderless travel which always starts and ends at the airport. The airport now serves the gateway in spreading and delivering the culture, beyond the role of simply providing assistance to the transport means. Nowaday, the nations throughout the world expand the existing facilities or build the new airport competitively as the medium to link the travel and modern community as well as the symbolism of economic and technical improvement and it has been developed as a huge industry creating a high added value, beyond the simple transport services. Incheon International Airport has already been recognized as the world-class airport but still has a long way to go. It's necessary to develop the comprehensive cultural and art concept for sustainable value creation, instead of remaining as the airport with sophisticated facilities alone.

  • The strengthened aviation security measurements caused by increased terror threat all around the world have air passengers annoyed by uneasy treatment and some delayed process. The service level of air travel and competitiveness of airlines industry has been weakened also. The aviation security process is mainly conducted at an airport. The threat level of airport is not usually same airport to airport, and the quality of aviation security activity is neither same. However, ICAO requires every international airport to conduct similar process to ensure aviation security without considering situational difference of each airport. The paper has objectives to develop reasonable security measurements based on risk management concept. It studied the ways of achieving target level of security of an airport, considering the threat situation of the airport and its ability to conduct security procedures.

  • Inchon International Airport(IIA) is constructed for Northeast Asia Gate as is important for IIA to become a 21 century's leader in the world, as is planned for open at december 2000 as a important economic link for unified korea. Airport Power Information System(APIS) is designed through investigation of advanced domestic and international example. In addition to power facility operation it is designed for using an information infrastructure of whole airport. APIS is newly designed for uninterupted power supply, effective power management, information infrastructure's construction. making a profit by positively introduction of new technology for collection and conservation of power related data, correlation with airport infra systems, data interrelative arrangement about related systems like outdoor lighting system and automatic measuring record, CCTV systems for remote power facility monitoring, and promotion of management ability in the emergency status.

It is designed to take efficient and safe Power System including the advanced technology. Power System make the integrated Power Information Database to operate the Main Control Center, analyze the data about the relation of the Power System and Airport operation, and will support the important files in the future.

  • Now many major airports in the world which operate strategic alliance or Hub & Spoke system have met capacity restriction and confusion problems. And the time and the walking distance for boarding to flight are important standard to measure customer convenience. And the effective gate assignment guarantees customers convenience as well as increasing airport capacity without expanding established airport equipments. So it can be a major concern to manage airports. So this paper formulate gate assignment problem in the hub airport not quadratic assignment problem but a improved single-period integer problem which is minimize local and transit passengers I walking distance. As a result, this study will present a method producing optimal gate assignment result using optimization software. We use real flights and gates data in the national airport, so we will compare a assignment results with a real airport assignment results and previous researches and analyze those results.

  • After it first opened in 2001, Incheon International Airport (IIA) has grown into a world-class airport, leaving remarkable traces, such as being the first airport to win the ASQ Airport Serivce Price for 10 consecutive years. However, ever since its birth IIA has tried to position itself as the leading hub airport of Northeast Asia. Until this day, it has not been meeting this goal, with transfer passenger numbers and transfer rates decreasing recently. This study looks at the outer environment to discover which factors affect IIA's transfer market. Through extensive research on external analysis, the study will eventually provide a counter strategy guideline for fighting back against decreasing transfer usage.

  • The role of airports in the metropolitan area in Korea is very important which is located on the center of Northeast Asia considered as the highest potential growth continent in the world air transport market. This study includes comparison on service quality between Gimpo Airport and Incheon Airport which are indicated as multi-airport system in the metropolitan area appraised by passengers from Korea, Japan and China, and analysis on primary factors of airport service which affect the customer satisfaction and loyalty. The service quality appraised in the order of Chinese, Korean, and Japanese and the analysis result indicated that the service quality factors which influence on customer satisfaction and loyalty were all different among passengers from three countries. Information service was the priority factor for customer satisfaction to Chinese and Korean, but Japanese considered that personal service was the most important factor. This research paper tried to provide many current issues and guides to operational strategy including plan for the specialized routes of multi-airport system in domestic metropolitan area.

Assessment of Air Pollution and Estimation of Emission from Incheon International Airport by EDMS (EDMS를 이용한 인천국제공항의 대기오염 배출량 산정과 주변지역에 미치는 영향 평가)

  • Air traffic increased 12% annually in Korea since 1988 after the Olympics, this rate is two times than the rate of the world average. In order to accommodate fast growing aviation demand, Incheon International Airport is operated at Yongjong Island since March, 2001. The Incheon airport project will continue till 2020. After the final phase in 2020, Incheon International Airport will handle 100 million passengers, 530,000 flights and 7 million tons of cargo annually. In this study, air pollution from aircraft and other sources are calculated and assessed in Incheon International Airport area by EDMS(Emission and Dispersion Modeling System), which is a combined emission and dispersion model for airport. EDMS could also be considered power plant, incinerator and aircraft support equipment such as ground support equipment, aerospace ground equipment, auxiliary power units. And EDMS is recommended as preferred model for air quality assessment of the airport area by U.S. EP A. The result of this study shows that NOx emission from aircraft and support utility is estimated as 27,000 - 35,000 ton/yr and Namdong-Gu area in Incheon city is affected as 30-60 ppb by the NOx emission from these sources in 2020, the final phase of Incheon international airport construction.
