A Study on Development of Digital Nautical Publication (전자항해서지 개발 연구)

  • Nautical Publications is a special purpose book, or a specially compiled database, that is issued officially by or on the authority of a Government, authorized Hydrographic Office and is designed to meet the requirements of marine navigation such as SOLAS and PSC. Nautical publications include List of Lights, Sailing directions. The SNPWG(Standardization Nautical Publications Working Group) from the IHO is working to implement in computer systems all those elements of interest for Hydrography and Navigation Concerning nautical publications' digitization process, the SNPWG has defined three types of nautical publications: Type 1 : Hard copy(NP1), Type 2 : Digital version, A slight modification of type 1(NP2), Type 3 : Digital version for ECDIS(NP3). Nautical Publications is essential with nautical charts as reference information to navigate. Development of digital nautical publications is needed for liaison with the chart production system, up-to-dateness of hydrographic information, improvement of service. But, Korean status is positioned in NP1. In our study, we surveyed the present status of nautical publications for development strategy of digital nautical publications. We build database of south coast of sailing direction, develop a manager program, convert the contents to KML( Keyhole Markup Language), develop a user program.

  • Being the most populated country in the world, China's one-child policy is its basic national policy. This basic national policy is implemented together with the Maternity Insurance, which is one of the five main social insurances in the Chinese society. The Maternity Insurance is society's way of recognizing women's contribution towards child- bearing and is of utmost important significance. However, with regard to women who are not living within the city or are not working, not only are they not the target for one-child policy, they are also unable to receive the social benefit from the Maternity Insurance. Among the conditions for payment of the Maternity Insurance is the adherence to the one-child policy. Ultimately, working women living in towns and cities adhering to the one-child policy will have a positive influence on the Maternity Insurance. However this places a restriction on reducing the discrepancies to benefit from the Maternity Insurance. On the contrary, women from the villages and those moving between towns and cities are those who really need the Maternity Insurance and yet are unable to benefit from it. While we improve on the Maternity Insurance to include this group of women, we have to at the same time consider the effect it has on the one-child policy. The reformation of the Maternity Insurance has to embody the principle of a harmonious society. It has to have a certain order in the country's national policies, so as to be included in the economic policies of towns and villages.

  • Unsafe working environments slow down working speed in that it takes a lot of time to respond in case of an accident, greatly reducing the productivity of construction work. Therefore, proper safety management that does not impede the productivity of construction works is a very important factor for successful construction project. However especially in mega project, the mutual effects of safety management and productivity are complex. Therefore, this study establishes a causal model between safety management and productivity influencing factors based on effectiveness metrics, and analyzes the effect of increased site congestion due to excessive personnel input, irregular safety measures and inefficient change of work schedules. The result of this study, is expected to contribute to enhancing the competitiveness of the construction industry as the basis for establishing a safety management plan that can secure appropriate productivity.

Evaluation of the Input Status of Exposure-related Information of Working Environment Monitoring Database and Special Health Examination Database for the Construction of a National Exposure Surveillance System (국가노출감시체계 구축을 위한 작업환경측정과 특수건강진단 자료의 노출 정보 입력 실태 평가)

  • Objectives: The purpose of this study is to evaluate the input status of exposure-related information in the working environment monitoring database (WEMD) and special health examination database (SHED) for the construction of a national exposure surveillance system. Methods: The industrial and process code input status of WEMD and SHED for 21 carcinogens from 2014 to 2016 was compared. Data from workers who performed both work environment monitoring and special health examinations in 2019 and 2020 were extracted and the actual status of input of industrial and process codes was analyzed. We also investigated the cause of input errors through a focus group interview with 12 data input specialists. Results: As a result of analyzing WMED and SHED for 21 carcinogens, the five-digit industrial code matching rate was low at 53.5% and the process code matching rate was 19% or less. Among the data that simultaneously conducted work environment monitoring and special health examination in 2019 and 2020, the process code matching rate was very low at 18.1% and 5.2%, respectively. The main causes of exposure-related data input errors were the difference between the WEMD and SHED process code input systems from 2020, the number of standard process and job codes being too large, and the inefficiency of the standard code search system. Conclusions: In order to use WEMD and SHED as a national surveillance system, it is necessary to simplify the number of standard code input codes and improve the search system efficiency.

The Longitudinal Effect between Disability Acceptance and Job Satisfaction of Wage Working Disabled Persons: Adapting the Autoregressive Cross-Lagged Model and Multigroup Analysis

  • In this study, using data from the second wave of Panel Survey of Employment for The Disabled[PESD] (2016) to the sixth year (2021), the longitudinal changes between disability acceptance and job satisfaction of adult wage workers aged 20 or older with disabilities and the correlation An autoregressive cross-lagged model was applied to analyze the causal relationship. As a result of the analysis, first, the disability acceptance and job satisfaction at the previous time point of the disabled workers were stably significant to the disability acceptance(𝛽=.556~.610) and job satisfaction(𝛽=.554~.585) at the later time point. Second, disability acceptance at the previous point in time for wage workers with disabilities crosses the job satisfaction at the later time point(𝛽=.077~.090), and the job satisfaction at the previous point crosses the disability acceptance at the later time point(𝛽=.087~.092). Third, as a result of model fit analysis according to the gender group of wage workers with disabilities, the difference in the autoregressive effect between disability acceptance and job satisfaction and the cross-lagged effect between disability acceptance and job satisfaction according to the passage of time was not significant.

  • The long standing people's culture of Latin America based on social solidarity of the communities makes the political relations between the leader and the people very different from them of the european societies based on the representative democracy. At any rate, the main stream of the Populist Discourses sees the real populist political processes with the pejorative senses attributing the demagogue style of the leaders. In these sense, it is very important to re-consider the populism discourses of Ernesto Laclau who thinks that the populism is a way of interpreting the emergence of the people to establish the social demands in the context of populist real politics. According to Laclau, "the populism seeks for the radical reconfiguration of the revolt of the 'Status Quo' and new order". This work will confirm if this interpretation of Laclau can be applied to Peronist political regime. Meanwhile the first group of the orthodox line of the discourses on populism including Gino Germani shows that the populism is a political movement based on the manipulation and demagogue by the charismatic leader of the irrational mass during the period in transition after the crises of the traditional oligarchy in Latin America. And another line of the main stream of discourses on populism including Cardoso and O'Donnell says that the populism is a political phenomena in a period of transition towards the modernization and the national development by means of the industrialization through the substitution of the imports and the alliance between the classes after the 1930's. But these principal interpretations on populism disregards that in Argentina many urban poor working class people had lived under the racist, unequal painful social relations due to the underestimation and the discrimination by the upper and the middle class with many intellectuals. But Peronism had considered them as the new social subjects with human dignities. And so we have to rethink the clientelism also with another meanings. In this sense, the theories of Ernesto Laclau on populism is very helpful to illuminate the sensitive and ambiguous meanings of Peronism. Especially Peronism makes the urban working class maintain their life styles more tended to them of the traditional communities and go towards the anti-Status Quo. That is a key of success of Peronism not only that time but until these days. And so this study will show that it is the most important thing that Peronist regime had made the emergence of the 'people' in the meaning of advancing the democracy in Argentina.

Cognitive Individual Differences and L2 Learners' Processing of Korean Subject-Object Relative Clauses (인지능력의 개별차와 한국어 학습자의 주격-목적격 관계절 프로세싱)

  • The present study is a conceptual replication of O'Grady, Lee, and Choo's (2003) earlier study designed to investigate two hypotheses (linear distance hypothesis vs. structural distance hypothesis) in relation to L2 Korean learners' processing of Korean subject and object relative clauses (RCs) in a scholarly attempt to explicate Keenan and Comrie's (1977) Noun Phrase Accessibility Hierarchy (NPAH). In addition, the current study is intended to explore any potential role of working memory capacity (WMC) in the processing of Korean subject and/or object RCs. Chinese-speaking learners of Korean taking a language course offered at a local university in Korea participated in this experimental study. Among those recruited, only 23 learners completed the experimental tasks appropriately according to the specific instructions provided on each task, and thus, subsequent statistical analyses were conducted on their data. Fifteen Korean NSs were also recruited for the control group. Two experimental tasks were administerd to the participants: one picture selection task containing the same test items used in O'Grady et al.'s study to measure their processing of subject-object RCs and an operation span (OSPAN) task to measure their WMC. Somewhat differently from O'Grady et al.'s findings, the participating Chinese learners of Korean performed significantly better on object RCs than on subject RCs, seemingly lending support to the linear distance hypothesis. Further analyses, however, suggested that the results in favor of, or relative ease of processing, object relative clauses were due, most likely, to the learners' excessive use of the canonical sentence strategy, which also led to nonsignificant correlations between WMC and learner performance on the picture selection task.

A Study on Occupational Environment Assessment Strategies for Respirable Particulate Matter at Coal-Fired Power Plants (석탄화력발전소 호흡성분진 작업환경 평가 전략 사례에 관한 연구)

  • Objectives: Coal-fired power plants feature diverse working conditions, including multi-layered employment structures and irregular work cycles due to outsourcing and non-standardized tasks. The current uniform occupational environment measurement systems have limitations in accurately assessing and evaluating these varied conditions. This study aims to propose alternative measurement and assessment strategies to supplement existing methods. Methods: Major domestic coal-fired power plants were selected as the study targets. To prepare for the study and establish strategies, work processes were identified and existing occupational environment measurement results were compared and analyzed. The study proceeded by employing three strategies: specific exposure groups (SEGs) measurement, continuous monitoring, and supplementary measurements, which were then compared and discussed. Results: Previous exposure index evaluations (5,268 cases) indicated that crystalline silica, a type of respirable particulate matter, had detection limits below the threshold (non-detectable) in 82.6% (4,349 cases) of instances. Exposures below 10% of the exposure limit were observed at a very low concentration of 96.1%. Similar exposure group measurements yielded results where detection limits were below the threshold in 38.2% of cases, and exposures below 10% of the limit were observed in 70.6%. Continuous monitoring indicated detection limits below the threshold in 12.6% of cases, and exposures below 10% of the limit were observed in 75.6%. Instances requiring active workplace management accounted for more than 30% of cases, with SEGs at 11.8% (four cases), showing a higher proportion compared to 3.0% (four cases) in continuous monitoring. For coal dust, exposures below 10% of the limit were highest in legal measurements at 90.2% (113 cases), followed by 74.0% (91 cases) in continuous monitoring, and 47.0% (16 cases) in SEGs. Instances exceeding 30% were most prevalent in SEGs at 14.7% (five cases), followed by legal measurements at 5.0% (eight cases), and continuous monitoring at 2.4% (three cases). When examining exposure levels through arithmetic means, crystalline silica was found to be 104.7% higher in SEGs at 0.0088 mg/m3 compared to 0.0043 mg/m3 in continuous monitoring. Coal dust measurements were highest in SEGs at 0.1247 mg/m3, followed by 0.1224 mg/m3 in legal measurements, and 0.0935 mg/m3 in continuous monitoring. Conclusions: Strategies involving SEGs measurement and continuous monitoring can enhance measurement reliability in environments with irregular work processes and frequent fluctuations in working conditions, as observed in coal-fired power plants. These strategies reduce the likelihood of omitting or underestimating processes and enhance measurement accuracy. In particular, a significant reduction in detection limits below the threshold for crystalline silica was observed. Supplementary measurements can identify worker exposure characteristics, uncover potential risks in blind spots of management, and provide a complementary method for legal measurements.

Development of algorithm for work intensity evaluation using excess overwork index of construction workers with real-time heart rate measurement device

  • Background: The construction workers are vulnerable to fatigue due to high physical workload. This study aimed to investigate the relationship between overwork and heart rate in construction workers and propose a scheme to prevent overwork in advance. Methods: We measured the heart rates of construction workers at a construction site of a residential and commercial complex in Seoul from August to October 2021 and develop an index that monitors overwork in real-time. A total of 66 Korean workers participated in the study, wearing real-time heart rate monitoring equipment. The relative heart rate (RHR) was calculated using the minimum and maximum heart rates, and the maximum acceptable working time (MAWT) was estimated using RHR to calculate the workload. The overwork index (OI) was defined as the cumulative workload evaluated with the MAWT. An appropriate scenario line (PSL) was set as an index that can be compared to the OI to evaluate the degree of overwork in real-time. The excess overwork index (EOI) was evaluated in real-time during work performance using the difference between the OI and the PSL. The EOI value was used to perform receiver operating characteristic (ROC) curve analysis to find the optimal cut-off value for classification of overwork state. Results: Of the 60 participants analyzed, 28 (46.7%) were classified as the overwork group based on their RHR. ROC curve analysis showed that the EOI was a good predictor of overwork, with an area under the curve of 0.824. The optimal cut-off values ranged from 21.8% to 24.0% depending on the method used to determine the cut-off point. Conclusion: The EOI showed promising results as a predictive tool to assess overwork in real-time using heart rate monitoring and calculation through MAWT. Further research is needed to assess physical workload accurately and determine cut-off values across industries.
