Creating a Culture of Prevention in Occupational Safety and Health Practice

  • The incidence of occupational injuries and diseases associated with industrialization has declined markedly following developments in science and technology, such as engineering controls, protective equipment, safer machinery and processes, and greater adherence to regulations and labor inspections. Although the introduction of health and safety management systems has further decreased the incidence of occupational injuries and diseases, these systems are not effective unless accompanied by a positive safety culture in the workplace. The characteristics of work in the $21^{st}$ century have given rise to new issues related to workers' health, such as new types of work-related disorders, noncommunicable diseases, and inequality in the availability of occupational health services. Overcoming these new and emerging issues requires a culture of prevention at the national level. The present paper addresses: (1) how to change safety cultures in both theory and practice at the level of the workplace; and (2) the role of prevention culture at the national level.

국내 임금근로자의 흡연 유형과 관련요인 연구 (Types of Smoking Statuses and Associated Factors among Korean Wageworkers)

  • Purpose: The present study was performed to describe the prevalence of various types of smoking statuses and to identify factors associated with different types among Korean wageworkers. Methods: The prevalence of hardcore smoking, daily smoking, and intermittent smoking was assessed in 2,126 wage workers from the Sixth Korea National Health and Nutrition Examination Survey. The associations of these three types of smoking statuses with sociodemographic characteristics, health conditions, and occupation-related characteristics were also examined in a multinomial logistic regression. Results: In men, the prevalence of hardcore smoking and daily smoking were 11.4% and 30.2%, respectively; and in women, the daily smoking prevalence was 5.6%. The education level was strongly associated with men's hardcore smoking and women's daily smoking. The household income and marital status were associated with women's daily smoking. Among occupation-related characteristics, the regularity of work and night work were associated with men's intermittent smoking. Night work was also associated with women's daily smoking. Employment condition was associated with women's intermittent smoking. Conclusion: The socioeconomic status and health conditions, compared with occupation-related factors, were found to have more influence on smoking. Therefore, antismoking programs that focus on individual characteristics should be developed for Korean wageworkers.

일 지역 보건교사의 자살에 대한 태도와 학생 자살 관련 업무 적합도 및 업무수행 역량과의 관련성 (The Relations among Attitude, Competency, and Appropriateness of Work on Student Suicide in Health Teachers)

  • Purpose: The purpose of this study was to identify the relations among appropriateness of work, competency on student suicide and attitude toward suicide in health teachers. Methods: This study was a cross-sectional descriptive one. The subjects were 193 health teachers. Self-administered questionnaires were used to measure the variables of this study. Descriptive statistics, independent t-test, one way ANOVA, Pearson correlation, and stepwise multiple regression with SAS 9.3 software were used for the data analysis. Results: The attitude score toward suicide ranged from 1.47 to -1.03. The average score of appropriateness of work and competency related to student suicide were 2.34 and 2.81 respectively. Associated factors with competency related to student suicide among health teacher were appropriateness of work related to student suicide, two items of attitude toward suicide(suicide is an acceptable means to end an incurable illness and people who commit suicide are usually mentally ill), education level, education experience on suicide prevention and management, and the adjusted $R^2$ of the regression model was 34.3%. Conclusion: Health teachers were not tolerable to student suicide. However, they evaluated themselves as low in the appropriateness and competency to the work on student suicide, especially in screening and counselling of high risk groups. The results of this study suggest that it is necessary to develop education programs about counseling and intervention on student suicide for health teachers.

Proposal for an Evaluation Method for the Performance of Work Procedures

  • Background: Noncompliance of operators with work procedures is a recurrent problem. This human behavior has been said to be situational and studied by many different approaches (ergonomic and others), which consider the noncompliance with work procedures to be obvious and seek to analyze its causes as well as consequences. Methods: The object of the proposed method is to solve this problem by focusing on the performance of work procedures and ensuring improved performance on a continuous basis. Results: This study has multiple results: (1) assessment of the work procedures' performance by a multicriteria approach; (2) the use of a continuous improvement approach as a framework for the sustainability of the assessment method of work procedures' performance; and (3) adaptation of the Stop-Card as a facilitator support for continuous improvement of work procedures. Conclusion: The proposed method emphasizes to put in value the inputs of continuous improvement of the work procedures in relation with the conventional approaches which adopt the obvious evidence of the noncompliance to the working procedures and seek to analyze the cause-effect relationships related to this unacceptable phenomenon, especially in strategic industry.

근로자의 작업중 신체적활동량과 건강증진행위와의 관계 (A Study on the Relationship between the Amount of Physical Activities at Work Perceived by Workers and Their Health Promotion Behaviors)

  • The purpose of this study is to grasp the relationship between the amount of physical activities at work perceived by workers and their health promotion behaviors. To achieve such a purpose. this survey was conducted on 476 Workers who work for 3 food product work-sites located in Keong-in area by means of questionnaire from June 15 to July 14 . 1998. Collected data were statistically analyzed by SPSS/WlN. The significant results were obtained as follows. 1. The average scores of the amount of physical activities at work and health promotion behavior were 3.18 and 2.84 respectively; the former was slightly higher than moderate score 2.5 and the latter was almost the same as it. It can be interpreted that workers perceive their physical activities at work are heavier than their daily activities, which seems to make their health promotion behaviors still inactivated. 2. The amount of physical activities at work, it was were greater revealed that the more activities workers do after work. the more they walk and the more exercises they do. It implies that the voluntary practice of good health habit at leisure can be greatly contributed to the activation of more productive activity at work. 3. The amount of health promotion behaviors was larger as workers do more physical activities at work and have lower PIBW(Percent Ideal Body Weight). It means that the voluntary practice of good health habit is closely related to the degree of obesity and their positive attitude toward their work. Average PIBW was 106.71; most of the workers are distributed within the standard range in their weight. So we can presume that most of them are not seriously conscious of weight maintenance in their daily lives. Therefore it is desirable that health promotion program for workers should be developed toward connecting their physical activities at work with those in their daily lives much more. 도시거주 일하는 노인의 건강관련 삶의 질 영향요인 (The Factors Affecting Health-related Quality of Life in Urban Working Elderly)

  • 본 연구는 도시거주 일하는 노인의 건강관련 삶의 질 영향요인을 파악하고 건강관련 삶의 질 향상을 위한 방안을 마련하기 위하여 시도되었다. 본 연구는 제6기 국민건강영양조사 자료를 활용하였으며 도시에 거주하는 만 65세 이상의 일하는 노인을 대상으로 건강관련 삶의 질과 영향요인을 파악하였다. 자료 분석은 IBM SPSS 18.0 프로그램을 이용하였다. 연구 결과 도시지역 일하는 노인의 건강관련 삶의 질은 연령, 성별, 결혼상태, 가구세대구성, 교육수준, 소득수준, 주택소유여부, 기초생활수급여부, 민간의료보험 가입여부, 흡연, 음주, 스트레스에 따라 유의한 차이가 있었다. 회귀분석 결과, 도시지역 일하는 노인의 건강관련 삶의 질에 영향을 미치는 요인은 성별, 교육수준, 기초생활수급여부, 민간의료보험 가입여부로 나타났으며 설명력은 12.3%였다. 본 연구의 결과에 따라 일하는 노인의 건강관련 삶의 질 증진을 위한 중재 시 성별에 따른 특성과 경제적 상태를 고려하여 접근하는 것이 필요하겠다.

응급구조사의 업무 스트레스와 그 영향 요인 (Work Stress and Affecting Factors of Emergency Medical Technicians)

  • Objectives: To identify work stress and affecting factors of the emergency medical technicians(EMT) and to provide basic data for work circumstance improvement and emergency medical service and duty efficiency elevation. Methods: The data were collected by questionnaire from 635 emergency medical technicians throughout the whole country from August 5 to September 20 2013 and analyzed by using the SPSS(version 18.0) program. Factors affecting stress were analyzed by Multiple Linear Regression Analysis(${\alpha}=0.05$). Results: Mean level of job stress was markedly high in the spot situation(3.43 point), user awareness(3.31 point), burden related to work(3.21 point), role and conflict as a professional job(3.10 point), unsuitable treatment(2.95 point) but was lowest in specialty demand of knowledge and skill(2.76 point). Conclusions: To diminish work stress, understanding and cooperation of the residents and reduction of burden related to work must be improved. Above all, positive interest of 119 and related organ and duty environment improvement will and effort and continuous measure establishment and support and cooperation of the government are needed.

어업인의 건강 문제 및 업무 연관성 특성 분석 (Analysis of Health Problems and Work-Relatedness of Fishermen)

  • This study investigated health problems and work-relatedness for fishermen. In total, 121 fishermen (103 males and 18 females) were extracted from the data of the 6th Korean Working Conditions Survey. Two groups (Symptomatic and Asymptomatic) were statistically compared in terms of health problems and exposure to hazards. The most common health problems identified for fishermen were muscular pain in the shoulder, neck, and upper limbs (73.6%), backache (71.1%), muscular pain in the lower limbs (58.7%), overall fatigue (33.9%), headaches or eyestrain (22.3%), and anxiety (8.3%). These health problems were found to be related to the working conditions of the fishermen (low temperatures, tiring or painful postures, stance, sitting position, repetitive hand or arm placement, and the experience of stress). This study's findings may help us better understand the characteristics of the health problems and work-relatedness of fishermen and could be helpful for improving fishermen's overall health and safety.

Safety and Health Perceptions in Work-related Transport Activities in Ghanaian Industries

  • Background: With the recent rapid industrialization, occupational safety and health (OSH) has become an important issue in all industrial and human activities. However, incidents of injuries and fatality rates in the Ghanaian industry sector continue to increase. Despite this increase, there is no evidence regarding the element of OSH management in transport activities in Ghanaian industries. Thus, this study aims to examine the perceptions regarding the importance of safety and health in work-related transport activities in Ghanaian industries. Methods: A survey data collection technique was used to gather information on best safety practices over a 5-month period. We randomly selected 298 respondents from industries to answer structured questionnaires. The respondents included drivers, transport managers, and safety engineers. Standard multiple regression model and Pearson product-movement correlation were used to performed the analysis. Results: The result shows that for interventions to improve safety and health, concentration has been on drivers' safety practice with less attention to safe driving environments and vehicle usage. Additionally, the respondents are aware of the importance of OSH in transport activities, but the level of integration does not measure up to the standard to reduce operational accidents and injuries. Finally, strong commitment to changing unsafe practices at all levels of operations appears to be the effective way to improve safety situations. Conclusion: OSH culture is not fully complied in industries transport activities. This study, therefore, supports the use of safety seminars and training sessions for industry workers responsible for transport operations for better integration of safety standards.

Validation of the Thai Version of aWork-related Quality of Life Scale in the Nursing Profession

  • Background: Currently available questionnaires for evaluating the quality of worklife do not fully examine every factor related to worklife in all cultures. A tool in Thai is therefore needed for the direct evaluation of the quality of worklife. Our aim was to translate the Work-related Quality of Life Scale-2 (WRQLS-2) into Thai, to assess the validity and reliability of the Thai-translated version, and to examine the tool's accuracy vis-$\grave{a}$-vis nursing in Thailand. Methods: This was a descriptive correlation study. Forward and backward translations were performed to develop a Thai version of the WRQLS. Six nursing experts participated in assessing content validity and 374 registered nurses (RNs) participated in its testing. After a 2-week interval, 67 RNs were retested. Structural validity was examined using principal components analysis. The Cronbach's alpha values were calculated. The respective independent sample t test and intraclass correlation coefficient were used to analyze known-group validity and test-retest reliability. Multistate sampling was used to select 374 RNs from the In- and Outpatient Department of Srinagarind Hospital of the Khon Kaen University (Khon Kaen, Thailand). Results: The content validity index of the scale was 0.97. Principal components analysis resulted in a seven-factor model, which explains 59% of the total variance. The overall Cronbach's alpha value was 0.925, whereas the subscales ranged between 0.67 and 0.82. In the assessment results, the known-group validity was established for the difference between civil servants and university employees [F (7.982, 0.005) and t (3.351; p < 0.05)]. Civil servants apparently had a better quality worklife, compared to university employees. Good test-retest reliability was observed (r = 0.892, p < 0.05). Conclusion: The Thai version of a WRQLS appears to be well validated and practicable for determining the quality of the work-life among nurses in Thailand.
