  • To assess the economic value of pharmaceutical therapy with Kremezin, we investigated the maximum amount of willingness-to-pay (WTP) of patients with chronic renal failure (CRF) for a hypothetical effect of Kremezin in delaying the initiation of dialysis treatments. A face-to-face survey was carried out in a sample of 141 CRF patients from 2 dialysis centers, composed of 82 hemodialysis patients, 38 peritoneal dialysis patients, and 21 non-dialysis CRF patients. Using a bidding game method with a starting point of 320,000 Won, which is the average monthly out-of-pocket payment for dialysis treatment, we asked the study subjects how much they would pay per month to receive Kremezin therapy. The mean out-of-pocket monthly WTP for Kremezin was 310,000, 430,000, and 520,000 Won (p<0.05, repeated one-way ANOVA)) when Kremezin delays the initiation of dialysis treatments by 1, 2, and 4 years. Significant correlation between the respondent's WTP and income $(r=0.266{\sim}0.368,\;p<0.05)$ confirmed the construct validity of the WTP instrument. Regression results showed that patients with a higher education, with diabetes as a major causes of CRF, and undergoing hemodialysis treatments tended to express higher WTP for Kremezin. The economic value of WTP from the perspective of patients varied from 310,000 to 520,000 Won depending on the effect size of Kremezin. The mean WTP was higher than 32,000 Won, only when the hypothetical effect of Kremezin in delaying the initiation of dialysis is for 2 years. This implies that Kremezin might be the preferred choice of therapy by CRF patients if it delays the initiation of dialysis treatment for at least 2 years.

Value of a statistical life estimation of carcinogenic chemicals for socioeconomic analysis in Korea

  • Objectives To protect public health from risk, the Minister of Environment in Korea legislated an act concerning the registration and evaluation of chemical substances. In this study, we estimated the value of a statistical life (VSL) of carcinogenic chemicals to evaluate the socioeconomic analysis in Korea. Methods The estimation of the health benefit can be calculated through an individual's VSL and willingness to pay (WTP). To estimate the VSL and WTP, we used a contingent valuation method through a web-based survey. Results The survey is conducted with 1434 people living in Seoul and six large cities. An analysis of the survey is essential to review the distribution of the characteristics of the target population. The statistically significant variables affecting the WTP are location, age, household income, quality of life. Through the review of data, we secured statistical validity. The WTP was estimated as 41205 Korean won (KRW)/person, and the estimated VSL appeared as 796 million KRW/person. Conclusions There is a case in which the amount of statistical life value is estimated in connection with domestic environmental policy, fine dust, etc. However, there are no cases of evaluation for chemical. The utilization of this result is possible for conducting other study with chemicals.

로드킬 저감을 위한 로드가드시스템의 가치 평가에 관한 연구 (Valuation of Road Guard System to Reduce Road-Kills)

  • 본 연구는 로드킬 저감을 위한 도로 안전 시설물로 기존 가드레일에 야생동물 유도휀스 기능과 방초 기능을 결합한 로드가드시스템 도입의 가치를 평가하여 도입 타당성을 규명한다. 이를 위해 조건부가치 측정법을 이용하여 도로 이용자들이 생각하는 지불의지액 및 도로 안전 시설물에 대한 인지특성 조사를 실시하였다. 그리고 로드가드시스템 도입의 지불의지액 추정 모형을 구축하고 지불의지액을 추정한 결과, 평균 지불의지액(5,018원)이 평균 제시금액(3,883원)보다 높게 나타나 다양한 도로 안전성 향상 효과 및 로드킬 저감을 위한 대안 시설물로 로드가드시스템이 적절함을 알 수 있었으며, 신규 도로계획 시 뿐만 아니라 현재 운영중인 도로의 로드킬 저감을 위해서도 도입을 검토할 필요성이 있다. 향후 도로 관리청과 협의하여 실제 로드킬 발생률이 높은 도로구간에 로드가드시스템을 시범 설치한 후 주행 실험 및 로드킬 현황 조사를 통해 로드가드시스템 설치 전 후에 대한 비교 연구를 실시하여 보다 명확한 효과를 규명해야겠다.

조건부가치측정법(CVM)을 이용한 도라지 제조기술의 경제적 가치 추정 연구 -도라지 건강기능식품 가상시장을 중심으로- (Study on Economic Valuation of Manufacturing Technology of Platycodon grandiflorum Using Contingent Valuation Method - Focusing on the Virtual Market of Platycodon grandiflorum's Health Functions Food -)

  • Rural Development Administration (RDA) has developed a manufacturing technology which can increase the amount of platycodin D in Platycodon grandiflorum. A study is needed to estimate the value of this new technology and predict the market demand for a new product. This study estimates additional amount of willingness to pay (WTP) using contingent valuation method (CVM) for a new product with the technology that RDA has developed. The survey was created under virtual health functional foods market of Platycodon grandiflorums. It was conducted with 1,000 adult males and females aged between 19 and 59 years old in 17 major cities and provinces nationwide from December 4 to December 7, 2018. The amount of WTP for the health functional Platycodon grandiflorum was drawn using maxinum likelihood estimation method. The estimated average and median WTP values are 21,933.85 won per person and 10,000 won per person, respectively. The independent factors, including the ratio of monthly average health function food consumption to income, the average monthly income level of a household, and existence of family members or relatives engaged in food and nutrition-related professions in a household, have been shown to have a statistically significant influence on the WTP. This study presents the potential magnitude of health functional food market and the value of the new technology based on health functional food market.

UWV 파노라마 영상에 대한 소비자 선호 및 비용지불의사 연구 (A Study on Consumer Preference and Willingness to Pay for UWV Panoramic Video)

  • 본 연구는 새로운 실감 영상 기술인 UWV 파노라마 영상에 대한 소비자의 선호도와 비용지불의사를 살펴보는 것을 통해 해당 기술이 소비자의 니즈와 부합하는 방향으로 발전되고 상용화되는데 필요한 제언을 도출하는 것을 목적으로 한다. 이를 위하여 가정에서 TV를 시청하는 것과 유사한 환경 및 대화면에 광시야각 영상 기술을 구현한 환경을 조성하여 실험을 통해 UWV 파노라마 영상에 대한 소비자의 선호와 비용지불의사를 파악하였다. 연구결과, 두 실험환경 모두에서 소비자는 기존 16:9의 영상 비율인 UHD 대비 UWV를 상대적으로 더 선호하는 것으로 나타났으며, 이용의사와 비용지불의사가 보통 이상의 수준으로 나타났다. 또한 UWV 파노라마 영상에 대한 소비자의 최대지불의사 금액과 해당 금액의 책정이유를 개방형 질문으로 탐색본 결과, UWV의 장점인 몰입감, 생동감 등이 추가적인 지불의사 금액에 긍정적 영향을 미치며, 실제 UWV 영상을 접하거나 시청해보는 경험이 새로운 영상 기술에 대한 소비자 수용에 매우 중요한 요인으로 나타났다.

외래 초진환자의 만족진료시간과 관련 추가 비용 지불 의사 (Analysis of New Patient's Willingness to Pay Additional Costs for Securing Satisfactory Consultation Time)

  • Background: We evaluated new patient's satisfactory consultation time (SCT) and their willingness to pay additional costs (WPAC) for their SCT. Methods: We surveyed medical service satisfaction, SCT, WPAC for their SCT, and payable amount to 612 new patients of single general hospital and measured their real consultation time (RCT). To compare WPAC and payable amount, we divided RCT into 4 groups (${\leq}3$ minutes, 3-5 minutes, 5-10 minutes, and > 10 minutes), and SCT into 3 groups (${\leq}5$ minutes, 5-10 minutes, and > 10 minutes). On the basis of WPAC, we estimated new patient's SCT. Results: RCT was 6.2 minutes, SCT was 8.9 minutes, and medical service satisfaction score was 4.3 (out of 5). The number of patients having WPAC (payable group) was 381 (62.3%) and the amount was 5,853 Korean won. Their RCT and SCT were longer than non-payable group (6.4 minutes vs. 5.7 minutes, 9.3 minutes vs. 8.2 minutes). From multiple logistic regression analysis, WPAC of RCT 5-10 minutes was higher than that RCT ${\leq}3$ minutes (odds ratio= 1.78). Payable amount was highest in RCT > 10 minutes (6,950 Korea won) and SCT > 10 minutes (7,458 Korean won). Intuitively we suggest 10 minutes as SCT, based on payable group's SCT (9.3 minutes) and cut-off time differentiating payable group with non-payable group (10 minutes). Conclusion: We found that new patient had WPAC for their SCT and the longer the SCT, the greater the amount. From this, we hope that current simplified new patient consultation fee calculating system should be modified combining the consultation time factor.

장흥댐의 레크리에이션 편익 추정 (The Recreational Benefits of the Jangheung Multi-purpose Dam)

  • 국민들의 소득 및 생활수준이 향상됨에 따라 레크리에이션에 대한 수요가 증가하고 있다. 이에 따라 다목적댐이 제공하는 레크리에이션 기능도 주목을 받고 있다. 특히 전남 장흥군에 입지한 장흥댐은 물을 주제로 한 축제를 해마다 개최하여 많은 관광객을 유치하는 등 지역경제 발전에 있어서도 중요한 역할을 하고 있다. 이에 본 논문에서는 장흥댐이 현재 제공하고 있는 레크리에이션 기능의 경제적 가치, 즉 레크리에이션 편익을 정량적으로 평가하고자 한다. 방법론으로 조건부 가치측정법을 적용하되, 전국 1,000가구를 대상으로 한 무작위 표본추출을 통해 자료를 수집하였다. 지불의사 유도방법으로는 양분선택형 질문법을 적용했으며, 다수 관측된 영의 지불의사액 자료(전체 응답자의 72.5%)를 명시적으로 다루기 위한 방안으로 스파이크 모형을 고려하였다. 지불 조건 및 수단은 향후 10년 동안 1년에 1회 추가적인 소득세로 하였다. 분석결과, 장흥댐의 레크리에이션 편익은 가구당 연간 1,348원이었으며 유의수준 1%에서 통계적으로 유의하였다. 이 값을 전국으로 확장하면 연간 249억원에 달한다.

베이지안 추정법을 활용한 댐 추가방류수의 경제적 가치 추정 - 충주댐 사례 (Estimation of the value of dam flushing by using Bayesian analysis - the case of Chungju dam)

  • 최근 녹조현상이 심화되면서 이를 해결하기 위한 방안으로 댐의 추가방류에 대한 필요성이 제기되고 있다. 따라서 보다 합리적인 댐 추가방류와 관련된 정책 수립을 위해서 댐의 추가방류수에 대한 경제적 가치 측정의 필요성이 제기되고 있다. 이에 본 논문에서는 녹조 저감과 수질개선을 위한 댐의 추가방류에 대한 경제적 가치를 도출하기 위하여 일반가구의 지불의사액을 분석하고자 한다. 한편 연구방법론적인 측면에서 조건부 가치측정법(CVM)을 적용하되, 최우추정법(Maximum Likelihood Estimation)을 이용하는 기존의 CVM 연구와 달리 베이지안(Bayesian) 추정법을 적용하였다. 본 연구는 전국의 1,000가구를 대상으로 충주댐의 추가방류를 현재보다 200% 증가시켰을 경우를 가정하여 댐 추가방류의 사회적 편익 즉, 조류저감 효과를 산정하였다. 분석결과 가구당 연간 WTP는 1,909.3원으로 이를 연간 총편익으로 계산하면 357.1억 원, 10.56원/$m^3$이다.

대형 해양과학연구선 건조사업의 비시장적 편익 평가 (Non-market Benefits of Building the Large Oceanographic Research Ship)

  • A project to build a large oceanographic research ship was proposed to improve the level of ocean research. This paper attempts to measure the non-market benefits of the project. To this end, the dichotomous choice contingent valuation method is used. In particular, the recently proposed one and one-half bounded model is applied. The model can reduce the potential for response bias compared to the double bounded model, while maintaining much of its efficiency. Moreover, in order to deal with zero WTP observations, a spike model is adjusted for our data. A survey of 500 randomly selected households was implemented in the Metropolitan area. The respondents were asked in person-to-person interviews about how they would be willing to pay for implementing the project. Overall, respondents accepted the contingent market, and were willing to contribute a significant amount (3,244 won), on average, per household per year. The aggregate value of the project nationwide would amount to approximately 40.1 billion won per year.

다속성 효용이론에 근거한 조건부 가치측정법을 이용한 낙동강 하구의 환경가치 추정 (Using the Contingent Valuation Method Based on Multi-attribute Utility Theory to Measure the Environmental Value of the Nakdong-river Estuary)

  • This paper attempts to measure the environmental value of the Nakdong-river estuary, which is ecologically important but confronted with the threat of development. Especially, in order to elicit the environmental values of its four attributes, contingent valuation method(CVM) based on multi-attribute utility theory is applied and the CVM survey was rigorously designed to comply with the guidelines for best-practiced CVM studies. We surveyed a randomly selected sample of 400 and 350 households in Busan and six large cities(Seoul, Incheon, Daegu, Daejeon, Gwangju, and Ulsan), respectively and asked respondents questions in person-to-person interviews about how they would willing to pay for the estuary conservation and management program. Respondents overall accepted the contingent market and were willing to contribute a significant amount(2,457 won in Busan and 3,560 won in six large cities), on average, per household per year, which implies that there exists a large difference between the two. The aggregate values of the Nakdong-river estuary in Busan and six large cities amount to 2.92 and 22.32 billion won, respectively, per year. In addition, expanding the values to Korea produces 51.34 billion won per year. The quantitative values can be utilized in planning and decision-making about development versus conservation of the estuary.
