Conceptual Design of Large Semi-submersible Platform for Wave-Offshore Wind Hybrid Power Generation (파력-해상풍력 복합발전을 위한 대형 반잠수식 플랫폼의 개념설계)

  • The present paper considers the conceptual design of floating wave-offshore wind hybrid power generation system. The worldwide demand for ocean renewable energy is increasing rapidly. Wave and offshore wind energy have been attractive among the various ocean renewable energy sources, and the site to generate electricity from wave and offshore wind accords well together. This means that a hybrid power generation system, which uses wave and offshore wind energy simultaneously has many advantages and several systems have been already developed in Western Europe. A R&D project for a 10 MW class floating wave-offshore wind hybrid power generation system has been also launched in Korea. A semi-submersible platform, which has four vertical columns at each corner of the platform to be connected with horizontal pontoons, was designed for this system considering arrangements of multiple wind turbines and wave energy converters. A mooring system and power cable were also designed based on the metocean data of installation site. In the present paper, those results are presented, and the difficulties and design method in the design of hybrid power generation system are presented.

A Historical Consideration on the Evolution of Competition in Offshore Fisheries (근해저인망류어업에 있어서 업종별 경합관계 형성에 관한 사적고찰)

  • The offshore trawl fishery is seeking its survival way to overcome current management conditions in red, resulted from the bilateral agreement with China and Japan. However, this movement magnifies conflicts between fisheries on the contrary and it is thought to be impossible to get over current situations. For all that, this study is aimed at investigating how this current situations have occurred. The management freedom as response to the change in fishing conditions of a certain fishery, in case of Korea, is affected by institutional regulations. The example of this is controls on fishing gears, fishing vessels, and fishing grounds. The most exposure of this control is a segmentation of institutional fisheries. The initial segmentation of the offshore trawl fishery in Korea was occurred in the period of Japan's colonization when the degree of use of fishing grounds was limited geographically. At that time, fisheries were divided by fishing areas, but it did not divide the fishery itself. The large - sized fishing vessels were developed politically to be more competative to Japanese fishing vessels since 1950s. During this time, the trawl fishery was merged into current Eastern trawl fishery and South - Western trawl fishery. It was also inevitable to divide into the pair trawl and single trawl fishery as a result of the physical mergency between Western trawl and Southern trawl fishery. In order to develop the trawl fishery, new licenses were issued on the shrimp trawl fishery, through which it was expected to boost the trawl fishery. As opposed, the shrimp trawl fishery was changed into the mid - sized trawl fishery, targeting on the eastern fishing areas and the large - sized trawl fishery was developed since the late of 1970s with the development of filefish processing industry. The large trawl fishery that led in development of offshore trawl fishery since the late of 1950s was started to divide into a pair trawl and single trawl according to the fishing method and capital power. It finally became an institutionally independent fishery in 1980s, respectively. Looking into these historical process, the segmentation of the trawl fishery is thought as a result of the lack of long - term perspective and as a production of trial and error resulted by unprepared policy. As a result, these segmentation of fisheries roles as critical obstacles in harmonization of fisheries and in overcoming of current situations. Therefore, the review of this institutional segmentation of the offshore trawl fishery should be taken for an optimal redistribution of fishing grounds suits with business and fishing technology. For this, the fishery must be divided into large capitalized fishery and small - mid fishery with consideration of capital, fishing method, and the condition of use of fishing grounds. In addition to this, by limiting outline of fishing ground that the large fishery can harvest, it must allow for the small - mid fishery to catch with its own boundary. Furthermore, by launching buyback programs on the trawl, eastern trawl, pair trawl, it can provide broader fishing grounds where the fishery can harvest with management freedom.

Numerical Simulation Test of Scour around Offshore Jacket Structure using FLOW-3D (FLOW-3D를 이용한 해상 자켓구조물 주변의 세굴 수치모의 실험)

  • As offshore structures such as offshore wind and offshore platforms have been installed frequently in ocean, scour effects are considered important. To test the scour effect, numerical simulation of scour has been carried out. However, the test was usually conducted under the uni-directional flow without bi-directional current flow in western sea of Korea. Thus, in this paper, numerical simulations of scour around offshore jacket substructure of HeMOSU-1 installed in western sea of Korea are conducted using FLOW-3D. The conditions are uni-directional and bi-directional flow considering tidal current. And these results are compared to measured data. The analysis results for 10,000 sec show that under uni-directional conditions, maximum scour depth was about 1.32 m and under bidirectional conditions, about 1.44 m maximum scour depth occurred around the structure. Meanwhile, about 1.5~2.0 m scour depths occurred in field observation and the result of field test is similar to result under bi-directional conditions.

  • Offshore pile foundations are prone to lateral soil pressures resulting from embankment construction for the reclamation on deepwater soft clay. Since the 1990s, offshore reclamation has actively progressed in Korea, connecting with the development of Songdo newtown, Incheon newport, and Busan newport representatively. Special attention has been given to lateral soil-structure interaction problems related to passively-loaded offshore pile foundations. Based on a plane strain large deformation finite element (LDFE) approach, this paper presents the results of investigation into undrained (short-term) and drained (long-term) behavior of passively-loaded offshore pile foundations. This study examines the effects of major factors, such as soil profile, pile head boundary condition, magnitude of embankment load, and average degree of consolidation. The results allowed quantification of differences in the magnitude of lateral soil pressure acting on the piles between undrained and drained phases.

  • This paper deals with the reliability analysis of foundation for an offshore wind turbine system. Reliability analyses were carried out for suction bucket foundation considering the uncertainties in soil and structural parameters. In reliability analysis, the vertical and lateral resistances are defined as base limit states. The case studies were carried out using the preliminarily designed foundations at western-south mainland sea of Korea. From reliability analyses, vertical resistance for free-slip condition has overall lower reliability index, and submerged unit weight and internal friction angle of seabed soil are governing factors in vertical and lateral resistance in this case.

Improvement for Marine Environmental Impact Assessment on the Development of Offshore Wind Power (해상풍력개발사업의 바다환경영향평가 개선방안)

  • We diagnosed on status and problems of environmental assessment regarding development of offshore wind power, and also on reasonable core assessment items. Most of the coastal wind power are located on the western coastline of Korea and Jeju Island. In the selections of the site for the offshore wind farms, a previous investigations should be conducted with regard to distances from the land, stabilities from external forces (tide, wave, etc.) and topographical changes, and characteristics of the surroundings (distributions of protected area, fishing ground, artificial seagrasses, and shipping traffic). It is needed to assess dispersion of suspended solids, changes of the sea bottom, and impacts on fisheries resources and fishing activities under construction of offshore wind power. Furthermore, the responses of marine organisms to noise and vibration, impacts by electromagnetic fields, impacts on sea birds, hindrances to sea lane routes, and damaged scenery and marine protection areas are thoroughly assessed during operation processes. The consultation criteria in case of development of offshore wind farm is adjusted by focusing marine environmental impact assessment.

The 29 May 2004 Offshore Southeast Coast of Korea Earthquake Sequence: Shallow Earthquakes in the Ulleung Back-arc basin, East Sea (Sea of Japan)

  • The 29 May 2004 offshore Uljin, Korea earthquake was predominantly thrust-faulting at a depth of approximately 12 (±2) km. The mainshock attained the seismic moment of M0 =5.41 (±1.87)  1016 N m (Mw = 5.1). The focal mechanism indicates a subhorizontal P-axis trending 264° and plunging 2°. The orientation of P- and T-axis is consistent with the direction of absolute plate motion generally observed within the plates, hence the cause of the May 29 shock is the broad-scale stress pattern from the forces acting on the downgoing slab along the Japan trench and inhibiting forces balancing it. The 29 May 2004 earthquake occurred along a deep seated (~12 km), pre-existing feature that is expressed on the surface as the basement escarpment along the western and southern slopes of the Ulleung basin. The concentrated seismicity along this basement escarpment suggests that this feature may qualify as a seismic zone - the Ulleung basement escarpment seismic zone (UBESZ).

Extreme Offshore Wind Estimation using Typhoon Simulation (태풍 모의를 통한 해상 설계풍속 추정)

  • Long-term measured wind data are absolutely necessary to estimate extreme offshore wind speed. However, it is almost impossible to collect offshore wind measured data. Therefore, typhoon simulation is widely used to analyze offshore wind conditions. In this paper, 74 typhoons which affected the western sea of Korea during 1978-2012(35 years) were simulated using Holland(1980) model. The results showed that 49.02 m/s maximum wind speed affected by BOLAVEN(1215) at 100 m heights of HeMOSU-1 (Herald of Meteorological and Oceanographic Special Unit - 1) was the biggest wind speed for 35 years. Meanwhile, estimated wind speeds were compared with observed data for MUIFA, BOLAVEN, SANBA at HeMOSU-1. And to estimate extreme wind speed having return periods, extreme analysis was conducted by assuming 35 annual maximum wind speed at four site(HeMOSU-1, Gunsan, Mokpo and Jeju) in western sea of the Korean Peninsular to be Gumbel distribution. As a results, extreme wind speed having 50-year return period was 50 m/s, that of 100-year was 54.92 m/s at 100 m heights, respectively. The maximum wind speed by BOLAVEN could be considered as a extreme winds having 50-year return period.

Properties on the Airborne Chlorides of Offshore Bridges on the Western/Southern Coast in South Korea (국내 서/남해안 해상교량의 월별, 높이별 비래염분량 특성)

  • In this study, the monthly airborne chlorides flying into the offshore bridges were investigated depending on the sea level. The target structures were 9 bridges located on the western and southern coast of South Korea. The airborne chlorides were measured at different sea levels on each bridge every month during 1 year. The results showed that the strongest seasonal wind from the northwest in winter expecially have led increase of the airborne chlorides, and its effect was more significant in the western coast than the southern coast. It was also found that the airborne chlorides declined with the increase of sea level. Three types of curves were suggested for analyzing the decrease trend with the sea level, based on the airborne chlorides at the lowest measurement height of main tower. The trend was varied depending on the sea area, and even in the same sea area, the local topographic condition affected the airborne chlorides. It means that the location and local topography should be considered simultaneously for durability management in the framework of the chloride source, and then the influence of the chloride source should be classified, e.g. safe and dangerous. From these results, it is expected that it could be used as baseline data for the evaluation of the deterioration environment in the Detailed guidelines for safety and maintenance of facilities [Performance evaluation]_Bridge.

Economic Valuation of the Off-Shore Fisheries Stock Enhancement Project (근해 수산자원 증대사업의 경제적 타당성 평가)

  • This study is to evaluate the prior economic feasibility of the off-shore fisheries stock enhancement project. The main findings of this study can be summarized as follows: first, offshore fisheries stock enhancement project shall be implemented by dividing them into 1st·2nd·3rd projects for efficient promotion. The 1st·2nd·3rd projects will be conducted in a total of 50 locations (the eastern sea, the western sea, the southern sea, and the jeju sea areas), and the project period per unit will be five years, which will cost 1 trillion won. Second, according to the results of the survey on public awareness, the most consumed marine species in Korea over the past year were analyzed in the order of mackerel, hairtail, squid, yellow corvina, blue crab, and cod. The dominant response to the reason for consuming marine products in Korea was healthy well-being food and safe food. In addition, 67.9% of them have hesitated to purchase offshore fish species over the past year due to high prices, indicating that they are burdened by high prices. On the other hand, 79% of the respondents said that the government's policy was insufficient, according to a survey on whether the government's coastal marine resource creation policy was sufficient. Third, as a result of preliminary economic analysis of offshore fisheries stock enhancement project, the benefit-cost ratio is 4.01, net present price is 1,283.7 billion won, and internal rate of return is 91.7% per year, which means that the economic analysis ensures the feasibility of the projects. The results of this study provide useful information on securing or organizing budgets for offshore fisheries stock enhancement project by securing economic feasibility as a national infrastructure project that increases fishery income and public benefits such as consumption of marine products.
