Chapter four compares "programme-centrad approach" and "basic living approach", and duly suggests feasible schemes for the National Basic Livelihood Programme.

  • The present study aims to confirm the influence of a horse-riding lesson program (HRLP) on the stress level of horses and riders by respectively analyzing their salivary cortisol concentration. Twenty-four healthy horses and 23 riders participated in this study. The horses were randomly classified into two groups for the horse riding lesson program: Class 1 (for the beginner lesson) and Class 2 (for the intermediate lesson). The Class 1 group consisted of 12 horses and 12 riders, while the Class 2 group consisted of 12 horses and 11 riders. Salivettes cotton wool swabs were used for saliva collection and the saliva analyses were conducted using a two-way analysis of variance for repeated measures with SAS version 8. As for the results, the average salivary cortisol concentration of all horses before HRLP significantly increased compared to the baseline (p<0.001) while it decreased after the HRLP. The results of the salivary cortisol concentration of the riders were similar to the horses' results. However, there was no difference during the HRLP between Class 1 and Class 2 in the horse or rider groups. The results suggest that the HRLP did not influence the stress level of the horses or riders. Thus, this study provides the necessary information and guidelines for future studies on stress in horses during riding and gives insight into better horse welfare and management options.

  • This study was designed to search for the direction to develop housing service which assists the older people to live independently in their community and provides the systematization of community care. The subjects of the research include 533 older people between the age of 60 to 79 residing in Seoul and 84 welfare officials at a dong(in)-office and 67 social workers working at comprehensive social welfare institutions. The results were as follows: Both demanders and deliverers recognized that housing service for older people was necessary for community care, and, in particular, the deliverers had higher degree of necessity as people charged in welfare service. The most needed service was community alarm service which currently is proceeded partially for low-income and living-alone olders. It needed to expand the scope of the people to be served. It appeared that the need for inside safety measures rather than for housing space or structural problems. It requires less effort and cost for those who need simple repair, such as safety grips or slippery protection, and safety checks. Among financial support services, the need for tax benefits appeared the most necessary service for the older people. It suggested that more 'direct' financial support service is needed for the elderly people.

  • This study analyzed the outcomes of the Healthy Family Support Center's 2011 Pilot Project to support grandparent-grandchild families. This paper applied Frank Fisher's multidimensional evaluation methodology, which includes 4 steps: program verification, situational validation, system vindication and social choice. The major findings and their implications are as follows: the strong points of the pilot project are the characteristics of its services, i.e. sending services, customized services, family-unit services and integrated services. Therefore, it is necessary to train human resources to deliver these services more professionally and to provide comprehensive life-planning. The weak point of the pilot project is its lack of services relating to the self-reliance of the clients. Thus it is necessary to revise the service subsystems to include programs that promote self-support measures.

  • This study purposed to standardize the Korean versions of the General Health Questionnaire, especially KGHQ-20 and KGHQ-30, through the evaluation of their reliability and validity. The two KGHQs, along with several other scales that measure psychological symptoms, were administered to 916 students and 102 chronically mentally ill patients at mental health hospitals in Korea. Both of the KGHQs were found to have high reliability based on test-retest correlation coefficients, internal consistency (Chronbach's ${\alpha}$) as scales, and item-total correlations for most of the items. The two KGHQ scores were shown to have high validity based on three methods of analysis; first, both KGHQ scores had highly significant correlations with most of other measures for psychopathology, such as SCL-90, CES-D, SDS, BAI, STAI; second, there were significant differences of the two KGHQ scores between the group of mentally healthy students and the group of chronically mentally ill patients; the validity of the KGHQ-30 was also derived from high sensitivity and specificity, which helped identify the best cut-off points: 15/16 for the KGHQ-30. The cut-off point for the KGHQ-20 was determined at 12/13 based on the mean scores and standard deviations of other scales as well as of the KGHQ-20.

  • Objective: The aim of this study was to examine the use of outcome-based observations within Assured Dairy Farm scheme (ADF), Soil Association Organic Standards (SA), and cross compliance (CC) farm assessment reports. Methods: A total of 449 ADF reports, 37 SA reports and 26 CC reports were analyzed and their objective comments categorized as either resource-based or outcome-based. Results: A mean of 61.0% of ADF questions were responded to with comments, in comparison to 25.0% of SA and, 21.0% of CC report questions. The SA and CC reports had significantly more outcome-based comments than the ADF (p<0.001). The assessors' tendency of choosing resource-based approach was revealed in the questionnaire results. Conclusion: Generally, the comments were comprehensive and contained professional judgements. Large numbers of comments provided in the ADF reports were mostly compliant and resource-based evidence, which serves as proof of assessment rather than aiding the certifying process. The inclusion of specific welfare outcome measures in the SA inspection likely increased the use of outcome-based comments in the reports, irrespective of whether the farm achieved compliance with a given standards. The CC scheme, on the other hand, focused on providing outcome-based evidence to justify noncompliant decisions.
