The Development Direction of Vulnerable People's Welfare-related Legislation (서민취약계층복지 관련 법제의 발전방향)

  • Protection of vulnerable people in our country today, "the National Basic Livelihood Security Act," is primarily responsible. But current law income and wealth, and by a person responsible for supporting consider only the absolute protection of the poor, and because it is insufficient for the protection of vulnerable people. Specifically, current law does not mean the relative poverty of vulnerable people is limited to the protection of economic demand. It also incorporates the payment of salaries paid individual because the people most vulnerable to social protection is insufficient demand. Dependent regulation is too strict and a person responsible for supporting do not receive legal protection by forming a dead zone is a major cause. In this study, the development direction for the protection of vulnerable people suggests. The first, "National Basic Livelihood Security Act" award in determining the minimum cost of living is relatively proposed to introduce the concept of poverty. Second, payment of the consolidation benefit and the individual benefit to adopt a intermix approach, the social needs of vulnerable people to adapt to that proposed. Third, a person responsible for supporting dependent criteria and whether according to the actual supporting to be judged.

Evaluation of Visiting Nursing Services for the Vulnerable Family in Urban Community (도시지역 취약가구의 방문간호서비스 평가)

  • Objectives: The purpose of this study was to verify a change for family nursing phenomena and satisfaction of clients of vulnerable families in an urban community. Methods: The study subjects were 711 families, randomly selected, who had chronic diseases(arthritis diabetes, stroke, hypertension, mental disease, cancer, dementia) with basic social welfare services from the nation and had disabled persons in an urban community, South Korea. The instruments used were the family nursing phenomena in Korea by ICNP and client satisfaction. Client satisfaction consisted of client satisfaction on home visiting nurses(4 Likert scales) and home visiting services(3 Likert scales). Results: The average visiting number is 3.82. The service number of education and counseling is 3.16, patient and symptom management 3.08, assessment and diagnosis 3.08, test 2.02, medication service 1.71회, dressing 1.01, referral to social welfare institute 1.00회, referral to medical service institute 0.21. In both, pre home visiting and post home visiting, the highest rated phenomenon was the 'lack of social support system' and following that 'deficit of financial management skill and support'. 'lack of family interaction in community', and 'social isolation' 'unhealthy life style' and 'inadequate care management of sick member', in that order. The percentages of phenomena besides 'deficit of financial management skill and support' decreased. The satisfaction level of clients towards the nurses was 3.27 points on a scale of 4, and the nursing services was 2.70 points on a scale of 3. Conclusion: Home visiting nursing services should continue to provide comprehensive healthcare services and support for vulnerable families, in urban communities.

Development of technology to improve information accessibility of information vulnerable class using crawling & clipping

  • This study started from the public interest purpose to help accessibility for the information acquisition of the vulnerable groups due to visual difficulties such as the elderly and the visually impaired. In this study, the server resources are minimized and implemented in most of the user smart phones. In addition, we implement a method to gather necessary information by collecting only pattern information by utilizing crawl & clipping without having to visit the site of the information of the various sites having the data necessary for the user, and to have it in the server. Especially, we applied the TTS(Text-To-Speech) service composed of smart phone apps and tried to develop a unified customized information collection service based on voice-based information collection method.

  • The purpose of this study is to review recent trends and major emerging problems and explore alternatives of Korean social welfare service policies. The concerns on social welfare service are triggered by the issues of rapid getting lower birth rate and severe growing rate of old people. These concerns resulted in the expansions of social welfare services. But Korean social welfare service systems are not prepared for these expansions. Presenting problems are disconnection between state and local governments, not securing minimum standards on accessibility and service provision, excessive concerns on making caring jobs and lacking in securing of safety and rights of vulnerable service users. As alternatives, this study proposes the integration of market approaches which can facilitate service user's choice and anti-market schemes which could act against the negative effects of market approaches.

A Study on the Methodology of Extracting the vulnerable districts of the Aged Welfare Using Artificial Intelligence and Geospatial Information (인공지능과 국토정보를 활용한 노인복지 취약지구 추출방법에 관한 연구)

  • The social influence of the elderly population will accelerate in a rapidly aging society. The purpose of this study is to establish a methodology for extracting vulnerable districts of the welfare of the aged through machine learning(ML), artificial neural network(ANN) and geospatial analysis. In order to establish the direction of analysis, this progressed after an interview with volunteers who over 65-year old people, public officer and the manager of the aged welfare facility. The indicators are the geographic distance capacity, elderly welfare enjoyment, officially assessed land price and mobile communication based on old people activities where 500 m vector areal unit within 15 minutes in Yongin-city, Gyeonggi-do. As a result, the prediction accuracy of 83.2% in the support vector machine(SVM) of ML using the RBF kernel algorithm was obtained in simulation. Furthermore, the correlation result(0.63) was derived from ANN using backpropagation algorithm. A geographically weighted regression(GWR) was also performed to analyze spatial autocorrelation within variables. As a result of this analysis, the coefficient of determination was 70.1%, which showed good explanatory power. Moran's I and Getis-Ord Gi coefficients are analyzed to investigate spatially outlier as well as distribution patterns. This study can be used to solve the welfare imbalance of the aged considering the local conditions of the government recently.

A Mobility Service for the Transportation Vulnerable Based on MyData (마이데이터 기반 교통약자 이동지원서비스 모델)

  • Various policies and services are being implemented in Korea and other countries, such as the expansion of convenience facilities for mobility support, the provision of special means of transportation, and the establishment of public transportation route plans and fare policies based on data and AI-based movement pattern analysis to ensure the mobility rights of the weak in transportation. However, A research is still needed to improve service convenience in order to more conveniently use the desired means of transportation in a necessary situation from the viewpoint of the transportation vulnerable. This study examines the policies and services for the promotion of mobility for the transportation disadvantaged, and presents a MyData-based service model for mobility support for the transportation disadvantaged. In the proposed service model, the transportation-disabled person can freely choose and use the means of transportation according to individual circumstances, and receive the same transportation welfare voucher benefits provided by the state or government. The proposed service model defines the MyData platform that supports the safe collection and use of personal data, the authentication of traffic welfare recipients based on MyData, and the payment function for fee settlement after using the service as key components. In this research, the service satisfaction from the user's point of view was investigated by implementing the proposed service model and providing a demonstration service for the transportation vulnerable in Daejeon.

Experience of Case Management Practice for the housing vulnerable group living in public low-income housing in Seoul (주거취약계층 매입임대주택의 사례관리자 경험)

  • The purpose of this study is to examine the experience of case management practice for residents of low - income housing. The importance of the house for the vulnerable residents with homelessness is absolute, and case management that supports them to live as residents in the community is also very important. Nevertheless, the research so far has focused on the supply of affordable housing, the residential environment, the quality of life of the tenants, and the health, but there was a lack of interest in case management practices. In this study, we investigated the experience of case management practice by listening 10 case managers's experiences through FGI interview. As a result of the study, the case manager's experience is divided into four themes: 'Dilemma of support for the independent housing life after the facilities', 'Role competition between rent management and case management', 'Lonely practice for linkage and cooperation with the mainstream community support system', 'Double employment relationship and poor working environment' respectively. Based on their experiences, this study suggests practical and practical suggestions for case management of rental housing.

Determinants of Psychological Distress of Mothers in Stepfamilies (재혼가정 내 모의 심리적 디스트레스의 예측요인에 관한 연구)

  • The nuclear family is no longer the typical Korean Family. In recent years, stepfamilies have been of the most rapidly growing family forms in Korea. Census Bureau data show that 5.9% of marriage were in 1980, 8.0% in 1990, 10.3% in 1995, 18.0% in 2000. Especially it is remarkable that women's remarriage have been increased. In spite of the fact, the stepfamily is not an urgent issue of social welfare in Korea. The stepfamily is more vulnerable than the first-marriage family in many reasons such as vague family rules, boundary ambiguity, and stepparent role ambiguity, which provides rationale for social welfare services. This study categorizes determinants of psychological distress in remarried mothers into individual, family, and environment level and tries to prove the relationships between psychological distress and determinants. Also, it explores the degree of psychological distress in remarried mothers using Zung's Self-Rating Depression Scale. The respondents of survey research are 62 cases. The result shows relatively severe level of depression among the subjects. 46.8% of them are clinically diagnosed as mild, moderate, severe depression. Our findings suggest that the variables of marriage satisfaction, ex-wife's remarriage, role strains, marriage experience, and income are significantly associated with the level of psychological distress in remarried mothers. The most powerful predictor of psychological distress is the variable of marriage satisfaction. According to the result, it is desperately needed to pay attention to social welfare services or programs for stepfamilies.

Exploratory Study on Selecting Priority Regions for the Expansion of Public Child Care Centers (국공립보육시설 확충을 위한 우선설치지역 선정의 탐색적 연구)

  • The purpose of the current study was to select vulnerable regions with insufficient child care services based on an in-depth investigation of diverse regional characteristics and to establish a practical goal for the expansion of public child care centers through identifying priority regions in foremost need of public child care centers out of the vulnerable regions. The vulnerable regions were selected from both urban and rural areas with particular criterions to determine their critical situation. First of all, the number of children aged zero to five, private and public child care centers, and capacity and enrolment of the regional child care center were selected from towns (Eup) and townships (Myeon) within rural areas and neighborhoods (Dong) within urban areas to calculate the capacity fulfillment. Specifically, a dense population of low-income families inhabited within urban areas defined the region's vulnerable status for the analysis, whereas poor accessibility of a child care center within rural areas correspond to the lack of child care services. The analytical result displayed that a total of 456 towns and townships did not acquire child care centers. Out of 456 towns and townships, 162 were selected as priority regions. On the other hand, 546 neighborhoods corresponding to upper 30 percentiles of urban area where children receive basic subsidy for low income families were selected as vulnerable regions. Out of 546 neighborhoods, 243 were selected as priority regions according to the analytical result.

The trajectory of depressive symptoms among the oldest-old: Focusing on gender difference (초고령 노인의 우울증상 궤적: 성별차이를 중심으로)

  • Objectives: Although the number of the oldest-old is rapidly increasing due to longevity, very little is known about the trajectory of depressive symptoms(DS) and its related factors among the oldest-old. Much less is known about whether the trajectory of DS differs by gender among the oldest-old. The current study aims (1) to estimate the trajectory of DS and (2) to examine whether the trajectory differs by gender among the oldest-old. Methods: Sample consists of 296 persons aged 85 and over who participated in the Korean Welfare Panel Study data. Data were processed using the latent growth curve modeling to estimate the trajectory and multi-group SEM to examine gender difference. Results: This study showed that (1) the trajectory of DS was increasing over time and (2) the DS trajectory of males was much more rapidly increasing than that of females, indicating male oldest old are more vulnerable to depression than female oldest old in later life. Conclusions: Given the fact that females are known to be more vulnerable to depression, the findings are counterintuitive to the previous knowledge on depression and gender difference. Based on the findings, implications for intervention and education related to DS among the oldest-old.
