When parents as primary care takers to the mentally disabled adult are no longer taking care of their care-needed offsprings because of their own death or illness, instead themselves. who take care of their offsprings with the mental disability? Therefore, 'permanency planning' is very important for reduction of parents' care burden and social integration of mentally disabled adults. Accordingly, this study aims to find out factors which are related to permanency planning for adults with the mentally disability For the purpose of the study, 192 parents of the adult with the mental illness and mental retardation were conducted a survey regarding type of permanency planning, and its related factors including social functioning level of the mentally disabled, care burden, parents' self-perception of being aged, help from offspring without mental disability, social support, and financial ability. Furthermore, this study examined correlation between these factors and residential planning. Results obtained by the study were as follows: 1) 51% of the parents are having a plan for institution and most parents want other family member to take care for financial planning for their mentally disabled offsprings. 2) As a result of multiple regression for finding out factors which affect parents' permanency planning, social functioning level of the mentally disabled, parents' self-perception of being aged, help from offspring without mental disability, social support, and financial ability were statistically significant influenced factors, which has 23.3% of explanatory power. 3) As a result of step-wise multiple regression, financial ability, parents' self-perception of being aged, and help from offspring without mental disability were the most powerful influenced factors for permanency planning. 4) In case of having a plan for residential types-which are institution and community living-, parents who have a plan for the mentally disabled offsprings' future residence as community living than institution have the offsprings with more social functioning and also have more help from offspring without mental disability. Therefore, this study concluded that welfare policy for mental health and the handicapped which secure various types of community living facilities and income security is strongly needed. At the same time, mental health profession is needed to have more active interest and intervention for permanency planning for their adult clients and parents.

The purpose of this study is to analyze empirically the causes of high unemployment among the people with disabilities, focused on productivity and discrimination. In order to pursue such goal this study adopts human capital theory, screening theory, job contest theory, taste theory and statistical discrimination theory as theoretical background. The major findings are: (1) Among the human capital variables Education degree and job training are not statistically significant on employment. Only degree of activity limit has significant effect. (2) Among the discrimination related variables only discrimination experiences variable has negative effect on employment. (3) Between degree of activity limit and discrimination experiences, both have similar effect on employment. But the degree of activity limit can be thought as discrimination related element. Because' not giving resonable accommodation' is regarded discrimination in ADA or DDA. These mean that it is important for society to compel the employment of the disabled and to put focus on eliminating prejudice rather than accomplishing education and job training programs to improve the employment of the disabled. In order to accomplish this it is necessary to increase the levy for disabled persons' employment promotion of the disabled persons' employment promotion act and to establish the disability discrimination act. Also, integrated education starting from infancy is necessary. Education system should be changed, and Job training must focused on industry which demand more labor force.
Housing is the most important environment for the disabled because they spend most of this in their housing. However, their housing do not fully support their housing needs. Most of the hoses are designed for the healthy young people. Therefore, the disabled often have accidents in their homes. The physically disabled people want to stay in their homes and familar environment as long as possible. In order for the disabled to live in the housing as long as they want, the housing should support their safe and independent living. For this purpose, the housing is required to be altered to fit their needs. Sweden is one of the best welfare countries in the world. The Swedish government supports all the expenses for the disabled to stay in their housing and familiar environments. The study was to investigate a case on housing alterations for the physically disabled woman in Sweden. In addition, this study suggested the applications and adaptability of the housing alterations for the physically disabled in Korea.
The purpose of this study is to explore and describe the health and welfare needs experienced by old parents living with disabled adult children, and to help generate research interest and public policy attention on this critical issue. For the purpose of this study, the survey was conducted with older parents who are living with dependent adult children with physical or mental disability. Among collected data for this study, data for 105 older parents were analyzed. The results showed that older parents have suffered with care responsibilities for their disabled adult children as well as special needs resulted from their old age. And older parents have little or even nothing prepared for later life because of lifetime economic, physical and social difficulties related to their disabled children. Also these difficulties had a significant impact on their idea of health and welfare needs in later life. It showed that older parents had mainly concerned and wanted to have the direct cash benefits and medical provisions but hardly recognised the importance of other services such as leisure activities. Preliminary suggestions of this study therefore may be helpful to improve the public policy approach in order to better serve older parents with disabled adult children in the coming aging society.

Hearing impaired person had answered by themselves, and visually impaired were provided with disability aid, by reading the questionnaire to them. 210 responses were collected, and 187 were used for final analysis. Through the intentional sampling, five late adolescents who were in high school, all males participated in the study. The data collection process had been conducted from January 2014 to May, which is commonly utilized for qualitative case studies, and comparative analysis between cases were practiced for analysis. For credibility of the research results, it obtained severity at each stage by meeting the standard. The analysis results were largely divided into "growth story of non-disabled adolescents" and "life of non-disabled adolescents". Nine upper categories analyzed the common features in each case. The nine categories were "no one tells me to study", "advance while learning the sense of academic achievement", "hide into my own space", "having to grown up early", "different parents but same love", "relatives raised me", "have a friend who accepts me as I am", "being pressed by poverty", and "standing on a knife edge of being hurt and taking heart". Based on the in-depth research on normal teens that have intellectually disabled parents, theoretically speaking, this study expanded the prospect of study on intellectually disabled to their normal, intellectual teenage children. As for practical significance, understanding their parents' intellectual disability, parenting technique training, case management from the community level is suggested. The number of disabled person is increasing, and also the demand of welfare is increasing. In the developed country, the range of disabled person is broad, because the definition of disability is different among countries. On 10/Apr, 2007, the law to forbid discrimination against disabled person was announced and then it will be operated on 11/Apr, 2008, in Korea. It will need to evaluate conflict between this law and underwriting guideline. There is obvious difference between disabled and non-disabled on risk selection of medical and environmental aspect. More than 50% of disabilities are related to the diseases rather than accident. The role of underwriter is to evaluate the future risk of morbidity (admission and/or operation etc). The insurance company is required to make new product for disabled person and the underwriter has to examine the application of disabled without discrimination, and with respect for the disabled as a human right.
Recently, rights advocacy in disabled welfare centers is one of the most important estimation and also transition of paradigm. However it is difficult to define rights advocacy specifically, so each disabled welfare center goes to conceptualize rights advocacy based on practical experiences. Study of practical recognition of the advocacy rights of social workers in disabled welfare centers provides greater foundation to establishing specific concept and direction of rights advocacy. Method of this research is analysis of metaphors, figuring out concepts and perception of social workers through survey. Analysis of metaphors is a method of analyzing a person's perception in specific context and situation by providing a concrete explanation of new thing, that is, basis of metaphor and analyzing it later. As a result of this research, it is shown that ideological type(necessary thing) and practical type(being together) are the perceptions about rights advocacy of social workers, and rights advocacy is recognized as 'practical concept' which plan and provide direct service at fields. According to these results, policy and environment should be constructed to provide advocacy services at welfare fields, reflecting these perceptions of social workers. Also this should be reflected on practical fields for them to learn appropriately and practice rights advocacy.
