Due to the aging population and the entry of baby boomers into the elderly, the elderly are recognized as a group with diversity rather than a single group with the same needs. Therefore, it is necessary to try to grasp the factors that the elderly use welfare centers from the perspective of consumers. The results showed that gender, age, education, occupation, economic status, social class, number of friends, number of social activities, number of diseases, and depression were significant. In other words, women than men, older people, highly educated people, elderly people without jobs, elderly people with poor economic status, the elderly belonging to a lower social class, the more friends, the more social activities involved, the more diseases, the higher the depression, the higher the probability of using the welfare center. It was found that heterogeneous elderly groups, such as the elderly with high educational background, many friends, and active participation in society, and the elderly, economically difficult, and poor in health, use the welfare center. Based on these research results, policy and practical suggestions were made to improve the quality of welfare services for the elderly.

Purpose: In 2012, the Child Welfare Act was revised to provide better support to children with severe disabilities in Japan. Previously, inpatient facilities had been classified according to the type of disabilities of patients. After the revision of the Act, however, these facilities were assigned into the category of "medical-type facilities for children with disabilities", or "welfare-type facilities for children with disabilities." The focus of the study is to evaluate the reorganization of the Child Welfare Act and to analyze the new layout of Center K after its transition from a facility for children with motional disabilities to a medical-type facility for children with disabilities. Methods: A literature review was conducted to identify the trend in the treatment for persons with disabilities and the process of policy making in Japan. Field research was performed twice in 2015 and 2016, before and after the renovation of the Center K facilities depending upon the revision of the Child Welfare Act. Results: There is an increasing tendency of the population of persons with disabilities in Japan, and the severity level of disability of children with disabilities. In the case of Center K, two types of ward constructed to meet the two types of disability has been reconstructed into three types of unit following the various severity level of disability. Implications: As a result, it could be argued that it is also necessary in Korea to reorganize the facilities for persons with disabilities to deal with the fact that the population of persons with disabilities in Korea has been growing and their degree of disabilities also getting severe.
The purpose of this study is to verify the relationship between psychological capital and job performance of social workers at welfare centers for the disabled. For that purpose, a self-reported questionnaire survey was conducted on 900 social workers at welfare center for the disabled nationwide, and a total of 864 copies of data were used for the final analysis. As a result of the main analysis, first, there was a positive(+) correlation between self-efficacy, hope, optimism, resilience which are the sub-elements of psychological capital, and contextuality and task performance, which are the sub-elements of job performance. Second, among the sub-elements of psychological capital, self-efficacy and hope showed statistically significant positive(+) effects on task performance. Third, it was found that optimism as well as self-efficacy and hope had a statistically significant positive(+) effect on contextual performance. Based on those findings, this study suggested practical and policy alternatives to improve the job performance of social workers at welfare centers for the disabled.
With the overall revision of the Welfare of the Aged Act in 1997, elderly welfare facilities have developed differently according to the size of locality, capacity, and social and economic characteristics. In response to the problem, various plans are being executed for expanding services and facilities for the aged. However, such efforts by the government have been focused on quantitative increase rather than on qualitative improvement, and there are not many high-quality elderly welfare facilities that meet the needs of the consumers, namely, the aged. In contrast, elderly welfare centers in Japan began to be founded from the 1960s and increased significantly from the 1970s and, as a result, 2,214 elderly welfare centers were in operation in 1995, maintaining a high level in quantity as well as in quality. Therefore, the present study surveyed using a checklist how elderly welfare centers in Japan, which are playing central roles in welfare facility services for the aged in Japan, design their indoor spaces reflecting elders' behavior and characteristics and, based on the results of the survey, classified spaces into shared spaces and individual service spaces and analyzed the spaces of each center using the checklist. The results from this case study will be used as basic data to establish standards for the space composition of elderly welfare facilities in Korea, which has 10 years' short history of elderly welfare facilities.
The purpose of this study is to empirically analyze whether or not, if a community social service center was affiliated with a governing body running other community social service centers, the center would have better organizational performance in comparing to an independently running center. Data was collected from a nationwide mailed and self-administered survey, which 237 centers out of 343 community social service centers responded. Even if, the response rate was 72%, 218 centers were finally analyzed due to the weakness of reliability and incompleteness. By the way, measurement of organizational performance as the dependent variable has been substituted of the results of nationwide organizational evaluation project as the secondary data. One of findings is that 68% of 218 responding centers appeared to be affiliated with a governing body which running more than three other centers, while 41% being affiliated with a body which running more than five other centers. However, a logistic regression analysis which using organizational performance as the dependent variable, has failed to verify the hypothesis that a center which affiliated with a governing body running other centers has better organizational performance when comparing to an independent center. The researcher assumes that a part of governing bodies has better performance and improves competitiveness while the other larger part of them pursues simple organizational growth. Thus, this situation made that the overall evaluation of being affiliated with a large governing body was not positive.

Modern society has become an aging society, and the National Statistics Office(NSO) expects that Korea will be also an aging society by 2019, that is, people over the age of 65 will account for 14 percent from the total population. In addition, the increase of labor flexibility is also one of the dramatic features in modern society. However, this social shift have unpredictable results, that is, the advent and increase of grandparent and grandchildren family. Modern medical technology has given Koreans longer expectancies, and structural and economic changes in society have brought early retirement. One of the main reasons that grandparent and grandchildren family increase is below an average of two children per family. There are various services available such as Health support center, Dream start center, Youth support center, Community child center, and Community welfare center. Besides, schools operates various programs for grandparent and grandchildren family with social workers and school counselors. But, most of all, what is necessary is a change of perspective on them. Basically, we need to develop a clear perspective on grandparent and grandchildren family as a not dismantling family type but alternative family type with creating a separate program or service

Welfare countries are making various attempts to actively use science and technology for social welfare, in this context, welfare technology can be used to improve the quality of life for not only the elderly and the disabled. The purpose of this study is to examine how social workers perceive welfare technology, how welfare technology can be applied to the social welfare field, and what future prospects are. In January, 2018, a focus group interview was conducted on 13 social workers of social welfare centers in Seoul and Gyeonggi provincial. Data were collected and thematic analysis was conducted. As a result of this study, four categories and twelve sub-categories and 24 concepts were derived, namely, 'concept of welfare technology', 'necessity of welfare technology', 'utilization of welfare technology' and 'future prospect of welfare technology'. Based on the results of this study, I discussed and suggested for the development and activation of welfare technology in social welfare field.
Purpose: The purpose of this research was to find out factors affecting job stress and job satisfaction of nurses working at the welfare centers. Methods: This study was performed with 140 nurses who were working at or had retired within 1 year from general welfare centers in Seoul during the period from March 29 to February 29 2004. We used a questionnaire asking about general characteristics. work characteristics. stress factors and job satisfaction. We analysed 103 subjects who replied to the questionnaires. Results: The mean job stress level was 2.84 out of 5 and. as for the sub-factors of job stress. income was 4.19, career development 3.69, service environment 3.26 and support system 1.90. The mean job satisfaction level was 3.32 out of 5 and. as for the sub-factors of job satisfaction, job control was 3.58, efficiency of organization 3.27, job burden and responsibility 2.92 and role ambiguity 2.25. When the nurses' job stress was compared according to their general and work characteristics. stress level was significantly high in nurses who had a short experience. were working at the department of senior welfare center. or were the only staff at their workplace (p <0.05). In addition. satisfaction level was significantly high in nurses who were working at the department of senior welfare center and medical welfare team. were the only staff at their workplace or had a heavy work load (p<0.05). According to the results of multiple regression analysis. job stress level was influenced by age ($R^2$=0.212. p<0.01). and job satisfaction level by the number of staffs and work' load ($R^2$=0.272. p<0.1). Conclusions: The results of the study suggest that good atmosphere should be made up to communicate between the departments at the workplace in order to lessen job stress and enhance job satisfaction of nurses working at welfare centers. In addition. role division and job duties among special staffs should be reviewed in order to achieve high efficiency in performing job duties.

The purpose of this study is to guide in providing quality services to meet the needs of married immigrants and their families. The researched agencies in this study were 14 public agencies and local government agencies, 21 married-immigrant family support centers, and 11 community social welfare centers located in the Seoul and Kyung-Gi areas. The program was categorized by the participating researchers, SPSS WIN 12.0 was used to calculate frequency, percentage and average then cross-tabulation was initiated. The results of the study are as follows: 1) The married-immigrant family support centers provide dominant services compared to public agencies and local government agencies, and community social welfare centers are located in the region of Seoul and Kyoung-Gi in the service areas of education, counseling, culture, child care and protect, support group and network. 2) All agencies provide service targeted to married immigrant women and their children 3) Three different types of agencies are mainly focused on providing Korean education programs. Married-immigrant family support centers and community social welfare centers are focused on providing computer skills programs. Public agencies and local government agencies are focused on providing vocation-oriented education. 4) Married-immigrant family support centers were investigated to service to the needs of married-immigrant families through networking with their neighboring communities.
BACKGROUND/OBJECTIVES: South Korea is representative of countries experiencing rapid societal aging. This study aimed to understand the current status of foodservice nutrition management provided to welfare facilities for the elderly and to understand improvements after support from "the Center for Social Welfare Foodservice Management (CSWFM)" in Cheongju City. SUBJECTS/METHODS: The status of foodservice nutrition management was assessed by dietitians and hired by the CSWFM, who visited 40 welfare facilities (registered members of the CSWFM) for the elderly in Cheongju City. After visiting each facility three times from July to December 2019, the results of inspections on four areas, that is, 'menu', 'meal provision', 'cooking', and 'distribution' management for 2nd and 3rd visits (support visits) were compared with results obtained at initial visits. RESULTS: Before support as determined during 1st visits, compliance rates with 'menu', 'meal provision', 'cooking', and 'distribution' requirements were 72.1%, 75.5%, 58.3%, and 77.5%, respectively. The mean compliance rate for all 15 items on the questionnaire used was 70.8%. Items with low compliance rates were 'Is the soup provided by foodservice at the recommended salinity?' (compliance rate 37.5%) and 'Is the foodservice cooking conducted by referring to a recipe?' (42.5%). At the two support visits, mean compliance rates increased significantly (P < 0.01, P < 0.001), mean total score had significantly increased from 71.80 to 90.26 (P < 0.001), and mean soup salinity decreased significantly from 0.82% at 1st visits to 0.68% (P < 0.001) and 0.56% (P < 0.001) at the 1st and second follow-up visits. CONCLUSIONS: These results show that the status of nutrition management at welfare facilities for the elderly was much improved by CSWFM involvement, and indicate the CSWFM should continuously provide nutrition management support to facilities and that finances and opportunities for more welfare facilities for the elderly be expanded.
