Local Education Welfare Financial Analysis - Focused on Busan Metropolitan City Office of Education Special Account (지방교육 복지재정의 실태 분석 연구 -부산광역시교육청 교육비특별회계를 중심으로-)

  • This paper is to analyze the size of Busan Metropolitan City Office of Education Special Account and Educational finance Changes based on the welfare types from 2009 to 2013. It also identifies the impact on welfare finance education programs that target low-income students. The size of Education welfare finance was increased to 355.3 billions (2013) from 90.9 billions (2009), with the last 5 years average annual growth rate as high as 41.9%. But there has been relative decrease in the size of selective welfare budget for low income students such as tuition assistance & IT support to low-income and vulnerable groups, rural schools support to improve facilities, education welfare priority program. The finding suggests that the size of selective welfare budget should not be decreased due to universal education welfare policy. If it is to expand the universal education welfare, then there should be redesigning of local educational finance and further revenue for local education finance to keep the budget for the education welfare target groups.

Analysis of User Satisfaction and its Related Factors in Facilities using Closed Rural Schools (농촌 폐교재산 활용 활성화를 위한 우수 시설 이용자의 만족도와 영향 요인 조사)

  • Although user satisfaction and activation are noting new, factors related to user emotion have been a part of the important subject shared by most people for management. But few studies have known in culture and welfare facilities using closed rural schools. The samples were collected through self-completed a questionnaires, a total of 322 users data were identified by SPSS 25.0 and frequency and descriptive analysis, correlation analysis and multiple regression analysis were performed. The main results are as follows: 1) General user satisfaction of culture and welfare facilities using closed rural schools reach a total or 8.52 points(out of a total of 10 points), 2) significant factors related to user satisfaction are comparative satisfaction, recognition of contribution to the local economy, age, job. A key insight from these results is that most users are satisfied with the culture and welfare facilities using closed rural schools. And relationship between user satisfaction and a variety of variables indicates the essential for differentiation and utilization of services. It is necessary to implement several practical and political strategies taking the context and the needs of users as a way of enhancing the urban and rural welfare services.

  • It is expected that the need of a social welfare hall gradually arise in our community, since we regard the meaning of social welfare as a right which all of the people should have as guardians of the weakest members. Today, ambiguous guidelines on architectural plan of the social welfare hall, which are still not suitable for function and role of this hall, and are not corresponded with architectural design from the early design phase, are proposed in our design competition, because these kinds of halls have not been often built according to functional requirements of the social welfare. Therefore, this study proposes an architectural strategy that should be considered before designing a new social welfare hall, through an analysis of spatial usage in operation programs of various newly-built halls in Korea.

Analysis of Facility Standard for Elderly Welfare Facility by Universal Design Principle and Guideline: Focusing on Legal Regulations (유니버설 디자인의 원리와 지침에 의한 노인복지시설 기준 분석: 법률 규정을 중심으로)

  • The purpose of this study is to analyze the facility standards of the elderly welfare facilities applying the seven principles of the universal design. The facility standards of the elderly welfare facilities were limited to the provisions of the "Enforcement Regulation of the Elderly Welfare Act". There are few legal regulations applying the universal design in the construction of the elderly welfare facilities. The facility standards are set only with the minimum requirements such as securing the safety of the user, securing the space area, functional convenience, and risk prevention. However, the contents of the regulations are limited to the minimum standards for functional convenience and safety required for living. In conclusion, in the elderly welfare facilities, the notion of universal design, which considers not only the elderly, but also service providers, employees, and general visitors, should be considered.

Effect of Social Support for Social Welfare Workers on Job Satisfaction -Focusing on local child care center- (사회복지사의 사회적 지지가 직무만족에 미치는 영향 -지역아동센터를 중심으로-)

  • The purpose of this study was to analyze the effect that the social support for social welfare workers who are the key personnel providing the service to children directly at local child care center would have on job satisfaction. For this study, the social welfare workers of local child care center in Jeollanam-do were surveyed. A total of 240 questionnaires which had been collected were used for analysis. This study analyzed the effect of social support on job satisfaction by defining the demographic characteristics of social welfare workers as the control variables. The results of the analysis showed that the social support had the greatest influence on job satisfaction. Such results suggest that the stronger social support for social welfare workers would increase the job satisfaction of social welfare workers. Based on the results of the analysis, the following recommendations are presented which can help increase social support for social welfare workers: First, it is necessary to standardize the works of social welfare workers at local child care center and provide them with specialized training and education. Second, additional points should be granted to excellent local child care centers. Third, a cooperation system needs to be established which links the networks of colleagues and local societies.

Development of University Students' Key Competency Improvement Program Based on Field Demanding Analysis in Nursing and Social Welfare (간호.사회복지 분야의 현장 요구조사에 기초한 대학생 직업기초능력 향상 교육프로그램 개발과 평가)

  • Purpose: The purpose of this study was to develop and evaluate learning effects of the key competency improvement program which is based in nursing and social welfare fields demanding analysis for nursing and social welfare among university freshmen. Method: The program was based on the ADDIE model. The field demanding analysis gave a questionnaire to 459 participants in the nursing and social welfare workplace. The subjects of this study were 136 students as an experimental group and 116 students as a control group which participated in the questionnaire. The experimental group was given a newly developed program, on the other hand, the control group was given traditional lessons. Collected data were analyzed by ANCOVA with SPSS. Result: The result of this study was that linkage perception of health and welfare, self-directed learning ability, participation perception, and interpersonal relationship ability showed significant improvement in the experimental group. Conclusion: This study can be used as basic data for management and evaluation of programs that are available not only to field-oriented disciplines but also to overall higher education fields which aim to strengthen core competency.

Social Workers's View Regarding the Concept of Welfare Technology and Its Application (사회복지사의 복지테크놀로지 개념 인식과 적용 사례)

  • Welfare countries are making various attempts to actively use science and technology for social welfare, in this context, welfare technology can be used to improve the quality of life for not only the elderly and the disabled. The purpose of this study is to examine how social workers perceive welfare technology, how welfare technology can be applied to the social welfare field, and what future prospects are. In January, 2018, a focus group interview was conducted on 13 social workers of social welfare centers in Seoul and Gyeonggi provincial. Data were collected and thematic analysis was conducted. As a result of this study, four categories and twelve sub-categories and 24 concepts were derived, namely, 'concept of welfare technology', 'necessity of welfare technology', 'utilization of welfare technology' and 'future prospect of welfare technology'. Based on the results of this study, I discussed and suggested for the development and activation of welfare technology in social welfare field.

Concept Structures, Functional Equivalence and the East Asian Welfare State Discussion: An Application of Set Theory in Comparative Social Policy (개념구조, 기능적 등가물 그리고 동아시아복지국가론: 비교사회정책연구에서 집합이론의 활용)

  • After the introduction of the three welfare regimes by Esping-Andersen, discussion on 'other' types of welfare regimes was facilitated and the scholarly focus on East Asian economic development gradually shifted to the East Asian welfare states discussion from the late 1990s. Literature on East Asian welfare states increased our understanding on the characteristics of not only the East Asian welfare state as a whole but also of each country in the region. However, compared the attention given to developing variables and empirical studies on the East Asian welfare state, less attention has been given to the concept of East Asian welfare states. Recognizing the limitation in developing comparable variables without a concept analysis of the East Asian welfare states, this study highlights the importance of conceptualization and concept analysis in comparative social policy studies. This paper first discusses on the concepts, conceptualization and on the use of set theory in comparative social policy research. Next, the study argues the validity of 'functional equivalence' in the East Asian welfare state studies and critically reviews the existing literature. Lastly, this paper suggests how the concept of functional equivalence can be successfully employed for the East Asian welfare states studies with a concept analysis and by applying a set theory including the fuzzy set theory.

The Effects of Cultural Capital and Social Welfare Expenditure on the Elder's Subjective Happiness

  • The purpose of this study is to introduce policy and theoretical implications by analyzing affecting factors for the elder's happiness. For this study, we analyzed data using HLM. Data include a world value survey(hereafter, WVS) as personal level analysis data and also OECD's Social Expenditure Database(hereafter, SOCX) and database from the World Bank as national level analysis data. The subjects of personal level analysis were the elder who are over 65-years od age, and they were total 3,297 people, and while the subjects of national level analysis were total 9 OECD countries. For the data analysis, hierarchial linear model(HLM) analysis was done by using HML 7.0 program. As a result of analysis, First, for the elderly's happiness, they should improve self-disposition, members of social groups, and social class. Second, the old-age pension and the survivor's pension had no meaningful effect on the happiness. but it was found that self - disposition, social class, gender, and health status showed meaningful interaction effect according to old - age pension, survivor pension, per capita GDP, income inequality. This suggests that efforts to improve the happiness of the elderly should be made at the individual level and the national level at the same time.

Influence of perception of organization politics of social welfare facility employee to job attitudes - Focusing on mediator effect of leader trust-

  • This study conducted empirical analysis on the influence of perception of organization politics of social welfare facility employee to job attitude, and based on the analysis result, it aims to suggest theoretic and political implications. For this, the study conducted survey targeting social workers working at social welfare facilities in Gwangju. 350 copies of survey were distributed,. 197 copies were retrieved and 176 copies were used in analysis after excluding 21 copies with insincere reponses. The collected data was processed through SPSS 20.0 for reliability analysis, frequency analysis, T-test, and hierarchical regression analysis. The study results are as below. This study analyzed the job exhaustion, turn over intention and causal relationship as the result variables and perception of organization politics of social workers, and analyzed the leader trust as mediating effect among the previous researches related to perception of organization politics. As for the analysis result, the perception of organization politics of social workers improve job exhaustion and turn over intention, and leader trust was confirmed to have mediating effect on relationship among the variables.
