A Study of Predicting the Degree of Donors' Philanthropic Effort in Nonprofit Social Welfare Arena (후원 활동에 참여하는 사람들의 일반적 특징과 그들의 후원 노력에 영향을 미치는 요인들에 관한 연구)

  • The primary objectives of this research is to identify (1) demographic and behavioral characteristics of donors for social welfare organizations in Korea and (2) factors that predicts the degrees of donors' philanthropic effort measured by the fraction of personal income given to these organizations. This study uses the data based on the responses of 191 participants among 500 donors selected randomly from the donor population of 5 major social welfare organizations. In the demographic aspect, this study showed that donors have higher frequencies in college education, Christianity, married status, age of 30s & 40s, and middle class. In the behavioral aspect, this study showed that donors have higher frequencies in inner motivation for philanthropic participation ("joy of giving"), satisfaction about the activities of social welfare organizations, trust toward funds administration of social welfare organizations, and active participation ("solicitation to others") about donation. This study also showed that donor's duration is distributed around 3 years (median) and donors' donation amount is distributed around 20,000 Won (median). This study found that the median value of donors' philanthropic effort is 1.2 percent and the distribution of philanthropic effort by income has the U shape. Finally, using polynomial regression analysis, this study found that the first power and second power of donor's income, age, continuation motivation of donation, and degree of active participation are statistically significant in predicting the degree of donors' philanthropic effort. This study will contribute to expanding knowledge about donors' characteristics and provide a practical implication for financial resource mobilization strategies in nonprofit nongovernmental sector.

The Achievement of The Employment-oriented Welfare State (고용중심 복지국가의 고용과 재정 성과)

  • This study explores the effectiveness of employment-oriented welfare state by analyzing the mediating role of employment rate on the relationship between public welfare effort and fiscal soundness. Notably, this study considers the quality of employment into the analysis: part-time work, involuntary part-time work and low-wage work in analysis. The data sample consists of 18 OECD countries which initiated employment-oriented welfare strategy after the crisis of welfare state. An analysis was conduct based on Baron & Kenny(1986)'s method and panel two-stage model to handle the endogeneity problem. The results show that while the high level of public welfare effort negatively affects the fiscal soundness if it contributes to boosting employment rates, it has positive effects on the fiscal soundness. However, when the incidence of involuntary part-time employment and low-wage employment is high, the mediating impact of employment rate on the fiscal soundness disappears. This study argues that unless the quality of employment is taken into consideration, the positive effect of employment-oriented welfare state strategy to improve the fiscal soundness is not fully guaranteed.

Effect for the Social Worker's Organizational Citizenship Behavior of Value Congruence and Vision Sharing (사회복지조직의 비전공유와 가치일치가 종사자의 조직시민행동에 미치는 영향)

  • This study analyzed on the effect worker's organizational citizenship behaviors of vision sharing and values congruence in social welfare organization. Analysis results are as follows: the higher the degree of a certificate of qualification of social welfare organization's worker and the position of organization have on active organizational citizenship behavior in social welfare organization. Most social welfare organization don't effort for vision sharing and values congruence in organization. Vision sharing and values congruence in social welfare organization result in actively organizational citizenship behaviors. Social welfare organization's purpose are to solve the social problem in communities. Therefore, the administrator of social welfare organization strive to share the vision of the organization with worker, and should pay more effort in the selection process for selecting the worker that matches with organization's value.

Analysis on Factors Influencing Welfare Spending of Local Authority : Implementing the Detailed Data Extracted from the Social Security Information System (지방자치단체 자체 복지사업 지출 영향요인 분석 : 사회보장정보시스템을 통한 접근)

  • Researchers in welfare services of local government in Korea have rather been on isolated issues as disables, childcare, aging phenomenon, etc. (Kang, 2004; Jung et al., 2009). Lately, local officials, yet, realize that they need more comprehensive welfare services for all residents, not just for above-mentioned focused groups. Still cases dealt with focused group approach have been a main research stream due to various reason(Jung et al., 2009; Lee, 2009; Jang, 2011). Social Security Information System is an information system that comprehensively manages 292 welfare benefits provided by 17 ministries and 40 thousand welfare services provided by 230 local authorities in Korea. The purpose of the system is to improve efficiency of social welfare delivery process. The study of local government expenditure has been on the rise over the last few decades after the restarting the local autonomy, but these studies have limitations on data collection. Measurement of a local government's welfare efforts(spending) has been primarily on expenditures or budget for an individual, set aside for welfare. This practice of using monetary value for an individual as a "proxy value" for welfare effort(spending) is based on the assumption that expenditure is directly linked to welfare efforts(Lee et al., 2007). This expenditure/budget approach commonly uses total welfare amount or percentage figure as dependent variables (Wildavsky, 1985; Lee et al., 2007; Kang, 2000). However, current practice of using actual amount being used or percentage figure as a dependent variable may have some limitation; since budget or expenditure is greatly influenced by the total budget of a local government, relying on such monetary value may create inflate or deflate the true "welfare effort" (Jang, 2012). In addition, government budget usually contain a large amount of administrative cost, i.e., salary, for local officials, which is highly unrelated to the actual welfare expenditure (Jang, 2011). This paper used local government welfare service data from the detailed data sets linked to the Social Security Information System. The purpose of this paper is to analyze the factors that affect social welfare spending of 230 local authorities in 2012. The paper applied multiple regression based model to analyze the pooled financial data from the system. Based on the regression analysis, the following factors affecting self-funded welfare spending were identified. In our research model, we use the welfare budget/total budget(%) of a local government as a true measurement for a local government's welfare effort(spending). Doing so, we exclude central government subsidies or support being used for local welfare service. It is because central government welfare support does not truly reflect the welfare efforts(spending) of a local. The dependent variable of this paper is the volume of the welfare spending and the independent variables of the model are comprised of three categories, in terms of socio-demographic perspectives, the local economy and the financial capacity of local government. This paper categorized local authorities into 3 groups, districts, and cities and suburb areas. The model used a dummy variable as the control variable (local political factor). This paper demonstrated that the volume of the welfare spending for the welfare services is commonly influenced by the ratio of welfare budget to total local budget, the population of infants, self-reliance ratio and the level of unemployment factor. Interestingly, the influential factors are different by the size of local government. Analysis of determinants of local government self-welfare spending, we found a significant effect of local Gov. Finance characteristic in degree of the local government's financial independence, financial independence rate, rate of social welfare budget, and regional economic in opening-to-application ratio, and sociology of population in rate of infants. The result means that local authorities should have differentiated welfare strategies according to their conditions and circumstances. There is a meaning that this paper has successfully proven the significant factors influencing welfare spending of local government in Korea.

A Study of the Relationship between Religion and Giving Behavior -Analyzing Moderating Effect of Religiosity- (종교와 기부행동의 관계에 대한 연구 -종교성의 조절효과-)

  • This study attempts to examine the moderating effect of religiosity in the relationship between religion and secular giving behavior (absolute amount and philanthropic effort). For the analysis, this study utilizes 'Giving Korea 2012' by the Beautiful Foundation and employs Tobit regression model. Focusing on giving amount, major findings are that (1) Protestants and Catholics give greater amounts for secular cause than those with no religious affiliation; and (2) interaction between Protestants and religiosity and interaction between Catholics and religiosity have significant relationships with citizens' secular giving amount in a positive direction. Focusing on philanthropic effort (giving amount divided by family income), major findings are that (1) there is no significant relationship between religion types and citizens' philanthropic effort and (2) interaction between Protestants and religiosity and interaction between Catholics and religiosity have significant relationships with citizens'philanthropic effort in a positive direction. This study provides new knowledge foundation on citizens' secular giving behavior and contributes to developing effective fundraising strategies of nonprofit organizations on religion-related donor markets.

  • In this study, 'poverty', which we think in our daily life, started from something. In particular, this study typified the perception of poverty by using the 'Q methodology', a subjective research method, to examine individual subjective opinions. The results of the analysis are as follows. is a "Retraction type", and poverty is a problem of 'Retention', 'Individual Effort Problem', 'Social Structure Problem', 'Low Status' and 'Laziness'. is a "Individual Problem type", and emphasizes 'Individual Effort Problem', 'Laziness', 'Incompetence', 'Starvation' and so on. is a "Basic Problem type", and emphasizes the basic element of life such as 'The Food and Shelter problem', 'Starvation', 'Laziness', and 'No Money'. is a "Resource Distribution Problem Type" that emphasizes the problem of resource allocation according to social structural problems. This study typifies the perception of poverty using subjectivity research method on 21st century and expects converging extension study to empirical studies for generalization.

The Achievements and limitations of the U. S. Welfare Reform (미국 복지개혁의 성과와 한계)

  • This study examines the socio-economic impacts of recent welfare reform in the United States. Based on the neo-conservative critique to the traditional public assistance system for low-income families, the 1996 welfare reform has given greater emphases on reducing welfare dependency and increasing work effort and self-sufficiency among welfare recipients. In particular, the welfare reform legislation instituted 60-month lifetime limits on cash assistance, expanded mandatory work requirements, and placed financial penalties for noncompliance. With the well-timed economic boom in the second half of the 1990s, the welfare reform seems to achieve considerable progress; welfare caseload has declined sharply to reach less than 50% of its 1994 peak, single mothers' labor force participation has increased substantially, and child poverty has decreased. In spite of these good signals, the welfare reform also has several potential problems. Many welfare leavers participate in the labor market, but not all (or most) of them. The economic well being of working welfare leavers did not increased significantly, because earnings increase was canceled out by parallel decrease in welfare benefits. Furthermore, most of working welfare leavers are employed in jobs with poor employment stability and low wages, making them highly vulnerable to frequent layoff, long-time joblessness, persistent poverty, and welfare recidivism. Another serious problem of the welfare reform is that a substantial number of welfare recipients are faced with extreme difficulties in finding jobs, because they have severe barriers to employment. The new welfare system with 5-year time limit can severely threaten the livelihoods of these people. The welfare reform presupposes that welfare recipients can achieve self-reliance by increasing their labor market activities. However, empirical evidences suggest that many people are unable to respond to the new, work-oriented welfare strategy. It may be a very difficult task to achieve both objectives of the welfare reform((1) providing adequate income security for low-income families and (2) promoting self-sufficiency) at the same time, because sometimes they are conflicting each other. With this in mind, a possible solution can be to distinguish welfare recipients into "(Very)-Hard-to-Employ" group and "(Relatively)-Ready-to-Work" group, based on elaborate examinations of a wide range of personal conditions. For the former group, the primary objective of welfare policies should be the first one(providing income security). For the "Ready-to-Work" group, follow-up services to promote job retention and advancement, as well as skill-training and job-search services, are very important. The U. S. experiences of the welfare reform provide some useful implications for newly developing Korean public assistance policies for the able-bodied low-income population.

Health Status and Improvement Plans for Korean Elderly (한국 노인의 건강실태와 대책방안)

  • The purpose of this document is to provide the direction of the policy for welfare of the elderly, by identifying the problems and status of the welfare service for the elderly. The primary source of degrading the living standard of the elderly is the increase of the elderly population and life longevity. The Welfare service for the elderly to enhance the poor living level of the elderly population should be established, to compensate their former economic and social contribution in the society and also to promote the basic human right. The agenda to achieve this goal sums up like these : First, the basic living of the unhealthy elderly belonging to the low-income group, such as government-provided income and medical service should be provided. Second, for those with working ability, more opportunity for working and social activities should be given, focusing on expanding the employment rather than adding income. Third, for those with middle and high income, silver industry and pastime activities should be nurtured. Lastly, rather than institutional protection for the elderly, the welfare service for those staying home should be enforced, thus naturally leading to the family support for the elderly. There cannot be a sound policy for welfare and improvement of living standard ignoring the Well-being of the elderly population. The effort to better the welfare for the minority groups who compose the base of the social base will, eventually, result in the progress of the entire society.

A Study on the Impact on the Participant's Sense of Community through Community Currency Movement in Korea (지역통화운동이 지역사회 공동체의식 강화에 미치는 영향에 관한 연구)

  • The purpose of this study is to examine the residents' life style affected by community-oriented behavior, and to assess the implication of changes in communities and in the participants' sense of community resulted from the Community Currency Movement in Korea. 4 Community Currency organizations were selected for this study and some methodologies such as field research, survey of actual conditions and depth interview research were used, By using of this methodology. We can analyze the characteristics of Community Currency Movement in Korea and the degree of participants' sense of community. As a result of this study, it was found that the residents recognized 'new' community and felt 'a sense of belonging' by exchanging the community currency. They have also expanded 'a sense of responsibility' for the community through the exchange of this currency. Along with this change of attitude, participants have made a new community norms and they have been more or less controled by the norm. Moreover, the emotional satisfaction and the needs for improving self-esteem have been realized within the community, and the intimacy as well as solidarity have been built up and enhanced. In conclusion, the Community Currency Movement gives a significant implication to the communities that seek to solve the community problems of the contemporary society through the communal effort by the residents themselves. Furthermore, in terms of community welfare, this process will be of an immense help in reinforcing self-help ability of the residents effectively.
