  • In a deregulated power market, a load model considered the characteristics of electric consumers is required and the congestion management of transmission lines should be resolved in a point of economic benefits. It is essential that the optimal power flow algorithm is applied to manage transmission line congestion. Therefore, in this paper, we implement the optimal power flow with object function of social welfare maximization based linear programming and analysis the nodal prices for generations and loads through a numerical study.

  • Hospice is defined by the National Hospice and Palliative Care Organization (NHPCO, USA) and WHO, as a program of care that provides comprehensive medical, nursing and support services to dying patients and their family. Despite its broad definition, however, hospice care in Korea has been focused mostly on terminal cancer patients. Thus hospice eligibility for patients with advanced cancer is relatively easier to predict than those with other fatal chronic illnesses such as heart, lung, renal or liver diseases, and dementia. This makes it more difficult for patients and families to prepare for death and gain full benefits of hospice care. This article introduces the medical guidelines for selected non-cancer patients who are expected to live for only six months, this making it possible for patients, who are nearing the end of life, to avoid unwarranted suffering.

Determinant Factors on the Strike among Hospital Laborer in Korea (일부 대학병원 근로자의 파업성향과 파업참여 행동결정 요인)

  • The aim of this study is to analyze determinant factor on the strike action among hospital laborer in Korea. We collected data for 10days from 12 to 22 July, 2013. This study was surveyed 405 laborer in university hospital was located in the Seoul city and Gyeonggi-do. It was found as follow. There was statistically significant difference in the strike propensity and sub-domain on the job dissatisfaction by sex, age, education, wedding, occupation, position, salary, number of years of employment, position in labor union for strike action(p<0.05). From the multiple regression analysis, it was found that determinant factor on the strike action was occupation, strike propensity(sense of duty, after vote, depend on compensation) which was statistically significant difference(p<0.05). As a result, we suggest that hospital administrator must solve the problem related welfare benefits and personnel system in university hospital for preventing strike.

Effects of Household Type by Public Pension Income Level on Life Satisfaction (공적연금소득을 통한 가구형태가 삶의 만족에 미치는 영향)

  • Objectives: This study aimed to analyze the factors influencing the life satisfaction of retirees(n=1,919) in one-person and multi-person households using the 2015 wave of the Korean Retirement and Income Study, collected by the National Pension Service. Methods: Frequency analysis and χ2-test were performed to examine the general characteristics and relation between one-person and multi-person household retirees. Logistic analysis was conducted to examine the factors affecting life satisfaction. Results: Public pension income was a statistically significant factor affecting life satisfaction, economic, health, and life in multi-person households. Conclusions: To improve life satisfaction after retirement, selective insurance benefits are needed depending on the type of household. Moreover a policy for expanding labor market participation is needed.

  • The purpose of this study is to provide the information for problem solving and development, and to suggest future directions for educational work of HFSC. For this purpose, the annual reports of 40 centers were analyzed and a staff survey was carried out. On the basis of these reports and the survey, the benefits of the educational programs were examined and alternatives for better educational work are suggested.

Potential Benefit of Genetic Engineering in Plant Breeding: Rice, a Case Study

  • This paper summarizes recent developments in the field of molecular biology and its application to plant breeding, particularly in rice. Plant breeding in the past mostly depended on the time-consuming crossing of known genomes limited to certain traits. Plant breeding has now benefited from marker-assisted selection and genetic engineering to widen the gene pool, improve plant protection, and increase yield. Future plant breeding will expand based on functional and nutritional genomics, in which gene discovery and high-throughput transformation will accelerate crop design and benefits will accrue to human health, in the form of nutritional food for poor people to reduce malnutrition, or food enriched with antioxidants and with high food value for rich people. Agricultural biotechnology for food is no longer a dream but a reality that will dominate the 21st century for agriculture and human welfare.

The Welfare Systems in Sweden and Korea with a Focus on the Demographic Transition (인구변천 과정에서 본 한국과 스웨덴의 복지 상태 비교)

  • The Swedish welfare state has been the model for others to emulate the archetypical example of state intervention. The state interventions are presented in the form of legal acts. These social welfare acts can be classified according to the demographic transition theory. According to the Bogue's theory, the demographic transition in Sweden took place in four stages : the pre-transitional stage before 1810; the early transitional stage from 1810 to 1860; the mid-transitional stage from 1860 to 1930; the late transitional stage from 1930 to now. As we look into the social welfare acts in Sweden, the relief of the poor was the major concern of the early transitional stage, the care of workers was the major concerns of the mid-transitional stage and the care of the families was the major concerns in the late transitional stage. The Korea's transition period can be devided as follows; the pre-transitional stage before 1960; the early transitional stage from 1960 to 1969; the mid-transitional stage from 1970 to 1987; and the late transitional stage from 1987 to now. In Korea, the major concern of the early transitional stage was the care of the officials and the workers; in the mid-transitional stage the care of the aged and the handicapped were the major concerns. And in the late transitional stage the expanding of the welfare clients was the major concern. If we compare the results of both countries, the relief of the poor, the care of the workers and the care of the families will be the major concerns in Korea, because the social welfare acts in Korea are extended to specific groups and not to the whole population. The acts related to these social issues have been arranged in 120 years in Sweden. But Korea had to do the same work in 27 years. So the burden of making those social acts will be four times heavier. If we want to extend the benefits of the social system to the general population, we need to look at the design and approach of the swedish model. The reason why swedish social acts constitute an international model has more to do with the uniqueness of its design and approach. First of all, it is characteristic by its universalism, secondly by its emphasis on social services and thirdly by its productivitism. Also the swedish welfare state supported by a high-tax system called the earnings-related welfare system. In order to achieve an effective welfare state, we Koreans should pay attention to the relief of the poor, the care of the worker and the families. We should also focus on a good system design and prepare appropriate budgets.

Trend Analysis of Fraudulent Claims by Long Term Care Institutions for the Elderly using Text Mining and BIGKinds (텍스트 마이닝과 빅카인즈를 활용한 노인장기요양기관 부당청구 동향 분석)

  • In order to explore the context of fraudulent claims and the measures for preventing them targeting the long-term care institutions for the elderly, which is increasing every year in Korea, this study conducted the text mining analysis using the media report articles. The media report articles were collected from the news big data analysis system called 'BIG KINDS' for about 15 years from July 2008 when the Long-Term Care Insurance for the Elderly took effect, to February 28th 2022. During this period of time, total 2,627 articles were collected under keywords like 'elderly care+fraudulent claims' and 'long-term care+fraudulent claims', and among them, total 946 articles were selected after excluding overlapped articles. In the results of the text mining analysis in this study, first, the top 10 keywords mentioned in the highest frequency in every section(July 1st 2008-February 28th 2022) were shown in the order of long-term care institution for the elderly, fraudulent claims, National Health Insurance Service, Long-Term Care Insurance for the Elderly, long-term care benefits(expenses), elderly care facilities, The Ministry of Health & Welfare, the elderly, report, and reward(payment). Second, in the results of the N-gram analysis, they were shown in the order of long-term care benefits(expenses) and fraudulent claims, fraudulent claims and long-care institution for the elderly, falsehood and fraudulent claims, report and reward(payment), and long-term care institution for the elderly and report. Third, the analysis of TF-IDF was similar to the results of the frequency analysis while the rankings of report, reward(payment), and increase moved up. Based on such results of the analysis above, this study presented the future direction for the prevention of fraudulent claims of long-term care institutions for the elderly.

A Study on Home Care and Home Visiting Nursing in Japan (일본의 재가간호 및 방문간호 -새로운 개호보험제도의 실시를 앞두고-)

  • Japan has been prepared for aging society from 1970. In 1970, the percentage of distribution of population of 65 years old and over was 7.1%. It is similar to present percentile of the elderly in Korea. Therefore, it will be needed to study about home care and home visiting nursing in Japan at present. This study was aimed to prepare the fundamental documents for home care nursing in Korea and to know the background of new health care system of Long-term Care Insurance in Japan, by studying home care and home visiting nursing in Japan. With the continuing aging of the population, especially the increase in the number of latter stage elderly, it is predicted that there will be an increase in the number of the elderly who are bedridden and suffering senile dementia. To ensure that these people will be able to continue living in the communities and homes they are accustomed to, surrounded by their families and neighbors, Japan substantially improve and expand in-home services. There were also long-term effort to reach the level of services outlined in the Gold Plan and the New Gold Plan within the decade between FY 1991 and FY 1999 in the field of health care and welfare. Under this plan, the most noticeable change was occurred in home care, home was permitted as the field of care and visiting nursing was established in law. Through this 10- Year Strategy for Promotion of Health and Welfare Services for the Aged, many problems have been improved and solved, but some problems remained such as inadequate service supply and consumption of medical insurance for the elderly. Japan will be a society composed 25% of elderly people of total population in 2020, and it will be soon faced with a shortage of welfare and medical facilities and manpower. As for equalizing the benefits and cost burdens, and other future arrangements for health care and welfare, Long-term Care insurance system was established in 1994. This system will be enforced from April 2000 and use present facilities and services. To know home care and home visiting nursing in Japan, we need to consider present conditions well and to take notice of changes and measures to cope with an aging society continuously.

Changes and Challenges in the Concept of Industrial Accident Insurance in Korea (산업재해 인정 형태 변화와 보상체계 합리화 연구)

  • The compensation system in industrial accident insurance is systemized with "either receiving all or no benefits at all" according to "admited or denied as an industrial accident". Therefore, they are centered on the decision as "industrial accident" or "non-industrial accident", but judging between the two is very complicated, and has inherent conflicting factors. In the early stage of industrialization, industrial accident compensation was based on the indemnity liability for employer's faults. In order to be compensated any damage, the injured worker should prove that the accident was not due to his or her faults. However it was very difficult for injured worker or his or her family to prove the employer's faults, so it was almost impossible to get compensation. Thereafter industrialization progress and improvement of workers' political status lead to conversion from principle of liability with employer's faults to principle of liability without employer's faults. In addition to that, coverage of industrial accident compensation was also expanded. This improvement strengthened the benefit payment principle of "All or Nothing". Even though the "All or Nothing" principle provokes tremendous criticism, the reason why it's difficult for industrialized countries to adopt partial compensation system, is that partial compensation system worsens the administrative hardship, therefore industrialized countries overcome the restrictions of the "All or Nothing" principle with making balance in provisions for any risk to some extent. However, in Korea because the general compensation system for covering medical cost and income loss from accidents, is not equipped, it could be possible to cause acute conflicts with regard to coverage of industrial accidents. Therefore it is required to improve the industrial accident insurance with the acceptance of the significance and logic of discriminated compensation, and create the integrated compensation system in the long run.
