  • This research investigates the objectives, concepts, and technical aspects of existing Smart Cities in theoretical terms in order to resolve any ambiguities the definition of Smart City currently has. Through this, theoretical recommendations for Smart City that targets elderly citizen are made. The elderly citizens in question are people currently in their mid-50s to early 60s, in order to adequately employ futuristic technologies into four major sectors: healthcare, post-retirement employment, community-based governance, and environment-friendly infrastructure. The research concludes that while the technical application of welfare to the elderlies through constructing a purposeful Smart City is desirable, environmental consideration should come in prior concern as a sustainable foundation of livelihood is needed for citizen accommodation.

  • Objectives: This study explored the community food environmental factors affecting food purchasing using a qualitative research methodology for the elderly as well as the various food environments under their socioeconomic diversity. Methods: For the qualitative data collection, this study interviewed 20 elderly people aged 65 years or more, who participated in a public health program or lunch services operated by the senior welfare center in Seoul. Five dimensions, such as availability, physical accessibility, affordability, acceptability, and accommodation suggested in previous studies, were used to identify the community food environmental factors. Results: The elderly participants showed overall similarities to the concepts derived from existing studies on the five dimensions of food accessibility environment. In addition, other important food accessibility environmental factors that were not present in previous studies, such as acceptability for a product of domestic origin, delivery service to home, and small-packaged food sales, were derived. On the other hand, the concept of some subjects differed depending on the household income and specifically for the physical accessibility concept. This showed that the close distance factor from a grocery store at home might not apply to older adults in low-income households in Korea. Conclusions: This study found that five dimensions of the food environment suggested by previous studies could also be applied to vulnerable older adults in Korea. On the other hand, the socioeconomic characteristics of individuals and households would affect the perspectives of their local food environments differently. The findings of this study could help in the development of tools for evaluating the community food environment.

Based on the results of the research, evaluation indicators were developed in terms of supporting users to receive high quality services. The characteristics of the elderly, that is, the characteristics of elderly diseases that are difficult to maintain and improve, the direction and transparency of institutional operation, and the need for terminal care were reflected. Forty-three evaluation indicators were presented, covering institutional operations, environment and safety, beneficiary rights protection, payroll process, and payroll results. In addition, we proposed a four-step multi-level evaluation system that can improve the efficiency of the evaluation process by improving the redundant and unnecessary evaluation process.

  • The purpose of this study is to examine whether the effect of service satisfaction regarding the accessibility of child care services varies between dual-earner and single-earner families. In particular, we conducted the analysis by dividing the service accessibility into sub-areas. The study sample consisted of 267 parents living in Seoul and Gyeonggi region. As a result of the analysis, accommodation in use time and affordability influenced satisfaction in the single-earner families, and information acquisition and acceptability in the dual-earner families. For single-earner families, the more convenient the use time of the childcare institution and the less the service cost burden, the higher the satisfaction. The dual-earner families had higher satisfaction levels if it was easier to obtain information about the childcare centers and weaker the religious characteristics of the childcare centers. Based on the research results, it is necessary to differentiate the burden of cost and provide more flexible operation of childcare service operating hours. In addition, it is necessary to devise a policy method to increase the transparency of information to childcare institutions.

The necessary period for whole construction was set as approximately 36 months. Regarding construction method, RC Rahmen method was selected as the optimized alternative considering the workmanship of manpower of North Korea and conditions of supply and demand of materials and cluster-type vehicle allocation plan based on 4~6 units considering the efficiency of supplying service facilities and convenient facilities along the simultaneous accommodation of 15,000 people was offered. It was analyzed that total business expenses of approximately 80~100 billion Korean Won would required though there were the difference for each alternative in the charged rental way that the development business owner develops by lending the inter-Korea Cooperation Fund and withdraws the rent by the benefit principle. The possibility of withdrawing the rent was analyzed assuming that the period of withdrawing the investment is 30 years.
