New Zealand suffers from regular floods, these being the most common source of insurance claims for damage from natural hazard events in the country. This paper describes the origin and distribution of the largest floods in New Zealand, and describes the systems used to monitor and predict floods. In New Zealand, broad-scale heavy rainfall (and flooding), is the result of warm moist air flowing out from the tropics into the mid-latitudes. There is no monsoon in New Zealand. The terrain has a substantial influence on the distribution of rainfall, with the largest annual totals occurring near the South Island's Southern Alps, the highest mountains in the country. The orographic effect here is extreme, with 3km of elevation gained over a 20km distance from the coast. Across New Zealand, short duration high intensity rainfall from thunderstorms also causes flooding in urban areas and small catchments. Forecasts of severe weather are provided by the New Zealand MetService, a Government owned company. MetService uses global weather models and a number of limited-area weather models to provide warnings and data streams of predicted rainfall to local Councils. Flood monitoring, prediction and warning are carried out by 16 local Councils. All Councils collect their own rainfall and river flow data, and a variety of prediction methods are utilized. These range from experienced staff making intuitive decisions based on previous effects of heavy rain, to hydrological models linked to outputs from MetService weather prediction models. No operational hydrological models are linked to weather radar in New Zealand. Councils provide warnings to Civil Defence Emergency Management, and also directly to farmers and other occupiers of flood prone areas. Warnings are distributed by email, text message and automated voice systems. A nation-wide hydrological model is also operated by NIWA, a Government-owned research institute. It is linked to a single high resolution weather model which runs on a super computer. The NIWA model does not provide public forecasts. The rivers with the greatest flood flows are shown, and these are ranked in terms of peak specific discharge. It can be seen that of the largest floods occur on the West Coast of the South Island, and the greatest flows per unit area are also found in this location.

In this paper, 1-168 hours ahead load prediction algorithm is developed for power system economic weekly operation. Total load is composed of three components, which are base load, week load and weather-sensitive load. Base load and week load are predicted by moving average and exponential smoothing method, respectively. The days of moving average and smoothing constant are optimally determined. Weather-sensitive load is modeled by linear form. The paramiters of weather load model are estimated by exponentially weighted recursive least square method. The load prediction of special day is very tedious, difficult and remains many problems which should be improved. Test results are given for the day of different types using the actual load data of KEPCO.
Recently, when we conducted meteorological observations, complicated land or building around weather station has influenced on the wind distribution. So, we should understand the effect of geometry to get more accurate data. In this study, we analyze the ideal geometry whose shape is hemisphere using CFD method. And then we apply this method to real geometry. And we investigate the velocity at the location of weather station. As the results, we could find out an important relationship between geometry and flow field.

The purpose of this study is to provide the optimum mix design of cold weather concrete to be placed at the foundation structures in substation. The basic performance tests including slump and slump flow, air content, compressive strength and freezing & thawing resistance were conducted for cold weather concrete by varying with W/C ratios such as 40%, 50% and 60% and air contents such as 3%, 4%, 5% and 6%. The effect on durability of concrete corresponding to the increasing amount of air content and W/C ratio was evaluated and the optimum mix design was recommended. From this study, the concrete mix design containing 6% of air content and 45% of W/C ratio is recommended for the foundation concrete of substation.

On apartment construction sites in hot weather environments, the high temperature of 30℃ and above and radiation from the sun cause iron and mold temperatures to rise, which lowers worker efficiency and has a negative effect on the deposited concrete. Therefore this study measured the temperature of D10 ~ D16 iron and aluminum items actually used on box frame apartment construction sites currently under construction, in order to give reference information to solve hot weather concrete problems. The temperature measurement results showed that for iron, temperatures rose to around 45℃, and for mold around 58.8℃, calling for safety measures for workers in case of possible burning and other problems.

This study investigate the hydration heat history with variation of surface insulating material in cold weather concreting. According to the results, the temperature of concrete lowers below zero in 24hours, so early frost damage occurs in the case of exposure and 1 fold bubble sheet, but the lowest temperature keeps above zero, so a adiabatic effect is very favorable in the case of double bubble sheet and 부직포. Compressive strength of core specimen at 7 and 28 days is highest In the case of double bubble sheet and 부직포. But, considering convenience of construction and economical efficiency, it is thought that the most effective surface insulating material is 1 fold bubble sheet +blanket.

This paper deals with reliability and MTTF analysis of a non-repairable man-machine system operating under different weather conditions. The system consists of a hardware(machine) and a two-operator standby subsystem such as the air combat maneuvering of fighters with dual seat. The failure times for the subsystems follow the exponential distribution with constant parameter. By considering not only the effect on hardware component but also the weather conditions and human performance factors such as the operator's errors, a Markov model is presented as a method for evaluating the system reliability of time continuous operation tasks. Laplace transforms of the various state probabilities have been derived and then reliability of the system, at any time t, has been computed by inversion process. MTTF has also been computed.

Although the application period of hot weather concrete in our country is two months of July~August which is relatively short, many problems in various aspects such as generation of plastic/dry contraction cracks and cold joints can be caused unless proper quality control measures are established at this time. Therefore, this study compared the temperature history of the placed concrete by applying a mono white and aluminum-deposited bubble sheet developed with surface coating curing materials for surface exposure and summer to an actually constructed apartment slab. The analysis result showed that the mono white bubble sheet is the best method.

Many problems in various aspects such as generation of plastic/dry contraction cracks and cold joints can be caused unless proper quality control measures are established in hot weather circumstances. Therefore, this study aimed to compare the crack patterns of concrete by applying a change in 3 surface curing methods such as a mono aluminum-deposited bubble sheet developed to reduce the temperature and cracks through reflection of heat in summer and a PE film and a surface exposure used generally to an actually constructed apartment slab. The study result confirmed that the best concrete crack reduction effect can be obtained with a mono aluminum-deposited bubble sheet.

Generally, Adiabatic temperature rise and temperature rise rate are reported to increases when placement temperature, W/B and the unit water content is fixed. In this study, properties of adiabatic temperature rise on placement temperature consider the hot weather environments from of W/B 0.29, 0.34, 0.40 was reviewed, the amount of cement on mixing condition of the same W/B and unit water content evaluated on the impact of the adiabatic temperature rise. As a results, the adiabatic temperature rise of concrete is proportionate to binder as well as the cement content under the same unit water content.
