The Korean Ministry of Agricultural & Forestry(MAF) has designated some model areas and has supported financially to encourage sustainable farming under the environment-friendly agriculture rearing project(EARP) since 1995. This study was conducted to diagnose the project and to find ways to improve the effectiveness of EARP. The 18 areas (823 ha) such as Gyeonggi-Do, Gangwon-Do, Chungcheongbuk-Do, Chungcheongnam-Do, and Jeju-Do of 32 areas under EARP in 2004 were examined. Most of the practices implemented in EARP areas were not practical for sustainable agriculture except some equipments and facilities. It was thought that practical technologies for sustainable agriculture were more essential than equipments and facilities to improve the effectiveness of EARP. And area-specific technologies are needed to decrease environmental pollution. For example, liquefied slurry application and duck-rice farming in paddy fields near a watershed could increase the possibility of water pollution by nutrient outflow. Soil characteristics were important factors that could affect the effect of practices on environment conservation. Woodchip application and subsoil crash were not effective in coarse-textured soils. It was recommended that every practices under EARP should be re-examined in the light of the effects on environment before implementation and be evaluated by experts after completion.
The objective of this study was to analyze the flood stage considering the uncertainty caused by the river roughness coefficients and discharge. The methodology of this study involved the GLUE (Generalized Likelihood Uncertainty Estimation) to quantify the uncertainty bounds applying three different storm events. The uncertainty range of the roughness was 0.025~0.040. In case of discharge, the uncertainty stemmed from parameters in stage-discharge rating curve, if h represents stage for discharge Q, which can be written as $Q=A(h-B)^C$. Parameters in rating curve (A, B and C) were estimated by non-linear regression model and assumed by t distribution. The range of parameters in rating curve was 5.138~18.442 for A, -0.524~0.104 for B and 2.427~2.924 for C. By sampling 10,000 parameter sets, Monte Carlo simulations were performed. The simulated stage value was represented by 95% confidence interval. In storm event 1~3, the average bound was 0.39 m, 0.83 m and 0.96 m, respectively. The peak bound was 0.52 m, 1.36 m and 1.75 m, respectively. The recurrence year of each storm event applying the frequency analysis was 1-year, 10-year and 25-year, respectively.
ANFIS-based methodology for improving GloSea5 ensemble weather forecast is developed and evaluated in this study. The proposed method consists of two steps: pre & post processing. For ensemble prediction of GloSea5, weights are assigned to the ensemble members based on Optimal Weighting Method (OWM) in the pre-processing. Then, the bias of the results of pre-processed is corrected based on Model Output Statistics (MOS) method in the post-processing. The watershed of the Chungju multi-purpose dam in South Korea is selected as a study area. The results of evaluation indicated that the pre-processing step (CASE1), the post-processing step (CASE2), pre & post processing step (CASE3) results were significantly improved than the original GloSea5 bias correction (BC_GS5). Correction performance is better the order of CASE3, CASE1, CASE2. Also, the accuracy of pre-processing was improved during the season with high variability of precipitation. The post-processing step reduced the error that could not be smoothed by pre-processing step. It could be concluded that this methodology improved the ability of GloSea5 ensemble weather forecast by using ANFIS, especially, for the summer season with high variability of precipitation when applied both pre- and post-processing steps.
A method of estimating irrigation water need based on water balance and net water consumption concept is proposed, and applied to four watersheds in order to assess the regional and altitudinal characteristics of evapotranspiration and water need for upland crops in Jeju Island. Potential and actual evapotranspiration, and net water need were calculated during the period 1992 to 2013 using SWAT-K watershed model. The annual potential evapotranspiration decreased linearly with increasing elevation, while actual evapotranspiration showed increase with elevation to 400 m around and gradual decrease at higher elevation due to vegetation species, water availability, and cold limitation. Altitudinal pattern of net water need showed linear decrease with increasing elevation for three watersheds (Han-cheon, Cheonmi-cheon, and Oedo-cheon), and annual values of net water need for upland areas (below 200 m in elevation) were 559~680mm/yr. The comparison between actual pumping rate from wells and net water need for irrigation area showed that the amount of pumping water significantly increased during summer season (June to August), while net water need for crop cultivation relatively decreased during this period. To ensure these results, more water use data from pumping wells and additional watersheds should be investigated in the next study.

SWAT (Soil and Water Assessment Tool) 모형은 물리적 기반의 준분포형 강우-유출 모형으로서, 대규모의 복잡한 유역에서 장기간에 걸친 다양한 종류의 토양과 토지이용 및 토지관리 상태에 따른 유출과 유사 및 오염물질의 거동에 대한 토지관리 방법의 영향을 예측이 가능하여, 수자원 관리 계획 및 유역관리를 위한 의사결정 지원 등 그 적용 범위가 매우 광범위하다. 이러한 모형의 적용성 검증을 위해서는 매개변수 민감도 분석 및 검 보정, 예측 불확실성 분석을 필요로 한다. 최근 수문 모델의 불확실성을 분석하기 위한 다양한 기법들이 개발 되었는데, 본 연구는 충주댐 유역(6,581.1 m)을 대상으로 유역출구점의 실측 일 유출량 자료(1998~2003)를 바탕으로 SWAT 모형의 유출관련 매개변수(총 18개)에 대한 불확실성 분석을 실시하였다. 이때 사용된 분석 기법으로는 SUFI2 (Sequential Uncertainty FItting algorithm 2), GLUE (Generalized Likelihood Uncertainty Estimation), ParaSol (Parameter Solution)등을 적용 하였다. 이러한 기법은 모두 SWAT-CUP (SWAT-Calibration Uncertainty Program, Abbaspour, 2007) 모형에 탑재되어있으며, 모형의 결과로써 검 보정, 매개변수의 민감도 분석, 각종 목적 함수 및 불확실성의 범위 등이 자동으로 산출 되므로 모형의 사용자가 불확실성 평가 기법의 분석 및 비교를 손쉽게 할 수 있다. 그 결과 대표적인 목적 함수인 결정 계수( $^2$)와 NSE (Nash-Sutcliffe Model Efficiency)는 모두 0.65에서 0.92사이의 값을 나타내어 대체적으로 모의가 잘 이루어졌음을 알 수 있었다. 그러나 불확실성의 범위를 나타내는 지표인 p-factor 및 r-factor에서는 평가 기법 별로 그 차이가 확연하게 드러났다. 여기서 p-factor는 불확실성 범위에 실측치가 포함되는 비율이며, r-factor는 불확실성의 상대적인 범위로 각각 1과 0에 가까울수록 모의 기법의 성능이 우수함을 의미한다. 세 가지 알고리듬 중에서 SUFI2의 p-factor가 약 0.51로 가장 높게 나타났으며, ParaSol의 r-factor가 0.00으로 가장 작게 나타났다. 여기서 p-factor는 불확실성 범위에 실측치가 포함되는 비율이며, r-factor는 불확실성의 상대적인 범위를 의미한다. 본 연구의 결과는 SWAT 모형을 이용한 수문모델링에서 수문분석에 따른 예측결과의 불확실성을 정량적으로 평가함으로서, 모형의 적용성 평가 및 모의결과의 신뢰성 확보에 근거자료로 활용이 가능할 것으로 판단된다.

The mount of antecedent 5-day rainfall (P5) is usually used to determine the antecedent soil moisture condition for estimating effective rainfall using the NRCS-CN method. In order to re-establish the threshold of P5 considering basin characteristics, this study investigated the sensitivity of the threshold of P5 to effective rainfall by comparing the corresponding observed direct runoff. The overall results indicate that the direct runoff estimated using the re-establihed threshold of P5 has smaller mean error (RMSE of 27.3 mm) than those using the conventional threshold (RMSE of 35.2 mm). In addition, after evaluating the effectiveness of threshold of P5 using the improvement index, the threshold re-established in this study improved the ability to estimate the direct runoff by 30% on average. This study also suggested to employ regression models using topographic indices to re-establish the threshold for ungauged basins. When using the re-established threshold from the regression model, the RMSE decreased ranging from 0.4 mm to 15.1 mm and the efficiency index of Nash and Sutcliffe increased up to 0.33.
The fish communities and physical habitat conditions of fifteen tributaries of Lake Paldang in spring and autumn, 2008 were surveyed to evaluate the ecological health of the streams. The total 2,746 individuals were collected belonging to 11 families 31 genera 40 species. Two new species (Cottus koreanus, Gnathopogon strigaus) that have never been reported as yet in Lake Paldang watershed were found for the first time. The most dominant species in the tributaries was Acheilognathus yamatsutae (19.9%) which is Korean endemic species. Ecological health evaluation of fifteen tributaries using index of biological integrity (IBI) model for fish community and qualitative habitat evaluation index (QHEI) was performed. According th the IBI analysis, four streams (Siwoo-Stream, Jojong-Stream, Moonho-Stream and Mugab-Stream) were evaluated as "good" condition (B grade), Woosan-Stream were "poor" condition (D grade) and others were "fair" condition (C grade). Qualitative habitat evaluation index values of the four streams were the grade "II" indicating "good" condition and those of eleven streams were the grade "III", indicating 'fair' condition. On the whole, dataset of IBI and QHEI showed that ecological health of Jojong-Stream has been well maintained compared to other tributaries of Lake Paldang.

This paper is to present the determination of the optimal Joss rate parameters and urnt bydrographs from the observed single rainfall-runoff event using optimization models coupled with a stochastic technique for the global solution. Two kinds of the linear program models are formulated to derive the optimal unit hydrographs and loss rate parameters for gaged basins; one mimmizes the summation of the absolute residual between predlCted and observed runoff ordinates and the other, the maximum absolute residuaL Multistart algorithm which is one or stochastic techniques for the global optimum is adopted to perturb the parameters of the loss rate equations. Multistart efficiently searches the feasIble region to identify the global optimlUll for loss rate parameters, which yields the optimal loss rate parameters and unit hydrograph for Kostiakov's, Plulip's, and Horton's equation. The unique unit hydrograph ordinates for a gIven rainfall-runoff event iS exclusrvely obtained WIth $\Phi$ index, but unit hydrograph ordinates depend upon the parameters [or each loss rate equations. The parameters of Green-Ampt's are determined through a trial and error method. In this paper the single rainfall-nmoff event observed from a watershed is considered to test the proposed method. The optimal unit hydrograph herein found has smaller deviations than the ones reported previously by other researchers.
The Soil and Water Assessment Tool (SWAT) developed by the USDA-Agricultural Research Service for the prediction of land management impact on water, sediment, and agricultural chemical yields in a large-scale basin was applied to Daecheong Reservoir basin to estimate the amount of soil losses from different land uses. The research outcomes provide important indications for reservoir managers and policy makers to search alternative watershed management practices for the mitigation of reservoir turbidity flow problems. After calibrations of key model parameters, SWAT showed fairly good performance by adequately simulating observed annual runoff components and replicating the monthly flow regimes in the basin. The specific soil losses from agricultural farm field, forest, urban area, and paddy field were 33.1, $2.3{\sim}5.4$ depending on the tree types, 1.0, and 0.1 tons/ha/yr, respectively in 2004. It was noticed that about 55.3% of the total annual soil loss is caused by agricultural activities although agricultural land occupies only 10% in the basin. Although the soil erosion assessment approach adopted in this study has some extent of uncertainties due to the lack of detailed information on crop types and management activities, the results at least imply that soil erosion control practices for the vulnerable agricultural farm lands can be one of the most effective alternatives to reduce the impact of turbidity flow in the river basin system.
Major objective of our study was to introduce initial researches of national long-term ecological monitoring studies on Daechung Reservoir, as one of the representative lentic reservoir ecosystems in Korea. For the long-term ecological research (LTER), we conducted preliminary field monitoring during 2008~2009 and analyzed biological parameters such as phytoplankton, zooplankton, and freshwater fish along with chemical water quality and empirical model analysis. According to phytoplankton surveys, major taxa have varied largely depending on seasons and sites sampled. Overall phytoplankton data showed that cyanophyta dominated in the summer period and diatoms dominated in the winter. In zooplankton analysis, 25 species including 20 rotifers, 3 cladocerans and 2 copepods were collected during the survey. The relative abundance of rotifers (86.5%) was always greater than that of cladocerans (6.3%) or copepods (5.1%). There were distinct spatial and inter-annual changes in the abundance of zooplankton in the reservoir, displaying similar patterns in three sites with the exception of S3 during the study. According to fish surveys, 8 families and 39 species were observed during 2008~2009. The most dominant fish was an exotic species of Lepomis macrochirus (23%), indicating an severe influence of exotic species to the ecosystem. TP averaged $17.9\;{\mu}g\;L^{-1}$ ($6{\sim}80\;{\mu}g\;L^{-1}$), which was judged as a mesotrophy, and showed a distinct longitudinal gradients. TN averaged $1.585\;{\mu}g\;L^{-1}$ during the study and judged as hypereutrophic condition. Unlike TP, TN didn't show any large seasonal and spatial variations. Under the circumstances, nitrogen limitation may not happen in this system, indicating that nitrogen control is not effective in the watershed managements. These data generated in the LTER station will provide key information on long-term biological and water quality changes in relation to global warming and some clues for efficient reservoir ecosystem managements.
