A Study on the Volcanic Ash Damage Sector Selection based on the Analysis of Overseas Cases and Domestic Spatial Information (해외 사례 분석과 국내 공간정보 분석을 통한 화산재 피해 분야 선정)

  • Mt. Baekdu, Mt. Aso, Mt. Sakurajima, Mt. Kikai and etc are distributed around the Korean Peninsula. Recently signs of eruption of Mt. Baekdu are increasing, raising concerns over possible damage to volcanic ash from seasonal winds during the winter eruption. Therefore, detailed procedures for investigation and countermeasures for volcanic ash spread and damage are required. But the standards for the warning and alarm signal of volcanic ash presented by Korea Ministry of Government Legislation are vague, with "when damage is expected" and "when serious damage is expected". In this study, to analyze the damage threshold and to apply the cases of overseas damage to the country, a survey was conducted on the establishment of domestic spatial information by public institutions with public confidence. As a result of the investigation of damage from volcanic ash overseas, the details of the damage cases were different depending on the type of life or income sources of each country. Therefore, instead of applying the volcanic ash damage cases abroad in Korea, spatial information analysis was performed to reflect domestic social and natural characteristics. In addition, we selected the areas to be considered in the event of volcanic ash damage in Korea. Finally, domestic volcanic ash damages should be classified as health, residential, road, railroad, aviation, power, water, agriculture, livestock, forest, and soil. When establishing the volcanic ash alarm optimized for Korea in the future, overseas volcanic ash damage cases and domestic spatial information construction in this study will be helpful in policy establishment.

A Study on Middle and High School Girl Students' Menstruation Characteristics and their Menstruation Dysmenorrhea (중.고등학교 여학생의 월경 특성과 월경곤란증에 관한 연구)

  • Middle and high school girl students' menstruation characteristics, appearance of menstruation dysmenorrhea, and coping with the menstruation dysmenorrhea were examined in order to give information in instructing girl students about menstruation dysmenorrhea, in delivering health education in the school, and establishing health policy. 970 girl students in middle and high schools in Cheju-do were selected and surveyed using the questionnaire the author developed based on the previous studies. The findings are as follows. First, the age of first menstruation was average $12.9{\pm}1.22$ years. The younger they were, the earlier their first menstruation came. The most common menstrual cycle was such one that continuously irregular from the beginning or that regular and irregular cycle run together. The first irregular menstrual cycle changed regular one within 1 or 2 years. Most of the respondents had normal menstrual cycle of $21{\sim}35$ days and menstruation period of $3{\sim}8$ days. Second, symptom of menstruation dysmenorrhea was orderly; hurt in the underbelly, tired, hurt in the waist, and headache. It was higher with high school students than middle school students. For the most part, time of heavy menstruation dysmenorrhea was the 2nd day after menstruation starts and period of menstruation dysmenorrhea was 2 days. More than the half of the respondents felt that the present menstruation dysmenorrhea was similar with the first one and they felt not comport in daily life due to menstruation dysmenorrhea, and 'hard to live a normal life' was higher with the high school girl students than with the middle school students. Third, how to cope with menstruation dysmenorrhea was enough sleep, relax and rest, taking a hot water shower, listening to music or watching a movie, taking medicine, and doing excercise. Few of the respondents have ever visited a doctor due to menstruation dysmenorrhea, and the reason was mostly irregular menstruation and heavy dysmenorrhea. Forth, when they took medicine due to menstruation dysmenorrhea, they gathered information on the medicine from family members and friends, while extremely low from a pharmacist or a doctor. The most of them have ever took medicine during menstruation once and took standard dose. While excess dosage was higher with high school students than with middle school students. From these findings, a good many girls are experiencing menstruation dysmenorrhea since their first menstruation. To discover early the severely abnormal findings and to treat, more interest from home and school, counseling and sexual education on time, and expert's diagnosis are necessary. Rather than unconditionally taking pain-relievers which can plainly solve the pain, continuous health education at home and in the school should be carried on for the girls to practice proper measures one think effective or an expert recommends.

A Study on the Necessity and Direction of Regulations on the Emission of Hazardous and Noxious Substances from Marine Industrial Facilities (해양산업시설의 위험유해물질 해양배출 규제체계 개선의 필요성과 규제방향에 대한 연구)

  • In this paper, the current status of marine industrial facilities, regulatory legal systems, and emission status of hazardous and noxious substances (HNS) in these facilities were analyzed, and the direction of improvement of the regulatory system was presented accordingly. As a result of the analysis, it is estimated that about 1,100 marine industrial facilities are subject to the Marine Environment Management Act of 2007. It is estimated that 190 kinds of hazardous substances are discharged from these marine industrial facilities and are highly likely to flow into the ocean, of which 20 are estimated to be discharged into the water system. However, due to the lack of relevant laws and regulation, it is difficult to clearly determine whether the discharged material corresponds to an exceptional discharged material, making it difficult to effectively enforce regulations in the field. For this reason, effective regulatory enforcement is difficult in the regulatory field. The marine environment management law should clearly stipulate the exceptional emission standards and types of substances, and clarify the selection system, risk assessment system, and emission information collection and monitoring system for related Hazardous and Noxious Substances.

A Study on Improvement Plan for Sediment Environmental Guidelines in the Sea Area Utilization Consultation System -Focused on Port and Fishery Harbor Development Case- (해역이용협의서 중 퇴적물 환경기준 개선방안 연구 -항만 어항개발사업 사례를 중심으로-)

  • The sediment makes up the sea floor and plays an important role as a habitats for living things in the sea. However, pollution of coastal sediment due to internal and external factors such as inflow of contaminants from land and self-pollution becoming more serious, the needs for management of sediment that play an important role in ecology, is increasing. In particular, the review and evaluation of the effects of sediment in marine development projects including reclamation and dredging, have significance in terms of proactive protection and management of surrounding ecosystems. This study proposed the improvement measures for marine sediment management standards on the sea area utilization consultation for the development of public water. For the purpose, The evaluation and management standards of domestic and overseas marine sediments were reviewed and compared. The sediment environment guidelines under the Marine Environment Management Act of Korea were reviewed. Accordingly, the cases of Canada and NOAA, which have various evaluation standards consist of comprehensive factors, were analyzed. For analysis of operational cases, the port and fishing port development projects for the last five years (2016-2020) that are considered to have the greatest impact on sediments among the sea area use consultations were also reviewed. Finally, this study suggested that the assessment factors for ecological hazards and potential human risks should be considered in the sediment environmental standards in the sea area utilization consultation system.

Development of Flood Rapid Defense System(FRDS) suitable for Southeast Asian Disaster (동남아시아 재난에 적합한 도심형 홍수임시차수시스템 개발)

  • A large urban region in Bangkok, Thailand is often inundated due to shallow water floods along the paved roads that have poor drainage facilities, and that can cause urban flooding. Existing methods, including using sand bags are not effective to prevent flooding in urban areas where the amount of sand is not sufficient. Thus, it is necessary to install artificial flood defense structures. However flooding and overflow defense equipment, which was developed in some advanced nations in Europe and in the USA, is highly expensive and complex construction methods are needed, therefore they are not suitable to be used in Southeast Asia. Thus, it is necessary to develop a flood rapid defense system(FRDS), which is inexpensive and simple to build, but is also highly functional. Thus, this study developed an FRDS that can be applied to Southeast Asia through the careful study of FRDS overviews, an analysis on the development trends in Korea and overseas, and the proposal of development needs and directions of the region. For the system developed, Korean Standards(KS) performance evaluations on leakage ratio deformation tests and impact resistance tests were conducted at the Outdoor Demonstration Test Center(Seosan) in the Korea Conformity Laboratories(KCL) and the system satisfied the standards of KS F 2639(leakage and deformation test) and KS F 2236(impact resistance test). The present study results can not only be applied to urban floods in Southeast Asian nations to cope with flood-related disasters, but also be utilized in flood prone regions and for major facilities in Korea. They can also induce scientific and pro-active responses from major local governments and facility management organizations in relation to urban floods.

A Study on Management and Present-Condition of Invasive Alien Species (외래식물 분포 및 관리방안)

  • This study examined the Gangwon Province's current implementation of its elimination of invasive plants and explored a plan to effectively manage invasive plants. The percentage of the distribution of the plants was 39.6% for riverside areas, 23.3% for roadside areas, 12.4% for roadside & riverside areas, and 4.6% for areas around farm land and river banks. To ensure the systematic management of invasive plants, the current study suggests a) developing an invasive plants monitoring and management system; b) reinvigorating the participation of residents, private organizations, and military posts; c) planting of native replacement plants and the conversion of the locations as attractions, and d) nurturing the project for using invasive plants. For policy directions to be pursued based on the results of the study, the following are suggested: a) improving laws and systems regarding invasive plants, b) developing a cooperative system for managing invasive plants, c) implementing the training of civilian professionals, d) implementing the elimination of invasive plants, e) developing replacement plants for cities and counties, f) fostering industries that tap into invasive plants, and g) using the Han River Water System Management Fund for funding and greater efficiency.

A Preliminary Study on Public Private Partnership in International Forestry Sector to Climate Change Based on Awareness Analysis of Private Enterprises (민간 기업의 인식조사를 바탕으로 한 기후변화 대응 국제산림분야 민관파트너십 사업 활성화 방안 기초 연구)

  • Forests act as carbon sinks and also improve water resources and biodiversity to climate change. Secure funding, administrative support, and sustainable management systems are essential to conserve forests and to implement international forestry related projects to climate change. Public private partnership (PPP) could be an effective way for forestry sector in developing countries. Awareness analysis should be preceded in order to encourage participation of enterprises for the diversification of funding and the enhancing quality of projects. We conducted a survey targeting more than 129 private enterprises for awareness analysis. As a result, lack of information, complexity of processes and low profit resulted in low interest on forest projects from private enterprises. Improving awareness of recipient countries on forest resources, financial and institutional supports from the public sector, information sharing, performance management and equal partnership between sectors were suggested to encourage PPP in international forestry related projects to climate change.

Ecosystem service-based economic valuation of forest restoration in North Korea (북한 산림복원의 생태계 서비스 기반 경제적 가치평가)

  • To attain the long-term benefits of forest restoration in North Korea, it is important to present the economic value of reforestation. This study as aimed to evaluate the economic value based on cost-benefit analysis from the ecosystem services perspective. The benefits of reforestation were classified into ecosystem services such as carbon sequestration, water supply, soil erosion control, and disaster risk reduction, and were converted into economic values to calculate comprehensive benefits. In the forest restoration scenario, an "independent forest restoration scenario (IFS)" and a "cooperation-based forest restoration scenario (CFS)" were composed in consideration of recent afforestation performance and forest policy, and the difference in the quantity of afforestation was derived as a scenario despite the same restoration period. In the IFS, it is estimated that over the next two decades, 800 thousand ha of the forest will be restored at a cost of KRW 3,829 billion, resulting in a benefit of KRW 6.87 trillion. The present benefit net value is KRW 3,39 trillion. In the CFS, it is estimated that the benefits of KRW 18,890 billion will be generated by restoring 2.2 million ha of the forest at a cost of KRW 10,053 billion. The present benefit net value is KRW 8,359 billion. In both scenarios, BCR had an economic feasibility value greater than 1, but there was a big difference in the expected benefits. In conclusion, forest restoration can have higher benefits than cost, and its value could be enhanced through forest cooperation.

A Study on the Influence and Re-participation behavior of Marine Safety Virtual Reality Experience Education on the Consciousness of Marine Safety (해양안전 가상현실 체험교육의 효과성에 관한 연구)

  • The purpose of this study is to investigate the relationship between consciousness of marine safety, re-participation behavior of marine safety virtual reality experience education. For the study, participants in marine safety virtual reality experience education were surveyed from July to August 2020. Specifically, all participants were NakDanbo Water leisure center and Song-do Marine leisure center. A total of 300 participants were sampled using convenience sampling method, but 253 were finally used in the data analysis excepting incomplete or faithless questionnaires. the data analysis was conducted through frequency analysis, Cronbach's alpha, Exploratory Factor Analysis (EFA), correlation analysis, simple and Multiple regression analysis using SPSS 20.0. The results are as follows. Firstly, participants in marine safety virtual reality experience education positive impact on had a significant effect on consciousness of marine safety. Secondly, participants in marine safety virtual reality experience education positive impact on had a significant effect on re-participation behavior intention. Lastly, consciousness of marine safety had positive effects on re-participation behavior intention.

Analyzing The Economic Impact of The Fire Risk Reduction at Regional Level in Goyang City (지역단위 화재 위험도 저감의 고양시 경제적 파급효과 분석)

  • This study examined the fire risk of the region in Goyang City using the spatial information data of buildings. The economic damage by industry was assessed according to the probability of fire risk. The study area was confined to Goyang-si, Gyeonggi-do, and the same fire risk reduction rate was applied to each region for the convenience of analysis. The possibility of fire was derived based on the buildings' density and usage in the area by National GIS building-integrated information standard data. The calculation of economic damage by industry in Goyang City due to the fire risk was calculated by combining the Goyang-si industry-related model produced by matching with 30 industrial categories in Input-Output Statistics of Korea Bank and 20 industrial categories in the Goyang-si business survey and the possibility of fire. The basic scenario of production impossibility during six months and business loss due to fire was established and analyzed based on the supply model. The analysis showed that Ilsan-dong-gu, Ilsan-seo-gu, and Deokyang-gu suffered the most economic damage. The "electricity, gas, steam, and water business" showed the greatest loss by industry.
