Analysis of Water Qulity changes & Characterization at the Watershed in Han River Basin for Target indicator in TMDLs (수질오염총량관리 대상물질 확대를 위한 한강수계 하천수질 경향 및 수질특성 분석)

  • Based on the existing pollutant emissin standards which are armed at the pollutant concentration of each pollution source, government formulated and implemented new management system of total water pollutant emission. By virtue of this new management system, pollution loading amount of individual watershed could be controlled, which achieved the requirement of water quality management such as TP and BOD. In initiate stage of it's implement, BOD was selected as object of water quality management, While it's necessary to consider the continuity of water quality data and established pollutant management laws and policy. During the ongoing management, TP management was added into the system while simply BOD management was not enough. However, the frequency of algae bloom in Han-river showed a trend of same, even though TP was treated as additional control target. Therefore, this paper will analyze different water quality parameters and characteristic of water quality, so that this study can be provide as reference for watershed management of water quality, by which the applicable management period and target pollutant can be selected in the future.

Wireless Sensor Network Development using RFID for Agricultural Water Management (농업용수관리를 위한 RFID 기반 무선 센서 네트워크 개발)

  • Irrigation facilities are spread over demand area in a low density and exposed in the field requiring efficient operation and maintenance. Thus, it could be more efficient to manage an irrigation system when it is with wireless sensor network (WSN) using RFID (Radio Frequency Identification) application. A WSN, a kind of ubiquitous sensor network composed of wireless network, RFID and database management system was developed for agricultural water management in terms of operational status and maintenance requirements. Identification code for RFID tag was designed and an application for RFID reader was developed for field data collection, and a database management system was constructed for managing irrigation facility attributes. The system was installed in I-dong irrigation districts in Gyounggi-province, Korea and the operated results showed the applicability of the WSN for agricultural water management.

  • Recently, as the extreme drought continued due to the reckless development and the dramatical climate change, national concern about the water management issues has been increased rapidly around the world, especially in Korea. Meanwhile, it is necessary to analyze and review the related cases in Australia, where they have developed the consistently, eco-friendly and systematically management from the national level, which is similar to that of Korea in difficult circumstances. Australia has been suffered by repeated droughts and floods due to low rainfall and dryness, and water disputes were begun with immigrant settlement in the 1890s. In the early days, water management agreements for efficient distribution of water resources, water use regulation programs, and federal water laws were enacted, and now the established water management system in which development and conservation are assumed to be well balanced. In Korea, however, in the past, the Ministry of Environment was responsible for water quality issues while the quantity was managed by the Ministry of Land, Infrastructure and Transport, and the main local departments for water management were divided. Therefore, it was difficult to manage the integrated water management due to problems such as duplicated works, excessive investments, and inefficiency. To resolve this situation, in 2018, all water management functions were unified, such as enacting the fundamental water-related laws, thereby laying the foundation for the integrated water management system for each basin. From 2019, even the integrated water management system was implemented, we are promoting the effect of sustainable water resource management. In order to establish a management policy for efficient and eco-friendly water management, the IWRM (Integrated Water Resource Management) of Australia, which has been devised in various ways, was analyzed and compared with the present situations and cases occurred in Korea, and the implications from this study would be suggested the future of IWRM in Korea.

An Integrated Method for Water Environment Management Using Web Based Model and GIS (웹 기반의 모형과 지리정보시스템을 이용한 통합적 수환경관리기법)

  • Since the middle of 1990s, in Korea a few researches on the optimal management technologies combining numerical model and GIS for the management of water environment in drinking watershed area and reservoir such as Paldang Lake have been carried out. In this study, the integrated water environment management system was been suggested to efficiently reflect the public awareness of the environment by integrating the web based distributed data collection system, GIS, public hearing system and water quality model. As all the components of the system have been developed using the World Wide Web and all data have been collected from the relevant agencies through the Internet, the water quality model could be implemented on the web directly. In consequence, the environmental geographic information in Paldang Lake could be acquired and analyzed through the Internet. The system can rapidly respond to the public right to know on environment, so the public will willingly participate in the governmental projects on environment. To verify the usability of the developed system, it has been applied to Paldang Lake. Especially when the web based model has been used, users can easily and confidentially get the prediction results by applying the minimum number of parameters for the water quality model. This model will provide clearness and scientific bases in the process of water quality prediction for the sensitive sites where there are critical conflicts between the residents and the developers. In this study, rapid water environment management technique without spatial and time limit has been suggested, which can contribute to the efforts on the government and the public participation.

  • We analyze the problems of the current system, develop and apply the revenue water ratio integration management system for problem solving, and present the analysis of the effect. It will contribute to the improvement of the revenue water ratio through systematic and efficient revenue water ratio management and reduction of the workload of the person in charge through the oil revenue water ratio integration system.   • The purpose of this study Is to develop water quality management system fort a farm village stream. The framework design of the system and the ecological monitoring of a test watershed were carried out, The system consists of GIS(Geographic Information System ), database, pollution source management, water quality and hydrologic analysis. Suri watershed located on Idong, Yongin city, Kyunggi Province, was selected as the test watershed for the application of the system. The fifteen's monitoring stations were chooses at up- and down-stream of the watershed. The results of an aquatic ecological monitoring were analyzed by the GPI(Group Pollution Index) method. The GPI revealed that water quality was varied within the stream. GPI and DO map for the watershed stream were developed, These maps facilitated to analyze the spatial distribution of the water quality.

  • District Metered Area (DMA) construction is one of the most cost effective alternatives for management of water loss (i.e., water leakage) and energy consumption (i.e., water pressure) in water distribution systems. Therefore, it's being implemented to numerous new and existing water distribution systems worldwide. However, due to the complexity of water distribution systems, especially large-scale and highly looped systems, it is still very difficult to define the optimal boundary of DMAs considering all the aspects of water distribution system management requirements. In this study, a DMA design methodology (or a DMA design model) was developed with Geographic Information Systems (GIS) and hydraulic distribution system model to determine the optimal DMA boundary.

  • Indexes of safety, restoration, damage impact, and management reliability were developed to assess reliability of drinking water distribution networks (DWDNs) management. The developed indexes were applied to evaluate the reliability of the pipeline management stage during unexpected mechanical and hydraulic accidents of components. The results were used to support the decision-making process in effective management and maintenance by enhancing the administrator's system understanding and by helping to create appropriate maintenance and management policies. The results of this study indicated that application of a management reliability index to assess DWDNs reliability may help create a more effective plan for establishing DWDNs management and maintenance.

  • In order to respond to the complexity and uncertainty of water management due to the climate crisis, K-water established a digital twin water management platform based on our experience in operating ICT infrastructure such as hydrological data sensing and high-quality data management and water management capabilities. In this platform, data from related organizations and real-time observation data in the basin are displayed on 3D topographic domain. Also it is configured to support optimal decision-making through simulation for various situations, displaying and analyzing results, and feedback on them. It is completed to establish the platform for Sunjim river basin. Based on this technologies and experience, K-water is planning to expand this digital twin to 5 major rivers in Korea. Through this, it plans to build comprehensive decision-making system for efficient water management considering various conditions in entire basin. Also it aims to create a new water industrial ecosystem and contribute to secure technological competitiveness cooperating with private companies.

Adaptive Management of Water Supply Systems to Deal with Climate Changes: A Gwangdong Dam Case Study (기후 변화 대응을 위한 상수도 시설 적응형 관리의 필요성: 2008-2009 광동댐 취수 제한 사례 연구)

  • From the engineering standpoint, this study puts a special emphasis on application of adaptive management. To do this, we analyze the recent issue about water scarcity of the Gwangdong dam. Using the system dynamics model, we defined the system including water balance in the dam, dam manager's operation rules, regional water supply and local water distribution, and customer damage. It was expected that the model is useful to explain the real case, and also water scarcity of Gwangdong led to total damage of about 2.56 billion won, mainly to customers in the Taebaeck city. Two adaptive management options (i.e., optimal allocation of limited water resources, and early control of dam storage) were applied to the model in order to examine whether adaptive management is effective to mitigate the damage, it is concluded that the case study could largely reduce or entirely avoid the damage with adaptive engineering options.
