Recently, worldwide to respond to climate change and secure sustainability. Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Therefore, the necessity of establishing and operating governance is expanding to ensure the sustainability of agricultural water. In this study aims to evaluate the importance of agricultural water governance components and provide essential data for the participation of stakeholders in the efficient use of agricultural water in Korea. For this study, a total of 19 respondents to the ANP survey for this study were composed of experts in agricultural water and governance in Korea. As a result, the ranking for the main components was in the order of law, policy, and systems(0.222), core subjects(0.191), information sharing and communication(0.180), budget support(0.178), mutual learning(0.124), and external experts(0.105). The most important components for the operation of agricultural water governance are laws, policies, and systems. Since Korea's agricultural water management is a public management system, national standards are considered the first priority. This study, which is the purpose of the agricultural water governance model, evaluated the importance of the constituent components for participating in demand management with a sense of responsibility. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustainability through agricultural water saving.
In Korea, water management policy had been successfully conducted until late 1980's. During the period, fundamental needs of human-being, such as requirements of drinking and irrigation waters and flood protection for living, had been satisfied. However, most of recent water problems occurred after the late 1980's such as water quality management and new water resources development, have been unresolved and accumulated. Because, our water governing institutions have become ineffective as water management issue has been changed gradually from fundamental human needs such as water supply and/or flood protection to complex/integrated issues, for example, river restoration. To solve those water problems accumulated, we needs a new paradigm of water governing institution such as setting up national water management committee and river basin committee, in order to coordinate water-related ministries' policies and establish national water resources planning in an integrated format.
This paper analyses the investment options of groundwater development project under water price uncertainty. The optimal investment threshold price which trigger the investment are calibrated base on monopolistic real options model. Stochastic dynamic model is set to reflect the uncertainty of water price which follows the GBM (Geometric Brownian Motion) process. Our finding from non-cooperative investment decision model is that uncertainty of water price could deter the groundwater investment by considering the existence of option values. For policy markers, it is easy to manage 'charges for utilization of groundwater' rather than 'performance guarantee ratio' when managing groundwater investment with pricing policy. And it is necessary to make comprehensive and well-designed policies considering the characteristics of regional groundwater reservoir and groundwater developers.
Water quality models are scientific tools that simulate and interpret the relationship between physical, chemical and biological reactions to external pollutant loads in water systems. They are actively used as a key technology in environmental water management. With recent advances in computational power, water quality modeling technology has evolved into a coupled three-dimensional modeling of hydrodynamics, water quality, and ecological inputs. However, there is uncertainty in the simulated results due to the increasing model complexity, knowledge gaps in simulating complex aquatic ecosystem, and the distrust of stakeholders due to nontransparent modeling processes. These issues have become difficult obstacles for the practical use of water quality models in the water management decision process. The objectives of this paper were to review the theoretical background, needs, and development status of water quality modeling technology. Additionally, we present the potential future directions of water quality modeling technology as a scientific tool for national environmental water management. The main development directions can be summarized as follows: quantification of parameter sensitivities and model uncertainty, acquisition and use of high frequency and high resolution data based on IoT sensor technology, conjunctive use of mechanistic models and data-driven models, and securing transparency in the water quality modeling process. These advances in the field of water quality modeling warrant joint research with modeling experts, statisticians, and ecologists, combined with active communication between policy makers and stakeholders.
In this study, a simple regression model is proposed in order to analyse the effect of population and urban land use on the water quality of Paldang lake, Gyeonggi. As a comparison result with Qua12E water quality model, the proposed model shows very good predicting performance in simulating several alternative scenarios. In order to accomplish BOD 1ppm of Paldang lake, various model applications show that the population incoming and urban land use management should be afoot in addition to stricter outflow water quality from sewer treatmement systems.
This paper is dealing with recent hot issues related with copper toxicity and its criteria, which was caused by a new government policy relocating some industries discharging priority-water quality pollutants from the watershed of Han River to other regions. Author is not interested in arguments between two sides of anti- and pro-policy but would like to go over status of copper pollution and its management and regulatory policy in Korea. From the data of published Research Journals and Reports, it can be concluded that copper is very common metal not only in the effluent from publically owned wastewater treatment plants, but also as a non-point source pollutant in the rainfall runoff. In addition, there have been very few studies personal interests, not by National Fund Basis. In order to enforce a new regulation, national-wide macro and micro-mass balance work of heavy metals should be performed in advance. In particular, background concentration and measurement errors have to be clearly defined before a new standard or criteria is established. The new standard has to be acceptable in terms of the best available technology and cost.
To develop various usable water from coal seam gas (CSG) water that needs to be pumped out from coal seams for methane gas production, a feasibility study was carried out, evaluating and analysing a recent report (Coal Seam Gas Water Management Policy 2012) from Queensland State Government in Australia to suggest potential CSG water treatment options for fit-for-purpose usable water production. As CSG water contains intrinsically high salinity-driven total dissolved solid (TDS), bicarbonate, aliphatic carbon, $Ca^{+2}$, $Mg^{+2}$ and so on, it was found that appropriate treatment technologies are required to reduce the hardness below 60 mg/L as $CaCO_3$ by setting the reduction rates of $Ca^{+2}$, $Mg^{+2}$ and Na+ concentrations, as well as TDS reduction. Also, Along with fiber filtration and membrane separation, an oxidation degradation process was found to be required. Along with salinity reduction, as CSG water contains organic compounds (TOC: 248 mg/L, $C_6-C_9$: <20 mg/L and $C_{10}-C_{36}$: <60 mg/L), compounds with relatively high molecular weights ($C_{10}-C_{36}$) need to be treated first. Therefore, this study suggests a combined system design with filtration (Reverse osmosis) and oxidation reduction (electrolysis) technologies, offering proper operating conditions to produce fit-for-purpose usable water from CSG water.
