Web Accessibility Evaluation Model Development for Specific user group based on WCAG 2.0 (WCAG2.0 기반의 특정 사용자 집단을 위한 웹 접근성 평가 모델 개발)

  • 웹이 대중화되면서, 사용자 계층도 어린이, 노인, 장애인 등으로 다양해졌다. 인지적, 신체적 특징에 상관없이 모든 사람에게 동등한 웹 기회를 제공하고 있는가를 나타내는 지표가 웹 접근성이다. 웹 사이트들이 특정 수준의 웹 접근성을 준수하도록 유도하기 위해 W3C(World Wide Web Consourtium)의 WAI(Web Accessiability Initiative)는 웹 콘텐츠 접근성 가이드라인 WCAG (Web Content Accessibility Guideliens)를 개발하였다. 현재, WCAG2.0까지 발표된 가이드라인은, 4개의 원칙(Principle), 12개의 지침(Guideline), 그리고 61개의 성공기준(Success Criteria)으로 구성 되어 있다. 평가자들은 WCAG2.0에서 제시하는 성공 기준에 맞춰, 웹 사이트가 웹 접근성을 어느 수준으로 준수하고 있는지 평가한다. 하지만, WCAG2.0을 기준으로 웹 사이트를 평가할 경우, 성공기준의 준수여부는 평가가 가능하지만, 특정 사용자 집단의 특성을 반영한, 우선순위가 포함되지 않아, 특정 사용자 집단을 위한 개선 사항을 도출하는데 어려움이 있다. 이에, 본 논문에서는 이러한 점을 고려하여 WCAG2.0 기반의, 특정 사용 집단을 위한 웹 접근성 평가 모델을 제안한다. 사용자 특성에 따라 성공지침들의 중요도가 달라 질 수 있으므로, AHP 기법을 활용하여 성공지침들의 상대적 중요도를 평가하고, 우선순위화 하였다. 평가 모델의 효용성을 입증하기 위해, 특정 사용집단으로 노인 집단을 선정하여, 웹 접근성 평가 모델을 개발하였다.

Web Accessibility Compliance Status Analysis of Silver Generation Job Information Sites (실버세대 취업정보사이트의 웹 접근성 준수 현황 분석)

  • This study, in the perspective of universal design, newly suggests UD-WCAG 2013 for the evaluation of job information sites used by the silver generation. Using this, 13 senior clubs run by social welfare corporations chosen by the central and local government for the silver generation job information provision organizations to analyze the compliance status of web accessibility. The web compliance status analysis was done through a self-assessment tool from Korea Agency for Digital Opportunity and Promotion and UD-WCAG 2013. Although both analyses showed that there weren't differences according to region, the general level of compliance was shown as low. In the UD-WCAG 2013's 7 major categories the part about errors was shown providing appropriate solutions, but in the other parts it was shown that the all 13 websites were being run with insufficient consideration of the social and physical characteristics of the silver generation.

A Study on Web Accessibility Status of Metropolitan and Provincial Offices of Education from the Universal Design View (유니버설 디자인 관점에서 본 국내 시도 교육청의 웹 접근성 실태에 관한 연구)

  • Due to the enforcement of a law about disability nondiscrimination and rights protection in 2008, the web accessibility has become an obligation. According to a survey targeting public sectors such as central administrative organization, local autonomous entity and etc., the level of compliance with web accessibility appeared to be improved every year. However, such legal mechanism focuses on the improvement of convenience for disabled people only and does not meet the concept of universal design that aims to satisfy every user. Therefore, this study verifies the status of web accessibility on 17 homepages of metropolitan and provincial offices of education. The status survey was carried out with 3 steps: 1) Verification through automated verification tool by National Information Society Agency, 2) Verification through Web Content Accessibility Guidelines(UD-WCAG) that adopts the concept of universal design, 3) Verification by using screen reader. Compared to the verification through automated verification tool, the overall compliance rate verified through UD-WCAG was reported lower.

  • A website should be developed by considering web accessibility for being possible to access the Internet without any difficulties through the Web. In order to do this, after evaluating web accessibility with targeted 15 web sites based on KWCAG 1.0 which is a guideline of Korean type web contents accessibility and WCAG 2.0 which is a guideline of W3C's web serviceability by using KADO-WAH 2.0, this paper suggests improvements of web accessibility after deriving problems of web accessibility according to a web site type.

The status and improvement method of Web Accessibility on Government web sites for visually impaired people (시각장애인의 정부 홈페이지 접근실태 및 제고방안)

  • The purpose of this paper is to find the method to improve the web accessibility of Korean Government's web sites through the investigation on the evaluation result of visually impaired people and the accessibility evaluation tool. Twenty five Korean Governments' web sites are chosen for this experiment. First, all of the sites are evaluated by accessibility evaluation tool (A-Prompt) based on Priority one of the Web Contents Accessibility Guidelines (WCAG) 1.0 of W3C. Second, three visually impaired people tried to find information or resister for the sites to check the accessibility. All of the sites are failed to conform to WCAG 1.0 and most of those are not accessible to information. The last part of this paper presents the method to improve the web accessibility of the Government's web sites.

  • With the recent announcement of the WCAG2.2 Work Draft of the W3C, revision of the WCAG2.2 guidelines will be made soon. Consequently, the revision of KWCAG2.1 in response to changes in the domestic and international environment of web accessibility is urgent. The revision primarily involves development and selection of web accessibility evaluation items. In this study, the efficient procedures and useful methodologies for developing and selecting the evaluation items are to be presented. FGI (Focus Group Interview) has been devised to reflect every stakeholders opinion fairly. GT (Group Technology) has been applied to expedite the revision processes particularly in the FGI. QFD (Quality Function Deployment) method plays an important role in investigating the relationship between evaluation items and its characteristics, and in analyzing the importance and priorities of each item. This study proposes 5 principles, 17 guidelines and 39 evaluation items which can be used for the revision of KWCAG 2.1. This study is expected to be of great help in establishing the KWCAG 2.2 in the near future.

A Study on the Algorithms for Web Accessibility Evaluations (한국과 미국 정부기관의 웹 접근성 평가를 통한 자동화 평가 도구의 문제점 및 개선 방안에 관한 연구)

  • Several software programs such as Bobby and A-Prompt developed based on the W3C's WCAG 1.0 guidelines have been employed to evaluate the accessibility of web sites. Although these programs make an evaluation of web accessibility easy and objective, many researchers pointed out that the results of web accessibility are lack of reliability. Therefore, this study is intended to suggest the modified algorithms for evaluating web accessibility focused on the 'images' and 'tables'. To verify them, we compared the accessibility of the Korean governmental web sites with new and current algorithms, respectively. The results show that the suggested algorithms are more accurate than the existent one.

  • The SNS(Social Network Service or Social Network Sites), the concept which came along with the Web2.0 is on-line service which focuses on building social network communities of people which used to be established off-line. Foreign SNS sites such as Facebook, MySpace and Twitter and domestic SNS sites such as Cyworld, Me2Day are getting popularity continuously and became one of the most important application in internet environments. Since these SNS sites have the purpose of providing infrastructure which enable all the people to share his/her interests with all the other people, it is necessary to appraise whether these sites provide convenient interfaces with proper accessibility to handicapped people and old people who are considered having difficulties in using internet. Web accessibility refers to the practice of providing equal access to people of all abilities and disabilities. If the web accessibility of a SNS site is so low that handicapped people and old people cannot use it properly, those gaps between user groups may become social problems. Therefore, the paper appraised web accessibility of Facebook and Cyworld using automatic tool, KADO-WAH 2.0 and Standard guideline, WCAG 2.0 and suggested the improvement opportunities based on the results of the appraisal.

Web Accessibility of Major Korean Web sites (국내 주요 웹사이트의 접근성에 관한 분석)

  • Universal accessibility of web sites Is critical in a highly interconnected world. The web site should be usable by anyone, regardless of Individual capabilities and disabilities. But in reality, the users with disabilities are discriminated by inaccessible wed sites. This research analyze the accessibility of major web sites of Korea based on World Wide Web Consortium's Web Content Accessibility Guideline 1.0. The result shows that the average number of accessibility errors per web site is 2.77 much higher than that of Unites States. Automated testing and manual testing of web accessibility provides complementary results.

A Case Study on the Accessibility of Online Learning Content in Korea (국내 원격 교육 콘텐츠의 접근성 분석 사례)

  • The accessibility evaluation of ten web-based loaming content in Korea was performed with the following procedure : (1) A primitive metric of the compliance of those contents to the WCAG (Web Content Accessibility Guidelines) 1.0 was obtained using Bobby, a widely used accessibility checker. (2) SGML validation test was carried out. (3) The contents were rendered with various browsers including a text-mode browser. (4) They were manually checked as to whether they satisfy the accessibility criteria proposed by W3C. Most of the tested contents scored low marks in all the test categories partly because they were apparently developed with little attention paid to web standard conformance, browser compatibility, and device-independence. They also put heavy emphasis on audio-visual effects catering only to the best-equipped users and offering no alternate access route for those in restricted environment. As more information and learning materials are delivered through the Internet, these low accessible contents would lead to a deeper information divide. The accessibility needs to be regarded as an important factor in evaluating the quality of loaming content.
