An Analysis of the Korean Peninsula Damages Vulnerabilities for a Natural Disaster Mitigation : Focus on Public Facilities Damages (자연재해저감을 위한 한반도 피해 취약성 분석 : 공공시설피해를 중심으로)

  • This study aims to find out a state of the damages and vulnerable areas from natural disasters in the Korean peninsula using the prevention meteorological database information made by Park(2007b). Through the correlation analysis between damage elements and total property losses, we investigate the damages of public facilities, which have high correlation coefficient, and the cause of disasters and want to propose the basic information to set up the disaster prevention measures in advance. As a result, because most of the total property losses is the damages of public facilities, we can reduce the damages of natural disasters if we can predict the damages of public facilities or carry out the prevention activities in advance. The most vulnerable area for the natural disasters are Cangwon-do and Gyeongsangnam-do provinces. The vulnerable areas for the damages of public facilities by typhoon are Daegu metropolitan city, Cangwon-do, and Gyeongsangbuk-do provinces. These vulnerable areas will take place more frequently due to the climate change including Gyeongsangnam-do province so that we need to set up the disaster prevention measures and natural disaster mitigation plan. Also, we think that it has effect on reducing the damages of natural disasters to predict the damage scale and strongly perform the prevention activities in advance according to typhoon track and intensity.

Selecting and Assessing Vulnerable Zones of Snow Damage in Urban Areas - the case of City of Busan (도심의 설해취약지역 선정 및 위험도 평가에 관한 연구 - 부산광역시 지형적 특성을 중심으로 -)

  • Recent huge losses of both life and property have occurred by unexpected natural disasters. We studied snow damages, an important natural disaster issue because it happens more frequently in recent years. This study tries to select vulnerable areas of snowfall in advance and then establish climate change adaptation policy for minimizing unexpected snowfall damage. Busan, where is our study area, has hilly in downtown areas so that topography characteristics of the roads such as slope, elevation and aspect are vulnerable to snowfall. The sudden snowfall in Busan causes traffic jam and causes some schools in hilly to close some schools. At this moment, the adaptation policy has to be established for infrastructure (such as roads) in advance, because prediction of anomaly climate due to global warming is so difficult beside the damage of natural disaster is huge. Therefore, the purpose of this study is contribute to selecting and assessing vulnerable zones of snow damage focusing topography characteristics of the roads and then evaluating the degree of risk of vulnerable zones.

  • C language is frequently used to develop application and system programs. However, programs using C language are vulnerable to buffer overflow attacks. To prevent buffer overflow, programmers have to check boundaries of buffer areas when they develop programs. But vulnerable programs frequently result from improper programming habits and mistakes of programmers. Existing researches for preventing buffer overflow attacks only inform programmers of warnings about vulnerabilities and not remove vulnerabilities in advance so that the programs still include vulnerabilities. In this paper, we propose a function translator which prevents creating programs including buffer overflow vulnerabilities. To prevent creating binary from source including vulnerabilities, the proposed translator searches vulnerable functions which cause buffer overflows, and converts them into secure functions. Accordingly, developing vulnerable programs by programmers which lack in knowledge on security can be prevented.

  • This study set out to identify crime vulnerable areas with the GIS spatial analysis technique for the prediction of crimes. Crime vulnerable areas were extracted from the statistics of crimes with the GIS hotspot analysis technique and the inverse distance weighted(IDW) method applied to different crimes according to places and use districts. The scope of surveillance and weight were calculated for each of CPTED surveillance elements including CCTV, streetlamp, patrol division, and police substation. Maps of crime vulnerable areas were overlapped one after another to make a CPTED-based one expressed in four grades(safety, attention, warning, and risk).

Analysis of Adequacy of Evaluation Indicators for Selection of Project sites for Living Conditions Renovation Projects in Vulnerable Residential Areas (취약지역 생활여건 개조사업 대상지 선정 평가지표의 적정성 분석)

  • In this study, evaluation indicators for quantitative and qualitative indicators were presented by resetting the evaluation indicators for the selection of the living conditions renovation project for vulnerable residential areas by reflecting the results of expert importance. The appropriateness of the project selection evaluation index was reviewed by comparing the results of the expert AHP importance survey to make the project sustainable and to discover vulnerable villages. Evaluation items were constructed based on the guidelines for selecting the target site, and AHP importance evaluation was performed using this evaluation item as a proxy variable. Based on the data collected from 152 villages in Gimhae-si for case studies, the evaluation results were derived by applying the existing guideline evaluation indicators and evaluation indicators reflecting the importance proposed in this study. As a result of the study, Overall, there was a positive correlation between the results of the existing guideline evaluation and the results of the AHP importance survey, but in detail, there is a difference in the results evaluated by the two evaluation methods. In the future, if the scope of participating experts is expanded to supplement the importance evaluation, and the evaluation grade is set by analyzing quantitative data from Gyeongsangnam-do or rural areas nationwide, local governments and others will use this evaluation index as basic data when promoting the project.

  • This study aims to find the characteristics of damage and states of natural disasters at Gimhae, Gyeongsangnam-do from 1985 to 2004. Using the data of Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration. we have analyzed the cause, elements, and vulnerable regions for natural disasters. Major causes of natural disaster at Gimhae are four, such as a heavy rain, heavy rain typhoon, typhoon, storm snow, and storm. The cause of disaster recorded the most amount of damage is typhoon. The areas of Hallim-myeon, Sangdong-myeon, and Saengnim-myeon are classified the vulnerable region for the natural disasters in Gimhae. Therefore, it seems necessary to build natural disaster mitigation plan each cause of disaster to control water resources and to reduce damage for these areas.

Proposal for the groundwater based countermeasures to secure water resources considering regional characteristics of water resources vulnerable areas (국내 수자원 이용 취약지역의 지역 특성을 고려한 지하수 기반 수자원 확보 방안 제시)

  • This study is a follow-up study of vulnerable areas according to the vulnerability assessment of groundwater resource management in Korea. In this study, an optimal operation plan for groundwater resource management was proposed for areas vulnerable to groundwater resource management in Korea derived from previous studies. Prior to presenting the optimal operation plan for groundwater resource management, this study grasped the current status of changes in groundwater level and seawater penetration area for vulnerable areas using MODFLOW, a groundwater flow analysis program. As a result of the analysis using basic data for 10 years from 2009 to 2018, the groundwater level fell and the sea infiltration area increased. The final purpose of this study, the optimal operation plan for groundwater resource management, was selected as a total of four alternatives that can be expected to have positive effects to increase groundwater level and reduce seawater penetration. As a result of analyzing the amount of change in groundwater level and seawater penetration by applying the selected optimal operation plan, positive effects were found in all methods. It is expected that the optimal operation plan for groundwater resource management proposed in this study will be applied not only to vulnerable areas of groundwater resources in Korea but also to areas requiring development to establish efficient groundwater resource management measures.

The Sense of Mastery and Health-Promoting Behaviors in the Vulnerable Female Elderly of Urban Areas (도시 취약계층 여성노인의 자기통제감과 건강증진행위)

  • Purpose: This study was to identify the degree of the sense of mastery and health-promoting behaviors in the vulnerable female elderly of urban areas, and to determine factors influencing their health-promoting behaviors. Methods: The subjects were 253 vulnerable female elders aged over 60 in D City. Data were collected by a questionnaire survey. Analysis of data was done with the SPSS/WIN program. Results: The mean score of the sense of control was 15.8. It was significantly different according to living arrangement, and subjective health status. The mean score of health-promoting behavior was 3.8. It was significantly different according to living arrangement and subjective health status. Health-promoting behavior was affected more highly in subjects with a low degree of sense of mastery than in those with a medium degree of sense of mastery. Conclusion: These results suggest that the sense of mastery is an important variable for health-promoting behavior. These findings may give useful information for developing health-promoting programs focused on the sense of mastery in vulnerable female elderly adults.

  • Flooding is one of the main causes of loss of lives and properties among various natural disasters in Korea. Flood risk maps are currently being produced in Korea but the progress is slow considering the necessity to map at nationwide scale. In this study, GIS-based multi-criteria decision making process which is normally used for resource management and site analysis was applied to locate flood vulnerable areas. Past records of flooding maps were analysed to extract topographic characteristics of flooded areas. The extracted characteristics were then set as criteria for flooding analysis using the Fuzzy and Analytic Hierarchy Process(AHP) methodology. Results from this study showed that an improved phased action plan was possible, because the flood vulnerable areas are shown in varying degrees of uncertainty unlike the conventional Boolean type GIS layer superimposition analysis.

  • Purpose: In this paper, using artificial neural network algorithm, the Korean Peninsula was analyzed for drought vulnerable areas by predicting weather data changes. Method: Monthly cumulative precipitation data were utilized for research areas considering the specific nature areas, and weather data prediction through artificial neural network algorithm was carried out using statistical program R. The predicted data were applied to the Standardized Precipitation Index (SPI) to analyze drought vulnerable areas in the Korean Peninsula. Result: In this paper, the correlation coefficient values between real and predicted data are found to be 0.043879 higher on average than the regression results, using artificial neural network algorithms. Conclusion: The results of the research are expected to be used as basic research materials for responding to drought.
