  • With the prolonged COVID-19 worldwide, it is essential to create a list of visitors when using various facilities to prevent the spread of COVID-19 and to investigate epidemiology in the event of confirmed cases. In the beginning, there were many problems due to the leakage of personal information and false preparation by making a list of visitors with a handwritten list. To compensate for the problems of handwritten lists, the KI-Pass system based on QR codes is mainly managed. However, KI-Pass systems have the disadvantages of issuing QR codes and abusing personal information. In this paper, we propose an access management system using beacon. Beacon is an close-range wireless communication device and visitors when they are near the facility and automatically registers their personal information on the cloud server for access management. It is expected that this will be effective in preventing and responding to the spread of new infectious diseases in the future.

Important-Satisfaction Analysis as a Management Strategy of Suncheon Bay Ecological Park (순천만 자연생태공원 관리를 위한 중요도.만족도 분석)

  • The coastal area is the place where two conflicting values provide opportunities for recreation, tourism and conservation of the natural environment. Most of these coastal areas have been disregarded in terms of tourism because of the high value placed on natural resources. Management strategy has usually been first on the priority list of natural. resources. However, due to the significant number of visitors, the Important-Satisfaction Analysis(ISA) was applied as a mean of complement since the 1970s. This study analyzed the difference between visitor satisfaction and the importance of the main management strategy targeting visitors to Sun-cheon Bay Ecological Park on weekdays and weekends. Results show that Sun-cheon Bay Ecological Park and the city government have paid a lot of attention and invested a lot of money, but efficiency of publicity didn't come up to their afford. Therefore, we should prepare information facilities, public education facilities and human power. Also needed are visitors' temporal-spacial control to set specific programs and a guide for information education control. It means visitors' company forms change depends on weekday and weekend. In addition, a breeding space for birds should be built for observation, education and exhibition to help meet visitor expectations. Visitors' positive satisfaction might be provided in establishing strategy as a very important measure in limited area. In conclusion, this study might be provided as preliminary data when the management strategy and related guidelines are established through the management priority of coastal regions where importance and satisfaction conflict.

The Vascular Plants in Mt. Munsu(Gyeonggi-do) (문수산(경기도)의 관속식물상)

  • This study was carried out to investigate the vascular flora of Mt. Munsu. The vascular plants collected in 13 times(from Mar. to Oct. 2009) were identified as 511 taxa in total, including 113 families, 332 genera, 445 species, 5 subspecies, 46 varieties, 5 forms. Among them, 6 taxa of the Korea Forest Service-designated rare & endangered plants and the Korean endemic plants were identified as 2 taxa. Based on the list of approved for delivering overseas of plants, 6 taxa were recorded in the investigated area. The Ministry of Environment-designated plants, which should be protected by the wildlife protection law, were identified as 2 taxa and 39 taxa of specially designated plants by the Ministry of Environment. The naturalized plants were identified as 53 taxa, and their naturalization ratio and urban index were found to be 10,3%, and 18.5% respectively. There existed many kinds of plants resources having conservational value like Ranunculus trichophyllus var. kadzusensis, Jeffersonia dubia etc, in this area, but there remains a fear of nature destruction's acceleration due to indiscriminate human development and access of a lot of visitors, so it is judged that there should be a management plan, such as a limit on the number of visitors or rest-year-system for restoration of nature.

Criminal Law Issues in Epidemiological Investigations Under the INFECTIOUS DISEASE CONTROL AND PREVENTION ACT (감염병의 예방 및 관리에 관한 법률상 역학조사와 관련된 형사법적 쟁점)

  • As a result of a close review focusing on the case of obstruction of epidemiological investigation by a religious group A in Daegu, which was a problem when the pandemic of Covid-19 infection began in Korea around February 2, 2020, when an epidemiological investigator requested a specific group to submit a list, While there have been cases where an act of not responding or submitting an edited omission list was sentenced to the effect that the act did not fall under an epidemiological investigation, in the case of non-submission of the visitor list for the B Center, even though a 'list of visitors' was requested. Regarding the fact of refusal without a justifiable reason, 'providing a list of persons entering the building is a key factual act that forms a link between epidemiological investigations accompanying an epidemiological investigation, and refusing to do so is also an act of refusal and obstruction of an epidemiological investigation. There are cases where it is possible to demand criminal punishment. Regardless of whether the request for submission of the membership list falls under the epidemiological investigation, there are cases in which the someones' actions correspond to the refusal or obstruction of the epidemiological investigation. A lower court ruling that if an epidemiological investigation is rejected or obstructed as a result of interfering with factual acts accompanying an epidemiological investigation, comprehensively considering whether or not the list has been diverted for purposes other than epidemiological investigation, the logic is persuasive. Epidemiological investigations such as surveys and human specimen collection and testing are conducted for each infectious disease patient or contact confirmed as a result of the epidemiological investigation, but epidemiological investigations conducted on individual individuals cannot exist independently of each other, and the This is because the process of identification and tracking is essential to an epidemiological investigation, and if someone intentionally interferes with or rejects the process of confirming this link, it will result in direct, realistic, and widespread interference with the epidemiological investigation. In this article, ① there are differences between an epidemiological investigation and a request for information provision under the Infectious Disease Control and Prevention Act, but there are areas that fall under the epidemiological investigation even in the case of a request for information, ② Considering the medical characteristics of COVID-19 and the continuity of the epidemiological investigation, the epidemiological investigator the fact that the act of requesting a list may fall under the epidemiological investigation, ③ that the offense of obstructing the epidemiological investigation in certain cases may constitute 'obstruction of Performance of Official Duties by Fraudulent Means', and ④ rejecting the request for information provision under the Infectious Disease Control and Prevention Act from September 29, 2020 In this case, it is intended to be helpful in the application of the Infectious Disease control and Prevention Act and the practical operation of epidemiological investigations in the future by pointing out the fact that a new punishment regulation of imprisonment or fine is being implemented.

Operating Status and Activation of Ecological Learning Facilities in Korea (국내 생태학습시설의 운영현황 고찰 및 시사점)

  • This study aims to establish basic data of operating status for ecological learning facilities in Korea, investigate their characteristics for operating methods, and present proposals for the efficient operation and management of ecological learning facilities. For this purpose, a list of ecological learning facilities in Korea was established and 50 facilities were surveyed about the current status regarding the operation and management. Based on the survey, operation form, interpreter and volunteer, visitor, budget and revenue, promotion method, and other items were analyzed. Concerning the operating forms, most of the facilities were direct-operated facilities by government, and they are operating mainly by officials. Visitors are mostly families on weekends, while kindergarten children are main visitors during weekdays. Most facilities have higher proportion of visitors nationwide, and they get information mainly from websites operated by facilities and related organization. The annual operating budget and revenue depend on the facility size and operating forms, and the direct-operated facilities by government use higher budget compared to commission-operated ones. For the efficient operation of ecological learning, expert with specialized knowledge should participate in the operation, and intuitive and informative websites should be established and continually managed. In addition, it is necessary to support revenue of by national and local governments and to secure external funding network like local companies and donation.

Issues of Residential Area Management in Korean Natinal Parks (국립공원 취락지구 관리 개선방안 연구)

  • More than 130,000 residents are dwelling in 550 villages or residential areas covering 100K$m^2$ in the twenty national parks of Korea. Building new houses, additions, reconstruction, and certain kinds of land uses are prohibited in the residential areas of the national parks. Residents and park officials were interviewed and surveyed to discover problems and to suggest new management policies. Two of the mountain region national parks were studied, and the results are : First, it is recommended to amend the National Parks Act in order to list explicitly those facilities allowed in residential areas. Also the Act should enalble residential area management planning. The Residential area survey period should be shortened to 5 years instead local governments and the National Parks Authority offices. It is recommended that the NPA offices take over this responsibility completely. Thirds, some residential areas are better off to be excluded from the parks and the Boundaries of many residential areas are inappropriate and need to be adjusted. Fourth, as the number of visitors increase rapidly, the residential areas serve as tourist centers. The "Ecotourism" concept is to be introduced so that the residents can take part in ecotourism promotion. Fifth, the residents should be and well informed of residential area management policies and regulations.gulations.

A Quantitative Study on How Internet Search Ads Generate Consumer Traffic to Advertisers' Website

  • This study aims to measure the impact of these two variables on consumers' 'click-through' rates (the number of users that click on the ad compared to the number of times the ad is delivered). The result is as follows. First, search ads play a critical role in drawing consumers to advertisers' websites. Once search ads are placed, the number of visitors increased tenfold. Secondly, when search ads are keyed to highly-involved words such as 'IDC', 'hosting' and 'co-location', click-through rates significantly fluctuate according to the type of advertising message. In this case, consumers respond much more positively to ads highlighting credibility and product quality than to ads with emphasis on sales and events. Thirdly, the placement of search ads also matters. The ad placed first in the search list overpowers ads in the third or fifth place in terms of click-through rates. However, there was no significant difference of click-through rates between ads in the third place and ads in fifth. Lastly, when estimating which variable plays the bigger role in bringing traffic to advertisers' websites, consumers are more receptive to the substance of the advertising message than to its placement, under the circumstances of high involvement.

Vascular Plants of Gonamsan and Siribong in the Baekdudaegan (백두대간의 고남산과 시리봉 일대의 관속식물상)

  • The vascular plant species in the areas of Gonamsan and Shiribong in the Baekdudaegan were summarized as 295 texa: 89 families, 193 genus, 245 species, 44 varieties and 6 forms.10 taxa were recorded in the surveyed areas as the Korean endemic plants: Hosta capitat (Liliacease), Polygonatum lasianthum var. corenum (Liliaceae), Chloranthus japonicus (Cloranthaceae), Salix hulteni (Salicaoeae), Clematis richotoma (Ranunculaceae), Spiraea prunifolia for. simpliciflora (Rosaceae), Vicia unijuga (Fabaceae), Viola albida (Violaceae), cornus walter(Cornaceae), Weigela subsessilis (Caprifoliaceae).According to the list of Korean rare and endangered plants complied in the studied areas:Iris ensata var. spoyanea(Iridaceae), Viola albida (Vioaceae) and Aristolochia contorta (aristolochiaceae) Due to the rapid destruction and increase of visitors and the studied areas are located close to the villages, the naturalized plant species in the areas were more frequently appeared than the rare and endangered plant species.

The Flora of Mt. Biseul in Daegu (대구광역시 비슬산 일대의 식물상)

  • This study was carried out to investigate the flora of Mt. Biseul. The vascular plants collected 10 times(from May 2006 to October 2007) were identified as 468 taxa in total, including 89 families, 302 genera, 397 species, 1 subspecies, 59 varieties and 11 forms. Korean endemic plants of this area were identified as 17 taxa including Thalictrum uchiyamai, Coreanomecon hylomeconoides, Lonicera subsessilis, etc.; the Ministry of Environment-designated plants, which should be protected by the wildlife protection law, were identified as one taxon including Aconitum austrokoreense; the Office of Forestry-designated rare & endangered plants were identified as 6 taxa including Viola albida, Lloydia triflora, Streptopus ovalis, etc.; the naturalized plants were identified as 34 taxa, and their naturalization ratio and urban index were found to be 7.3%, and 12.2% respectively. This study newly identified about 160 taxa of the plants, among which 17 taxa were newly added to the list of naturalized plants, such as Phytolacca americana, Dicentra spectabilis, Lepidium apetalum, Medicago lupulina, Euphorbia supina, Ambrosia artemisiifolia, Cosmos bipinnatus, Crassocephalum crepidioides, Galinsoga ciliata, Rudbeckia bicolor, Sonchus oleraceus, Tagetes minuta, Taraxacum officinale, Chloris virgata, Festuca arundinacea, Lolium perenne, Tradescantia reflexa, etc. There existed many kinds of plants resources having conservational value like Aconitum austrokoreense etc. in this area, but there remains a fear of nature destruction's acceleration due to indiscriminate human development and access of a lot of visitors, so it is judged that there should be a management plan, such as a limit on the number of visitors or rest-year-system for restoration of nature.

Characteristics Distribution of Vascular Plants of the Moaksan Provincial Park (모악산 도립공원일대의 관속식물 분포 특성)

  • The vascular plants of the Moaksan provincial park area were listed as 615 taxa: 120 families, 383 genera, 542 species, 1 subspecies, 69 varieties and 3 forms. Based on the list of Korean endemic plants, 6 taxa were recorded: Cephalotaxus koreana, Carex okamotoi, Lilium amabile, Salix purpurea var. japonica, Weigela subsessilis, Aster koraiensis and based on the list of the rare plants by the Forest Research Institute, 5 taxa were recorded in the studied areas: Lilium distichum (Preservation priority order; No. 159), Tricyrtis dilatata (No. 97), Iris ensata var. spontanea (No. 197), Aristolochia contorta (No.151), Viola albida (No. 202). Specific plant species by floral region were a total of 48 taxa; Prunus yedoensis in Class V, 2 taxa, as Carex arenicola, Wistaria floribunda in Class IV, 4 taxa, Spiraea salicifolia, Thea sinensis, Asperula lasiantha, etc. in Class III, 8 taxa, as Lilium distichum, Iris ensata var. spontanea, Acer triflorum, etc. in Class II, 33 taxa, as Camptosorus sibiricus, Orixa japonica, Lonicera praeflorens, etc. in Class I. The naturalized plants in this site were 16 families, 40 genera, 48 species, 2 varieties, 50 taxa and the naturalization rate was 8.1% of all 615 taxa vascular plants. As a conservation measure, there needs to be controls on the imprudent development and excessive visitors and a detailed plan like nature the rest of the year.
