Research on Risk-Based Piping Inspection Guideline System in the Petrochemical Industry

  • The purpose of this research is to create an expert risk-based piping system inspection model. The proposed system includes a risk-based piping inspection system and a piping inspection guideline system. The research procedure consists of three parts: the risk-based inspection model, the risk-based piping inspection model, and the piping inspection guideline system model. In this research procedure, a field plant visit is conducted to collect the related domestic information (Taiwan) and foreign standards and regulations for creating a strategic risk-based piping inspection and analysis system in accordance with the piping damage characteristics in the petrochemical industry. In accordance with various piping damage models and damage positions, petrochemical plants provide the optimal piping inspection planning tool for efficient piping risk prediction for enhancing plant operation safety.

  • Construction inspection and monitoring are key activities in construction projects. Automation of inspection tasks improves the limitations and inefficiencies of manual construction inspections, enabling systematic and consistent construction inspections. In this paper, an RTSP (Real-Time Streaming Protocol) system is used to remotely manage and supervise the construction site without having to visit the construction site by deploying a robot on site on behalf of four construction stakeholders (owner, supervisor, constructor, and designer). I would like to propose. The proposed system can contribute to identifying and monitoring the process process and work results at the construction site in real time.

How to Improve Self-Check System for Marin Pollution Prevention in Korea (해양오염예방을 위한 자율점검제도 개선방안)

  • For marine pollution prevention, Korea Coast Guard has enforced the self-check system on excellent workplace of marine facilities and ships since 2007 as part of the government policy for deregulation of administrative inspection. The self-check system had much effect amid interest from the workplaces and with their participation and cooperation. But the system has become stagnant because KCG has missed the proper timing to reflect the social and environmental change, marine workers' consciousness changes and the transformation of its relevant inner organization in the operation of the system for several years. To accommodate the changes of internal and external environments, this study surveyed 332 workers of ships and marine facilities through questionnaire about the self-check system for marine pollution prevention, reflected on the system, and focused on how to improve the existing system effectively. To increase the effect of self-check system, the enhancement of public relations efforts and improvements in marine pollution control system for ships of 5 gross tons and above are necessary. In addition, for relieving the burdens of business activity and visit inspection by KCG on excellent workplaces of ships and marine facilities, Marine Environment Management Act is needed to be amended so that the self-check system can be reflected in its amendment.

  • Objectives: The Ministry of Employment and Labor's enforcement programs, such as workplace monitoring inspection, are one of the major public efforts to protect worker's health. Therefore, a more effective inspection method is required for workplace monitoring, which is helpful for controlling health hazards in the workplace. Methods: For this study, we investigated the related safety and health laws, regulations, and inspection guidelines from the USA, Japan, and Korea. We also analyzed the provisions of industrial safety and health acts, which are related to enhancing the reliability of workplace monitoring. We applied the process of opinion convergence through an experts meeting for our research. Results: We proposed an efficient inspection scheme for workplace monitoring that includes how to select companies(mainly randomized inspections by using a workplace measurement database and workers' compensation insurance database), how to proceed with the inspection process(mainly unannounced visits), and who should carry out this project. Conclusions: We conclude that our proposal for the inspection of workplace monitoring could be a very effective tool for reducing the numbers of companies that do not undertake workplace monitoring and could produce reliable monitoring results.

Influence on Oral Health Condition by Visits to Dental Clinics and Dental Education Experience of East Asian Immigrant Women in Korea (동아시아 국내 이주여성의 치과방문여부와 구강건강교육유무가 구강건강상태에 미치는 영향)

  • Objectives : The purpose of this study is to figure out and establish the basic data that can help improve management of oral healthcare for the international marriage immigrant women. Methods : In this sense, we surveyed questions on 237 women out of 1,300 immigrant women, who have participated in the program by multi-cultural household supporting center, in a fashion of face-to-face investigation and on-the-spot direct cavity inspection simultaneously from May 1 to October 31, 2010. Collected data were electro-statistically computerized under SPSS 17.0 program and analyzed with frequency analysis, recurrence analysis and logistic regression analysis respectively. Results : The number of filled teeth got lower when they had lower number of dental visits. Women from the Philippines had the highest number of defect teeth, and the number of fixed prosthetic appliance became less when they had less number of dental visits. When they had no experience of oral health education, they had less fixed prosthetic appliances. There was higher percentage of periodontal disease when they did not have dental visit compared with the dental visit cases. Conclusions : Preparation of a policy for east Asian immigrant women for them to visit dentist comfortably and expansion of systematic oral health education are highly recommended.

Evidence-based Screening, Early Diagnosis and Treatment Strategy of Cervical Cancer for National Policy in Low-resource countries: Example of India

  • Cervical cancer remains the most frequent cancer in women from the developing world. More than 88% of deaths occur in low-income countries, and it is predicted to climb to 91.5% by 2030. Although Pap-based screening programmes have shown to be effective in reducing the disease burden in high-resource countries, implementation and sustention of cytology-based programmes is quite challenging in low-resource settings. The present paper reviews evidence-based alternatives of screening methods, triaging algorithm, treatment of cervical precancerous lesions, and age-group at screening appropriate for low-income countries. Evidence shows that visual inspection methods using diluted acid acetic or Lugol's iodine, and HPV-DNA testing are more sensitive tests than the Pap-smear screening test. Visual inspection allows an immediate result and, when appropriate, may be immediately followed by cryotherapy, the so called "screen-and-treat" approach, achieved in a single visit, by trained nurses and midwives. Examples of cervical cancer prevention programmes in India and selected low-income countries are given.

A Study on the Quantitative Risk Assessment Technique about Frequency and Severity of Occurrences through Accident Analysis in Laboratories (실험실의 사고분석을 통한 발생빈도 및 강도의 정량적 위험성 평가 기법에 관한 연구)

  • In this study, with the objects of 173 institutions of university and research institutions, investigation was carried out through visit investigation ar d questionnaire investigation. Frequency and severity of occurrences was acquired mainly through universities and research institutions which have reported occurrences of accidents to the Ministry of Education, Science, and Technology. Quantitative danger evaluation was conducted through frequency and strength of occurrences. Case study was carried out by selecting bio science laboratory of university and as the result of this study, degree of danger among the inspection objects of bio science laboratories, laboratory work place was evaluated as the most dangerous with the scores of 155.00 and as the result of average danger level, compression gas cylinder was evaluated as the most dangerous with the scores of 6.4000.
