Analysis of Impact on Disaster Prevention Capability of Residents in Resident Participation Safety Improvement Project -Focused on Project of Creating a Safety Village in Sindeok, Daegu- (주민참여형 안전개선사업이 주민방재역량에 미치는 영향분석 -대구 신덕 안전마을 만들기 사업을 중심으로-)

  • Purpose: The purpose of this study is to analyze the impact of disaster prevention capability of residents according to before and after resident participation safety improvement project and to present implication. Method: The difference in disaster prevention capability of residents before-after project was compared and analyze using the independent sample t-test. Result: As a result of analysis, it was found that the resident participation safety improvement project had an effect on the disaster prevention capability of residents before-after project. Among them, the parts related to degree of preparation of evacuation and organizational disaster prevention capability were found to have a positive effect Conclusion: When promoting a resident participation safety improvement project, it is necessary to explore and consider various ways to improve the disaster prevention capability of residents and regions.

  • Understand that forming urban images and improving urban identity play an important role in the competitiveness of cities with resident-participating villages, local governments began to focus on selection and management of physical components to form urban identity. Recently, when the quality of urban scenes is posed as a problem, urban beautification projects including urban environment reorganization and scenery management are being actively conducted in many cities. The purpose of this study is to compare and analyze the characteristics of cases of Japan, England, and USA in which the local governments conduct resident-participating villages to establish a frame of analysis, to classify the purposes, directions, contents and properties of projects, scenes, and formation of villages based on the established frame of analysis, to deduce suggestions from the view of urban scenes and formation of villages, and to present basic measures for developing projects with which local residents can form villages centered on urban scenes subjectively and autonomously in Korean local communities in the near future.

  • Comprehensive rural village development projects were launched by MAF(Ministry of Agriculture and Forestry) and KARICO (Korea Agricultural and Rural Infrastructure Cooperation). Since 2004, they received much attention for rural development policy, such as the bottom-up approach, inducing participation of residents and enhancing regional capacity. However, there still remain several problems to be solved. The purpose of this study was to suggest methodologies to facilitate residents' participation in comprehensive rural village development projects by literature review. The core problems of comprehensive rural village development projects in the planning stage were the conflicts among residents and the lack of resident capacity for rural development. Based on the findings of this study, the following recommendations were made to facilitate the residents' participation. In order to reinforce the residents' participation, the mediating skills of conflicts among residents and the strategies for strengthening the residents' capacity should be introduced in comprehensive rural village development projects.

  • Village formation through landscape agreements of all things has sufficient expectation effects in that it outgrows the existing hardware- and development-oriented methods and realizes software- and policy-centered measures developed on the basis of environments and amenity. Village formation through landscape agreements is a work toward future in the long term. Villages are moving in the flow of time. Recognition on life environments and changes in consciousness of residents may be the most direct head start showing the possibility of village formation. However, the signs of such changes are yet uncertain and it is difficult to expect the changes in conscious ness would lead to realization and accomplishment. Therefore, it is needed to construct a society-wide system in which administration, experts, and local residents altogether support resident-led village formation, as well as efforts to enhance and expand the sprouts of hope.

A Study on the Direction of Resident Acceptability for Photovoltaic System in Rural region - A Case of the rural village in Munback-myeon, Jincheon-gun, Chungbuk - (농촌지역 태양광발전 주민수용성 방향에 관한 조사 분석 연구 - 충북 진천군 문백면 농촌마을을 중심으로 -)

  • In this study, we classified and analyzed the type and cause of resident conflicts and made a solution at side of resident through resident survey study for research subjects located at photovoltaic system will be installed or not. The factors of resident conflicts based on news media release from 2006 to 2018 were classified to four types such as economic, environmental, technological and procedural factors. According to the news analysis, the types and proportion of resident conflicts in the photovoltaic system projects showed 33% of economic factors, 32% of environmental factor, 21% of technological factor and 14% of procedural factor. This news analysis may suggest that it is very important residents to share the economic benefits as well as to ensure the fairness of the procedures for carrying out the project based on transparent information disclosure during the business promotion and profit distribution stages. We conducted the poll survey in the rural towns where photovoltaic system will be installed or not. The poll survey results showed that (i) there is quite difference in agreement rate and other recognition for sensitive matters such as profit distribution, environmental and technological factors whether photovoltaic system will be installed or not, (ii) the resident conflict regarding the photovoltaic system installation can reduce through direct involvement of residents process. To solve these resident conflicts, the local governments should mainly effort and consider the supporting technologies and consults to solve clearly resident conflicts. In addition, it has to advertise the safety of photovoltaic systems regarding electromagnetic wave which were within the range of scientifically harmless to the human body.

Social Vulnerability Assessment by Resident's Conflict Analysis on Rural Development Project of Region Unit (권역단위사업에서 주민 갈등 분석에 의한 사회적 취약성 평가)

  • In this study, we try to quantify resident's conflict by rural development project based on previous researches about community capacities required for residents and social networks in rural village for suggesting efficient project model. we analyzed conflict elements in six category such as 'conflict in residents', 'conflict in residents and leaders', 'conflict in leaders', 'conflict in villages', 'conflict in development fund', 'conflict in village by common income project'. These results also analyzed by personal background(age, role, education, income) of respondent in questionary survey. Results show that 'conflict in residents and leaders', 'conflict in leaders', 'conflict in development fund' are perceived differently by age, role, education, and income in 5% significance level. Especially, relatively young age(below 40 years old) expressed clearly about conflict and high scored in item of 'residents and leaders'. Regression model show statistical significance(F=39.807, P=0.000) in influence relation analysis of conflict, network, leadership, and project fund. In this model, network ${\beta}=-0.237$, leadership ${\beta}=-0.375$, project fund ${\beta}=-0.000$ show network and leadership have negative relation to conflict but project fund is difficult to find relation with conflict. In this study, we defined social vulnerability using conflict, network, and leadership and verified the vulnerability of rural village applying regional community capacity in analysis results; vulnerability increased by the size of region and show inverse correlation to future vision of residents.

  • This study is on the practice and limitation of the environment improvement project in the delinquent residential areas implemented as part of the urban restoration project that this study was carried out with the subject of the Saeddeul Village Project in Balhan Dongmunsan District of Donghae City that is implemented as part of resident-participating urban rehabilitation that has emerged as a socially important issue. In particular, at a time the issues of increasing senior population and poverty resulted thereof have surfaced in the society that this study has taken a look at the characteristics in the planning and practice process in the Saeddeul Village Project area for the purpose of improving the mental health. In the planning process and practice process, those human-care project and resident competency strengthening projects, together with physical environment improvement, are implemented, and the contents implemented by respective project are purported to establish the community identity through voluntary participation of local residents together with the environment improvement of the villages on the basis of resident participation as well as leading the economic independence by the village with its own discretion. However, the limitations in the practice process and exposure of problems that may be experienced in the field have made difficulties in such approach and provokes the difficulties of project performance depending on the conflicts in community constituents. Under such a relationship, it is required to have the endeavors to facilitate the community and solution of issued, and this study presents the need of access for revitalizing the regional welfare system.

  • In this study, the effectiveness of the method for the promotion council to make rehabilitation community development plan with rural villages to continue community development is investigated in Ota-district, which is affected by chuetu earthquake. Initially, Ota-district made the acting contents of the plan based on the village's request, which is considered resident life and problems in village. Next, Ota-district made the vision of plan based on the acting contents. This plan procedure has been effective to compliment the village community facilities and running on village event, in addition to setting the village's community to continue to manage community facilities and event. As a result, this way has helped good management of village event using the facilities and interchanging among residents. Also, the use of acting contents by request of the promotion council and village's community, while respecting both, has been effective in that the promotion council assists the village event after the rehabilitation community development plan is finished.

  • In this study treats 'Rural Village Development Project'. The ministry of Agriculture and Forestry and Korea Agricultural & Rural Infrastructure Corporation are enforcing this from 2004. A purpose of 'Rural Village Development Project' is as follows. Repairs a function of production farms-residing rest tourism generally after connecting a neighborhood village having the same nature in a small scale unit. Too local human resources and material resources is utilized, and develops various types with specialization. As a result, it is to improve with the quality of life of a farmer. This study finds problems to have broken out in Rural Village Development Project. Therefore, recognize whether it is on to be devoted to rural village and rural community inhabitants to solve the problem how. And analyze a policy characteristic of Rural Village Development Project and basic course. Therefore, provide with materials when decides on plan course of Rural Village Development Project through this. As a result, it is a purpose to give help to Rural Village Development Project. The results of study are follows; First, A state inhabitants, professional group, administration understand an agricultural village, and to be able to learn must be prepared first. Second, the enough time that can carry out study is necessary. Third, must present the guidebook which expresses a local characteristic well. Fourth, it is specialist database construction and network formation.

Resident-Driven Rural Village Plan Based on Ecological Rural Amenity: Focused on Busu Area, Boeun-gun, South Korea (생태적 농촌어메니티 기반 주민주도형 농촌마을종합계획 -보은군 회인면 부수권역 '하얀민들레 생태마을'을 중심으로-)

  • This study has intended to devise a comprehensive rural planning, driven by residents based on ecological rural amenity paradigm for Busu area, Boeun-gun, South Korea. To reach the goal, this study has performed the following processes. First, we have analyzed the elements of threat, opportunity, weakness, and strength in both inside and outside village through 'SWOT analysis. Second, through strategic analysis and consultation, we have proposed developmental directions of Busu area. Third, based on an ecological rural amenity planning system composed of ecological economy system, ecological environment system, ecological history-culture system, ecological image system, and ecological society system, we have suggested research projects of each system Fourth, we selected projects through a general meeting with all stakeholders. Fifth, the selected projects were applied to Busu area by village residents and experts. Finally, the projects, which were appraised and revised by experts, residents, and governmental officers, were composed of ecological scenic agriculture center, resident's site for city dweller, energy independent village, eco-road, eco-pond, ecological park and parking lot, restoration of traditional culture, zone of ecological scenic agriculture, eco-tunnel, eco-fence, landmark, corporate identity, community center, forum and seminar, and education for residents' empowerment.
