On the Mathematical Model for Evaluating the Applicability of the Vessel Traffic Management System (우리나라 연안의 해상교통관리시스템 설치를 위한 기초 연구 한국연안의 교통관제대상해역 평가에 관하여)

  • The amount of cargoes and fishery production have increased continuously during the last decade due to the great growth of the Korean economy. These increasements have made our coastal traffic congested, and the future coastal traffic is also expected to increase considerably. The increased traffic can be a cause of large sea pollution as well a s greater sea casualties us as properties and human lives, which could result in a big national loss. In order to prevent the sea casualties and promote the safety of coastal traffic, the Vessel Traffic Management System (VTMS) along the Korean coastal waterway is inevitably introduced. But, the precise evaluation is necessary required prior to the implementation of VTMS because this system necessitates a huge amount of budgets. This paper aims to propose the model of evaluation process, but the evaluation as to the urgency of establishment is not only very complicated and fuzzy but also affected by the subjectivity of human. Therefore, fuzzy integral is adopted as the mathematical model of evaluation in which decision-maker can intervence by making decision considering the calculated membership-function. Four aspects, namely, the frequency of sea-casualities, the traffic volume, the frequency fuzzy day, and the complexity of waterway are selected as the item of evaluation, and the fuzzy measure are applied to the evaluation of 8 candidated regions such as the adjacent area to the port Inchen, Kunsan, Mokpo, Wando, Yosu, Pusan, Pohang, Donghae. As a result of evaluation, the priority as to the candidated regions is obtained, and the following prior execution regions, namely, the adjacent area to the port Pusan, Yosu, Mokpo & Wando are selected by considering the present situation, but, in the long run, the VTMS should be executed in the whole coast of the nation, through the cost-effectiveness analysis.

The Efficient Anchorage Management of VTS through Analysis of Domain Watch (영역감시 분석을 통한 VTS의 효율적 정박지 관리 방안에 관한 연구)

  • The purpose of this study is to estimate a proper Domain Watch between anchored vessels in order to propose a method for the efficient management of VTS(Vessel Traffic Service) of the N-anchorage in Busan harbor, which is the largest port in Korea. For this purpose, we proposed the calculation method of Domain Watch and investigated the ship length(L), the distance between anchored vessels ($D_{ij}$), the domain radius(R), and the domain radius vs L(R/L) during the peak time of the vessels in the latest usage of anchorage. As a result of technical analysis for the surveyed data, the minimum R/L for securing the safety distance between anchored vessels was selected based on 2.85 corresponding to the 70th percentile of the total data. This result was applied to the N-anchorage of Busan and compared with the 'Guidelines of Port and Harbor Design(2014)', and we have confirmed that it is reasonable to set the Domain radius with the minimum 2.85L or more in VTS. This study considers the safety management of anchorage for VTS. This study could contribute to the safety of vessels using anchorage and the safety management plan of VTS when it is applied to other ports in operation such as it was in Busan.

  • The increase in seaborne cargoes has made our coastal traffic congested, and future coastal traffic is also expected to increase considerably as result of our economic development and high dependence on foreign trade. This increased traffic may be a cause of serious sea pollution as well as greater number of sea accidents. In view of this problem the introduction of VTMS along on our coast is required, following careful study of a large number of foreign systems. This paper analyzes the actual condition of 132 VTMSs in the world from the view point of management method authority of VTMS, coverage and characteristics of system. And this results provide helpful information for the development of VTMS in the future and for the implementation of VTMS in our coastal waterway.

Estimation of the Traffic Flow in the Korea Coastal Waterway by Computer Simulation (우리나라 연안의 해상교통관제시스템 설치를 위한 기초연구 시뮬레이션에 의한 우리나라 연안의 해상교통량 추정)

  • From the point of view of safety of life and property at sea and the protection of the marine environment, the Vessel Traffic Management System along the Korea coastal waterway is inevitably introduced. But the establishing priority per area must be evaluated under the restricted budget. In this case, the estimated traffic flow has a major effect on priority evaluation. In the former paper , an algorithm was proposed for estimating the trip distribution between each pair of zones such as harbours and straits. This paper aims to formulate a simulation model for estimating the dynamic traffic flow per area in the Korea coastal waterway. The model consists of the algorithm constrined by the statistical movement of ships and the observed data, the regression analysis and the traffic network evaluations. The processed results of traffic flow except fishing vessel are summarized as follows ; 1) In 2000, the traffic congestions per area are estimated, in proportion of ship's number (tonnage), as Busan area 22.3%(44.5%), Yeosu area 19.8%(11.2%), Wando-Jeju area18.1%(6.8%), Mokpo area 14.9%(9.9%), Gunsan area 9.1%(9.3%), Inchon area 8.1%(7.7%), Pohang area 5.5%(8.5%), and Donghae area 2.2%(2.1%). 2) For example in Busan area, the increment of traffic volume per annum is estimated 4, 102 ships (23 million tons) and the traffic flow in 2000 is evaluated 158, 793 ships (687 million tons). 3) consequently, the increment of traffic volume in Busan area is found the largest and followed by Yeosu, Wando-Jeju area. Also, the traffic flow per area in 2000 has the same order.

  • Jeju coastal waters are limited to high-risk areas due to the passage of international cruise ships, passenger ships, with a large number of people and fishing boats, or to the jeju port and the jeju civilian-military combined port and near by seas, so a VTS system will be established along jeju and seogwipo coast. There is no accurate standard for determining the number of people required by the maritime traffic control center. Therefore, this study calculated the required operating personnel for control seats on the coast of jeju and seogwipo by using VTS big data to efficiently calculate the workload of maritime traffic control. It is judged that this study can be used basic data for research that sets the standard for calculating the control workload.

A Comparison of ES and PARK Maritime Traffic Risk Assessment Models in a Korean Waterway

  • This paper compared the consistency of the Environment Stress(ES) model and the Potential Risk Assessment Model (PARK model, which was developed based on a Korean mariner risk perception) for the Busan adjacent waterway. Evaluation of accuracy and comparison of these two models have been made by Vessel Traffic Service (VTS) officers in the Busan VTS Centre. The assessment results of Busan waterway show that the PARK model is more consistent than the ES model as follows. (1) The difference between assessment results applying ES model and PARK model with risk degree of VTSOs were 34% and 5% respectively in six typical traffic situations. (2) The assessment using PARK model is more suitable and identical with the VTSOs opinion in his or her duty time.

  • Recently, ships' average navigation speed become faster than before because of the increasing of high-speeds vessel including container ships and passenger-ferries. So, it is considered that the speed limit in the navigation channel in Korea isn't proper for vessel management in these days. Also, there is rare paper studies about the speed limit quantitatively and numerically, especially the speed limit is discussing continuously, as abrogation of Incheon Port's speed limit and alleviation of Gwang-yang Port's speed limit according to the requests by the navigating mariners. Consequently this paper deals with the effectiveness of speed limits using the Environmental Stress Model, after replay of the navigation traffic flow in the straight waterway using marine traffic flow simulation technique.

The Maritime Traffic Safety Law of P.R. China (중국의 해상교통안전법)

  • The Maritime Traffic Safety Law of P. R. China has not the legal nature of navigation rule which regulates the vessel traffic directly but has the legal nature of management to ensure the safety and good order of the whale marine traffic. For that reason, the legal status of this Law is a general basic norm for the marine safety regulations rather than a definite enforcement regulation. This Law does not have any clear statements on adaptation of the steering and sailing rules of the International Regulations for Preventing Collisions at Sea, but it can be presumed the Convention would be applied on the viewpoint of the international practice. The subject matter of this Law is easily understandable, because the IMO and shipping countries have already made similar legislation. Since the maritime traffic condition of the P. R. China also has a direct effect upon the Korean coastal waters, it is essential to observe closely the process of enforcement and development of the P. R. China's Maritime Traffic Safety Law.

  • For effective ship management in VTS(Vessel Traffic Service), it needs to assess the external force acting on ship. Big data in maritime traffic can be roughly categorized into two groups. One is the traffic information including ship's particulars. The other is the external force information e.g., wind, sea wave, tidal current. This paper proposes the method to assess the external force acting on ship using big data in maritime traffic. To approach Big data in maritime traffic, we propose the Waterway External Force Code(WEF code) which consist of wind, wave, tidal and current information, Speed Over the Water(SOW) of each ship, weather information. As a results, the external force acting a navigating ship is estimated.

  • The purpose of this study is to find out what is the functional role of VTS in order to get the people concerned with marine traffic/transportation understand about VTS. VTS could be described as the essential risk management system in both cost effective on cost-benefit analysis and the sea space or time management at port, coastal environment. The important role of the VTS are those functions such as the decision making infrastructure, the passive/active safety measures at sea. VTS could not control/regulate marine traffic as strong as ATC(Air Traffic Control) owing to the marine traffic characters. However, the right and responsibility of VTS finally are belong to the master, pilot and mariners. For the benefit of the electronic technology development, VTS system also cloud be upgraded to communication system from information system. In connection with these system upgrading, the right and responsibility of VTS/staff should be supported by domestic legal system. The followings are presented for VTS to be effective. First, the cooperation and understanding of VTS between the peoples concerned with marine traffic/transportation are essential. Because they are all data supplier and also information consumers. Second, VTS staff/regulator should be selected, educated, trained accordingly as per their career, ability, quality, qualification, certification and etc. Third, the port reliability from VTS users depends on the factors such as economic interests, safety and effectiveness/efficiency of VTS.
