Evaluation Criteria of IT Business Value : The Difference Between Ex Ante and Post Implementation Evaluation (IT 비즈니스 가치 평가관점 : 사전-사후 평가시점 및 정보시스템 유형별 차이)

  • The purpose of this study is to investigate the evaluation perspectives of IT business value and empirically analyze the differences of evaluation perspectives between ex ante evaluation and post implementation evaluation, and among various information system types. 4 evaluation perspectives which have been used in the previous studies and in the field of industry practices are financial, customer, internal process, and growth, which are based on the BSC model. Data of 98 information systems have been collected from 89 companies including manufacturers, banks, insurances, and stock trading companies. As results of multi-way MANOVA test, 3 out of 8 hypothesis have been accepted statistically. While the order of importance of 4 perspectives in ex ante evaluation is customer, financial, internal process, and growth, the order of post implementation evaluation appears to be much different : that is, internal process, customer, financial, and growth. These findings provide insights for both IT practitioners and researchers.

Fast 360° Sound Source Localization using Signal Energies and Partial Cross Correlation for TDOA Computation

  • This paper proposes a simple sound source localization (SSL) method based on signal energies comparison and partial cross correlation for TDOA computation. Many sound source localization methods include multiple TDOA computations in order to eliminate front-back confusion. Multiple TDOA computations however increase the methods' computation times which need to be as minimal as possible for real-time applications. Our aim in this paper is to achieve the same results of localization using fewer computations. Using three microphones, we first compare signal energies to predict which quadrant the sound source is in, and then we use partial cross correlation to estimate the TDOA value before computing the azimuth value. Also, we apply a threshold value to reinforce our prediction method. Our experimental results show that the proposed method has less computation time; spending approximately 30% less time than previous three microphone methods.

  • It is a daunting task to theorize the process effectiveness of IT convergence based service model. Despite the criticalness of investigating process enhancement impact of IT-convergence based service model, the theoretical research in this field is relatively scarce, possibly due to the too wide and comprehensiveness of research scope. In this vein, we conducted exploratory study to understand the contributional impact of IT convergence based service model on resolving service process limitations. We first identified five IT convergence based service models in the area of typical service industry, which include entertainment, learning, location based services, tourism, and healthcare. Our research model classified value creation factors of the IT convergence model in twofold. The one is defined as basic value creation factor of the IT convergence, which is treated as the second-order factor that consists of two first-order factors of mobile functionality and Internet with digital contents merging functionality. The other is defined as service process limitations resolving factor which are comprised with the two first-order factors of simultaneousity and perishability. Both the second-order factors are modeled, each respectively, with the two first-order factors in formative manner. Using PLS, empirical validation is executed to analyze each value creating factor's contribution impact on the relative advantage, as well as the mediating effect of basic value creation factor on resolving service process limitations. On the basis of the insights revealed from this paper, further theory building research could be elaborated in the area of IT convergence applications for service industry.

A Control Strategy Based on Small Signal Model for Three-Phase to Single-Phase Matrix Converters

  • This paper presents a novel close-loop control scheme based on small signal modeling and weighted composite voltage feedback for a three-phase input and single-phase output Matrix Converter (3-1MC). A small non-polar capacitor is employed as the decoupling unit. The composite voltage weighted by the load voltage and the decoupling unit voltage is used as the feedback value for the voltage controller. Together with the current loop, the dual-loop control is implemented in the 3-1MC. In this paper, the weighted composite voltage expression is derived based on the sinusoidal pulse-width modulation (SPWM) strategy. The switch functions of the 3-1MC are deduced, and the average signal model and small signal model are built. Furthermore, the stability and dynamic performance of the 3-1MC are studied, and simulation and experiment studies are executed. The results show that the control method is effective and feasible. They also show that the design is reasonable and that the operating performance of the 3-1MC is good.

The Making of a Nation's Citizen Diplomats: Culture-learning in International Volunteer Training Program

  • This study examines Korea's international development volunteer program as a citizen diplomacy initiative. Informed by a cultural perspective of transmission and relational models of public diplomacy, I examine the ways in which volunteer training incorporates cultural-learning into its program. The study finds that volunteer training is largely based on an instrumentalist approach to culture that places emphasis on learning the "explicit" side of culture, such as Korean traditional dance, art, and food as a strategy to promote the country's national image. In contrast, much less covered in the training program is a relational approach to culture-learning that is guided by a reflexive understanding of the "implicit" side of culture, or the values and beliefs that guide the worldviews and behavior of both volunteers and host constituents. Whereas the value of the volunteer program as a citizen diplomacy initiative is in its potential to build relationships based on two-way engagement, its conception of culture is mostly guided by that of the transmission model of public diplomacy. Based on the findings, this study calls for an integrated approach to culture-learning in volunteer training program to move the citizen diplomacy initiative forward.

  • As the value of big data is recognized as important, it is possible to advance decision making by effectively introducing and improving the development and utilization of JAVA and R programs that can analyze vast amounts of existing and unstructured data to governments, public institutions and private businesses. In this study, news data was collated and analyzed through text mining techniques in order to establish marketing strategies based on consumers' airline preferences. This research is meaningful in establishing marketing strategies based on analysis results by analyzing consumers' airline preferences using high-level big data utilization program techniques for data that were difficult to obtain in the past.

An Optimal Installation Strategy for Allocating Energy Storage Systems and Probabilistic-Based Distributed Generation in Active Distribution Networks

  • Recently, owing to increased interest in low-carbon energy supplies, renewable energy sources such as photovoltaics and wind turbines in distribution networks have received considerable attention for generating clean and unlimited energy. The presence of energy storage systems (ESSs) in the promising field of active distribution networks (ADNs) would have direct impact on power system problems such as encountered in probabilistic distributed generation (DG) model studies. Hence, the optimal procedure is offered herein, in which the simultaneous placement of an ESS, photovoltaic-based DG, and wind turbine-based DG in an ADN is taken into account. The main goal of this paper is to maximize the net present value of the loss reduction benefit by considering the price of electricity for each load state. The proposed framework consists of a scenario tree method for covering the existing uncertainties in the distribution network's load demand as well as DG. The collected results verify the considerable effect of concurrent installation of probabilistic DG models and an ESS in defining the optimum site of DG and the ESS and they demonstrate that the optimum operation of an ESS in the ADN is consequently related to the highest value of the loss reduction benefit in long-term planning as well. The results obtained are encouraging.

North Korean Submarine-Launched Ballistic Missile (SLBM) and Reaction of Republic of Korea Navy (북한 SLBM 평가와 한국 해군의 대응방안)

  • This paper has attempted to examine the political and operational contexts within which North Korea's latest acts of nuclear blackmail, its test-firing of an SLBM on April 23rd 2016 and its fourth nuclear test on January 6th 2016, should be understood. Analysis of the KN-11 SLBM and the Sinpo-class SSB is based on official South Korean, US and others sources, especially the ROK MND, as well as other resources from South Korea, US and others. Unfortunately, the results of this exploration are inconclusive: there is simply not enough evidence available at present to either confirm or refute the existence of a functional North Korean SLBM and SSB. Nevertheless, the North Korean determination to possess such assets should not be taken lightly. But even accepting North Korea's claims about its SLBMs at face value, which is undermined by news of apparently unsuccessful follow-up test-firings in November, and probably December 2015, there is little proof that North Korea has yet succeeded in miniaturizing its nuclear warhead, so the most extravagant fears are not yet justified. Taken together with North Korea's latest announcement of a supposed successful SLBM ejection-test, on March 23th 2016, the KN-11 SLBM claims should probably be seen as primarily about proving North Korea's status as a nuclear power, both to exert external political pressure and to bolster internal political support for Kim Jong-un's rule. In conclusion, this paper recommends formulating a preemptive anti-access strategy for the ROKN, proposes acquiring an ASW CV and SSNs to implement submarine strategic deterrent patrols, and urges extending the existing limited AORs to facilitate the preemptive anti-access strategy. Other deterrence options may be suggested, but it is surely significant that the ROKN has recently publically referred to the deployment of an ASW CV and SSNs for the first time.

Evaluation of Road Asset Value using Alternative Depreciation methods : Focusing on National Highway No.1 (대체적 감가상각기법을 활용한 도로자산의 가치 평가 : 국도 1호선을 중심으로)

  • PURPOSES : This study proposes the road asset valuation approach using alternative depreciation methods. It has become necessary to have asset management system according to the adoption of accrual basis accounting for governmental financial reporting and the amendment of the road act. Therefore, it is very important to analyze the effect of depreciation methods on road asset value as a basic research for road asset management system. METHODS : The Ministry of Strategy and Finance (MOSF) has mainly performed road asset valuation based on Write down Replacement Cost and Straight Line depreciation method. This study suggests some appropriate asset valuation methods for road assets through case analysis using three depreciation methods: Consumption-based depreciation method, Condition-based depreciation method, and Straight Line depreciation method. A road asset valuation data of national highway route 1 (year 2014) is used to analyze the effect of three depreciation methods on the road asset value. Road assets include land and structures (pavement, bridge, and tunnel). This study mainly focuses on structures such as bridges and tunnels, because according to governmental accounting standards, land and road pavement assets do not depreciate. RESULTS : The main results of this study are as follows. Firstly, overall asset value of national highway route 1 was estimated at 6.97 trillion KRW when MOSF's method (straight-line depreciation method) is applied. Secondly, asset value was estimated at 4.85 trillion KRW on application of consumption-based depreciation method. Thirdly, asset value was estimated at 4.37 trillion KRW when condition-based depreciation method is applied. Therefore, either consumption-based or condition-based depreciation methods would be more appropriate than straight-line depreciation method if we can use the condition data of road assets including land that are available in real time. CONCLUSIONS : Since road assets such as pavements, bridges, and tunnels have various patterns of deterioration and condition monitoring period, it is necessary to consider a specific valuation method according to the condition of each road asset. Firstly, even though road pavements do not depreciate, asset valuation through condition-based depreciation method would be more appropriate when requirements for application of non-depreciation approach are not satisfied. Since bridge and tunnel facilities show various patterns of deterioration and condition monitoring period by type and condition level, consumption-based depreciation method based on deterioration model would be appropriate. Therefore, it is necessary to have a reasonable asset management system to apply condition-based depreciation method and a periodic condition investigation to manage road assets well.

An Exploratory Analysis on Strategic Changes of Furniture Retailer: Focusing on IKEA and Hanssem in Korea

  • Purpose - This study analyzes how Hanssem, which ranks first in domestic market in the furniture industry, responds to the expansion of IKEA, a large overseas furniture maker, and investigates the recent strategic changes of Hanssem and IKEA. Research design, data, and methodology - As a research method, a general method of case studies, literature research, is carried out through academic research results, reports, articles, and statistics. In addition, methods such as field observation and interview with stakeholder were performed to collect in-depth understanding and information about the companies. Results - Along with its core competences, Hanssem has pursued strategic changes to compensate for its weaknesses. IKEA has also used a variety of strategies changes to match the situation in Korea. Conclusion - Both companies have properly balanced localization elements and standardization strategies that value the needs of local consumers. In particular, Hanssem has implemented various strategies based on its core competence in response to IKEA's strategy. In addition, Hanssem and IKEA are actively managing and have good performance not only in Korea but also in foreign markets.
